Geneful Ra cWs attitude concerning funds held inetzianu

General 1LRadesco was well aware, before he left Rumania, ofthe circumstances in which Cretzianu was entrusted with a sumof 6.000.000 Swiss Francs for anti-communist action. He knewquite well that Iuliulftniu and Dinu4apatianu had approved ofthis and had advised Cretzianu to go on defending the lawsuitstarted by the Communist-dominated Government to get hold ofthose funds. In any case, not only that General Radescu didnot, in 1946-48, contest in any way Cretzianu l s duties and rightsconcerning the funds, but accepted, with thanks, to be givensubstantial amounts.

The following evidence is available in this respect

-Cables dated 20 February,1947, and 2 March, 1947, and ettersdated 17 and 27 February,1947, addressed to Cretzianu, by Colo-nel) (Retired) GeorgeOlavrodi, a friend of Radesco, livingEngland, and carbon-copy of letter dated 24 February,1947, fromCretzianu to Mavrodi. (Enclosures 1,2,3,4 and 5).

- Letter dated 4 Apri1,1947, from BrutuNoste to Cretzianu,advising him, amongst other things, that Aadescu had arrived in Lisbon, that Coste had given him 10.000 Swiss Francs on behalf ofCretzianu, and that Radescu had asked if the debts he had leftin Cyprus could not be paid. (Enclosure 6)

-Letter dated 10 Apri1,1947, from Radescu to Cretzianu, saying"It is my duty to thank you for all you have done for methrough Mr.Coste. The arrangements you made, howeverunexpected, were timely and welcome, allowing me to getout of a difficult situation." (Enclosure 7)

-Letter dated 4 June,1947, from Radeseu to Cre i.zianu, saying,amongst other things think athat"he took the liberty to solicit"Cretzianu f s financial help in favour of an exiled Rumanian news-paper appearing in Paris. (Enclosure 8).

-Letter dated 10 July 1947, from Brutus Coate to Cretzianu,stating (Page 2, point c),that, according to the latitude whichhad been given to him by Cretzianu,he had come to an agreementwith General Radescu, which was to receive a lump sum of 50.000Swiss Francs for one year. Payments for the crew of the aircraftwith which nadescu had escaped from Rumania and repayment offormer debts of Radescu were included in that lump sum.(Enc1.9)

-Accounting report by Brutus Caste, dated 4 February,1048, ad-dressed to Cretzianu, concerning payments made out of moneys en-trusted to him by Cretzianu. The accounts make it clear that Ra-descu did not ;seep his part of the agreement by which he was gi-

' y en a lumpS sum for one year, but drew supplementary amounts of3.480 Swiss francs for the aircraft crew and 3.800 Swiss francsfor his and BarSillftculesculowpaddage from Lisbon to New York.(Enclosure 10). It should be noted likewise that Radescu did notkeep his promise (see Costes letter of 10 July,1947) to giveexplanatory 'accoutts of his expenditures.

In ugly 1948, General Aadescu did not apply for a renewalof the financial arrangements which had been made the pre-vious year. Mr.Maniu having been condemned and imprisonedin the meantime, General Radescu felt free to start, throughhis friends, a campaign of slanders against Cretzianu con-cerning the use of funds entrusted to him, which should havebeen lavishly distributed amongst refugee recommended byGeneral Radescu. At that time General Radescu was alreadybeitikfitanced by Malaya.

When the Rumanian National Committee was set up, in May,1949, General Radescu brought up the question and was toldby Cretzianu that the latter was ready to make a satisfactoryarrangement by Which the funds would be used for activitiesconnected by the Rumanian National Committee, and with theknowledge of that Committee,on condition that the same pro-cedure should be used by Radescu concerning funds receivedfrom Malaxa. This Radescu refused to do as he could not getMitsma y s permission. Yorover,Melaxa was making monthly paymentsto Radescu and did not intend to make any lump payment or tohake any pledge for the future.

On 9 January,1949,Mr.Dolbeare wrote to General Radescu,on behalf of the National Committee for a Free Europe, reques-ting to be informed, at suitable intervals, of the status offunds deposited in the United States and available for Rumanianresistance abroad. (Enclosure 11).

• The matter was discussed by the Rumanian National Committee.Cretzianu reminded the Committee of his former proposals andasked General Radescu if he could give informations to the Com-mittee on the amounts received from Melaxa and their use. Hades-cu replied that Mala ya had stopped his subventions.

Cretzianu,thereupon, declared that, as far as he was concer-ned he would give the informations requested by the NCFS.(En-closures No.12,43 ma 14).

