Mare Sea Cleaning Services was founded in 2006 by a team, which has been in the industry of oil and chemi-cal spill cleaning in Turkey and around the world for many years. This elite team started Mare Sea Clean-ing Services with the courage and experience of oper-ations since 1980 in order to serve Turkish maritime better.

EMERGENCY RESPONSE SERVICES FOR SHORELINE FACILITIES OIL SPILL RESPONSE FOR ONSHORE AND MARINE CASES

MARE has shown the necessary sensitivity to comply with the issues that concern us from

the new laws in the maritime industry, for which Mare has been serving for more than 30

years as a group of Omur in marine industry. Mare has all the required knowledge to train

and serve all the shoreline facilities of Turkey on the scope of the Law on the Principles

of Intervention and Damage Compensation in the Emergency Situations in the Contami-

nation of Marine Environment with Oil and Other Hazardous Substances, Law No. 5312.

MARE has increased the number of shoreline facilities it has served in the last five years

and established emergency response stations in the regions on behalf of the coastal fa-

cilities in İzmit Bay, Yalova, İzmir, Aliağa, Nemrut Bay, Bandırma and Ereğli and has also

trained the personnel of these shoreline facilities and continues to be prepared with the

planned exercise programs.

MARE provides emergency response service to all types of marine pollution in the Tur-

kish and international waters, as well as pollution of land-based tankers, containers, and

highways. Mare uses the knowledge and the ability gained from different situations en-

countered in each case to prevent the growth of the event and the further harm of the

environment.

MARE has tried to reach a solution by introducing phased intervention plans in numero-

us marine pollution and shore responses that it has intervened and the results of its ope-

rations have revealed the correctness and success of this method.

RISK ASSESSMENT AND EMERGENCY RESPONSE PLAN PREPARATION

MARE is authorized to prepare risk assessment and emergency response plans for offshore

facilities within the scope of Law no 5312. “Risk Assessment of the Marine Environment of

Oil and Other Harmful Substances Pollutions and who prepared of their emergency response

plans relevant minimum specifications statement of the institutions and organizations”.

The risk assessment and the emergency response plan are designed to provide the necessary

intervention equipment, logistics, communication and public relations, including an organiza-

tional structure based on an on-going command system, prepared with the aim of “realizing

an intervention in an effective and rapid manner” in the event of an actual oil or chemical spill

cases.

As MARE, we particularly emphasize to our contracted shore facilities, the main guidance po-

ints for these dangerous and difficult intervention operations with useful emergency response

plans that we have prepared using our experience and know-how from the field.

TRAINING AND EXERCISES (OPRC-HNS-IMDG CODE)

MARE has the authority document laid down in the law numbered 5312 “The Procedures and

Principles of Training Seminars and Exercise Programs for Oil and Other Pollution Prepared-

ness and Intervention”. Concerning Circular for the Procedures and Principles of Training Se-

minars and Exercise Programs Related to Pollution Preparedness and Response from Oil and

Other Hazardous Materials T.C. within the scope of Prime Ministry Undersecretariat of Ma-

ritime (Circular Date: 14.02.2008 and Circular No: 2008/2), 26 group training seminars have

been organized by us within the last 4 years.

The training content prepared within the scope of the legislation is enriched with the presen-

tations and videos of the actual pollution response events compiled from our own operations.

Our trainers have received relevant trainers ‘certificates from the Ministry of Transport, Mari-

time Affairs and Communications and have field experience and other certifications related to

trainers, such as trainers’ training. The scenarios of the shore facility exercises are carried out

both pre-arranged and unannounced by consulting with the managers of the shore facility in

order to provide the most benefit.

OIL REMOVAL FROM WRECK

Fuel oil, lubrication oil, bilge and other pollutants on board ships and wrecks that are sun-

ken or grounded condition are easily discharged by the experienced crew and divers of

MARE. There are many elements that are able pollute the environment on board the ship

in the sunken condition, and solving the difficulties during these operations requires spe-

cial expertise. Fuel and oil discharge operations, which we have carried out before can be

accepted as references for future jobs.

