MASH Implementation Agreement and Latest Guidance

▪ Joint Implementation agreement is between FHWA and AASHTO (dated Jan. 7th, 2016)

▪ The Agreement states that for contracts on the National Highway System, with a letting date after the dates below, only safety hardware evaluated using 2016 MASH criteria will be allowed for new permanent installations and full replacements:

▪ Implementation Dates:

– 12-31-17 : W-beam barriers, and cast-in-place concrete barriers

– 06-30-18: W-beam terminals

– 12-31-19: Bridge rails, transitions, all other longitudinal barriers (including portable barriers installed permanently), all other terminals, sign supports, all other breakaway hardware.

– Latest Guidance for Cable Barriers, Crash Cushions, and other categories of devices associated with the 12-31-19 sunset date: States are allowed to use NCHRP 350, or MASH 2009 roadside safety hardware devices for categories of devices that do not have a MASH 2016 alternative that has been approved for use in the State.

Temporary Work Zone Devices (SP 502-008)

▪ SP 502-008

– Temporary work zone devices, including portable barriers, manufactured after 12-31-19, must have been successfully tested to the 2016 edition of MASH. Such devices manufactured on or before this date, and successfully tested to NCHRP Report 350 or the 2009 edition of MASH, may continue to be used throughout their normal service lives.

– An exception to the manufacture date applies when a particular category of RSH devices does not have a MASH 2016 alternative available . In such a case, devices that meet NCHRP-350 or MASH-2009 may be used regardless of the manufacture date.

– Category 1 devices (e.g., cones, drums) may be self-certified by Vendor or provider, with documentation provided to TxDOT.

– SP 502-008 (Statewide), Effective beginning with Dec. 2020 Letting, may be used as a one-time use prior to that date.
