Last month I mentioned that April was New Homes Month and gave some statistics about the benefits that new home construction brings to the economy. Another important, and often overlooked, segment of our industry is remodeling.

Following are a few facts and statistics compiled by the National Association of Home Builders demonstrating the importance and benefits of remodeling.

Like new construction, remodeling of both owner-occupied homes and rental properties contributes billions of dollars to the nation’s economy each year as property owners update and improve residential properties.

Every $10 million in remodeling expenditures yields the following economic benefits:

• 111 jobs • $8.3 million in wage and business income • $3 million in taxes and revenue for state, local,

and federal governmentsOne area that has impacted remodelers in recent years

is the lead paint regulation enacted by the EPA. Enacted in 2010, this rule requires renovation work that disturbs more than six square feet in a home built before 1978 to follow costly lead safe work practices. The EPA removed an opt-out provision of the rule if there were no children under the age of six or pregnant women living in the house. Currently there is legislation in Congress that is supported by the National Association of Home Builders

to make this rule much more reasonable and cost-effective. Among other things, this legislation would reinstate the opt-out provision of the rule. Reinstating the opt-out provision alone would save more than $500 million in compliance costs during the first year and $336 million annually thereafter. Therefore, the NAHB is calling on its members to contact their senators and urge them to co-sponsor the “Inhofe” bill.

There are many other issues that NAHB is advocating for including keeping the mortgage interest deduction and appraisal reform. The legislative conference and spring national board meeting is coming up the first week in June where many of these topics will be discussed. If anyone is interested in attending, please contact me and I can get you more information.

On the local front, we have our Spring GMM coming up on May 16 where we will hand out the awards from the Parade of Homes. We also have the new member barbeque on May 23, and the annual picnic at the Post on June 13. I look forward to seeing many of you at those events.

HalfToned Apparel, Inc. was established in April of 2013 as a custom apparel shop. HalfToned Apparel or HTA is a full service screen print and embroidery company specializing in out of the ordinary print and embroidery techniques. Vanessa Haack and Charles Tokach opened with the vision of giving customers a different look, focusing on unique designs as well as edgy layouts to make our customers stand out and get asked, “Where did you get that?” We have a wide array of promotional items that we sell at reasonable prices to help promote you. Some of our best sellers would be the beachnik combos (which are koozies paired with a mobile cup holder — great for the sandbar), our sport-tek moisture management tees, soft shell jackets, and Under Armour, as well as our wide variety of military hats. Pair the great variety and options we carry in almost anything with our lengendary customer service and you’ve got a mix that’s hard to beat. By the way, did we mention we don’t charge for setups, either? Yep, that’s just one more thing that makes us different than the rest!

We carry ourselves with the saying, “If you can think it, we can ink it.” We have a never say no attitude. So, if you think it is impossible, check with us first. We are in the process of offering custom web stores for some of our clients; this will be a nice addition for ease of ordering.

Since the industry is forever changing, we try to educate our staff by sending them to the latest expos so you know you’ll always have the latest and greatest! HTA employs a staff of 4, which is great growth from starting at just one employee a year ago.

The best part of my day is getting to talk to the most exciting people I have ever met, which makes every

day a new adventure. We are a startup company, so we want to service all accounts, but sometimes find it challenging to get the larger orders at the price of our bigger competition. We want you to get the apparel that people want to wear, not something they have to wear.

Spring GMM Celebrates Parade Builders

Kicking off at the Spring GMM on May 16, there will be $50 up for grabs to one lucky member at each general membership meeting. All member companies will get their names put in a hat. One company will be drawn at each meeting. If a representative of that company is not in attendance, the initial $50 is added to the next meeting’s giveaway bringing the total up to $100. The money keeps compounding until someone is present and wins the total. The reward goes back to the initial $50 after the pot has been won. The final drawing will be held at the Annual Banquet next January and member names will be drawn until a winner is found that evening.

The Spring Parade of Homes Hosts Over 4,000 Attendees

Despite Sunday, April 14 being snowed out, the Spring Parade of Homes had great attendance this year - only taking second to 2012’s attendance by 46 tickets sold - and last year’s Spring Parade included all 6 days! 4,624 total tickets were sold at the participating homes this year.

City Beat: Citizen and Business Involvement Requested for Mandan’s Reactivated Community

City of Mandan - The Mandan City Commission recently voted to reactivate the Community Beautification Committee and to strengthen it with property owner representation. The reactivation action came at the request of Mandan’s Leadership, Pride and Image Committee, which has been exploring options for improving community attractiveness as a means of helping to implement portions of the Mandan Tomorrow community strategic plan.

