SACRAMENTO — Beginning July 1, 2013, new rules take effect in California for both C-20 (Warm-Air Heating, Ventilating and Air Conditioning) and C-21 (Building Moving Demolition) contractors who dispose of out-of-service thermostats containing mercury. The new regulation requires the con-tractor to put his/her CSLB license number on the thermostat container or provide it at the collection location accepting the device. The new regulations were adopted in May by the California Department of Toxic Substances Control (DTSC) as the final part of the Mercury Thermostat Collection Act of 2008.

Though no longer sold in California, DTSC estimates up to 10 million mercury thermostats are still in California businesses and homes.C-20 contractors and C-21 contractors are seen as a critical link in proper disposal of obsolete thermostats that contain the toxin mercury. The new DTSC rules also will help identify contractors not participating.

The nonprofit, industry-funded Thermostat Recycling Corporation operates about 350 collection sites in California that accept and safely recycle old ther-mostats. Contractors can find the nearest collection site by going to http://www.thermostat-recycle.org/search.php and filling in a ZIP code.Under the new regulations, collection sites will provide the number of mercury thermostats received and the contractor license numbers to manufacturers, who in turn submit an annual report to DTSC. The regulations require manufacturers to collect and recycle more than 32,500 mercury thermostats in the second half of 2013, or 30 percent of the estimated number of the devices that become waste. Recycling goals will increase for the next five years. For more information, go to http://www.thermostat-recycle.org/ or http://www.dtsc.ca.gov/LawsRegsPolicies/Regs/Mercury_Therm_Recovery_Reg.cfm.

Oakland—Cal/OSHA reminds all employers with outdoor workers to protect their workers as temperatures are expected to reach record levels, rising to the triple digits in both northern and Southern California over the next six days.

“With temperatures expected to be from 10-20 degrees above average across the entire state through July 2nd, workers and employers alike are reminded to take extra precautions. Rest, water and shade are absolutely essential in high heat conditions,” said Christine Baker, Director of the Department of Industrial Relations (DIR). Cal/OSHA is a division of DIR.

“Cal/OSHA will be out in force throughout the state, reviewing outdoor worksites to ensure that employers are following heat illness prevention regulations,” said Cal/OSHA Chief Ellen Widess. “Employers should be especially aware of the need for workers to be acclimatized to the very high heat conditions.”

California’s heat regulations require all employers with outdoor workers take basic steps to protect their workers:• Train all employees and supervisors about heat illness prevention

before work begins.• Provide plenty of cool, fresh water and encourage employees to drink

water frequently.• Provide a readily accessible shaded area for workers to take a cool

down recovery break, and provide rest breaks when workers request them.

• Ensure that workers are given enough time to adjust, or “acclimatize” to the heat. This is especially important for new workers and for all workers during a sudden heat wave. This step can mean the difference between life and death.

• Prepare an emergency heat illness prevention plan for the worksite, with training for supervisors and workers on the steps to take if a worker shows signs or symptoms of heat illness.

Special “High Heat” procedures are also required when temperatures

reach 95 degrees. Since workers are at greater risk, supervisors must take extra precautions:• Observe workers for signs and symptoms of heat illness.• Remind workers to drink water frequently.• Provide close supervision of workers in the first 14 days of their

employment (to ensure acclimatization).• Have effective communication systems in place to be able to summon

emergency assistance if necessary.• Ensure effective emergency procedures are in place in case workers

become ill.• Employers may want to adjust work schedules to avoid the peak heat

times of the day. In all cases, employers need to be extremely vigilant.

Visit Cal/OSHA’s Heat Illness web page or the Water. Rest. Shade. campaign site for online information on the heat illness prevention requirements, training materials in multiple languages, and bilingual training sessions for employers and workers. A Heat Illness Prevention e-tool is available on Cal/OSHA’s website, and more information can be found on DIR’s Facebook and Twitter pages.

Cal/OSHA’s Consultation Program provides free and voluntary assistance to employers and employee organizations to improve their health and safety programs. For assistance from the Cal/OSHA Consultation Program, employers can call (800) 963-9424.

Employees with workplace safety questions or complaints, including heat illness, can contact the Cal/OSHA district office in their region to file a confidential report. Recorded messages in English and Spanish detailing resources for California workers are also available toll free at 1-866-924-9757.

For media inquiries, contact Erika Monterroza at (510) 286-1164 or Peter Melton at (510) 286-7046.###

Avoid Heat Illness When it is hot outside, your body temperature can rise to dangerous levels. Normally, your body cools itself through sweating. However, in hot and humid weather, sweating is not enough and the result can be a heat illness. Staying Cool Follow the suggestions below to stay cool when working in hot weather: • Wear loose, light-colored clothing and

some type of hat. • Adapt to working in hot conditions

gradually, especially if performing strenuous tasks.

• Take breaks in the shade when possible, and remove any outer protective gear you may be wearing.

• Avoid overexerting yourself during peak temperature periods (midday).

• Drink liquids frequently, even if you don’t feel thirsty - at least eight ounces every 20 to 30 minutes. Choose water, fruit juice or sports drinks and stay away from liquids containing caffeine, which can dehydrate you.

Recognizing the Symptoms There are three forms of heat illness, each with its own distinct symptoms: • Heat Cramps – severe muscle spasms

in the back, stomach, arms and legs, which are attributed to the loss of body salt and water during periods of heavy perspiration

• Heat Exhaustion – heavy sweating, cool or pale skin, nausea, headache, weakness, vomiting and fast pulse

• Heat Stroke – high body temperature, sweating stops, red and often dry skin, rapid breathing and pulse, headache, nausea, vomiting, diarrhea, seizures, confusion or unconsciousness

Providing Treatment It is essential to treat heat illness as soon as possible. If you are feeling any of the above symptoms, inform a co-worker and ask for help. If you suspect that a fellow worker has any of these conditions, follow the first-aid suggestions below: • Heat Cramps – Move the victim to a

cooler area and allow them to drink approximately six ounces of water every 15 minutes. Follow up with a medical examination.

• Heat Exhaustion – Move the victim to a cooler area and keep them lying down with their legs slightly elevated. Cool their body by fanning and applying cool, wet towels. If conscious, allow the victim to drink approximately six ounces of water every 15 minutes. Follow up with a medical examination.

• Heat Stroke – You or a bystander should immediately call an ambulance. Meanwhile, move the victim to a cooler area, remove their outer clothing, immerse them in cool water or apply cool, wet towels or cloths to the body. Do NOT give them liquids. If medical help is delayed, call the hospital for further instructions while waiting. Heat stroke is life-threatening, so it’s important to move quickly!

Safety Reminder The risk of heat illness increases with age, poor diet, being overweight, insufficient liquid intake, poor physical condition and/or when taking medication. Never take salt tablets without your doctor’s approval. Be aware of weather conditions when you will be working outside so that you can be prepared with appropriate clothing and beverages. If you are working outside and start to feel any adverse symptoms, inform your supervisor and take a break.

Heat illness can be a serious threat. Your best defense is to learn how to stay cool when the weather heats up.
