• Ensure your Schedule 03FAC Contract includes the following SINs applicable for AFMSA, DeCA and DISA:
811 002 Complete Facilities Maintenance
811 003 Complete Facilities Management
003 97 Ancillary Repair and Alterations
003 100 Ancillary Supplies and/or Services
03FAC 500 Order-Level Materials (OLM’s)

Order-Level Materials (OLMs)
• Now Available (June 2018)
• OLMs are supplies and/or services acquired in direct support of an individual Order placed against a Schedule Contract or BPA when the supplies and/or services are not known at the time of award of the Schedule Contract
• Prices are not established in the Schedule Contract or BPA
• Prices are established at the Order level and the ordering activity CO is responsible for making a fair and reasonable price determination i.e. comparison of quotes received in response to the RFQ or other relevant
pricing information
• OLMs are purchased under the authority of the FSS Program and are not “open market items”

• Utilizes Special Ordering Procedures, reference GSAR 552.238-82
• Must include T&M/LH component
• OLMs are capped at one-third (33.33%) of the Order value 0.75% IFF included Indirect Costs included, if applicable
• Only authorized for certain Schedules (Schedule 03FAC included)
• Exceptions for travel - GSAR 552.238-82(d)(11)

• Existing Schedule Contractors add the OLM’s SIN to their Schedule 03FAC Contract by accepting the bilateral OLM’s mass modification
• NOTE: Schedule Contractors must accept the bilateral Commercial Supplier Agreements (CSA) mass modification before they will be issued the above-referenced OLM mass modification

Adding Supplies and Labor Categories
• Consider adding as many supplies and labor categories on your Schedule Contract that could possibly be needed i.e. adding an entire price list (such as Grainger) is allowable
• Such an approach helps guard against OLM’s exceeding 33.33%
• Adding supplies and labor categories to your Schedule Contract is allowed both before and after award of an Order
• Don’t forget to utilize the Ancillary SIN’s: 003 97 Ancillary Repair and Alterations

FAR 51 Deviation
• Allows GSA Contractors to use GSA supply sources such as Schedules and Global Supply
• Includes supplies/services that are incidental or in support of the Order
• Government must provide GSA Contractor with written authorization
• Portion of the Order that is using the FAR 51 Deviation must be placed on a T&M/LH basis
• No Markup Allowed items must be invoiced at the price they were bought
• Issued in accordance with the procedures in FAR 8.405-1, Ordering Procedures for Supplies, and Services Not Requiring a Statement of Work

Continuity of Contracts
• Overlapping Schedules Contracts? Why? Schedule Order vs. BPA
• An existing Schedule Contractor may submit an offer for a new Contract for the same Schedule as early as their 14th year during the existing Contract’s period of performance, pursuant to updated Clause A-FSS-11 Consideration of Offers under Standing Solicitation
• When an existing Contractor has 1 or more active BPAs or Orders under its existing Contract (or has submitted quotes and is awaiting an award decision), the Contractor is eligible for the award of a new Contract that overlaps the existing Contract
• Holding overlapping Contracts allows existing Contractors to complete work under existing BPAs and Orders under the existing Contract, and to pursue future opportunities under the new Contract
