Overview

• Why modernize irrigation systems?

• Increasingly complex irrigation management

• Irrigation Modernization definition

• Service Oriented Management and operation

• MASSCOTE methodology – elements,

framework, application

• Example(s)

Page 3: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

Modernization to improve performance

• Irrigation performance often

lower than expected -

improvements are critically

needed.

• Modernization a continuing

process that aim to bring

about improvements.

Irrigation System Modernization

FAO 1997 Definition of Modernization:A process of technical and managerial upgrading (as opposed to mere rehabilitation) of irrigation schemes with the objective to improve resource utilization (labor, water, economics, environmental) and water delivery service to farms.

Irrigation System Operation

• To produce a service to users through

specific interventions on the surface

infrastructure

• Must be integrated in a context of

conjunctive use of water and multiple

uses of water

Page 7: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

Spatial heterogeneity

• Heterogeneity of “context-service-physical

capacity” is the norm, not the exception!

• Managing with the same processes, targets,

service levels and inputs is not sound!

• With SOM heterogeneity increases even further

Page 8: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

Specific functions

• Storage

• Conveyance

• Diversion

• Distribution

• Control

• Measurement

• Safety

• Transmission

Dilemma

• To what level should we disaggregate the

service and management?

• Where should we split the management /

operation?

• What is a good compromise between

efficiency of organization and management

(unity) and serving numerous end users with

tailored services (multiplicity) ?

Page 10: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

Making sense

A command area of 30,000 ha is likely to be

composed of :

•1 Main canal

•10 Secondary Canals (3,000 ha)

•50 Tertiary Canals (600 ha)

•1,000 Quaternary Canals (30 ha)

•30,000 farmers (1ha)

•How many units should we consider for

compromising between efficiency and

adaptive ?

Based on FAO experiences in Asia on Modernization of

Canal Operation

MApping System & Services for Canal Operation TEchniques

Page 12: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

MASSCOTE Elements

• Focus on Canal Operation BUT Scope on

Management: canals don’t lie

• SOM: the service to users is the central and

only goal of Management, Operation and

Maintenance

• Heterogeneity of service: based on the

physical constraints, opportunities, demand

for service, willingness to pay.

Page 13: MASSCOTE: Modernization of Management, Operation, and Maintenance of Irrigation Systems

MASSCOTE Elements

• Cost effectiveness: modernization means for

each users the right service at the right cost

• Users = payers = decision makers

• Professionalism: Management, operation and

maintenance of large scale irrigation systems

are complex tasks and require skilled

professionals.

MASSCOTE Applications

• Developing modernization plans for

implementation as part of investment projects

and programmes (China, India, Kyrgyzstan,

Morocco, Pakistan, Sri Lanka)

• Capacity development (Central Asia, East Asia,

South Asia, Near East and North Africa)

• As research tools by MSc. students (several

from IHE delft)
