Division of SolidWasteServices provides refuse col-lection services to a portionof the county’s single-familyresidents, predominantly inthe downcounty area.

Residents living in the re-mainder of the county mustsubscribe for refuse collec-tion services with privatecollectors or obtain servicethrough their homeownerassociations.

People living in munici-palities must contact theirlocal jurisdiction for moreinformation. For questionsabout trash, call the countyat 240-777-0311, or visitwww.montgomerycoun-tymd.gov/solidwaste.

RECYCLINGTheMontgomery County

Division of SolidWasteServices provides recyclingcollection services to allsingle-family householdsin the county, with theexception of households inmunicipalities where theirlocal jurisdiction or a privatecollector provides recyclingcollection services.

In the blue recycling bin,residents can recycle glassbottles and jars, aluminumcans and foil products,bi-metal steel/tin cans,aerosol cans that containednon-hazardous or non-automotive materials, andplastic bottles, containers,jars, tubs, lids, pails, bucketsand flower pots.

In the blue wheeledrecycling cart residents canrecycle cardboard boxes,newspaper, magazines,office and copier paper,

telephone books, paperbackand hardcover books, shred-ded paper, milk and juicecartons and frozen foodboxes.

By using reusable con-tainers or paper lawn bags,residents may recycle grass,leaves, garden trimmingsand brush. Or, try backyardcomposting of leaves andgrass, or grasscycling byleaving grass clippings onthe lawn after mowing.

To recycle scrap metalitems such as appliances,bicycles, metal furniture,lawnmowers, filing cabinetsand more, call DSWS thebusiness day before yourrecycling collection day toschedule a special scrapmetal recycling collection.

Curbside recycling col-lection is once per week andrecyclables must be set outat the curb by 7 a.m.

The county also recycles

other items such as comput-ers, televisions and otherconsumer electronic items,motor oil, antifreeze, tires,textiles, used cooking oil andreusable building supplies.

These items can bedropped off in person atthe Shady Grove ProcessingFacility & Transfer Station/Recycling Center located at16101/16105 Frederick Roadin Derwood.

ANIMAL CONTROLMontgomery County is-

sues animal-related licensesand permits, conducts in-spections of animal-relatedbusinesses, and investigatesanimal cruelty, nuisance andbite cases. The county alsomanages a rabies prevention

program, which includesprojects to encourage petvaccinations, to reduce thenumber of at-large dogs andcats, and to control rabidwildlife. In addition, thecounty removes dead ani-mals from county roads. TheDivision of Animal Controland Humane Treatment ispart of the MontgomeryCounty Police Department.

The Montgomery CountyHumane Society and AnimalShelter provides rescue, care,adoption, handles lost andfound reports, returns lostpets to owners, and provideshumane euthanasia of stray,unwanted, or wild animals.On-going public educa-tion efforts encourage theproper care and handling ofanimals. For pet complaints,lost and found reports,licenses, to report deadanimals on roads, low-cost

The court system in MontgomeryCounty is headquartered in the countyseat, Rockville. Here is a brief overviewof the legal system:

DISTRICT AND CIRCUIT COURTThere are two levels of trial courts:

the state-run District Court, operatingin Rockville and Silver Spring, and thecounty-run Circuit Court of Mont-

gomery County (part of Maryland’sSixth Judicial Circuit with Frederick) inRockville.

Generally speaking, the DistrictCourt handles small claims cases, aswell as misdemeanors and felonieswith penalties of less than three yearsin jail or as much as $2,500 in fines.Speeding, red-light running, drunkendriving and landlord-tenant cases

generally are heard there.All trials in District Court are argued

before a judge; the court hears no jurytrials.

TheCircuitCourthandlesmajorcivilandcriminalcases, family lawcasessuchasdivorceandcustody,andappealsfromtheDistrictCourt. It is theonlycourt in thecounty tohave jury trials.

