At the June 9 meeting of theEvesham Township Council, de-velopers Peter Lazaropoulos andHenry Gorenstein of Lazgor LLCwanted to get a drive-through – not for fast food or a cup of coffee,but an actual drive-through win-dow added to the developers’agreement for their properties atthe 3000, 4000, and 5000 sections of Lincoln Drive West.

Lazaropoulos and Gorensteinoriginally presented a plan inMarch that outlined the demoli-tion of several existing office

buildings at the site and to con-struct a 45,000 square foot LA Fit-ness center, an additional 31,500square foot retail building and asmaller, 3,600 square foot retailpad site toward the south, close tothe already existing Susquehan-na Bank.

Mayor Randy Brown has a newpolicy goal in mind for the Eve-sham Township Council in thecoming summer months, andthat’s finding ways to promoteresidents using online paymentswhen it comes to things such astaxes owed to the township orpaying for township servicessuch as recreation programs.

Brown spoke about the idea at

the June 9 Evesham TownshipCouncil meeting, during whichhe stated his belief that some of the township’s departments havebeen “slacking off” in the num-ber of online payments they havebeen receiving, especially in thetownship’s tax office.

“We’ve got to find a way forcouncil, from a policy decision, totry to find incentives for people touse the online. Let’s make an in-

centive to use the online everytime,” Brown said.

Brown noted that by increasingthe number of people using theonline payment system, moniesowed would get to the townshipfaster and would only help it inthe “bigger picture.”

According to Brown, overallcollection rates would also poten-tially rise with more people usingonline payments, as it would cutdown on the number of bouncedchecks, and since payments

would be easier to make, morepeople would do so.

Council member Ken D’An-drea, who is also the acting soccercommissioner under the MarltonRecreation Council, said therecreation council switched to an“online only” payment systemabout five years ago, and agreedwith Brown when he said it com-pletely stopped nuisances such aschecks not clearing.

During the discussion, deputytownship manager Monica Van-denberg, who serves as director of recreation and senior services,said that about 70-80 percent of the people who pay for the town-ship’s summer camp program doso through online payments.

Brown said another payment-related proposal he hoped tomake to township manager TomCzerniecki was the idea of takingthe township’s tax-collecting de-partment “on the road” for the

times of the year when taxes aredue.

Brown said during those cou-ple of days, he would hope to sendtownship employees to areaswhere large numbers of seniorcitizens live, such as the VillageGreenes and Legacy Oaks com-munities, and have taxes collect-ed there instead of having the eld-

the future of our kids a lot.

High school seniors, eighth

graders and kindergarteners will all

celebrate graduations this week, clos-

ing one door behind them and opening

another in front of them.

It’s a vast new world that these kidsand young adults are living in, one

that is drastically different from the

one in which their parents lived at

their age.

Technology has provided plenty of

good, plenty of opportunities that the

kids of even 10 to 20 years ago didn’t

have. It’s mind-boggling.

And it’s also potentially dangerous.

The Internet can give a person a voice

that can reach millions of people with

a few taps on a keyboard. In terms of

civic involvement, in research and in

other areas, this is something plenty of us would have loved to have had when

we were younger. With the opportuni-

ty, though, also comes the potential for

long-lasting damage.

Kids don’t often listen to their par-

ents and teachers when they try to

teach them lessons. So maybe they can

learn a lesson from pop star Iggy Azal-

ea.

Last week, posts that Azalea made to

Twitter four years ago have resur-

faced, with screen shots of her posts

showing insensitive sexual and racist

remarks. As a result, Azalea cancelled

a scheduled performance at Pitts-

burgh’s LGBT Pride event last week-

end.

The Pittsburgh chapter of the Gay,

Lesbian & Straight Education Net-

work didn’t march in the Pittsburgh

Pride parade because Azalea wasscheduled to perform.

Azalea, who turned 25 years old this

month, is facing the music for things

she posted as a 21-year-old.

It’s a lesson we can all learn from –

once you post it, it’s there forever.

Even though Azalea deleted those

four-year-old Tweets, they were still

available for someone to find.

So, kids, be careful what you post.

Be careful what you do online. It may

seem innocent now, but it could come

back to haunt you years down the line.