ONSHORE & FACILITIES STORAGE TANK CLEANING

MARE has accumulated experience and experience by responding marine oil spill events

for many years and used this experience for the relevant shore operations such industri-

al tank cleaning, container handling, response to road tanker accidents. During highway

accidents, the response is not as simple as interfering by using sand or cutting chips. The-

INDUSTRIAL TANK AND SHIP TANK CLEANING

MARE carries out industrial tank cleaning work by its own specialist response team.

When required, it performs discharge of bottom oil, bottom water of fuel oil, engine and

oil tanks, all tank washing and tank conversion works. Cleaning, GAS-FREE operations

and waste disposal and transfer of chemical tanks, fuel-oil, motor and oil tanks on board

the vessels are carried out by our company.

RESEARCH AND DEVELOPMENT PUBLICATIONS

MARE, which underlines the importance and necessity of rapid and effective response to

marine and land spill cases, has successfully proved this thesis with successful organiza-

tion and coordination power in each and every operation. Mare is proud to share these

research findings with publications by continuing its research and development studies.

One of the most important issues for us as a company is to document our fieldwork and

experience and to enrich the resources that Turkey can have in this issue and to continue

OIL SPILL BOOMS

As Mare, we test the quality of the products that we produce and represent during our

own operations before presenting them to the service of our valuable customers.

We are able to supply all kinds of materials required for marine, chemical industries and

land industrial cleaning.

FENCE BOOM

Fence boom prevents the spreading of wastes on

the sea surface and allows them to be collected in

the desired areas. Its smooth, lightweight,

foam floating properties work successfully with

rapid deployment during response to oil spill cases.

Fence booms are easy to use by storing on the drum. Production of fence booms

can be tailored to desired sizes. All connection locks

are in ASTM Z standard and aluminium.

PERMAFENCE BOOM

Permafence booms are designed to be more robust

and are able to survive at sea than other boom types. Buoyancy buoys

are produced with special moulds and provide very

high lifting force and high impact resistance. Very

high success has been achieved in collecting

garbage and domestic waste, particularly in the river and stream mouths.

Production of these booms can be tailored to desired

sizes

FOAM BOOM

Foam filled booms are easier to deploy as the

filling is permanent. It is very useful and easy for

deployment in sea and rivers. These booms have

good buoyancy and heavy lifting features as they

have closed type high buoyancy foam. They are made of high quality PVC

and manufactured by heat treatment and bonding

methods. They must be stored in containers

or enclosed areas. All connection locks are

ASTM slide standard and aluminium.

WATER BALLAST BOOM

Water ballast boom is special oil spill containment

boom and use beach and calm water. These booms

prevent the spread of pollution on coastlines where water levels are

variable, in shallow rivers, and in marshes. They

are suitable for usage in shallow and calm water

environments. The water ballasted booms provide

weight with the water filled in the enclosed volume in the skirt, and adapt to the environment by providing

the continuation of the containment. The upper part provides buoyancy

with a foam filled booms.

INFLATABLE BOOM

IThe inflatable offshore booms fully comply

with wave movements both in sheltered waters

and offshore, with high buoyancy power, weight ratio, and thus

ensure continuity of the containment of oil on

the surface of the water. They are very resistant to sunlight, wear and tear as

they are produced from high quality PVC coated

polyester material. All connection locks are

ASTM slide standard and aluminium.

SORBENT PRODUCTS

Sorbent materials are oil absorbents that absorb oil and hydrocarbon based liquids with

water repellent properties (hydrophobic). They are produced in order to absorb diffe-

rent types liquids such as water-oil-chemicals and acids. They can be used for all kinds

of marine oil spills or cleaning applications in land based facilities. They are offered in

sorbent pad and roll forms. Different weights, widths and roll sizes are available. Made

from % 100 polypropylene material, they have absorption capacities up to 15 times the-

ir weight. Even when fully saturated, they do not sink and remain floating.