Juvenile Court is part of the Circuit

Court, but is temporarily housed atDistrict Court in Rockville until theCircuit Court is expanded.

public transportation is widely available. There are many alter-natives to driving. Below is information on where you can finda ticket to ride and a few tips on how you can more sanely reachyour destination.

continues to grow in numbers and diversity.The 2012-13 enrollment in county public

schools is about 149,000with students attendingone of 202 county schools.

The school system’s population representsseveral ethnic groups, as of the 2011-2012 schoolyear: 33 percent white, 26.6 percentHispanic, 21.3percent African-American and 14.3 percent Asian.School system students come frommore than 160foreign countries.

Of the county’s school-age children, 85 percentare enrolled in public school. The rest attend privateschools or are home-schooled.

The mission of the Affordable Housing Conference ofMontgomery County (AHCMC) is to bring elected officials,housing and community development leaders, businessprofessionals, activists and other community members together toaddress affordable housing issues and seek solutions. TheConference’s annual summit draws more than 400 participants tohear expert panelists and speakers. The Conference alsoorganizes public/private sector Roundtables and other specialevents to highlight the need to create and preserve affordablehousing in Montgomery County, MD.

AHCMC also provides down-payment and closing costassistance through the Conference’s “Break the Barrier to HomeOwnership” Program. Grants up to $7,500 are provided toindividuals/families of moderate income who are first-timehomebuyers in Montgomery County.

when farming was the way of life where housingdevelopments stand today.

The not-quite-a-town got its name from thelarge number of German business owners whosettled in the crossroads area of Clopper Roadand Md. 118 in the 1830s and 1840s, according to

historian Susan Soderberg, author of “A History ofGermantown, Maryland.”

Although most of the area’s farmers and land-owners were English, travelers and visitors remem-bered the accents of the shopkeepers, who were amix of German immigrants and also from Germansettlements in Pennsylvania, and began to call the

area “Germantown.”Since 1974, the Germantown population has

been growing by about 2,000 people per year, andduring the past decade it was the fastest-growingarea of Montgomery County.

The community’s 2010 population was about86,400.

POOLESVILLEPoolesville is on the northwestern edge of the county between the Potomac

River to the west and farmland to the east. It covers 2,375 acres.Poolesville first began to take shape when two brothers from Anne Arundel

County, John Poole Sr. and Joseph Poole Sr., purchased 160 acres in the area in1760. In 1793, John Poole Jr. built a two-room log store on 15 acres given to him

by his father and sold parcels to other merchants, including a tailor, tanner andtavern owner; and Poolesville was born.

The town was incorporated in 1867. The residents — about 5,800 — share anappreciation for the town and its simple way of life, yet opinions differ about itsfuture growth potential.

The city of Gaithersburg continues to functionthanks to the hardwork of various people, fromits roughly 250 full-time city staff to the countlessresidents who volunteer to serve the city.

The 10-square-milemunicipality in the centerofMontgomery County can be called a high-techbusiness hub. It also is the home of OldeTowne, ahistoric downtown area featuring shops, offices andrestaurants that is undergoing a revitalization effort.

Before it was Gaithersburg, residents called thearea LogTown. In 1802, BenjaminGaither built ahouse and several retail establishments at FrederickandDiamond avenues.

The town’s namewas changed shortly thereafter.TheGaither family also helped to bring the railroadto the city in the 1850s. Gaithersburg’s 2010 popula-tionwas 59,933, giving it the fourth-highest popu-lation inMaryland, according to theU.S. Census

Bureau.The city, whichwas incorporated in 1878, oper-

ates under a council-manager formofmunicipalgovernment.

The citymanager is appointed by the five-mem-ber city council and serves as a city employee.Themanager acts as the city’s chief executive officer andanswers to themayor and council concerning cityaffairs.

Themayor and city council are elected officialswho serve staggered four-year terms.Themayorserves as the president of the city council and offersinput without voting on the issues.