On his part,and without any autorization from the Committee,Radescu wrote a letter on the matter to the NCFE, on 29 January1950. This letter (enclosure 15) is a model of mendacity andbad faith.

Cretzianu wrote again to Radescu, on 27 February, 1950 4 sta-ting that he had deposited in the files of the Committee amemorandum on the situation of the funds he held ir trust,' aswell as the estimated expenses for 1950. This memorandum would.be available to every member of the Committee.(Enclosure 16).

Very shortly after that, Radescu stated that Tic :4ould notconvene the Committee as long as Cretzianu would be one of itsmembers, giving as pretext that he had heard that Cretzianuhad instated him in a private conversation with two other mem-bers of the Committee.

In Sertember, 1950, after Radescu t s withdrawal from the Com-mittee,P TRIA Oeneral Ion Gheorghe t s newspaper) published astatement by Radescu,which refered to an alleged communicationreceived from Mr.Pella, former Rumanian Minister to Switzerlandconcerning "the purpose for which the funds were constituted".The funds were alleged to have been entrusted to Pella "by aspecial Committee formed to that end". (Enclosure 17, page 4)-- ft November 23, 1950, Mr.Pe112a wrote to General Radescu

to deny such allegations. (Enclosure 18).

Radescu and his friends have continued,ever since thecampaign of slanders against Cretzianu. All the Iron Guardalign( press and General Gheorghe t s PATRIA have given thewidest distribution to such slanders among Rumanian exiles.

As concerniRadescu, his attitude is all the more condemna-ble tist he received at one time substantial amounts fromthose funds, without any questions asked. (Gafencu f s positionis exactly the same, considering that he even asked Cretzianuin writing, in August 1248, to pledge himself to give hima yearly pension of 50.000 Swiss francs reversible on his wife,in case he died 1).

By stating publicly, as he does, that the finds entrustedto Cretzianu are "funds belonging to the Rumanian nation",Radescu is doing an excellent service to the Bucarest CommunistGovernment, as this is exactly the position they have takenin the lawsuits in Switzerland. Should Aadescu l s point of viewbe accepted by the Swiss courts, the funds blocked in Switzer-/and would automaticly revert to the Bucharest Government.

Misuse by Radescu of funds Riven by the NCFE to the RumanianNationg Committee.

Some time in June,1949, the NCFE began to make paymentsto the Rumanian National Committee. The first payments weremade to General Radescu. Although the sums were remitted tohim with detailed indications concerning their use, Radescutried at first to spend them as he pleased, without keepingany accounts.

On 13 July, 1949, Cretzianu wrote to Radescu asking thatthe Committee should be convened,as soon as possible,to adoptfinancial by-laws, to appoint a Financial Sub-Committee and aTreasurer. (Enclosure I).

On 18 July, 1949, Radescu replied that the Committee couldnot be convened as some of its members were on vacations. Headded that he saw no necessity of adopting financial by-laws,considering that "the Committee has no funds at its disposition,not even one dollar".. (Enclosure II).

CretzianuOn 19 July,1949,/wrote back, reminding Radescu that his

statement ignored the fact of remittances by the NCFE. He-insis-ted on his previous request. (Enclosure III).

The motives ,,of.Radescu l s attitude soon became obvious.The NCFE was paying 3300 as rent for the New York office ofthe Committee. Radescu chose to consider his own appartmentas office of the Committee, pocketting the MO, over the *$500 he was already receiving as membbr of the Committee.But that was not all : the NCFE was giving $200 monthly fortravel . expenses. Radescu did not breathe a word about thisand got hold of these sums. - ,The NCFE also gave $500 for of-fice furniture and 3200 monthly for office expenses. Radeecuconsidersd that he was entitled to spend those sums as hepleased.

When a Financial. Sub-Committee was appointed at long last(its members being Caranfil and Cretzianu), they took immediatemeasures to rent an apartment as New York office, in October1949. They agreed to leave bilasmaShas in abeyance the Matterof rents wrongly appropriated by Radescu. Caranfil insistedthat other financial "errors" committed by Radescu should beforgotten. Cretzianu could not agree to this and wrote to Ra-descu on 19 December,1949, to ask for explanatory accounts ofthe use of $1500 received by Aadescu from the NCFE and earmar-ked for office expenses, office furniture and travel expenses.(Enclosure 17).

Radescu finally replied in writing on 20 January,1950, butfailed to give satisfactory accounts. (Enclosure V).

The matter had not yet been settled when 41adescu decidedto try and break the Committee.
