IN ELHAM WHAT’S ON 2017
ELHAM VILLAGE HALL NEWS March has been a very cerebral month for Elham Village Hall
events with the Mad March Quiz, A Trip Around the World of
Wine and a lecture on Artists of The First World War.
We now have a bit of a gap until our next offering –The Art
Study Day on the 20 May. There are still some places available
for this one-off and fully catered event. Tickets £18.00 from

Looking ahead we are delighted to announce ‘The Great Elham
Hoedown’ on 24 June at 7.30pm. The evening will be themed
(think Oklahoma!) and include a rustic supper and Ceilidh
dancing to live music provided by the ‘Roystercatchers’. The
Saloon Bar will be open and the gingham will be in abundance!
So come along all you cowboys and cowgirls - get your
tickets and join in the fun!

The 120 Club has allowed us to raise much needed funds
for our Village Hall and to allocate £720 in prize money.

raised. Otterpool Park – the public consultation is due to
start soon. SDC have also applied for European Community
funding to develop jobs and business in the area. Gary
Harrison fully supports residents in respect of Ottinge
crossroads, he believes that sight lines are the issue. Dog
fouling – more signs have been put up at Hog Green and
other similarly afflicted locations. Rogue traders are in the
area, please report sightings of Capital Roofing and
Homecare Builders, pass registration number of any
vehicles to Gary or the Police. The new PCSO is Dan Mills
who hopes to attend a meeting as soon as possible. Cllr
Hayter asked why the Parish Council has purchased a
printer without prior approval at a meeting – it was
explained that the Clerk had been using her own equipment
which has now failed. The ability to print is essential as is
the requirement to scan documents for the website. The
Parish council recently received a grant via KALC for over
£1000 to provide such facility so the cost of a printer at
under £250 seemed reasonable. The printer was purchased
in accordance with the Finance Regulations of the Council
and approved by the Chairman due to the urgency of the
situation. Cllr Hayter questioned the necessity of the Clerk
needing to print documents and then left the meeting.
PLANNING APPLICATIONS - Y17/0159 Exted

HIGHWAYS, FOOTPATHS AND FLOODING
Interactive speed signs – Funding is now in place and the
School have ordered the equipment. A meeting has been
requested between the School and Parish Council to
discuss insurance. FINANCE Payments agreed totalling
£2163.46 Proposed Cllr Worrall, seconded Cllr Peall –
agreed. Internal auditor 2016/2017 – The Clerk will
propose options at the April meeting.
CHAIRMAN’S & COUNCILLOR’S REPORTS Cllr
Clements advised the meeting that he has been offered
speedwatch equipment by Lyminge PC as they have updated
theirs. It was agreed to accept this and Gary Harrison will
store it at his office. Cllr Swan has been looking at the draft
emergency plan which was initiated some time ago, his view
is that it is far better to be reactive to a given situation
rather than have a large and complicated plan. The Kent
Resilience Plan has been designed for the County and could
therefore be the main point of reference. It was agreed that
Cllr Clements should be the first point of contact followed
by Cllr Swan. Cllr Worrall reported that rabbits remain an
issue in the burial ground, the control exercise will be
repeated in the near future. The Clerk will ask Kent
Highways to give a cost indication for moving the 30mph
signs approaching Elham from Lyminge. Cllr Peall reported
that in light of recent breaches of the licence, SDC are
taking advice and action. SDC have invited parishes to
suggest topics for the overview and scrutiny process and it
was agreed that planning enforcement and ambulance
response times would be proposed. There being no further