Othermunicipalities aroundGaithersburg in-cludeWashingtonGrove, with a population of 555 atthe edge of East DiamondAvenue, and Laytonsville,an incorporated townwith a population of about350 north of Gaithersburg.

The original full name ofWashingtonGrovewastheWashingtonGrove CampMeeting Associationof theDistrict of Columbia andMaryland, reflectingthe town’s founding as an outdoor religious summercamp.Washington probablywas chosen becausethemajority of the peoplewho founded the campwere fromWashington, D.C., churches, and“grove”was chosen to advertise thatmeetingswould takeplace in a place filledwith trees.

Laytonsville was established in 1789 on a tractof land granted to James Brooke. It originally wasknown as Cracklintown, named after the popularcracklin bread—bacon corn bread— that wasbaked locally.

Laytonsville received its name after the localpost officewasmoved to John Layton’s saddle shop.The townwas incorporated as amunicipality in1892.

by RichardThomas on landinherited by his wife, DeborahBrooke. He named the townafter his wife’s family.

Brookeville was incorpo-rated in 1808 by theMarylandGeneral Assembly, which ap-pointed three commissionersto run the town.

Sandy Springwas foundedbyQuakers who arrived inthe early 1700s in search of

new land to grow tobacco andcorn.

The population of theSandy Spring-Ashton area isabout 5,628, based on 2010statistics available at Park andPlanning.

The greater Olney areaalso includes such smallercommunities as Brinklow,Ednor, Norbeck, Norwoodand Sunshine.

The history of Damascus is depict-ed in its farms, churches and schools.

The town began as a crossroads ona hill.

A historicmarker near theMeth-odist Education Center onMain Streetrecognizes the original land grant of

1,101 acres, patented byMatthewPig-man onApril 13, 1774, but historicalrecords indicate therewas activity inthe areawell before the 18th century.

The nameDamascus is a biblicalreference.The first officialmention ofDamascuswas in 1816, when Ed-

wardHughes received congressionalapproval for a postal route throughtown. Ridge Road (Md. 27) was partof the SusquehannaTrail that begannear what now isHarrisburg, Pa., andwound along the hilltops to SenecaCreek.

Damascuswas incorporatedfor about 25 years in the early 20thcentury.The community’s populationnow exceeds 30,000.

Neighboring communities includeBoyds andHyattstown, as well asClarksburg.

The town’s first settler,WilliamClarke, saw a crossroads south ofFrederick brimmingwith potential.

Working out of his wagon inthe 1730s, the peddler fromLan-caster County, Pa., set up shop at thewooded intersection of twomajorindian trails.

There he swapped trinkets for furshe could send to Europe’s wealthymarkets. As traffic picked up in thearea, an entrepreneur namedMichaelA. Dowden sawhis fortune.

He built a 17-roomhotel andtavern in 1754 near Clarke’s post.Lt. GeorgeWashington andBritishGen. Edward Braddockwould stayat Dowden’s in 1775 for three days—while soldiers camped on the snow-blown hillsides—on theirmarchtoward Fort Duquesne.

The town takes its name fromClarke’s son, John, who in the early1790s surveyed the town and laid itout in lots, including“villages” forindustries such as tanning and black-

smithing.In 1800, Clarke became the town’s

first postmaster.Throughout the years, the “e”was

dropped from the family name andthe town becameClarksburg. By 1850,Clarksburgwas the third-largest city inMontgomery County, behind Rock-ville and Poolesville.

The townwas boomingwith fourgeneral stores, two hotels, a schooland even its own band, accordingto local author and historian Susan

Soderberg.Clarksburg began to decline in

importance after the 1880s, when theBaltimore andOhio rails laid a pathfor the Brunswick line that bypassedClarksburg and ran through nearbyBoyds, fourmiles away.

After the turn of the century, hotelsand industries began to close.

Clarksburg is undergoingmajordevelopment.The population isexpected to grow to about 40,000 by2025.