Brown said as the council con-tinues to move in the direction of making the township “customerfriendly,” no matter how peopledecide to pay their taxes or otherbills, the process should be as

easy as possible.“How do we make the easiest

possible way for residents to paytheir taxes in person, remote andonline?” Brown asked.

Evesham first started accept-

ing online payments for taxes in2010. Taxpayers can find the blockand lot number of a property andpay online directly from a check-ing account or by using a creditcard.

“It’s the only way I pay mytaxes anymore, whether it’s thisplace or my place in Ocean City,so I haven’t paid taxes in personin I don’t know how long,” Brownsaid.

Evesham Police responded tothe unit block of Buckley Lane onJune 6 following a 911 call report-ing a 25-year-old male had over-dosed on heroin.

Responding officers found thevictim lying unresponsive andnot breathing on the bathroom

floor. Officers quickly adminis-tered nasal Narcan and revivedthe victim, who was taken by theEvesham Rescue squad and para-medics to a local hospital for fur-

Narcan kits. Narcan is a brandname of the generic drug nalox-one hydrochloride. When some-one is not breathing adequatelybecause of an opioid overdose,

there are only minutes to inter-vene. Narcan reverses an over-dose caused by an opioid drug,

such as heroin, and can restorebreathing within a few minutes.

In 2013, legislators passed theOpioid Antidote and OverdosePrevention Act, which made it

legal for law enforcement officialsto carry Naloxone/Narcan, aheroin antidote previously only

available to hospital staff.The act provides immunity for

witnesses and drug overdose vic-tims, and allows both health-careprofessionals or pharmacists and

non-healthcare professionals todispense the antidote in emer-gency situations.

Plans should go before planning board within next 10 days

Lazaropoulos said the changeis a result of the issue coming up

multiple times while trying tocourt possible tenants for the site.“We have been pursuing dili-

gently, securing tenants, butmany of our tenants have beenasking about drive-through,”Lazaropoulos said. “It was one of the issues that was not addressedin the original concept.”

Aside from the addition of thesingle-lane drive-through win-dow, Lazaropoulos said the plans

presented at the June 9 meeting

were mostly unchanged fromthose he and Gorenstein had pre-sented in March, with the build-ings remaining the same size andat the same locations.

“The project is basically thesame, it just includes a single-lane drive-through,” Lazaropou-los said.

In the plans Lazaropoulos andGorenstein presented in March,the 31,500 square foot retail build-ing included plans for an AAA of-

fice and for the current entrancesto the 3000, 4000, and 5000 sectionsfrom Route 73 to remain the same.Those details also remained un-changed.

Director of community devel-opment Nancy Jamanow echoedLazaropoulos, and said the drive-through addition would simplyamend the redevelopment agree-ment that was already signed bythe township and Lazgor, LLCseveral months ago.

“Just visually, the picture that

went along with the agreementdid not show the drive-through,so this makes it all conforming,”Jamanow said. “They still have toappear before the planning boardfor all their approvals. Nothingchanges on that end.”

Mayor Randy Brown asked if

Lazaropoulos and Gorenstein hadany idea of when the two hopedto have their plan before the plan-ning board, and Lazaropoulossaid they were looking at the nextweek to 10 days.

“The drawings are about 95percent completed. We’re justdoing the preliminary architec-ture right now,” Lazaropoulossaid.

Only one member of the pub-lic, resident Rosemary Bernardi,

commented on the plan duringthe meeting, during which shecommended council and said shethought the plan was a great useof the space.

“It was a great redevelopmentplan and I think it’s a great use,”Bernardi said. “I just wanted tocommend council; I thought thatproperty was a nice use of the re-development of that existingcommercial space, so kudos toyou guys.”

During the vote to approve the

amendment, Councilmember KenD’Andrea abstained from the vote,as he felt the recent position he ac-cepted with Virtua Health couldbe in conflict of interest with theLA Fitness center, as Virtua alsohas physical fitness facilities.

Willard has been a member of the Evesham Police Departmentfor 18 years and is being com-mended for his split-second deci-sions during an extremely dan-gerous encounter and ability todeescalate a potentially deadlysituation.

During the month of May,Willard responded to an apart-ment complex in Evehsam Town-

ship for a suicidal person armedwith a gun.