MINUTES OF THE PREVIOUS MEETING The minutes

MATTERS ARISING FROM THE PREVIOUS
MEETING NOT ON THE AGENDA The application for
development at Sleepers Cottage, The Halt was approved by
SDC with 2 objections.
PUBLIC SESSION Parishioners requested support from
the Parish Council in making the crossroads at Ottinge safer
following several accidents recently. It was noted that the
farm shop is attracting more cars and pedestrians and that
measures have been taken by several local landowners to
improve visibility at the junction. The location of the bus stop
is another risk factor which needs consideration here. Ideally
a 30mph limit would be good solution. Cllr Peall suggested
that the Council write to KCC Highways requesting an
update and to support a call for safety measures to be
implemented, the motion was seconded by Cllr Hayter and
agreed. Action by the Clerk.
PARISH AMENITIES & MAINTENANCE. The
Chairman reported that the recent working party has been
very successful in tidying the churchyard and that another was
planned for 4th April 2017 involving FOSM, the Parish Council
and other willing volunteers. A resident has requested that
trees in front of Hunters Bank be trimmed, at the time of the
meeting the Clerk has been unable to contact the resident so
this will be followed up as soon as possible. Parking in The
Square – A resident has previously alerted the Council of
issues here, Cllr Peall can raise this matter at the SDC JTB
meeting with a view to putting in more yellow lines. It was
also noted that the white lines around the Square are not
enforceable, more a convenience for resident and polite
request for users. Mobile phone signals – Andrew Joynes will
be arranging a meeting with the MP, Susan Carey, David
Ratcliffe and representative of the PC in the near future. The
patchy reception for mobile phones is an issue for many
residents and also affects reception for digital (DAB) radios.
The Clerk will also write to KALC as they are currently
championing improved broadband for rural communities, they
may be able to support Elham.
COUNTY & DISTRICT COUNCILLORS AND KCC
COMMUNITY WARDEN Cllr Carey’s report was
circulated to Councillors and will be published in the next
newsletter. Cllr Peall reporting as SDC Elected Member –
1.99% increase in Council Tax has been agreed. In
Folkestone, the Radnor Park play area is going ahead, in
Cheriton land has been purchased by SDC for light industry
and housing development. Yellow lines at the Square has been

Hayter requested amendment to the minutes – not agreed,
Cllr Worrall asked that ‘provisional’ be removed from Cllr
Percival’s apologies and that item 28 be amended to state
‘breaches of the caravan site licence’. The minutes of the
meeting held on 6th March 2017 were agreed as a true
record. Proposed Cllr Worrall, seconded Cllr Swan –
agreed.
MATTERS ARISING FROM THE PREVIOUS
MEETING - Clerk to contact Mr Edgley regarding tree
work adjacent to Hunters Bank. Cllr Worrall reported that
rabbit problems at the Burial Ground have been dealt with.
KCC to be asked again about the cost of moving the 30mph
signs approaching Elham from Lyminge. Remedial work on
the surrounding wall will start in May. Mobile phones – led by
Mr Andrew Joynes, who was thanked by the Chairman for
his work on this, a meeting has been arranged with Damian
Collins MP.
PUBLIC SESSION - Parking in the square continues to
cause concern, some cars are left there for 10 days or more.
Large lorries are causing problems for residents and hauliers
alike. Gary will progress putting yellow lines in place ASAP,
KCC Cllr Carey and Cllr Peall have asked for the matter to
be raised at the next Shepway DC JTB meeting. If accepted
any plan would go out for public consultation to allow the
local community to decide on appropriate action. Broken
signs – if a sign is found to be broken this can be reported via
the KCC website using their mapping system or via the
Parish Clerk. Roads are being damaged by large vehicles at a
site between Wingmore and Stelling Minnis – Cllr Carey
suggested that this should be reported to KCC Highways,
she will also discuss with the District Manager. Overhanging
branches from trees in the Churchyard were reported to be
causing problems with TV reception – Cllr Clements will
discuss options with SDC’s Trees Officer and report at the
next meeting. Caravan Site at Wingmore – SDC are taking
action in respect of licence terms breaches at the site and are
keeping the Parish Council up to date on actions taken. Cllr
Worrall reported that he understood that some residents of
the site have gained work from parishioners and local
organisations. Reports of suspicious activity have increased
and Gary Harrison urged all incidents to be reported via the
Police 101 service. Mr Kincaid asked for a report from Cllr
Peall on the circumstances leading to the current situation.

