I. BMC’s Schedule in 2008
1. Dates of meeting of BMC
a. BMC1 – 29 February 2008, Lima, Peru b. BMC2 – 17-18 April 2008, Singapore c. review process intersessionally in the lead up to SOM 3 d. BMC3 – 22-23 October 2008, Singapore
2. Submission of new projects for funding approval at BMC 3 (22-23 October)
10 September Deadline for submission of project proposals to the Secretariat
The Secretariat deadline means that the proposal and QAF have been completed and uploaded to the Project Data Base (PDB); and that ISTWG has considered, approved and ranked all ISTWG proposals by 4 September. This will have the proposal on the PDB at the ‘SCE Approval’ stage by 4 September. No more changes are to be made to the proposal until after the Secretariat’s assessment.
24 September Secretariat Project Assessment Panel completes assessment. ISTWG PD to send comments to proponents for improvement, if necessary
1 October Deadline for final submission of revised projects and revised QAF to be uploaded to PDB.
8 October Secretariat Project Assessment Panel completes re-assessment and uploads recommendations for BMC consideration.
22-23 October BMC meets and considers proposals

II. Procedure of ISTWG for New Project Proposals in 2008
1. Submission of the New Project Proposals to the ISTWG members – No later than 34th ISTWG meeting
If another new project shall be proposed after the 34th ISTWG meeting “intersessionally”, this proposal would get a ranking right behind those of every new proposal which had been tabled and approved and ranked during the 34th ISTWG meeting. (Disadvantage of late proposal)
2. Members’ Review and Approval and Ranking of the New Project Proposals – During the 34th ISTWG in Hong Kong, China on 27-28th March 2008
According to the normal course of action for the new project proposal in APEC Project Guideline, QAF (Quality Assessment Framework) process shall be prior to the Fora (ISTWG)’ approval and ranking.
However, considering the ISTWG meeting schedule (one on 27-28, March and the other in October) and BMC 3 schedule, and the importance of ranking process through all member economy’s participation during the meeting, this year, in ISTWG, QAF process shall be scheduled after the Fora (ISTWG)’s approval and ranking process for the new project proposals. – Members approval is required during the meeting.
3. QAF (Quality Assessment Framework) – Intersessionally (from April to August)
a. Draft composition of “standing QAF group” – Members approval is required during the meeting
Lead Shepherd + four (or five) sub-group chairs
According to the voluntarism, any member of ISTWG chairs is able to refuse to join the QAF standing group
Any volunteer from the ISTWG members
On the condition that he/she must participate in QAF for all new project proposals

A small team formed within the forum should assess and give a score to each submitted proposal using the Quality Assessment Framework (QAF). The Lead Shepherd or Chair should decide how the proposal assessment is carried out. Members of the small team should be chosen for their experience in evaluation, their objectivity, and their technical understanding of the proposal’s subject matter.
One option criteria for the standing QAF group proposed by one member economy
1. Member of the QAF standing group be selected from their experience in evaluation, objectivity, and technical understanding
2. A selection committee consists of LS and SG chairs chooses the QAF standing group member, based on ISTWG member's suggestion according to the criteria in #1
3. SG chairs whose economy doesn't propose a new project should be a priority member of the QAF standing group

b. Principle
Every standing QAF member shall participate in the QAF process for every new project proposal for “fair assessment”
A “coordinator” for each project proposal is designated from the standing QAF group in order to make one consolidated QAF version through coordination with other QAF members
A QAF member cannot join the QAF process on the project proposal whose “proposing economy” (not co-sponsoring economy) is the same with this QAF member
c. QAF Procedure – On intersessional basis
Every QAF standing group member will be registered on the PDB in AIMP through Program Director (Mr. Park Yung-suh) in advance
Each PO uploads the new project proposal on PDB in AIMP
All proposals seeking BMC approval are required to be submitted online through the PDB starting from 2007 (Decision of the APEC Senior Officials)
Once the PO submits the proposal for QAF review (a button on the PDB that the PO can see), each ISTWG QAF member will receive a PDB-generated e-mail requesting the member to participate in the QAF process for this new proposal
Every QAF member shall do the QAF online through PDB. (Please, refer to the PDB Training Material - Website http://member.aimp.apec.org/pdb_sites/default.aspx)
The coordinator of the QAF group shall make one consolidated QAF version after collecting the QAFs and coordinating with other QAF members and send it to the PO (Project Overseer) online through PDB.
One coordinator is designated when the QAF members are composed for each new project proposal. This is because many different QAF versions could be uploaded and discussed online through PDB from diverse QAF members. However, only one QAF version (Consolidated one) can be uploaded to the PDB and sent to the PO (Project Overseer) online through the PDB.
This process is only applied for the project proposal for the OA (Operational Account) and ASF (APEC Support Fund). For the project proposal for TILF, QAF members shall do the QAF offline and send one consolidated QAF version to the PO and PO shall attach this QAF to the proposal online through PDB. (This is because the QAF was only applied to TILF projects from BMC2 in 2007 and it was not considered when the PDB was being designed. The Secretariat is working to have the PDB amended so that the process is the same for all three project accounts.)
The PO receives a PDB generated e-mail notification on the completion of QAF review. If the PO is not satisfied with the QAF, he/she could revise the proposal considering the comments on QAF and is able to ask for another round of QAF process above mentioned.
Once the PO is satisfied with the QAF, he/she submits the proposal for fora’s approval online through PDB. Once all proposals and QAF’s have been

received, and once the fora has ranked all proposals, ISTWG PD (Mr. Park Yung-suh) will enter the ranking online through PDB. This all needs to be completed by 10 September.
4. Submission of new project proposal to the APEC Secretariat
Every new project proposal from ISTWG that seeks approval at BMC 3, for implementation starting in 2009, is to be submitted online through the PDB. By 10 September 2008 the PDB should include 1. Project proposal, 2. One consolidated QAF and 3. Fora approval and ranking.

Urgent projects are defined as those projects which respond to Leaders’, Ministerial, or Host’s priorities and need to be implemented faster than a normal project (for example before the end of the host year). An urgent project should be implemented in the same year and, in principle, its result should be reported to Leaders/Ministers in the same year.