On location, he contacted fami-ly members outside the apart-ment who reported their familymember had locked himself in

the bedroomarmed with ahandgun andordered hisfamily to callthe police.

Willardquickly en-sured the safe-ty innocentbystanderswhile coordi-nating a perimeter with other re-sponding police units.

warrant at the fire station at thetime of Terruso’s arrest.

It is alleged that Terruso know-ingly used Internet file-sharingsoftware to make multiple files of child pornography available forany other user to download from“shared folders” that he con-trolled on a computer at the firestation on Road C.

The investigation began when

a special agent of HSI was moni-toring a file-sharing network pop-ular with offenders who seekchild pornography.

The agent was using advancedtechnology to search for telltaledigital “fingerprints” of knownchild pornography as well assearch terms associated withchild pornography.

He identified an Internet Proto-col address, ultimately traced to acomputer at the fire station,which had child pornography

available in a shared folder.He partially downloaded a

video from the folder of an adultmale raping a prepubescent girl.

During the investigation, heidentified additional childpornography in a shared folderon a computer at the fire station,including videos of prepubescentboys having sex with other boysand adult males.

The investigation revealed thatTerruso allegedly was the personusing the computer to share childpornography.

During the search, investiga-tors seized four laptop computers

– including a computer personal-ly owned by Terruso – a desktopcomputer, two external harddrives, a tablet, thumb drives andcell phones.

A preliminary review of theequipment revealed more than1,000 files of suspected childpornography.

“We charge that Terruso sor-

didly abused the trust placed inhim as fire chief by viewing andsharing child pornography at thefire station,” Hoffman said. “Indoing so, he allegedly linked him-

self to the depraved network of offenders who, by sharing childpornography, perpetually re-vic-timize the children involved anddirectly motivate those who sexu-

ally exploit and torture childrento create these vile materials.”

“During the past three years,we have worked with HSI and theNew Jersey State Police to chargeover 100 offenders with childpornography crimes, including 80offenders charged in three majorsweeps targeting those who usefile-sharing networks to distrib-ute child pornography,” said Di-rector Elie Honig of the Divisionof Criminal Justice.

“This case is particularly egre-gious because Terruso allegedlyused his position as fire chief tocommit these crimes in a publicfacility.”

“To discover that someone thepublic counts on in times of thedirest need is allegedly victimiz-ing the most vulnerable membersof our community is both heart-breaking and disturbing,” saidacting Special Agent in ChargeKevin Kelly of HSI Newark. “HSIwill continue to work with our

partners in the Division of Crimi-nal Justice to pursue these kindsof cases, stop the criminals andbring them to justice.”

The investigation was conduct-ed for the Division of CriminalJustice Financial & ComputerCrimes Bureau by Deputy Attor-ney General John Nicodemo, Det.Richard DaSilva Jr., Det. Kimber-ly Allen and Sgt. Thomas Turley,under the supervision of Lt. LisaShea, Deputy Chief of DetectivesWilliam Fredrick, Deputy Attor-ney General Kenneth Sharpe,who is deputy bureau chief, andSupervising Deputy AttorneyGeneral Michael Monahan, whois bureau chief.

Hoffman thanked ICE Home-land Security InvestigationsNewark for its work on the inves-tigation.

Hoffman also thanked the

Camden County Prosecutor’s Of-fice and the Haddon Township Po-lice Department for their exten-sive assistance.

Hoffman specifically thankedCapt. Scott Bishop of the HaddonTownship Police Department andSgt. Thomas DiNunzio and re-tired Det. Gary McBride of theCamden County Prosecutor’s Of-fice.

Second-degree crimes carry asentence of five to 10 years in

state prison and a fine of up to$150,000, while third-degreecrimes carry a sentence of threeto five years in state prison and afine of up to $10,000.

There is a presumption of im-prisonment for the charge of pos-session of child pornography if the defendant is found to havepossessed more than 100 files of child pornography.

The charges are merely accusa-tions and Terruso is presumed in-nocent until proven guilty. Be-

cause the charges are indictableoffenses, they will be presented toa grand jury for potential indict-ment.

Terruso was lodged in theCamden County Jail with bail setat $150,000, no 10 percent.
