BACKGROUND INTRODUCTION Flynn’s career as a consultant and lobbyist has primarily focused on economic development, health care and appropriations issues. However, with nearly thirty years experience with the Florida Legislature and other governmental entities, he has at times also represented not-for-profits, school teachers, the performing arts, local governments and other state agencies. He is also a founding member of the Florida Association of Professional Lobbyists. Major projects Flynn has been involved with as either the primary lobbyist\consultant or the sole advocate include: Creation and management of the Florida Maritime Council under Associated Industries of Florida and was the primary lobbyist in successfully fighting state implementation of costly duplicative seaport security regulations. Lead lobbyist in the creation of the Tampa Bay Area Commuter Rail Authority under contract to the Tampa Bay Partnership for Economic Development (TBP). Took only two sessions to become law after a decade of unsuccessful attempts by certain legislators and other interest groups. Another TBP project was the creation of the Bay Area Legislative Delegation (BALD). Flynn drafted the by-laws for operating the delegation and was responsible for gaining acceptance for the concept and suggesting leadership in its initial formation. It became the first regionally organized delegation of the Legislature in Florida history with adopted by- laws and operating procedures. It includes eight counties in the Tampa Bay area and represents 25 percent of the Florida Legislature. Under contract with the Greater Tampa Chamber of Commerce Flynn took on the job of staffing the “MacDill Response Team” which was formed in response to the announced planned closure of MacDill Air Force Base. His duties included responsibility for the Tampa Bay community’s official written response to the Base Closure Commission. new district of the Florida Department of Transportation to serve the Tampa Bay community. He also created a program called the Bay Area Transportation Summit, which on an annual basis highlights the transportation needs of the region.

A graduate of the University of South Dakota in Mass Communications, Mark also has specific experience in public relations and was Senior Consultant to the Tampa office of Hill & Knowlton, one of the worlds largest public relations firms. In his career he has also worked in both radio and television as a reporter, producer and director.

Realignment & Closure Commission to close MacDill Air Force Base - responsible for producing the City of Tampa’s official written response to the commission - lobbied Congress & the Commission staff against the closure (the base remains open today & serves as headquarters for the U.S. Central Command)

Lobbied the Florida Legislature on transportation funding issues Directed the activities of the Tony Jannus Award, the most prestigious recognition

for contributions to commercial aviation in the world, including the candidate selection process & numerous related events

Successfully led a multi-year lobbying effort to create a seventh district of the Florida Department of Transportation to be headquartered in the Tampa Bay area

Directed the activities of the Tampa Bay Forum, a five county business coalition created to develop regional business community consensus on economic development, transportation & other issues

Managed the Presidents Council, comprised of the fourteen presidents of the local chambers of commerce in Pinellas County

Drafted legislation imposing specific duties for law enforcement agencies receiving the written report of a missing child. Worked with John Walsh in passing the first “missing child” legislation in the country.
