Changes to healthcare working practice Following the report by Lord Darzi on High Quality Care, Strategic Health Authorities will have a legal duty to promote innovation. Changes to healthcare payment policy Payment by Results is a rules based system for paying NHS provider organisations. Payment is linked to activity and adjusted for case mix.