SORBENT BARRIERS

They are useful for protection of protected areas against

oil pollution. Deploying and transferring on the sea surface

is easy. Even when reach full saturation, they will not

sink and float. They draw 15 times their weight. Due to the stability of the outer filament,

they are resistant to punctures and tears. After usage, they

can be collected by folding or rolling and placed in plastic

bags for disposal

CHEMICAL ROLLS

They are sorbent derived materials used to absorb

and collect different kinds of chemical materials. They quickly and efficiently absorb petroleum

and petroleum derivative debris, paint, mild acids, alkaline

derivative debris. They are made from 100% recycled natural

material. Yellow universal sorbents are designed for

harmful liquids such as inorganic waters, soluble chemicals, acids, alkalis, solvent and toxic liquids.

SORBENT PADS

Sorbent pads absorb oil and petroleum derivative products.

Made of polypropylene material, they have absorption capacities up to 15 times their weight. Even when they reach

full saturation, they remain floating. They are easy to

deploy onto the sea and collect. They are used to collect small

amounts of oil and oil deposits that accumulate in enclosed

spaces.

SORBENT GRANULES

They are made from 100% recyclable and environmentally

harmless material and used for the collection of all kinds of

liquid materials. They provide rapid response against oil

spills, fuels, chemicals, paint, antifreeze, hydro-oric acid and similar materials and have high

fluid holding properties.

SKIMMER

There are different types of oil skimmers such as the rotating drum, spiral, weir, oleop-

hilic surface, channelled models. They are used for the collection of petroleum products

from the sea surface. The rollers of the oil skimmers function as floating devices at the

same time. Thanks to this feature, the need for heavy, large and expensive additional

floating systems, cages, and more is eliminated. Some of the oil skimmers can be con-

nected to transfer pumps or vacuum units for more efficiency and speed.

When the floating drums are spinning, the oil products on the sea surface split and stick

to the drum, which can easily be pumped from the unit tank, after being scraped off

from the drums. They can easily be used in lakes, rivers or even at the small streams due

to their light weight and low draft. Weir oil skimmer provides high productivity with low

weight in low draft areas.

MARE BOOM REELS

Boom reels are used for quick deployment of booms to the sea, collection of

the booms and storage of the booms for long periods.

Made of high quality steel, aluminium and steel materials, they have high cor-

rosion resistant and long life. Epoxy marine paint is used. Boom reels might be

produced in different sizes in accordance with the boom types and the reels

can be produce according to the client necessity.

HYDRAULIC REEL

Hydraulic reels are driven by hydraulic system connected

to chains or reducer systems. The reels, which are produced

from sheet metal or aluminium material, are coated with a

primer and marine epoxy paint against corrosion and rust.

ELECTRICAL REEL

These reels are systems using an electric powered system. An electric motor mounted on the system is used to turn the reel. The reel is made from sheet or aluminium, and is coated with

primer and marine epoxy paint against corrosion and rusting

MANUAL REEL

Manual reels have no units on them only have systems that

can be turned manually. Fence booms are easily deployed

on manual reels. Moving and transferring is quite easy. The

reels, which are produced from sheet metal or aluminium

material, are coated with a primer and marine epoxy paint

against corrosion and rust.

OIL STORAGE TANKS

Floatable storage tanks are designed for collecting oil spills from the sea surface and

made of easy-to-carry PVC material. They can easily be attached to a zodiac boat, and

fuel discharge from a vessel is easily achievable.

They are available in different sizes, with 1-2-5-10 and 20 ton capacities being the most

preferred floating storage tanks.

MARE OIL SPILL KITS

Mare Oil Spill Kit consists of absorbent materials for oil derivatives, chemicals, suitable

for industrial and field use, and personal protective materials. These kits are prepared for

emergency responses in line with IMO, MARPOL, SOPEP and OPA’90 regulations. It is an

intervention product designed to ensure that the first intervention is effective and easy

in any spill case. The absorbent material contained in the kit is made from materials that

contain oil and petroleum derivative materials about 15 times their own weight. Apart

from this, environmentally safe, water-based cleaning chemicals and a range of personal

safety and protection equipment are also included in the kit for initial response.

