SIR:

The report herewith submitted is for the calendar year 1951,and is the Seventy-fifth Annual report upon conditions of the Coaland Clay mines within the State.

The reports from the various mining operators throughout theState show the tonnage to be as follows:

COAL AND CLAY PRODUCTION

Pick 283,430.04Machine 199,709.15Strip 265,025.09

Total 748,165.08

COAL PRODUCTION

ALLEGANY COUNTY: During the calendar year 1951, AlleganyCounty mines employed 339 miners, 39 drivers (including motor-men, brakemen, etc.), 16 inside laborers, and 81 outside employees,making a total of 475 men. The production of coal for 1951 was303,537.13 net tons. This shows a production of 895 net tons perminer employed during this period.

GARRETT COUNTY: During the calendar year 1951, GarrettCounty mines employed 238 miners, 41 drivers (including motor-men, brakemen, etc.), 27 inside laborers, and 90 outside employees,making a total of 396 men. The production of coal for 1951 was245,588.05 net tons. This shows a production of 1,032 net tonsper miner employed during this period.

FIRE CLAY PRODUCTION

ALLEGANY COUNTY: During the calendar year 1951, the fIreclay mines in Allegany County employed 56 miners, 10 drivers13 inside laborers, and 19 outside employees, making a totalof 98 men. The production of fire clay during 1951 was 107,860.10net tons, and shows a production of 1,926 net tons per miner.

GARRETT COUNTY: During the calendar year 1951, there were91,179 net tons of fire clay produced in Garrett County, all stripped,employing 21 outside employees. This shows a production of 4,342net tons per employee.

FATALITIES

No fatal accidents occurred in the coal mines of Maryland duringthe calendar year 1951 as compared with one (1) during 1950.

The following Certificates were awarded as a result of thethirtieth examination for mine foremen, conducted at Frostburg,Allegany County, Maryland, August 14, 15 and 16, 1951.

ROOF BOLTING

During the year 1951, several of the Mine Inspectors suggestedthat the method of Roof Bolting would be applicable to the condi-tions found in the Fire Clay Mines. This method instead of usingtimber to support the roof suspends the roof on bolts which havebeen drilled into it.

After preliminary investigations and consultations with the U. S.Bureau of Mines and the Maryland Bureau of Mines, and visitsto mines where this system was being used, the Big Savage Refrac-tories Corporation decided to put it into use.

In this method, a hole one inch in diameter is drilled about fivef€et into the roof. The bolt is about five feet long of one inchround steel, which is threaded on the bottom and slotted at theLop in which a wedge about seven inches long is fitted. The boltis inserted in the hole until contact is made at the end of the hole.Then a pneum'tic hammer is used to force the wedge down in thebolt anchoring it permanently. On the protruding end, a plate isplaced and a nut is tightened with a pneumatic impact wrench.

This method of roof support eliminates the timbers which areheavy and cumbersome to handle and which occasionally becomedislcdged and must he replaced after a few years due to disintegra-tion or breakage. This also eliminates the obstruction in theentries.

To date, the results have been entirely satisfactory. The systemdepends a great deal on the men doing the work. The men doingthe bolting at the Big Savage Mine were thoroughly trainedunder the supervision of Mr. Arthur Metcalfe, U. S. Bureau ofMines' Consultant, Fairmont, West Virginia.

KITZMILLER MINE RESCUE TEAM ACCLAIMEDNATIONAL CHAMPIONS

On October 2, 3 and 4, 1951, a National Mine Rescue Contestwas held in Columbus, Ohio. Victor's laurels in the Mine RescueContest were won by United Mine Workers of America—District 16team from Kitzmiller, Maryland. These men were competingwith the keenest kind of competition as thirteen other crack minerescue teams were entered in the contest. The Kitzmiller teamoutclassed its competition at Columbus, completing the assignedtask in 37 minutes, by a margin of 12 minutes over its runner-uprival.

The Kitzmiller team was composed of Captain Carl Schell,Chester Evans, Carl Paugh, Mervin Sims, Lee Hartman andRichard Sherwood, Jr., who all reside in the vicinity of Kitzmiller,Maryland.

The team was jointly financed by District 16, United MineWorkers of America, the Grrett Coal Corporation and the Mary-land Bureau of Mines. These men trained for about a year underthe tutelage of Mr. F. D. Baker of the U. S. Bureau of Mines,Mr. Harry Buckley of the Maryland Bureau of Mines, and Mr.L. C. Hutson of the University of Maryland.

The victorious team received a large trophy awarded by UnitedMine Workers of America, a cup donated by "Coal Age" and a'arge Congressional medallion from the U. S. Bureau of Mines.

SAFETY ORDERS

During the calendar year 1951, four (4) Safety Orders wereissued by the District Mine Inspectors of the Bureau of Mines.

On January 11th, a Safety Order was issued by Harry B.Buckley. This order was issued because of a violation of Section80 of the Mining Laws—"Regulations for Protection of Miners".Also Section 148, "Blasting Practices," was being violated. Themine was closed until these violations were corrected.

The second Safety Order was issued by Edward A. Stowell onJanuary 29th. The following violations were noted: Section 47,"Mine Map Required", Section 56, "Monthly Report by Operatorto Bureau"; Section 77, "Mine Openings and Escapeways"; Section94 (b), "Regulations on Brakes and Mine Cars"; Section 142,"Fire Prevention and Control"; Section 146, "Underground Trans-portation",; Section 162, "First Aid Equipment to be Provided. TheSafety Order was complied with.

