    The Cabinet Committee on Economic Affairs (CCEA) has approved theimplementat ion of Indira Gandhi Mat rit va Sahyog Yojana (IGMSY) on pilotbasis in selected 52 dist ricts during t he remaining period of 11th f ive year planat a t otal cost of `1,000 crore.

    Objective:

    The objectives of the scheme are t o improve t he health and nut rit ion stat usof pregnant , lactat ing women and infants by promot ing appropriate pract ices,care and service utilizat ion during pregnancy, safe deliveryand lactation;encouraging t he women to f ollow (opt imal) Infant and Young Child Feedingpractices (IYCF), including early and exclusive breast feeding for the first sixmonths and contributing t o bet ter enabling environment by providing cashincentives for improved health and nut rit ion to pregnant and nursing mothers.

    Cash Incentive:

    This scheme envisages t he cash transferst o be made t o all pregnant andlactat ing women as incentives based on fulf illment of specif ic condit ions

    relat ing t o mother and child health and nut rit ion.

    In this scheme each pregnant and lactat ing woman will receive a total cashincentive of `4,000 in three installmentsf rom the second t rimester ofpregnancy to the child at taining the age of six months

    Beneficiaries:

    The benef iciaries would be pregnant women of 19 years of age and abovefor f irst two live births(benef it f or st ill births will be as per the norms ofscheme).

    Each beneficiary will be required to open individual account (if she doesnot have one already) in the nearest bank or the post office for cashtransfer.The scheme will be implemented by using the infrast ructure, personnel,systems and structures of Integrated Child Development Services(ICDS) including support of health systems along with the additionalpersonnel on cont ractual basis as approved in the scheme.

    Exclusion:

    This scheme excludes all government or PSUs (Cent ral and st ate) employeesbecause t hey are ent it led f or paid mat ernity leave.

    Sponsorship:

    The scheme will be a 100% centrally sponsored schemeand `390 crore and`610 crore have been allocat ed for 2010-11 and 2011-12 respect ively.

    Implementation:

    IGMSY will be implemented in all the Anganwadi Centers of the selected 52districts f rom all the states or union territories.IGMSY will be implementedby t he st ate/UTs t hrough the exist ing st ate and dist rict ICDS cell supportedby addit ional cont ractual staf f .

    Incentives to Anganwadi Workers:

    Anganwadi worker and Anganwadi helper will receive an incent ive of `200 and`100 respect ively per pregnant and lactat ing woman af ter all the due cash

    t ransfers to the benef iciary are complet e. There will be st eering andmonitoring committees at all levels to oversee implementation and monitorthe progress.

    An IGMSY cell within the Women and Child Development Minist ry will alsobe set up.
