Covid-19 News

vessel arrived in Songkhla had received treatment in a private hospital in the province,

sounding the alarm that the B.1.617.2 strain that was 1st detected in India may have

already entrenched through the Thai soil.

However, the Centre for Covid-19 Situation Administration (CCSA) has come out

to deny reports on its official page that the infected engineer remained on the

vessel and did not reach the Thai shore. The patient has received treatment by a

private hospital. The infected engineer has not disembarked the vessel.

Dr Taweesin Visanuyothin, the spokesperson of the Centre for Covid-19 Situation

Administration (CCSA), said the CCSA is keeping watchful at the B.1.617.2

strain after the variant has been found in a cluster of more than 50 unlinked cases

at Changi Airport in Singapore.

There are cases now that some people’s vaccination plans have been delayed by up to 2-

months as they checked their information on Moo Prom application

The authorities have come out to blame that the hospitals have taken out the

names but that is something that can’t be done that easily.

That the application developer has now changed the mode to stop any such

amendments by the hospitals.

Former Transport Minister Chadchart Sittipunt has come out to reveal the fact that only a

small Covid-19 prevention budget of 750,000 baht has been allocated to cover all prisons

nationwide. This averages out to only a few baht per inmate at a time when 11,670

inmates from just 13 out of the 142 prisons have tested positive for the virus.

In his Facebook post yesterday, Chadchart included a link to a Corrections

Department document, dated May 11 and signed by Director-General Ayut

Sinthopphan, which granted this amount to protect all 142 prisons nationwide, to

procure and provide surgical masks, sanitizer gel, disposable gloves, personal

protective equipment (PPE), infrared thermometers, 70 per cent Ethyl Alcohol

and cleaning sprays.

There are about 310,000 inmates in prisons across the country, according to

information from Justice Minister Somsak Thepsuthin. After doing his maths

Covid-19.

Meanwhile, the Ministry of Education resolved to postpone the opening of the 1st term at

all schools run by the Bangkok Metropolitan Administration (BMA) to June 14 due to

rising concern over the safety of students, parents and members of the public.

The report came after the Bangkok’s Committee on Covid-19 Situation

Administration’s meeting chaired by Bangkok governor Aswin Kwanmuang

which resolved to delay the opening of the 1st term of the new academic year

following the rising number of Covid-19 cases in the capital.

Economic News

The Cabinet yesterday opted to approve another 700 billion baht as stimulus to help

offset the impact of the 3rd

wave of Covid-19 in Thailand.

This is an addition to the 1 trillion baht that has already been approve last year

and comes on top of the many other such borrowings in the past in the name of

Covid-19 pandemic.

Local media has reported that the funding available to be used so far stand at 1.8

trillion (unused funds)

Out of this 1.5 trillion is lying idle for the use for the pandemic stimulus

and 300 billion is for the use by the Ministry of Public Health.

An executive decree has received approval from the cabinet which will allow the

government to seek an additional 700 billion baht to revitalise the economy

battered by the resurgence of the Covid-19 outbreak in the 3rd

wave.

The decree will authorise the government to borrow the money to rehabilitate the

virus-hit economy as well as fund schemes to help people and entrepreneurs

affected by the 3rd wave of the pandemic which has been more severe than the 2

previous rounds.

The government proposes to spend 400 billion baht of the new borrowing to help

various sections of the society affected by the new outbreak, while 270 billion

baht will be used to revive the economy, the people said. About 30 billion baht

will be set aside to finance medical supplies and vaccines to contain the latest

outbreak.

The fresh borrowing can be completed before September 30 next year and is on

top of an ongoing 1-trillion baht debt plan authorized by the cabinet last year to

fund pandemic relief measures.

Sirikanya Tansakul, Kao Klai (Move Forward) Party’s deputy leader, has come out to

reveal that the executive decree seeking an additional 700 billion baht loan is a 4-pages

document. She urged the public to keep a close watch on the 2022 budget appropriation

bill approved by the Finance Ministry to allow the government to seek an additional loan.

Sirikanya also called for the public to keep an eye on the cabinet’s meeting that

will discuss a clandestine letter submitted by the Defence Ministry, asking for a

budget of 387 million baht from the central budget set aside for use in combatting

the new wave of coronavirus. Sirikanya claimed that the Defence Ministry plans

to use 207 million baht to fund security services under the emergency operation

centre. She speculated that the Defence Ministry will make use of such a budget

to tackle political demonstrations, instead of using it to combat the outbreak.

Prime Minister Gen Prayut Chan-o-cha has come out to threaten restaurants in dark-red

zones that they will face closures if they fail to comply with new regulations that allow

until 21.00 hrs and only 25 per cent tables, or 1 person per table in a bid to reduce the

economic and social impacts.

There have been pictures of many restaurants allowing people to have 2-people

seated and/or for customers to be able to pull the chairs from another table to sit

with their friend/loved ones etc.

The Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) is

scheduled for its monthly meeting today to discuss the state-private effort to speed up

Covid-19 vaccination.

The JSCCIB’s meeting has 2 key agendas:

To follow up on progress of the setting up of 4 working teams to help

speed up vaccine distribution and logistics, communication, IT operation

and extra vaccine procurement.

To reassess Thailand’s economic growth figures after the body has cut its

GDP growth forecast from 1.5-3.0 per cent. There is a chance of a further

cut.

