    After months of discussionacross multiple meetings, Eve-sham Township Council hastaken its first votes toward dis-solving the Evesham MunicipalUtilities Authority and reorganiz-ing the entity as a departmentunder the municipality.

    At its Feb. 9 meeting, councilapproved the introduction of anordinance to dissolve the MUA,the introduction of an ordinancepermitting the township to refi-nance MUA debt as municipaldebt, a resolution to submit an ap-plication for dissolution to thestate and a resolution approvingthe findings of a financial adviso-ry report related to the dissolu-tion.

    However, the two ordinancesofficially dissolving the MUA andrefinancing its debt will onlymove forward for a public hear-ing and final vote by council if first approved by the Local Fi-nance Board under the state De-partment of Community Affairs.

    The Evesham Township SchoolDistrict has announced that itwill again be offering a tuition-based preschool integrated pro-gram for the 2016-2017 school year.

    There will be two half-day pre-school inclusion classes for 4-year-olds, and two half-day ses-sions for 3-year-olds.

    The goal of these inclusion pro-grams are to bring together chil-dren with special needs withtheir typically developing peersin a collaborative classroom envi-ronment where students experi-ence a variety of early readingand math concepts, language de-

    velopment, fine and gross motorskills, related arts and socialskills.

    The curriculum used in theseprograms is state approved, devel-opmentally appropriate andbased on best practice in earlychildhood education.

    The preschool programs arealigned to the district’s kinder-garten program, and taught by a

    certified teacher. In addition,each class will have two instruc-tional assistants.

    Both preschool inclusion pro-grams will be held at Rice Ele-mentary School.

    Each class will be comprised of approximately 15 children, five of whom are classified as havingspecial needs and 10 who are typi-cally developing.

    Each section will last 2.5 hoursper day, four to five days a weekbased on a predetermined pre-school district calendar.

    The cost for the program is$3,300 for the year, and includes

    transportation for all families liv-ing within Evesham’s bus zones.

    Both the 3- and 4-year-old pro-grams will have a morning andafternoon session. Families mustbe willing to accept placement ineither a.m. or p.m. session.

    To be considered for admissioninto this program, there are fourrequirements that must be met:

    • Families must be residents

    of Evesham Township or ETSDemployees

    • Students must be the desig-nated age of the class on or beforeOct. 1

    • Students must be toilettrained

    • Students must have up-to-date immunizations

    Students eligible for entranceinto kindergarten in Septemberwill not be considered for enroll-ment in the preschool program.

    Anyone interested in enrollingtheir non-classified child in one of the classes should complete an ap-plication, which can be found on

    the district website atevesham.k12.nj.us, and return italong with the non-refundable ap-plication fee of $50 on or beforeFriday, March 4 to: EveshamTownship School District, ChildStudy Team, 25 South Maple Ave.,Marlton, NJ 08053.

    As applicants are received, dis-trict personnel will assign atracking number to each childwho submitted an application.Students will be placed on a first-come, first-served basis. If thenumber of applicants exceeds thenumber of available slots in a ses-sion, students will be placed on await list.

    Applicant families will be noti-fied of their acceptance based onfinal enrollment numbers nolater than Friday, March 11. Atthat time, an acceptance formmust be completed and returnedby Tuesday, March 22. Failure toreturn this form by the deadlineshall constitute a declination of 

    enrollment.When school personnel receive

    the acceptance form, class place-ment will be assigned and a regis-tration date and time will bearranged for you. Applicants notinitially offered admission willreceive written notification re-garding their placement on thewait list. Openings subsequentlyarising shall be filled from thewait list in the order they were re-ceived.

    Burlington County ProsecutorRobert D. Bernardi and EveshamTownship Police Chief Christo-pher Chew have announced that a23-year-old Evesham resident wasarrested Feb. 5 and charged withpossession and distribution of child pornography.

    The male was charged withone count of endangering the

    welfare of children (second-de-gree) for distribution and onecount of endangering the welfareof children (third-degree) for pos-session.

    The male was taken into cus-

    tody on Friday, Feb. 5 at his resi-dence following the execution of a search warrant. He was placedin the Burlington County Jail on$75,000 full bail.

    The investigation revealed thatthe male was using his personalemail account to actively tradechild pornography with other in-dividuals. Many of the images de-picted prepubescent girls engag-ing in sexual acts with men.

    cutor’s Office High-Tech CrimesUnit, the Evesham Township Po-lice Department and the New Jer-sey State Police Digital Technolo-gy Investigations Unit, whichoversees the NJSP InternetCrimes Against Children TaskForce, conducted the investiga-tion.     dreams are no longer in the

    head of our Gov. Christie. Last

    week, following a disappointing sixth-

    place finish in the New Hampshire pri-

    mary, Christie did what many thought

    was inevitable for quite awhile now – 

    he suspended his bid for the presiden-cy.

    Four years ago, when Christie made

    it official that he would not seek the Re-

    publican nomination in the 2012 elec-

    tion opposite President Obama, it

    seemed as though our governor would,

    at the very least, be a leading candidate

    in 2016. But following the Bridgegate

    scandal and fights over the state’s pen-

    sion, voters soured on him.