COUNTY & DISTRICT COUNCILLORS AND
WARDEN Cllr Carey reported that as previously
mentioned, issues at The Square will be discussed at the next
JTB meeting in May. Ottinge crossroads, KCC Highways’
engineer has agreed that improvements need to be made and
that residents have also been contacted directly where they
individually contacted KCC. Cllr Carey’s full report will be
published in the Newsletter in May. Gary Harrison
emphasised the need to report suspicious activity via 101,
Trading Standards are also aware of some issues and will
work with other agencies. The Police have been following up
reports and the PCSO has reported a spike in crime in the
area which requires monitoring.

Reduction in length by a max 2m of the westernmost lateral

CHAIRMAN’S & COUNCILLOR’S REPORTS Cllr
Worrall reports that a recent riverbank working party had
suggested removing some vegetation, to be discussed with
landowners. Further, parishioners would be invited to plant
up the area. Cllr Clements suggesting involving the Gardening
Society. COUNCILLOR VACANCIES 3 vacancies exist at
present – any interested parties are invited to contact the
Clerk for further information. The meeting closed at 20.50.

Elham Village Hall 120 Club An invitation to join Elham Village Hall 120 Club
The Elham Village Hall Association raises valuable funds every year for the running of Elham Village Hall. Money raised is used
to maintain and improve the hall for the benefit of all users.
During the past year we have distributed £720 in prizes and raised a similar amount for the hall.
By joining the 120 Club you can help ensure Elham Village Hall remains open as a resource for all the residents in our
community; as well as having a chance to win cash prizes every month! The Elham Village Hall 120 Club is a private lottery and
is open to all residents from Elham and the surrounding area, their family and friends. As a private lottery you have to be
invited to join, you will be allocated a number and your numbers are not transferable. You have to be 16 or over to join.
Each month there is a draw for 50% of the income. This amount is divided between 3 lucky winners on the following basis:
For example, if we have 120 numbers the income for that month will be £120. 50% will be used as the prize fund eg £60 split
into three prizes assuming that there are 120 numbers. 1st prize will be £30, 2nd prize will be £18, third prize will be £12.
You may buy more than one number per month. If at any time there is less than 120 numbers sold then the prize fund will be
proportionally reduced. If there are more than 120 numbers sold then the prize fund will be proportionally increased.
We would ask that you pay for 12 months in advance (£12 per number). The more people who buy a subscription – the higher
the prize money!

number for every £1 subscribed.
Elham Village Hall 120 Club Rules
1. The object of the Club is to raise funds for Elham Village Hall.
2. The Club will commence on a date to be advised by the Elham Village Hall Association (once sufficient numbers have
been issued)
3. The Club will be run by the Elham Village Hall Association. A member of the Management Committee will administer
the Club and allocate numbers
4. The Club is open to all residents of Elham and the surrounding area, their family and friends.
5. Members must be 16 or over.
6. Members must fill in an application form.
7. The entry fee is £1 per month per number. At least 12 months’ entry fees is to be paid in advance. Payments should be
paid by cheque made payable to EVHA 100 Club
8. Members may have more than one number.
9. The draw will take place on the second Tuesday of each month by the Chair of the Elham Village Management
Committee.
10. Cheques will be delivered to the winners and names will be posted in the Elham Newsletter. If the winnings are not
claimed for 6 months, they will be placed into the Elham Village Hall Association funds.
11. The regular monthly prize fund will be 50% of the monthly Income. The first prize will always be equal to 25% of the
total funds raised for that month; the second prize will be 15% and the third prize 10%.50% of all money raised, from
the Elham Village Hall 120 Club, will go towards the running costs of Elham Village Hall.
12. A register will be kept recording the name and address of each member, the number(s) allocated to them and the
subscriptions received.
13. Unless otherwise advised, a member will be deemed to have left the Club if his or her renewal of subscription remains
unpaid for a period of one month.

