We have appreciated meeting with you and staff over the past months. Your continual help in the entitlement application process with the Ada County Development Services is also very much appreciated.

David Dorrough, owner of a local stud finder business called Franklin Sensors, is procuring entitlement of parcel SO421336500 located off Pollard Lane on the NE corner of the Chinden and the new SH 16 intersection. The parcel is approximately 10.27 acres and is currently zoned RUT. Recent divisions and surveying work has been done on the property as a part of ITD's extensive work for the construction of the SH 16 new road extension and intersection. David Donough, of Franklin Sensors, invented, patented, assembles and ships stud finder products nationally and internationally to clients all over the world. Clients include Costco, Amazon, Sears, Ace, True Value, Canadian Tire, etc. Franklin Sensors creates jobs in the engineering, management, research & development, product planning, production, and sales & marketing fields. David is desirous to entitle and develop this parcel as a home for the Franklin Sensors operations close to his Meridian Road residence off Chinden Boulevard. Along with personal business operation needs, David also desires to develop 9 to 12 other research, engineering and upscale office buildings in a nice professional business park. Buildings would be primarily single story, low WJC generating and low impact uses with landscaping and other amenities matching the high quality of the Meridian area. For some of the Ada County application process and due to public utility services availability, focus will be placed on phases 1 and 2 of the desired development area.

Entitlement needs with Ada County Development Services include a Master Site Plan, Zoning Ordinance Map Amendment, Development Agreement, Landscape Review and Lighting Review application. At this time and due to imminent annexation and rezone into Meridian City, a Conditional Use Permit and Preliminary Plat Application will not be sought. From afore mentioned utility limitations, the Master Site Plan (MSP) would include buildings 1 and 2 only as indicated in the site layout showing adjacent parking, landscaping, signage and lighting. The Zoning Ordinance Map Amendment, however, requests M1 District from the RUT District for the purpose of encouraging professional office building development for the entire 10.27 acre parcel. It would provide and protect an environment exclusjv$ly for such development, subject to standards that protect the nearby residential, agricultural and public uses of property from hazards, noise and other disturbances. Professional offices, financial institutions and other similar uses could be appropriate when they provide services to the neighboring limited industrial businesses and/or employees as considered in the City entitlement process in the future. building is a conditional use in the M1 District of this research and development facility principle use district. The Development Agreement @A) also accounts for the full 10.27 acres under ownership of David Dorrough, Franklin Sensors. Again, phases 1 and 2 with the shown buildings in the site layout are the focus of this application but the DA includes the shadowed future phase, building layout, parking, drive isles, landscape and lighting areas. Landscape and Lighting preliminary plans provide County Development Services review opportunities of the entire site for planning and current phase coordination and connectivity.

Other agency requirements have been met and are attached to the application for your review. Meetings have been held not only with you but also with the DEQ, Central Health District, Ada County Highway District, ITD and City of Meridian. While meeting requirements, conditions, and requests of these agencies; all were agreeable to our request and submitted future concept layouts, zoning and uses within the MI District of this parcel. Letters and correspondence from agencies are attached for your review with the applications. It is noted that the requested location and rezone fits Meridian City's adopted Comprehensive Plan and other agency desires for h r e growth and infrastructure improvements. Also as attached and shown, a neighborhood meeting with proper notification was held. From the neighborhood meeting, we've held individual follow up meetings with adjacent owners. Adjustments to layouts and accompanying landscapellighting plans have been made, and neighbors are agreeable to this application, site layout with concept uses as a best fit for this area in buffering the Hwy 16 Expressway with its limited access.

David Dorrough and his development team will use best engineering, architectural, and construction practices in creating an amenity that enhances this parcel for the community. Thank you again for your attention to this matter and review of our submitted material.