M/V CEC FORCE Bosphorus / Istanbul-Turkey 22.11.2007

MV CEC FORCE felled over the deck 17 containers at the entrance of Bosphorus in

Black Sea due to bad weather condition.The containers were broken into pieces and pol-

luted both Asian and European side of Bosphorus. These containers, sunken materials

and broken metal parts of containers were collected by workers and divers.

M/V UND ATILIM Ambarlı Port – Istanbul 10.08.2008

MARE has been awarded a contract for clean-up operation of pollutant oil spilled during

the bunker operation of M/V UND ATILIM on August 10th 2008. In this spill case used

booms, skimmers and vacuum trucks and recovered the high viscose fuel-oil from the sea

surface while keeping the port traffic running as usual. 50 tons contaminated waste and 19

tons liquid waste were transferred to under the licensed waste disposal facility.

M/V BODRUM Tuzla Shipyards District – Turkey 10.09.2008

M/V BODRUM (Ro- Ro) caused oil pollution during the ballast discharge process while

she was berthed along Tuzla Shipyard on September 10th, 2008. MARE start responded

at the same day and the containment of oil with absorbent, fence booms and continued

with the oil recovery operation using skimmers. In this case approximately . 7 tons con-

taminated waste collected and sent to waste disposal facility.

M/V DIMITRIOS P Izmit Bay – Turkey 13.09.2008

M/V DIMITRIOS P sunk during the loading process in TCDD Derince Port on 13th Sep-

tember 2008. MARE start responded at the same day and stopped the leaks on the wreck

and prevented further oil pollution. 56 tons of bunker was discharged from the wreck

and oil pollution was kept under control. Clean-up and pollution prevention efforts con-

tinued until September 21st 2008.

M/V HAYAT N Bandırma / Marmara Sea- Turkey 14.09.2008

Ro-Ro vessel Hayat N sunk on September 14th 2008 and some of bunker and fuel of

vehicles in the vessel escaped and created oil pollution on shoreline. MARE responded

promptly to stop leakages from the wreck with divers and deploy booms around the

wreck to prevent further pollution. After stopping the leak, 10 km long shoreline was

polluted and clean-up operation lasted 14 days. 5 tons of solid waste was sent to waste

disposal facility.

M/V TAVILAND Tuzla Shipyard District – Turkey 28.03.2009

M/V TAVILAND grounded on rocks in Spanish waters and towed to Tuzla shipyards for

repair. While dry-docking, fuel oil sludge escaped from damaged double bottom tanks

and caused oil pollution. MARE responded and deployed booms to contain the floating

pollutants and to prevent contamination of other vessels and approximately 10 tons of

waste was sent to waste disposal facility.

M/T ISOLA VERDE Aliağa / Izmir – Turkey 20.06.2009

25 tons of fuel-oil overflowed during the discharge operation of M/T ISOLA VERDE on

June 20th 2009 while she was berthed at refinery in Aliaga. MARE responded the same

day and succeeded in containing a vast portion of the spilled oil which was later collected

by skimmers. 110 boats, 2 vessels and 8 km long shoreline were cleaned and 40 ton con-

taminated waste sent to waste disposal facility.

M/V ORCUN C grounded and broke into two parts due to storm weather in Black Sea

on January 19th 2010. 121 tons of fuel-oil spilled and 4 recreational bays were pollu-

ted. MARE started clean-up efforts at the same day. The winter season long time team

worked around -8 C0 , cold and snow, it makes more difficult to work. In this operation,

more than 100 workers used in 2 months and one month more than 50 workers worked

including monitoring time. Totally 270 tons of waste sent to waste disposal facility.

CMA CGM VERLAINE Izmit Bay – Turkey 10.04.2010

Containership CMA CGM Verlaine was collision with another container vessel ODESSA

STAR in Izmit Bay. After towage of vessel to a port, MARE and Sister Salvage Company

assisted the vessels for discharge of the containers, cleaning and removal of debris from

the incident. High capacity Framo pumps had been mobilized in order to discharge the

water inside the holds.

