(Hull) hereby submits a summary of the results from the April 2019 semi-annual site-wide groundwater sampling event, undertaken in support of the RI/FS at the Ottawa Township Flat Glass Site (Site). The groundwater monitoring wells and piezometers that were sampled during the April 2019 sampling event are included on Table 1 and Figure 1. Groundwater sampling procedures and laboratory results are summarized below: 1. Groundwater sampling was conducted from April 24 through April 26 at monitoring wells and piezometers using low-flow techniques, with the exception of MW-5, which was sampled using a disposable bailer due to insufficient water volume for low-flow sampling. Where low-flow techniques were used, groundwater was extracted at a rate of approximately 100 to 400 milliliters per minute and the following field parameters were measured: pH, temperature, conductivity, oxidation-reduction (redox) potential, dissolved oxygen and turbidity. When field parameters stabilized per Hull’s Standard Operating Procedure (SOP), samples were collected in laboratory-prepared containers and immediately placed on ice in a cooler. The Village of Naplate Main and Auxiliary Production Well samples were collected through faucets or spigots at each wellhead, prior to any treatment being conducted. All samples were submitted to TestAmerica, Inc. under chain-of-custody for analyses described below. 2. Samples collected from the monitoring wells and piezometers were analyzed for total arsenic using U.S. EPA Method 6020 and total dissolved solids (TDS). Field parameters and analytical results for monitoring wells are summarized in Table 1. The laboratory analytical results are located in Attachment A. 3. Dear Ms. Bumba: On behalf of Pilkington North America, Inc. (PNA), Hull & Associates, Inc. (Hull) hereby submits a summary of the results from the April 2019 semi-annual site-wide groundwater sampling event, undertaken in support of the RI/FS at the Ottawa Township Flat Glass Site (Site). The groundwater monitoring wells and piezometers that were sampled during the April 2019 sampling event are included on Table 1 and Figure 1. Groundwater sampling procedures and laboratory results are summarized below:

1. Groundwater sampling was conducted from April 24 through April 26 at monitoring wells

and piezometers using low-flow techniques, with the exception of MW-5, which was sampled using a disposable bailer due to insufficient water volume for low-flow sampling. Where low-flow techniques were used, groundwater was extracted at a rate of approximately 100 to 400 milliliters per minute and the following field parameters were measured: pH, temperature, conductivity, oxidation-reduction (redox) potential, dissolved oxygen and turbidity. When field parameters stabilized per Hull’s Standard Operating Procedure (SOP), samples were collected in laboratory-prepared containers and immediately placed on ice in a cooler. The Village of Naplate Main and Auxiliary Production Well samples were collected through faucets or spigots at each wellhead, prior to any treatment being conducted. All samples were submitted to TestAmerica, Inc. under chain-of-custody for analyses described below.

2. Samples collected from the monitoring wells and piezometers were analyzed for total

arsenic using U.S. EPA Method 6020 and total dissolved solids (TDS). Field parameters and analytical results for monitoring wells are summarized in Table 1. The laboratory analytical results are located in Attachment A.

3. Water level measurements were collected at all groundwater monitoring wells prior to

sample collection activities. Water levels are summarized on Table 2. Water levels could not be obtained from several monitoring wells located within OU4, including P-15, P-30, P-31 and MW-3, as the access road could not be traversed due to the presence of standing water.

A discussion of the analytical results associated with the Central Plume, originating from the Plaster Pit in Operable Unit 4 (OU4) follows:

1. Arsenic concentrations within the core area of the plume were 1,800 micrograms per liter (ug/L) at MW-6L, 760 ug/L at MW-14, 1,900 ug/L at P-23, and 530 ug/L at PZ-2 (duplicate result 630 ug/L).

2. The detected arsenic concentrations at MW-15 was 36 ug/L, which was substantially lower than the concentration detected during the September 2019 sampling event (1,200 ug/l) and more in line with historical observations which have ranged from 20.4 ug/L to 179 ug/L.

3. Arsenic was also detected in samples collected from monitoring wells MW-16 (260 ug/L),

P-22 (19 ug/L), the upper and middle wells of the MW-6 cluster (17 ug/L and 5.4 ug/L, respectively), and the middle and lower wells of the MW-18 cluster (6.3 ug/L and 14 ug/L, respectively).

