CIVITAS Initiative What is all about:
• Improve transport systems and mobility conditions in European cities
• Do it by implementing sustainable approaches
• Work together and exchange
4 rounds of projects so far:• CIVITAS I (2002 - 2006)
• CIVITAS II (2005 - 2009)
• CIVITAS Plus (2008 - 2013)
• CIVITAS Plus2 (2012 - 2017)

CIVITAS ELAN FP7; Co-funded by the EU Duration: 2008 - 2013 5 cities: Ljubljana, Gent, Zagreb, Porto and
Brno 63 measures in 8 Work Packages 43 partners
In Zagreb:• 7 partners
– City Office for Strategic Planning and Development (site coordinator), 2 PT companies (ZET - urban transport and HZ Infra - railway), NGOs ODRAZ and Bicikl, waste disposal company (CISTOCA) and Faculty of Transport and Traffic Sciences

• Measure 3.2-ZAG Study of congestion charging and dialogue on pricing
• Measure 4.4-ZAG Mobility management for large institutions

• Measure 8.2-ZAG Public transport priority andtraveller information

Objectives of the CIVITAS ELAN
Objectives
Improve conditions in PT
Establish a dialogue with citizens
Improve and promote walking and cycling
• Raise the quality of PT service
• Improve PT performances
• Raise safety and security standards
• Project motto: “Putting citizens first”
• Raise the awareness about the project
• Promote the concept of sustainable mobility
• Improve traffic infrastructure
• Increase share of sustainable transport modes (mainly cycling and walking)

Main implementation activities
70 new, low-floored trams 160 new buses (CNG and biodiesel) CCTV system in 300 new PT vehicles
and 40 old trams New PT electronic ticketing system PT priority system at 3 intersections 40 LED displays at PT stops 40 new waste disposal vehicles
(biodiesel) Public bicycle scheme for students 1.8 km of new cycling lanes Over 300 parking spaces for bicycles 8 transport plans for 8 institutions First carpooling web portal in the city

Main implementation activities Around 15 marketing campaigns

• public discussions with local community boards
• educational workshops with elderly in nursing homes
• public presentations “Wednesday in Tram”
Over 1700 participants on workshops, round tables, public discussions
We opened:• CIVITAS ELAN Info point (over 22,000
visitors)• ZgForum• Web page (over 100,000 hits till may
2012)• Facebook profile

Some RTD achievements
We made:• Microscopic and macroscopic
traffic model of ELAN corridor– Car, PT and freight traffic flows
included– Different PT priority schemes tested– Modeling of noise level in the
corridor
• Study of:– New intermodal terminal SAVA-
NORTH– Introduction of Sarengradska Street
in the traffic system of the city– Quality of PT service– Modal split in the City of Zagreb– Integrated transportation in Zagreb

6.46% Tram operating speed increased by 6.9% Cumulative running time of a tram
decreased by 7.3% Cumulative intersection delay for tram in the
whole Savska Street decreased by 17.84%

Lessons learned from the process
Harmonized objectives are maybe the most
important factor:• Partners are working together
• In our case: role of the city municipality was crucial
Recognize the unique knowledge of your partners
Citizens as partners: Citizens can push the measure (project) forward:• Easier to overcome the barriers
Administrative capacities are equally important