The Federation of Thai Industries (FTI) chairman Supant Mongkolsuthree

revealed that the FTI has teamed up with provincial governors like Samut Sakhon

Governor and the Industrial Estate Authority of Thailand to drive government

plans to vaccinate manufacturing workers nationwide.

The cabinet has approved the reduction of social security fund contributions from 5 per

cent to 2.5 per cent for 3 months under Section 33 as proposed by the Social Security

Office (SSO).

The cuts, applied to contributions made by both employers and employees, should

help both sides while boosting circulation and improving the post-Covid-19

economy.

Based on the new rate, employees who are insured under Section 39 will now pay

216 baht a month during the same period from 432 baht during the 3-month

period (from June 1 to August 31).

Thai Airways International Plc (THAI) creditors’ meeting via electronic media (e-

Meeting) is scheduled to be held today to allow creditors to vote on whether they want

the airline to go ahead with its business rehabilitation plan.

The Federation of Savings Cooperatives of Thailand, one of THAI major

2.5452 baht per share.

Asset Management and Exploitation In business restructuring, plan

administrators are required to study the feasibility, cost-effectiveness,

necessity and feasibility of a separate business unit.

The appointment of the plan administrators, namely Piyasawat Amranant,

Pornchai Thirawet and Chansin Tainuchakorn to be the plan

administrators.

The Stock Exchange of Thailand (SET) index closed 17.64 points to close at 1,566.80

points with a trade value of 98.214 billion baht in line with the direction of overseas stock

markets and investors’ worries about Covid-19 cases eased.

The rally in the SET index is quite strong yesterday. This was in line with the

rebound in East Asian equity markets such as Hong Kong, Taiwan, Korea and

Japan, while most ASEAN equity markets moved into negative territory. The

NSL Foods Plc, a bakery and snack manufacturer distributing through 7-Eleven

convenience, will go public today with an initial public offering (IPO) of up to 75 million

shares or 25 per cent of its total shares, at the price of 12 baht per share.

NSL has a registered capital of 300 million baht, consisting of 225 million

existing common shares and 75 million newly issued shares, with a par value of

1.0 baht each. The company has a market capitalization at its IPO of 3.6 billion

baht.

The company offered 53 million newly issued shares to the general public, 7

million shares to institutional investors, 10 million shares to the company’s

patrons, and 5 million shares to employees during May 11 - 13 at 12 baht each,

for a total of 900 million baht. The IPO price was equivalent to the price-to-

earnings ratio (P/E ratio) of 24 times.

NSL Foods aims for revenue of at least 3.5 billion baht in 2021, up at least 16 per

cent from the previous year, says Arkradej Liamcharoen, NSL Foods’ vice

president for Finance and Accounting, adding that the company aims for 6 billion

baht in revenue in the next 5 years.

SET-listed companies reported a net profit of 256 billion baht for the first quarter, an

increase of 137 per cent year-on-year, as surges in oil and petrochemical prices boosted

profits for the energy sector, which accounts for 35-40 per cent of the Stock Exchange of

Thailand's total market cap.

A total of 549 SET-listed companies, which account for 95 per cent of the market

cap, have reported their first-quarter results to the SET. There are 754 listed

companies, including 573 on the SET and 181 on the Market for Alternative

Investment. The net profit is a 45 per cent increase from the previous quarter and

37 per cent higher than analysts' consensus forecast, according to Asia Plus

Securities (ASPS).

Therdsak Thaveeteeratham, executive vice-president of ASPS, said the energy

sector, which includes petrochemicals and commodities, was the most profitable

segment in the first quarter, as prospects of an extensive global vaccine rollout in

the second quarter and a worldwide economic recovery drove commodity prices

to keep rising since the beginning of this year.

SET-listed Jay Mart registered a record quarterly net profit of 333 million baht in the first

quarter, up 218 per cent year-on-year, buoyed by revenue from its mobile device

distribution business. Its revenue surged 8.2 per cent year-on-year to 2.88 billion baht in

the first quarter, according to the company's operating results sent to the Stock Exchange

Jay Mart Mobile (JMB), a mobile phone distribution business wholly owned by

Jay Mart, saw its sales in the first quarter reach 1.99 billion baht, up 24 per cent

Former Prime Minister Thaksin Shinawatra and his sister Yingluck Shinawatra appeared

on ClubHouse yesterday to talk about ways to help the younger generation think on ways

they need to think in order to be relevant in the future.

Both former Prime Ministers who were ousted in coup in 2006 and 2014

respectively, called on the people to ask those coup makers on what the country

has achieved in the years since the coup.

Former Democrat list-MP Watchara Petchthong yesterday submitted a letter to Prime

Minister Gen Prayut Chan-o-cha expressing his intention to donate his 3-month salary

amounting to 36,000 baht which he had received during May-July 2021from an ex-

parliamentarian fund set up by the Secretariat of the House of Representatives.

Watchara said the purpose of his donation is to contribute to the government’s

fund to procure Covid-19 vaccines. He also called for the Prime Minister, cabinet

ministers, members of the coalition parties, senators, all political office holders

and chairman of the state enterprises’ boards to donate part of their salaries to

help fight the crisis.

such a post after reports that the opposition is preparing to file a motion of no-