Ticks, like fleas are among the most common parasites that can infest your pets and they can spread infectious diseases to pets and people. The most common tick in the UK is Ixodes Ricinus or the sheep tick which is found lurking in shady,
grassy areas. They are most active in the warm, wet weather of Spring and Autumn when they seek out mammals to attach to and we are seeing quite a few at the moment! The sheep tick is generally oval, flat and small, the size of a sesame seed when unfed, but when completely engorged with blood, they can grow to the size of a coffee bean. They look for hosts to feed on by climbing to the top of long blades of grass and waiting ( a behaviour known as ‘questing’) for passing traffic such as your pet. Long-haired dogs and inquisitive dogs are most frequently infected and the ticks most commonly attach to the head and chest area. If you find a tick on your pet, it’s important to remove it carefully with a special tick remover otherwise embedded mouth parts can be left behind and can cause local reaction and infection. Ticks can also spread nasty diseases such as Lyme Disease which can cause fever, lethargy and arthritis and has been reported in both dogs and humans in the UK. Ticks can be prevented from attaching to your pet by using a low dose release collar such as Seresto, spot-on liquids or tablets all of which are prescription medicines available from your vets. Sunday 23rd April was our spring volunteer gardening session at the play park on the King George V Playing Field. It
was wonderful to see a few new faces alongside our regular volunteers. Your efforts were greatly appreciated and
will hopefully not have gone unnoticed by the visitors to the park!
Housekeeping: To keep the park tidy we politely request that you take all rubbish home with you (particularly
dirty nappies) as the two bins are only emptied once a week and do get full very quickly! To ensure that the park
remains a clean, safe, pleasant and enjoyable place for all to enjoy, please may we remind you of two very important
points: DOGS ARE NOT PERMITTED IN THE PARK and THE BUSHES AT THE EDGE OF THE PARK ARE NOT
A PUBLIC TOILET! Children play here and this area MUST be kept clean and hygienic, otherwise we will have to
cut the hedges back, which will be a loss. Public toilets are on the High Street just past the Rose & Crown pub.
Fundraising and donations: Cook Fabrications Ltd of Hawkinge has selected Play for Elham as one of the four
charities they are supporting this year, and we would like to say a huge Thank You for their donation of £500 which
will be put towards next year’s insurance cost for the play park.
We have a number of FREE, as well as fundraising activities planned for the coming months too, details of which can
always be found in the Elham Newsletter, posters around the village and on our Facebook page.
Elham Valley Walking Festival: Sunday 18th June at 2pm, Play for Elham will be running a family walk

MAY UPDATE
Amazing bluebells The bluebell is probably one of Britain’s best known wildflowers. Noone can fail to marvel at the beautiful sight of a spring woodland carpeted in blue. We enjoy their wild beauty and their sweet scent, as well as the hum of emerging insects which rely on them as a source of food. We are so privileged to see many of our woods around the Elham Valley with carpets of these flowers and the contrasting lime green of the new growth on trees above.
Bluebells are a protected species. Unfortunately they are under threat from an imposter, the Spanish bluebell! The plants are very similar, although the Spanish version is usually paler than our native species and has upright flowers all around the stem. These give it a more upright appearance than English bluebells, which have flowers arranged on one side of the stem, giving them a characteristic droop.
In folklore, bluebells are also known as ‘fairy flowers’. It was believed that fairies used bluebells to trap passers by, particularly small children!
Other folklore tales would have us believe that by wearing a wreath made of bluebell flowers, the wearer would be compelled to speak only the truth. Or that if you could turn one of the flowers inside out without tearing it, you would eventually win the one you love.

