MATTERS ARISING

Minute Matter Update

4.1 Proposed Management Agreement with DCMS

A copy of the final, signed Management Agreement letter from DCMS, dated 3 March 2016 and setting out the Library’s funding settlement for the five years to 2020/21, is attached for information as an Appendix to this paper.

5.3 DCMS Culture White Paper

DCMS published The Culture White Paper on 23 March 2016. It focused on four main themes: cultural opportunities for all; benefit to communities across the country; the power of culture can increase our international standing; and cultural investment, resilience and reform. Copies of the Library’s consultation submission for the paper and of the public policy team’s initial reactions to the paper were circulated to Board members in March.

6.1 Living Knowledge Major Portfolios

The following members of SLT have agreed to lead the new Living Knowledge portfolios (in addition to St Pancras Transformed):

Boston Spa Renewed – Alasdair Ball

Heritage Made Digital – Kristian Jensen

Everyone Engaged – Jamie Andrews and Liz White, who will jointly lead this as a job share.

Everything Available will be led by the new Head of Research Services; we hope complete this recruitment over summer.

8.2 Apprenticeships A paper is being finalised which details the impacts on the Library of the Government’s new apprenticeships levy and requirements for public sector bodies, and which makes recommendations with regard to our people strategy. This will be brought to the Board for discussion in July.

12.3 Mobile phone masts in St Pancras

The Head of Estates and Facilities has clarified that: the masts have not in fact been removed; no decision has been made yet on whether to renew the lease; and Grade 1 listing of the building does not impose any requirement to remove the masts.

14.2 Investment Committee review and selection of Diversified Growth Fund managers

A selection process, involving presentations from four potential fund managers proposed by Barnett Waddingham, will take place on 12 May.
