Measurement report UMTS and LTE
Measu remen t rep o rt 3G
Two types of Measurement reporting is possible in 3G1. Periodic2. Event triggered
Measurement reporting parameters for both Periodic and Event triggered are setthrough system information.
Measurement report is send by the UE if a specific condition fulfilled.
To set the reporting condition, parameters are set in the system information 11 foridle state and system information 12 for connected state. If the parameters are not set
in system information, it could be send through Measurement control.

Comments
Event A1 - Servingbecomes better than
threshold
e2f - The estimated quality ofthe currently used frequency is
above a certain threshold
In LTE this may be used tostop looking for a cell on a
different frequency ortechnology, as e2f is used inUMTS.
Event A2 - Servingbecomes worse than
threshold
e2d - The estimated quality ofthe currently used frequency is
below a certain threshold
In LTE this may be used tostart looking for a cell on a
different frequency ortechnology, as e2d is usedin UMTS.
Event A3 - Neighborbecomes offset better
than serving
e1a - A Primary CPICH entersthe reporting range
This comparison is a bit of astretch. The reason I have
equated them is because inboth cases a neighborshould be considered for ahandover, either soft or harddepending on thetechnology.
Event A4 - Neighborbecomes better thanthreshold
e1e - A Primary CPICHbecomes better than anabsolute threshold
Event A5 - Serving
becomes worse thanthreshold1 and neighborbecomes better thanthreshold2
e2b - The estimated quality of
the currently used frequency isbelow a certain threshold andthe estimated quality of a non-used frequency is above a
This comparison is good for
saying that the current cell isbelow an absolute thresholdand the new cell is above athreshold. This would mean
certain threshold that the current cell is notgood enough and the newone is good, which is agood reason to do a hardhandover (in either
technology).
Event B1 - Inter RATneighbor becomes betterthan threshold
e3c - The estimated quality ofother system is above a certainthreshold
Event B2 - Servingbecomes worse thanthreshold1 and inter RATneighbor becomes betterthan threshold2
e3a - The estimated quality ofthe currently used UTRANfrequency is below a certainthreshold and the estimatedquality of the other system isabove a certain threshold
This comparison is good forsaying that the current cell isbelow an absolute thresholdand the new cell on adifferent technology is abovea threshold. This would
mean that the current cell isnot good enough and thenew one is good, which is agood reason to do a hardhandover to the newtechnology.

Where is these defined in the specifications ?