The Commission will consider appointment to the beautification committee of as many as six citizens and property owners, striving for representation from both residents and the business sector. Residential and commercial property owners are encouraged to confirm their willingness to serve with a letter summarizing their background and reasons for interest. Letters should be submitted by May 13 to City Administrator Jim Neubauer, 205 Second Avenue N.W., Mandan, ND 58554 or by email to [email protected].

Private sector representatives on the committee will serve in an advisory capacity to City staff and the Mandan City Commission on community beautification matters to formulate and coordinate programs and projects that enhance the aesthetic appearance of the community. They will be asked to recommend practices and policies to enhance and upgrade existing properties,

to help coordinate periodic community clean-up campaigns and encourage public participation in such efforts.

City staff members serving on the beautification committee include the city administrator, a police department staff member, fire department staff member, building inspection official, an engineering and planning department staff member, public works director, and Custer District Health representative.

The community beautification committee is expected to meet every other month, likely at 8 a.m. in the morning. A more definite schedule will be determined at the committee’s first meeting after the private sector appointments are made.

National News: Homeownership is Under AttackWhat NAHB is Doing About the Important Issues

Today, the nation faces an unprecedented assault on housing that threatens to derail 100 years of national policy promoting the value of homeownership. Most Americans want change that will mend the housing market, create jobs and boost the overall economy. Improving consumer education to help buyers know what they can afford and avoid being taken advantage of and establishing prudent underwriting standards can move us in the right direction. But policymakers are proposing far more radical changes that would threaten the dream of homeownership for millions of current and future Americans. These include:

Abolishing or limiting the mortgage interest deduction would impose a huge tax increase on millions of middle-class home owners and send shockwaves through the economy. It would further depress home values nationally, leaving more home owners underwater and fueling even more foreclosures. It only takes a 6 percent drop in home values to wipe out $1 trillion in household wealth.

Ending the second home deduction means that millions of home owners who buy and sell a home in

a given year would be hit with a huge tax hike. It’s a myth that most second home owners own expensive beachfront property. There are 907 counties stretching across 49 states where at least 10 percent of the housing stock consists of a second home. The average income for homeowners who have a mortgage on a second home is only $71,344. For more information on the preserving the mortgage interest deduction, visit www.ProtectHomeownership.com.

Ending the Mortage Interest Deduction and Deduction for Second Homes

Six federal agencies are proposing a national Qualified Residential Mortgage standard that would require a minimum 20 percent downpayment and other stricter qualifications, which would keep homeownership out of reach for most first-time home buyers and middle-class households. NAHB estimates it would take 12 years for the typical family to save enough money for a 20 percent downpayment on a median-priced single-family home and other research has found it would take even longer.

Low-downpayment loans have been originated safely for decades and are not what drove the housing lending

crisis. Subprime, no-doc and other alternative mortgage products crashed our economy. Studies show that most of the problems can be fixed by enacting prudent underwriting standards to make sure that home buyers can actually afford their mortgage. NAHB is a strong supporter of such standards. The Administration and regulators must acknowledge this fact and offer a new plan that ensures a safe and healthy mortgage market and keeps low-downpayment options readily available so that home buyers can actually afford their mortgage.

Mandating Minimum 20 Percent Downpayments

There is pent up demand for homes in many parts of the country. Unfortunately, when leaders refuse to make loans for new home building projects, and under pressure from banking regulators, are even calling in performing loans, everyone suffers. Workers get laid off, sound projects go uncompleted and economic growth is stifled.This lack of credit is harming the housing recovery and preventing construction of new homes in markets that need and want them.

Moreover, NAHB analysis of government data shows that the lack of construction lending is disproportionately harming home builders. Residential construction lending is down 79 percent from its peak in 2008. Meanwhile, all other types of construction leanding are off by just 63 percent for that same period.

A full-fledged housing and economic recovery will not take hold until we resolve this ongoing credit crunch. Restoring the flow of credit to home builders will not only help to put America back to work, it will provide badly needed tax revenues that local governments need to fund schools, police and firefighters; and strengthen the economic health of countless communities across the land.

NAHB worked with Reps. Gary Miller (R-Calif.) and Carolyn McCarthy (D-N.Y.) to introduce bipartisan legislation (H.R. 1255, the Home Construction Lending Regulatory Improvement Act of 2013) to address the credit issue for home builders.