113 m long M/V SAIL QUEEN grounded in Canakkale Sivrice Bay. MARE emergency res-

ponse team immediately mobilized the area and deploy the booms around the vessel for

ant oil spill leaking. The vessel was discharge the cargo and repaired the crack, Mare ERT

stay as stand-by for safety precautions and the vessel towed the safely location.

M/V CEVAHIR Izmit Bay – Turkey 28.08.2011

M/V CEVAHIR had been fuel-oil transfer operation between two tanks meantime

more than 2 tons fuel-oil overflowed from air ventilation , makes a spill case on Au-

gust 28th. MARE emergency response team reached to the area as far as one hour

after oil spill. Pollution has been spotted starboard side of M/V CEVAHIR, on Pier 4

and on sea surface stuck between vessel and pier 4 with wind and waves. The all

contaminated area were cleaned in five days and shoreline facility’s vessel trafiic had

been worked as usual before.

M/V AMSTELBORG Gemlik / Bursa – Turkey 18.04.2012

M/V AMSTELBORG was broken the mooring ropes to from the bollard due to strong

wind around 125 km/h and the vessel start moved the place and came into collision di-

rect the other jetty to car ramp corner concrete. The was one big hole on shell plate of

the vessel. In this crack more than 40 tons of fuel-oil spilled. MARE emergency response

team worked to clean the contaminated port, jetty pipe, contaminated vessel sides and

other shoreline facility during 35 days. Absorbents booms, pads, skimmers and cranes

were used as main anti-pollution equipment. Totally 270 tones waste collected and for

disposing sent to cement factory.

M/V RUBICON Dilovası / İzmit – Turkey 17.05.2012

M/V RUBICON carried cargo iron peaks were contaminated with fuel oil because of crack

of No 4 FOT tank top. MARE emergency response team took the preventive measures

during the discharge operation and cleaned the contaminated equipment that used for

discharge of the cargo. As preventive measures impermeable nylon and tarpaulin sheet

are deployed between M/V RUBICON and pier.

M/T AYDER Dilovası / Izmit Bay – Turkey 11.07.2012

More or less 1 ton of fuel-oil overflowed during the loading operation of M/T AYDER on

July 11th 2012 while she was berthed the port in Izmit Bay. MARE emergency response

team immediately arrived the port and deploy the booms and succeeded to contain the

oil by booming operation between the port area and the vessel. Skimmer doesn’t work

successfully with this high viscosity fuel oil. Fuel-oil and the contaminated materials was

collected by the team with manual, circle bags nets, sorbent boom and pads.

M/V MORRABORG Izmir/Nemrut Bay–Turkey 30.01.2013

During loading operation of M/V MORABORG berthed at the Port in Nemrut Bay, the

port area was polluted due to the crew mistakenly discharged sludge from the vessel to

sea. Shoreline facility personnel collected the sludge and contaminated materials from

the sea surface. Mare emergency response team washed and cleaned the contaminated

rocks, jetty pipe and upper the pier.

M/T FLORYA-E Dilovası / Izmit Bay – Turkey 07.11.2013

M/T FLORYA-E berthed the shoreline facility in İzmit bay, caused pollution by pouring oil

product into the sea as a result of overflow during the fuel oil loading operation. More or

less 1 ton of fuel oil was spilled to the sea surface. Mare emergency response team who

reached the scene within half an hour of the notice of the incident and the same time

response together with port personnel. Oil spill caused the pollution around dry cargo

pier and oil layers which dispersed around collected with sorbent booms and pads. The 4

ships side contaminated of the pollution, the divers and workers cleaned as soon as pos-

sible fast. The cleaning operation completely finished in 4 days.