Thank you to everyone who supported our wonderful production of The Vicar of
Dibley. This was a sellout production and we even had to turn people away on the
door. Congratulations to Mike Chisnall (the director) and the cast for giving us
such hilarious evenings
By the time you read this we will have a new committee. Tricia Stewart will be standing down as chair and Liz
Parrish is retiring from the committee after many years as secretary. We thank both Tricia and Liz for all their
hard work for LDS.
Our AGM took place on 13 April , the audited accounts were presented followed by not too much
business.
We welcomed a large crowd of members and guests who had really come to hear Sylvia Scott talk
about life as a District Nurse in deepest rural Kent. Sylvia didn’t disappoint us. After the country
girl Sylvia completed her nursing training at the Royal Free, and particularly as part of her training
and working in the very deprived community within Camden she quickly realised that the intimacy of nursing
those who needed her most was definitely going to be so rewarding, she had to follow her heart and say goodbye
to the rigours of hospitals and ‘dragon’ matron. Later and back in very rural Kent, and after only having just
passed her driving test it was obvious that a necessary item for a District Nurse to function was a new Morris
Minor. Not for long did it remain intact as Sylvia skilfully managed to flip it over and drive it into the farmer’s
gates and fences. Practice does make perfect but it was all part of her education. Sylvia spent many happy years
in her role, tenderly helping her rural patients, working extremely long days, never complaining. Sylvia was not
content to stop there and moved on to become a health visitor, lecturer and finally Director of Nursing for the
Health Executive. Thank you Sylvia for sharing your real life ‘Call the Midwife’ story, we loved hearing about it.
Changes are afoot within Elham Circle. In view of the recent struggles for survival of the Circle we have decided
to continue until December 2017 and have prepared a really interesting programme. Because of this we have
waived taking subscriptions, we shall review our viability at the end of the year. All meetings now take place at
2.30pm. Our next meeting is 11 May when Clive Stanyon will join us for his talk on Family History. We look
forward to seeing you there.
Our next meeting is on the 17th May at 2pm when we are holding our AGM
followed by afternoon tea. In June our meeting will be held on the 28th at 2.30,
and future meetings will be held on the 4th Wednesday at 2.30pm. We meet at Rhodes Minnis Village Hall and
visitors will be made very welcome.

RHODES MINNIS CIRCLE
The speaker at the meeting on 16 March was Jude Lawton who
gave us a most interesting talk on the history and work on Plant
Heritage and the National Collections - I think most of us know
the names but don’t always understand what they mean. She explained it all so well that we all felt we were
experts. On 1 April the Spring Show and Coffee Morning was held in the Village Hall. We thought that due to
the early warm weather there would be few daffodils on show but were delighted by the number of excellent
entries. There were also many beautiful tulip entries, normally they are not ready for the Spring Show. There
was a big raffle and an excellent cake stall.
Don’t forget to pick up a schedule for the Summer Show - it’s not too early to start planning your entries.
The speaker on 18 May will be Alexandra Campbell on ‘My Ten Best Sources of Garden Inspiration’. This sounds
very interesting. Don’t miss it.

CHURCH MATTERS
Elham Valley Group Ministry Prayer and Fellowship Week. Sunday 12th March until Sunday 19th
March
The event was a great success and, as people came to know each other, gained momentum as the week
progressed. We thank Jane and Peter for planning the week and those responsible for organising the worship
and providing the delicious refreshments at the different churches. A chat, with chips, at the Jackdaw after the
Denton service was much enjoyed, as was the lunch at the traditional country pub, the Cat and Custard Pot, after
worship at Paddlesworth. The Fellowship Week gave us an opportunity to visit other churches in the two
benefices, some of which we may not have been in before; it enabled us to experience a variety of styles of
worship, some very different to what we are used to; we learnt and understood more about the circumstances
and activities of the different church communities and above all we made new friends. While the Group Ministry
is in its infancy many of those involved in the week felt that the foundations for cooperation in ministry and
mission had been laid. It was not the sort of event to give one spiritual indigestion, though with all the food and
drink physical indigestion was a risk; it was spiritually uplifting and an enjoyable experience.
Vacancy: Treasurer, Elham St Mary’s Parochial Church Council
This voluntary position would suit someone with a computer interest. Weekly input of time is required with
slightly busier periods at the end of the financial year. Practical aspects, such as the collection and banking of
monies are ably performed by others and the work mostly involves bookkeeping, using a dedicated parish finance
software package and, to a small extent, excel spreadsheets. There is also a need to regularly submit gift aid tax
relief data online to HMRC and to reconcile the books with monthly bank statements, as well as report to PCC
meetings. The work is interesting and rewarding. The retiring treasurer is now away too often to allow adequate
efficiency, but would be generally be available for assistance to any individual new to the position.

The cost is £12 per year. There are 12 draws a year with prize money of £25, £15 and £10, with prizes doubling in December.