4. Arsenic was not detected in samples collected from monitoring wells MW-18U or P-9. 5. TDS in groundwater samples ranged from 230 milligrams per liter (mg/L) at sample location

P-9 to 2,600 mg/L at MW-18M. 6. The concentration of arsenic in the leachate collected from piezometer HP-7 was 54,000

ug/L. The TDS concentration was 29,000 mg/L. 7. Arsenic was not detected in the parent or duplicate sample collected from the Village of

Naplate Main Well (reporting limit of 1 ug/L). The reported concentration of arsenic in the Village of Naplate Auxiliary Well was 1.4 ug/L

A discussion of the analytical results associated with the West Plume, originating from the Original Sand Pond in OU4 follows:

1. Detectable total arsenic concentrations in groundwater ranged from 53 ug/L at MW-4U to 2,000 ug/L at MW-2U. The detected concentration of 2,000 ug/L at MW-2U is substantively lower than the reported concentration of 23,000 ug/L in the October 2017 event and the concentration of 8,200 during the October 2018 events and falls within the historical range of detected concentrations of 440 ug/L to 6,540 ug/L.

2. Arsenic in leachate piezometer HP-5, which is located in the Original Sand Pond, was 16,000 ug/L.

3. TDS concentrations in groundwater ranged from 520 mg/L at sample location P-5 to 3,000 mg/L at MW-2U. The TDS concentration at leachate piezometer HP-5 was 16,000 mg/L.

4. P-30 was not sampled as the access road could not be safely traversed due to the presence

of standing water. A discussion of the analytical results associated with the South Plume, originating from Quarry 1 in Operable Unit 3 (OU3) follows:

1. A substantial number of the monitoring wells reported results as below the detection limit of

<5.0 ug/L, including samples collected from the upper and lower wells of the MW-11 and MW-12 clusters, MW-13L, MW-21, S-2, S-3, S-5, S-6R and S-8.

2. Arsenic was detected in samples collected from monitoring wells MW-11M (5.4 ug/L), MW-

12M (14 ug/L), the upper and middle wells of the MW-13 cluster (17 and 29 ug/L, respectively with a detection of 30 ug/L in the MW-13M duplicate), MW-20 (16 ug/L), MW-22 (310 ug/L), MW-23 (7.5 ug/L) and S-1 (130 ug/L).

3. TDS ranged from 530 mg/L at sample locations S-3 to 3,200 mg/L at S-8.

As discussed in previous correspondence, PNA will continue to sample the Village of Naplate wells for arsenic on a quarterly basis; the next quarterly sampling event is tentatively scheduled for June 2019. With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of

the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.

Eurofins TestAmerica, Chicago attests to the validity of the laboratory data generated by Eurofins TestAmerica facilities reported herein. All analyses performed by Eurofins TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures

described in the application methods. Eurofins TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.

The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written

approval of the laboratory.

Calculations are performed before rounding to avoid round-off errors in calculated results.

All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the

individual sections below.

This laboratory report is confidential and is intended for the sole use of Eurofins TestAmerica and its client.

RECEIPT

The samples were received on 4/26/2019 11:55 AM; the samples arrived in good condition, properly preserved and, where required, on ice. The temperature of the cooler at receipt was 2.3º C.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of

the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.

Eurofins TestAmerica, Chicago attests to the validity of the laboratory data generated by Eurofins TestAmerica facilities reported herein. All analyses performed by Eurofins TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures

described in the application methods. Eurofins TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.

The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written

approval of the laboratory.

Calculations are performed before rounding to avoid round-off errors in calculated results.

All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the

individual sections below.

This laboratory report is confidential and is intended for the sole use of Eurofins TestAmerica and its client.

RECEIPT

The samples were received on 4/26/2019 11:55 AM; the samples arrived in good condition, properly preserved and, where required, on ice. The temperatures of the 3 coolers at receipt time were 2.3º C, 3.3º C and 3.6º C.

analysis. The reporting limits have been adjusted accordingly.
