FTO regulation comment period is still open
FTO regulations will probably be in effect January 1, 2015.
Paul Hajek from the Certification Unit informed the directors that all instructor certifications should
come directly to the certification unit regardless of type. The certification unit will then work with the
specialty areas to ensure certifications are approved. This is being done in an attempt to streamline the
certification process.
Paul Hajek is now the director of the Research and Development Division at MPTC, they will probably
rename the unit after some consideration and restructure.
Instructor conference October 9th
. Should be able to register for the conference and nominate instructor
of the year online.
Next Commission meeting October 8 at 10 a.m. FTO regulations will be on the agenda.
Old Business:
Intellectual disabilities sub-committee met and discussed move to reword several objectives to be
inclusive ion IDD and DD subject matter. Decision was made to wait to develop additional enabling
objectives until we looked at the California POST objectives that seemed to be a good model based on
the recognized categories under ADA.
New Business
LEEMCC – as a means of addressing part of Christopher’s Law proposal was made to adopt MPTC
objective 05.03 (with modifications) to address the legislated training. Please be prepared to
discuss Christopher’s law at the next Training Directors Meeting.
MPTC: No grace period for firearms qualifications. If officer is not qualified by December 31 then the
officer has not met a recertification requirement.
Hagerstown Academy: 9 self-sponsored students
Anne Arundel County: 50 new recruits scheduled for October
Montgomery County Police Department: 75 recruits in current class. Fall class of 84 recruits scheduled
for October.
All of Corrections was trained in the PRIA requirements.
In-Service: Day two started.
Frederick Police Department: LEEMCC instructor Course September 22
New recruit class to begin on November 17 with 20 recruits.
Baltimore City Police Department: 115 recruits in training.
Patrol rifle program has been started there.
50 TASERS have been issued and are on the streets.
Looking at other agencies knife policies for patrol officers.
Southern Maryland: Police entry level with 15 recruits and a corrections class that just started
Harford County: Entry level class beginning September 28
FEMA Disaster Event Planning to be held 7/30 and 7/31
Looking for corrections support staff requirements.
Baltimore County: Entry level class in session
Weapons transition had been completed for all officers except those on limited duty.
Wor-Wic: Academy class in Session
Field Training Officer School has been scheduled.
Administrator’s school has been scheduled for the 2nd
week in October.
Excited delirium and agitated chaotic events training scheduled.
MPTC: Entry level class graduated 16 officers.
September 8 a new entry level class will begin.
Next meeting scheduled for September 17, 2014 @ 1000 hrs.
