You are aware that Central Government provides Central assistance for

construction of Kitchen-cum-stores in Government, Government-aided and Local

Body Schools to prepare and serve the meals to the children with hygiene and

safety since 2006-07. At present, cost of kitchen-cum-stores is determined on the

basis of plinth area norm and State Schedule of Rates prevalent in the State/UTs.

2. Further, all schools viz; Government, Government-aided, Local Body

Schools, NCLP schools, EGS/AIE Centers, Madrasas and Maqtabs supported

under SSA are also entitled for kitchen devices. 'The existing rate for procurement

of kitchen devices is Rs.5,0001- per school since 2006-07.

3. The quality of mid-day meal largely depends upon the method of storage of

food grain and the cooking area. The food grains, if stored in open outside the

storage bins, become susceptible to pest infestation. Inadequate facilities of

kitchen-cum-stores would expose the children to food poisoning and other health

hazard etc.

4. Keeping in view the importance of safe and secure cooking of mid-day

meal, this Department has released funds for 960087 kitchen-cum-stores and

11,86,359 kitchen devices as on date. he State/UT wise status is at Annexure-I~0)~

5. The Programme Approval Board-Mid Day Meal (PAB-MDM) has

emphasized to complete the sanctioned kitchen-cum-stores and submit the

proposal for remaining schools to release the Central share. The major gap in

kitchen-cum-stores is in the States viz; Maharashtra, Jammu & Kashmir, Kerala,

Madhya Pradesh and Andaman & Nicobar Islands etc. The statement indicating

the gap in kitchen-cum-stores is at Annexure-I

6. I would, therefore, request you to kindly submit proposal by 15th

September, 2012 as per MOM guidelines for the construction of kitchen-cum-

stores, procurement/replacement of kitchen devices so that necessary Central

assistance is released at the earliest after completing codal formalities. The

proposal should specifically indicate whether, adequate budget provision has been

made in the State's Budget for receiving Central assistance as well as for

matching share of State's contribution for these units. The copy of the State's

Schedule of Rates of construction may also be submitted with the proposal. The

soft copy of the proposal may also be sent at gaya.prasad@nic.in and