    The surprising rise of Donald

    Trump, and others, was the final blow

    to Christie’s presidential aspirations.

    He performed poorly in the Iowa

    caucuses, which wasn’t unexpected,

    but all along, he was banking his cam-

    paign on success in New Hampshire.

    When he finished with just 7 percent of 

    the vote last week, good for sixth best

    among Republicans, the final nail was

    hammered in his coffin.

    Now, Christie returns to New Jersey

    to assume his full-time duties of gover-

    nor. That will be good for us – or will

    it?

    Christie will serve out the remain-

    ing two years of his second term as a

    lameduck governor. Between now and

    2017, with no further political ascen-

    sion in sight, he will be forced to deal

    with a Legislature that has its sightsset on policies that will reach far be-

    yond his term in office.

    How much Christie will be able to

    accomplish in the remainder of his

    term, and just how much influence he

    can exert, is questionable, at best.

    Christie went for it all, and came up

    short. Now, he’s coming back home to

    pick up the pieces.

    Here’s to hoping he’ll be more hum-

    ble in the coming years and think of 

    New Jersey first.

    tion could be heard by the LFB as early asits March 9 meeting. If the LFB approvesEvesham’s application, the public hearingand final vote on the dissolution and refi-nancing ordinances could be set for coun-cil’s March 22 meeting.

    The MUA-related ordinances and resolu-tions passed at the Feb. 9 meeting fell alonga 3-2 vote margin, with Mayor RandyBrown, Deputy Mayor Ken D’Andrea andCouncilman Bob DiEnna voting yes eachtime, and Councilwoman Debbie Hackman

    and Councilman Steve Zeuli voting no.The votes came after Czerniecki once

    again presented a financial case for thetownship to assume water and wastewaterduties, noting he believed the townshipcould save nearly $11 million over 10 years

    by dissolving the MUA.With an $18 million annual operating

    budget, 55 employees and about 16,000

    water and wastewater customers, the MUAoperates as a public entity separate fromthe municipality and gains funding onlyfrom its ratepayers.

    Czerniecki said $4.3 million in savingswould come from reissuing MUA debt asmunicipal debt, in addition to savings fromoverlapping operating expenses, consolida-tion of open personnel positions and free-ing up $9 million in ratepayer funds held inrestricted reserves, which is required of the MUA as a public entity.

    Czerniecki also said if the townshipwere to take over water and wastewater op-

    erations, it would codify current MUA poli-cies of setting aside $1.5 million for emer-gencies, $2 million for pay as you go capitalprojects and $3 million for cashflow pur-poses.

    He also noted that no employees would

    lose their job as a result of the dissolution,and if the township maintained a steadylevel of debt over the next 10 years, the

    township could increase the number of projects it is able to carry out.After the presentation, Brown described

    the vote for dissolution as one of the easi-est decisions ever placed before him as atownship official. While he praised thework of the MUA, he said the savings thatcould be realized from dissolving the MUAwas what was best for the community.

    “We’d increase of the amount of capital,we’d increase the amount of workload, andwe’d increase the amount that we canspend as we move forward,” Brown said.

    D’Andrea said he was voting in favor of 

    dissolution after examining areas such asMUA debt, MUA surplus, operational effi-ciencies that could come from dissolution,MUA personnel and more. D’Andrea said

    District will again be offering atuition-based full-day kinder-garten program for the 2016-2017school year.

    ships across the state that had dis-solved their MUAs, and he ulti-mately agreed with the informa-tion Czerniecki had presented

    throughout the process.He also noted that his voting

    yes was only the first step of aprocess, and the state would nowbe able to review Evesham’s planand come back with positive ornegative feedback.

    “Given all of that, I will be vot-ing yes to allow that next step tooccur in this process,” D’Andreasaid.

    DiEnna also praised the workof the MUA, but said the town-

    ship didn’t just “wake up oneday” and decide to dissolve theMUA without doing the neces-sary research. He noted the exer-cise of looking into whether thetownship should dissolve itsMUA was a process the state en-couraged and ultimately ap-proved.

    “You can’t pick up a newspa-per, you can’t watch television,you can’t be a student of thetimes and not know that there isan outcry for the reduction in the

    size and cost of government, andthat’s what this is,” DiEnna said.

    Zeuli said he was voting no be-cause the MUA was a good entitythat had done all that was askedof it, and he didn’t want to givethe MUA what he believed was ef-fectively a vote of no confidencebefore the township has actually

    finished a takeover plan and hadit approved.

    “The process I think kind of lends itself to giving a good au-

    thority, a good entity, a lame duckstatus, and I don’t like it,” Zeulisaid.

    Hackman also praised thework of the MUA, and justifiedher votes against dissolution bysaying she was worried the town-ship’s credit rating would be neg-atively affected by assuming theMUA’s debt.

    “We have as a township proba-bly some of the lowest rates inour area for our MUA and that

    doesn’t happen by accident,”Hackman said. “Our MUA does agreat job, so I asked myself whywe would want to take on all thedebt of the MUA and add it toours.”