On April 14th, another Safety Order was issued by Edward A.Stowell because of a violation of Section 64, "Duties of MineForeman". The Order was complied with.

The fourth Safety Order was issued on December 7th by HarryB. Buckley ordering a mine closed until the numerous violations hadbeen corrected. This mine did not reopen.

PROSECUTIONS

During the calendar year 1951, it was necessary to obtain aWarrant against three individual operators due to their continuedviolation of the Maryland Mining Laws.

In each case, the sentence was suspended when the operatoragreed to comply with the law.

METHOD OF TRANSPORTING COAL

The method of transporting Maryland coal from the mine tothe railroad car has changed considerably during the past fewyears. A large number of mines in Maryland are smaller minesand coal is transported from the mines to central loading points,where the coal is cleaned and sized and made ready for shipment.This method has helped the smaller operator considerably andmore of these central loading tipples are expected to be installedfrom time to time.

LABOR CONDITIONS — 1951

Labor conditions during the year 1951 remained virtually un-changed from 1950. Although there was no suspension of work dueto labor trouble, several of the larger operations which suspendedwork in 1949 due to economic conditions in Western Maryland,were still idle during 1951. This has resulted in Maryland minersgoing to the other nearby coal-producing States, and many havebeen obliged to go to other fields of employment.

ACTIVITIES OF RODNEY W. SELDERS—FUEL COMBUSTIONADVISOR FOR THE YEAR 1951

The duties of the Fuel Combustion Advisor consist of advisingconsumers of Maryland coal on proper methods of combustionand storage of coal and to assist purchasing agents in determiningthe proper coals and finding a source of supply of this coal fortheir plants. Another important duty is to assist the producer inproblems concerning the sizing and preparation of coal for moderncombustion equipment.

These duties take the Fuel Combustion Advisor into all twenty-three counties of Maryland.

In 1951, a number of county Public School Systems were visitedto advise on and demonstrate the use of Maryland coal for the

instruction of the janitors, maintenance men and officials of theschool system. During this time, Mr. Selders visited county schoolsystems in Allegany, Baltimore, Carroll, Cecil, Garrett, Kent andWashington counties. A number of private industrial organiza-tions were also visited to promote interest in the use of Marylandcoals.

During the winter months of 1950-51, Mr. Selders spent fourand one-half months in the Baltimore area assisting the StatePurchasing Agent with the purchasing of coal; also the complaintsinvolving the use of coal. During this time, Mr. Selders visited thetwenty-eight state owned institutions that use coal for fuel andmany were visited two or more times as problems would ariseconcerning combustion, storage or complaints arising from thequality of the coal.

Any complaint was investigated to determine if the trouble wasin bad combustion practices, mechanical mal-function or causedby the coal. If it was determined that the quality of the coalwas at fault, a sample was obtained by approved methods toacertain that it would be fair and representative to both the pro-ducer and the consumer. The sample was then mailed to ananalytical laboratory by Mr. Selders.

In all, thirty-one separate complaints were investigated duringthe 1951 heating season. Apparently this work has been effectiveas only seven complaints have arisen over the quality of coal thisseason.

Another phase of this work is to investigate the source, quality,preparation and sizing of coal offered to the State PurchasingDepartment and to determine its value as boiler fuel. This in-volves making evaporation tests at State boiler plants. Approxi-mately five of these tests are made Qach year.

COAL-TESTING LABORATORY

Through the cooperation of Mr. James G. Rennie, Director ofthe Department of Budget and Procurement, enough funds wereobtained to start a small coal laboratory for the testing of boilerfuels.

This laboratory is located in Westernport at the office of theBureau of Mines and consists of enough equipment to determinethe quantitative amounts of ash, moisture, volatile combustiblematter and fixed carbon in coal.

This equipment was purchased with the objective of forminga nucleus for a complete coal laboratory in the future, and theplan is to add another $1,000 in equipment in the 1952-53 fiscalyear.

At present, the laboratory is used to control the quality of coalpurchased for the use of the State; however, any Maryland coalproducer can submit samples at any time. Mr. Selders works inthe laboratory in his spare time when he has no other duties, andthere is no fee for this work.

From July 1, 1951, to the end of the calendar year, a total of fiftysamples were processed in the laboratory.

REPORT ON THE SHORT COURSE IN COAL MINING — 1951

The twenty-eighth annual Short Course in Coal Mining washeld at State Teachers' College, Frostburg, Maryland, beginningJune 18, 1951, and ending August 10, 1951.

Instruction was given in the class room for four weeks, fivenights per week. Two class room periods were held each night fora duration of one hour each.

Instruction was then given in Gas Testing, Mine Rescue andFirst Aid for a period of one week each. The instruction periodbeing five nights per week. The duration of each class averaging3.5 hours.

Conclusion

The school year just completed was marked chiefly by the declinein enrollment and attendance as compared to that of last year.This was not unexpected for various adverse factors could beclearly seen in advance. One of these was the decrease of thenumber of larger operations and the consequent dispersal of mineworkers over a larger area, which in turn made it difficult to getlarge groups of men together to form classes

It has always been the case that this program will alwaysfollow the trend of the coal business. When employment is up andbusiness good, enrollment and attendance are also up. When thebusiness curve dips downward, so does this program.

If we measure the results of this program over the twenty-eight years of existence, it is not hard to believe that it hasplayed a very definite part in the well being of the miners ofMaryland as to their safety, health and efficiency during thatperiod.