M/V NORMED ANTWERPEN Izmit Bay 12.11.2013

M/V NORMED ANTWERPEN which was justified at the port in Izmit Bay, during the

discharge of sludge to waste collection ship M/T RAYDA had been pouring almost 100 lt.

of waste-sludge mixture cause to marine pollution. MARE emergency response team re-

ached to pollution area after noticing in 30 minutes. First of all, the team deploy the bo-

oms around the vessels after that all pollution collected using sorbent pads and sorbent

barriers which was on the surface of the sea. 3 ships were cleaned which were affected

by the pollution.

M/T EVIAPETROL III berthed to pier at container terminal, caused marine pollution abo-

ut 500 litres during handling bas oil SN 150 from tanker to facility. The pollution started

spreading from hatch cover, on to deck then it polluted the sea. The team arrived into 25

minutes after notification the first respond had done. First of all, the team deployed the

fence boom around the vessel. The cleaning process start collected oily materials and

bas oil on the sea surface by sorbent materials. at At the same time 4 person started cle-

aning the vessel portside. The operation was finished in 1 day by the team.

M/V OMSKIY-14 which was justified to pier of the facility at container terminal caused

to marine pollution by inadvertently or accidentally discharge the bilge at the sea. On

the notify that the sources of pollution might be sewage-bilge-sludge mixture which was

directly contaminated to the sea, had been detected by the facility. Mare emergency res-

ponse team deployed the permafence boom around the vessel. All contaminated water

drained between M/V OMSKIY 14 and pier. Totally 30 tons of liquid waste was collected

and the working process had done in 1 day.

TANK CLEANING Dilovası / Izmit - Turkey 15.07.2014

The shoreline facility which is located in Izmit Bay, occured an oil leaking between two

tanks approximately 2 tons. After notify within half an hour, MARE emergency response

team immediately reached to oil leaking area. The stage was going first collected bulk by

shovel and spread the degreaser make softly after that washed HP hot water machine.

The latest liquid fuel-oil collected with absorbent booms and pads. The cleaning opera-

tion process was completed in 4 days.

LUB OIL SPILL Konya – Turkey 06.07.2012

A logistics company truck had an accident and the truck cargo was lubrication oil bar-

rels were spreaded to the road after an accident. MARE emergency response team first

collected all barrels and bids after that cleaned all spreaded and contaminated area with

the lub oil during 3 days. Sorbent particulars and organic cleaning agent were used for

cleaning operation.

M/V LADY TUNA Çeşme / Izmir – Turkey 18.12.2016

Çeşme On 18th December 2016, tuna carrier vessel, M/V LADY TUNA ran aground

approximately 2 nm WNW of Ildir/Çeşme. At the time of the incident she was carrying

approximately 1,500 MT of frozen tuna as cargo. Çeşme, with its marinas, blue flagged

beaches, historical places and luxury hotels spread around the city, is one of the most im-

portant tourism centres of Aegean Coasts. Following the incident about 75 metric tons

of fuel oil leaked into the sea and reached to the beaches of Çeşme.

The operation which commenced immediately on 19th December 2016 continued until

8th of April 2017 together with 8 pollution experts, 7 divers and 120 workers. The clean-

up operation was under the continuous surveillance of the surveyors from ITOPF, experts

from Izmir Environment and Urbanization Directorate and Çeşme Harbour Master.

Despite adverse weather conditions of the winter months due to our effective clean-up

operation our teams collected about 1030 metric tons of contaminated waste and de-

livered same to disposal facilities. We successfully prepared the area for the upcoming

summer season without loss to any parties.

marine/land pollution. In all operations provide successful organisation and power of coordi-

nation in every pollution disaster. Mare has justified pride of continued R&D efforts with the

publication findings.The experienced team of Mare always takes an advantage about marine

pollution incident which can see the first opportunity to take advantage of important details,

such as unseen and the based on the idea, all details need to register to use for future.

Mare has gotten information and experiments which is gained as corporation and individual

with combined under the title of “The review and assessment of an oil spill” and made sup-

porting by observations and findings during these operations. The target aim is that empha-

sises of findings and recommendations in this subject. The date obtained from small scaled
