The above noted Request for Proposals closed on September 30, 2015 and seven (7) proposals werereviewed. The 5-member evaluation team completed its evaluation of the submissions against the criteriaset out in the Request for Proposals and the three firms of DTAH, The Planning Partnership and GH3 passed the technical evaluation.
The second envelope was opened for each of these three proponents and the scores were adjustedaccordingly. The results are summarized below.

I have attached the Proposal Evaluation Spreadsheet in excel format including technical scores for all proponents and price scoring for the above-mentioned proponents.
We recommend that DTAH, being the highest scoring proponent meeting all mandatory requirements andspecifications be awarded the Humber Bay Park Master Plan Project in the amount of $295,238.49.

Bruce asked me to respond to you.
We actually have no experience with this type of request, but we do manage the naming of streets across the City, andso I will apply our logic and policy for street naming to this request.
We have a street, "Mimico Avenue", in the proximity of the harbour which we would consider to be a duplicate of the
proposed name "Mimico Harbour".
Duplication of names could potentially cause confusion for 1st responders, and therefore my recommendation
is to object to this name based on it being a duplicate of an existing street name in the area.
I see no problem with the name, "Etobicoke Point"

We have a budget for plant material, and potentially a budget for some trail work (depending on the scope of what is
proposed - we would have to discuss this in greater detail at some point). We also have a substantial base of volunteers
in the area and as you know we are always looking for areas to engage these volunteers, so if there is an opportunity to
involve them in any restoration components (where appropriate), we would love to help with that.

We are almost done the RFP for the Humber Bay Park Master Plan. We will be hiring a landscape architect, coastal
engineer and restoration ecologist to do a master plan and phase one construction. Following completion of the master
plan, we have $300K in 2016 for detailed design & construction for Phase 1, which will be natural environment/terrestrial
habitat restoration & enhancement and natural environment trail improvements. Further phases will deal with bigger-
ticket items such as the ponds & buildings.
I'm interested in whether your section has the budget to contribute to the natural environment restoration & trails
work. If you do we will talk about your priorities and how you'd like to be involved in the project. (Even if you don't
have any $$ to chip in I hope you can be involved.)

As a frequent user of the West Humber Off Leash park, I have a concern.
Most off leash parks have a double gate system at the entrance. This gives dog owners a small space to leash or unleash
their dog before entering or exiting the park. It also prevents other dogs in the park (that often run to the gate to greet
new dogs) from getting out.
Having a double gate would really help us in this park. Is this something that can be done?
I've attached a picture of an example double gate.
Also, there is one section of the off leash that is not fully secure and dogs can jump on a rock and escape from the area.
As someone with a dog that is a flight risk, it's a problem. A small addition to the existing fence would solve the
problem.
I would love to show someone this issue to see if we can fix it.
This is an amazing off leash park that is loved by many local dog owners. We welcome the opportunity to work with the
city to keep it safe for dogs and owners alike.

I'm not aware of any plans for this pond. Below is the response I provided the councillor and condo association last fall.Since then they've been asking around hoping to get an response that they like.
Lastly with regard to the natural pond in Jean Augustine Park this pond has been an issue of debate for will over
a decade. I was the park supervisor when this park (then called New Port Beach Park) was built and at that time I
strongly recommending that the water feature be an ornamental fountain as opposed to a natural pond which I
recall was supported by the local community and the then newly formed Humber Bay Condo Association. This
natural pond is behaving exactly as it should, the cattails help keep the pond healthy by filtering runoff and
providing nesting habitat for many species of wildlife and birds. I'm not entirely sure if the cattails were part ofthe original design, regardless they spread rapidly because their seeds blow in the wind and float on the water's
surface so if they weren't part of the original design it was a matter of time before seeds would blow in from
nearby Humber Marshes. Cattails spread from underground rhizomes and therefore costly mechanical removal
would only be a temporary solution and the use of toxic herbicides is not an option that the city would support
nor do I believe it would be supported by the local community.
At this point I see three clear options as follows. Last two items would of course require the support of the local
councillor and community.
1. Enjoy the pond as it is and appreciate the natural beauty it provides, which I know would be supported by
many park users who prefer a more natural look as opposed to a "groomed" environment.
2. Remove the water feature entirely.
3. Work toward's the design and installation of a ornamental fountain.

2. Information given at the mandatory site meeting implied that that bentonite clay liner of the pond was in good shape. Section 3.1.1.d states that a condition assessment of the liner isrequired. Is an assessment of the liner required?
An assessment of the liner in sufficient detail to make an informed recommendation for the pondsystem is required.
3. Section 3.4.1a states that Phase 1 will include revitalization of the ponds. Does this includemechanical and electrical improvements recommended in the "Inventory, Condition Report &Feasibility Study: Internal Pond-Canal System"?
Scope of work for Phase 1 will be determined during the Public Consultation and Master Plan
process. The Inventory, Condition Report and Feasibility Study for the Internal Pond‐Canal System is
required as part of the Master Plan.