Flawed appraisals remain a major problem for home buyers and home owners. The inappropriate use of distressed and foreclosed sales as comparables in determining new home values is needlessly driving down home prices, killing home sales, causing more workers to lose their jobs and delaying a housing and economic recovery. Major reforms in appraisal practices and oversight are needed to ensure that appraisals accurately reflect true market values and don’t contribute to price volatility or harm aspiring home owners and move-up buyers.

residential appraisal process and has developed a new Comprehensive Blueprint for Residential Appraisal Reform which the association will use in its advocacy efforts with Congress, regulators and the appraiser community. The blueprint focuses on the need to reform in four specific areas: 1) the overall regulatory framework for appraisals and oversight of the appraisal industry; 2) data and technology; 3) professional standards; and 4) practices, policies and procedures. Confronting a Faulty Appraisal Process

The private market is clearly not working for housing finance. Fannie Mae, Freddie Mac and the FHA currently guarantee or insure more then 90 percent of all home mortgage activity and private lending institutions have shown little inclination to step up to the plate. Policymakers are now looking at several proposals to wind down Fannie Mae and Freddie Mac and are weighing options to encourage increased participation from private financial institutions.

As the private market assumes a greater role in the mortgage marketplace, NAHB believes it is vital to

maintain an appropriate level of government support to preserve financial stability, promote investor confidence and ensure liquidity and stability for homeownership and rental housing. This is why NAHB has unveiled a comprehensive framework for housing finance reform. The plan would transition Fannie Mae and Freddie Mac to a new mortgage securitization system for single-family and multifamily conventional mortgages. Maintain Federal Support for the Housing Finance System

The House Ways and Means Committee has created 11 working groups to evaluate different aspects of the tax code in anticipation of possible tax reform. NAHB has presented the association’s views on tax reform to committee members and leaders of two of the working groups — real estate and debt, equity and capital — and will be engaging several others as the process goes on.

Discussions centered on several topics, including AD&C loans, carried interest, debt forgiveness

(aka phantom income), depreciation, home equity loans, the Low Income Housing Tax Credit, the mortgage interest deduction and the deduction for second homes. The extensive data and research compiled by NAHB has enabled the association to make a strong case for preserving the existing housing tax incentives. As the tax reform debate moves forward, NAHB will remain very engaged.

Taking the Lead of Tax Reform

On April 16, a bipartisan group of eight senators introduced comprehensive immigration reform legislation entitled the Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744). In an official statement, NAHB Chairman Rick Judson lauded sentaors for crafting a bill that “would create a fair, efficient and workable employee verification system that preserves the direct employer-employee relationship and the current knowing liability standard so that employers may easily understand their role and obligations.” Judson also welcomed the work that has been done to create a new visa program for the low-

skill sector, adding that “we need to improve the size and scope for this program, and NAHB looks forward to working with the U.S. Senate to improve the bill as the legislative process advances.”

On April 22, Judson testified before the Senate Judiciary Committee on Senate bill S. 744 focusing on the legislation’s guest worker provisions, and told Congress that they must be improved to address the significant role that foreign workers play in the housing industry and to help alleviate current labor challenges that are hampering the housing and economic recovery.

Like new construction, remodeling of both owner-occupied homes and rental properties contributes billions of dollars to the nation’s economy each year as property owners update and improve residential properties. Legislation Would Improve Lead Paint Rule

NAHB - In remodeling news, Senate legislation would make much-needed improvements to the EPA’s Lead: Repair, Renovation and Painting rule.

The Lead Exposure Reduction Amendment Act of 2013 (S. 484) would help home owners and remodelers to better comply with the costly work practices and record keeping requirements of the rule without compromising safety standards. NAHB is urging its members to contact their lawmakers and encourage them to co-sponsor this bill.

HBA of F-M has been closely moni-toring and participating in discus-sions at the N.D. Legislature regard-ing House Bill 1020 which contains appropriations for the North Dakota Water Commission and funding for the F-M Area Diversion Project. In mid April, joint efforts by the HBA and several local business organiza-tions were successful in another step forward to secure funding for the project. As of press time, details of state funding were still discussed by both the House and Senate in conference committee.

The HBA’s Spring Parade of Homes features 74 homes by 41 builder members April 27 – May 5. The Pa-rade of Homes Celebration will be May 9.

The HBA will host a Lunch & Learn titled “Health Care Reform: Employ-ers’ Strategies for the Future” May 21.

Federal law requires employers to verify the identity and work authorization of all new hires through completion of the Employment Eligibility Verification Form I-9 within three business days after the individual is hired. The U.S. Citizen-ship and Immigration Services agency has issued a new Form I-9 for Employment Eligibility Verification. This form is avail-able for immediate use, but employers may continue to use the previous version (original expiration was Aug. 31, 2012) until May 7, 2013.

After May 7, 2013, all employers must use only the newly revised Form I-9 (expiration March 31, 2016) for each new employee hired, or be subject to a civil penalty if audited. Be advised that the new form requires additional data, and expands the form from one page to two. Download the new form and instructions at www.uscis.gov/files/form/i-9.pdf.
