SSSDC NEWS
“BOARD OF DIRECTORS” MEET, MARCH 2015
The quarterly meeting of Board of Directors was held on 18 March 2015, which witnessed a record
attendance of 17 Directors and 5 special invitees. It was indeed a historical occasion wherein Shri Rajiv
Pratap Rudy, Hon’ble Minister for Skill Development & Entrepreneurship also graced the occasion.
Various issues pertaining to PSS were brought to the notice of the Hon’ble Minister, the main focus being
on the following:-
a) Resolution of PSAR Act, 2005 anomalies.
b) Institution of Central Wage Board for Security Guards.
c) Categorisation of Security Guard (Level 4) as Skilled Worker, pan India.
d) Allocation of special grant to SSSDC for RPL and setting up “Centre of Excellence”.
e) Advisory by MSDE to corporates to accept only SSSDC certified guards, to ensure standardisation
and quality.
f) MSDE requested to approach concerned Ministries to insist on “SSSDC Certification” for PSS
manpower deployed within their respective domains.
g) Pan India recognition of SSSDC eco system.
The Hon’ble Minister was most gracious in appreciating the issues and providing all possible assistance in
addressing the same.
Before concluding the Hon’ble Minister released the following:-
a) LMIS on PSS, prepared by SSSDC; the first ever for the PSS.
b) Handbook of Supervisor and Trainer, aligned to the NOS.

During the month of March 2015, turned the focus was on NSQF
certifications in schools, wherein 4387 assessments were carried
out in the states of Haryana and Himachal Pradesh.

For the month of March 2015, one T3 cum Assessor Course was
conducted at Bangalore. Two T3 cum Assessor Courses at
Hyderabad and Chennai are being planned for the month of April
2015.As of date, 1453 Trainers and 474 Assessors have been
trained pan India.
HOSUR VISIT.
On 5 March 2015, the CEO addressed the T3 Course being
conducted at Hosur (TN) at CISS Ltd premises. The quality of
trainers and their enthusiasm was found to be highly
satisfactory and encouraging.
On 5 March 2015, the CEO also carried out inspection of the
CISS Center at Hosur. He observed that the center needs to
spruce up further in sync with SSSDC protocols.

MEETING: NOS SUB
COMMITTEE.
On 4 March 2015, NOS Sub-
committee met at SSSDC to discuss
draft NOSs of cash-in-transit
operations. Besides sub-committee
members, Chairman and CEO SSSDC
and Shri Jasbir Wasu had attended the
meeting. Following draft NOSs were
discussed:-
a) CIT Ops Coordinator.
b) Cash Custodian.
c) Driver Cash Van.
d) Armed Guard Cash Van
MEETING: PITNEY BOWES.
On 4 March 2015, the CEO and Col
Balbir Singh held a meeting with Mr.
Shaibal Chowdhury (Zonal Head
North & East), Pitney Bowes (PB) and
his team. The PB team was appraised
of problem areas being faced by
SSSDC in generating certificates. The
PB team intimated that the same would
be suitably addressed.
MEETING: EMPOWERED
SKILLS. On 9 March 2015, meeting with
Empowered Skills took place at
SSSDC office. Agenda was to discuss
provisional report on LMIS prepared
by Empowered Skills. CEO, SSSDC,
Mr. Shivindra Singh, Col US Rathore
and Mr. Loknath attended the meeting.

OPENING/CLOSING
ADDRESS OF T3 (64)
COURSE.
The CEO addressed the T3 Course
(27 trainees) conducted at Olive
Heritage, Gurgaon on 19 Feb
2015. The CEO also went for the
closing address on 26 Feb 2015.
During these two addresses, he
emphasised on the following
aspects:-
a) Requirement of quality trainers
in Private Security Sector to
improve the overall standards.
b) Need to align
Training/Certification process
with the National Occupation
Standards (NOS) to ensure
“Quality and
Standardisation”.
c) Importance of certification of
the entire workforce (both fresh
recruits and existing workforce)
to strengthen our case for
classifying them into the Skilled
category to earn higher wages.
d) RPL method of
Assessment/Certification for the
existing workforce.
e) Requirement to encompass the
entire skilling programmes into
the NSQF.

MEETING: UNIFIERS.
On 11 March 2015, the CEO and Col Rathore discussed finalisation of handbooks of Security Guard,
Supervisor and the Trainer with Mr. Vikrant Abrol, Unifiers at SSSDC. There were a number of observations
which were conveyed to Mr. Vikrant Abrol for rectification.
MEETING: SDMS.
On 11 March 2015, Col Balbir attended a meeting on SDMS held at NSDC office. Various issue pertaining to
Schemes, Affiliation of TPs and ABs and training on SDMS were discussed.
MEETING: HP & HARYANA NSQF.
Meeting was held between Haryana Board officials, NSDC and the SSCs at NSDC office on 9 March 15 and
with HP Board on 12 March. The following issues were discussed:-
a) Assessment schedule.
b) Assessment guidelines.
c) Modalities of the assessments.
d) Format of assessment sheet.
e) Performa invoice.
f) Attendance sheet.
g) Awards sheet.
h) Documentations required to be submitted.
NATIONAL CONFERENCE.
Col Sunil Kumar attended a Conference on Skill Development of Persons with Disabilities held at Vigyan
Bhawan, New Delhi on 21 March 15. Mr Thaawarchand Gehlot, Hon’ble Minister of Social Justice and
Empowerment and Mr. Rajiv Pratap Rudy, Hon’ble Minister of State Skill Development and Entrepreneurship
graced the occasion and a MOU was signed between the two Ministries.
MEETING: LMIS.
On 24 March 2015, Col US Rathore met with Ms. Kiran Thapar and Sh Ankur Malik at British Council and
discussed finalisation of LMIS project report.

MEETING: EMPOWERED SKILLS.
On 25 March 2015, a discussion on finalising of project closure report was held between SSSDC and
Empowered Skills at SSSDC office. CEO, SSSDC, Mr. Shivindra Singh, Col US Rathore and Mr. Loknath
attended the meeting.
QRC MEETING.
On 26 March 2015, the CEO attended QRC meeting in Ministry of Skill Development & Entrepreneurship,
(Shivaji Stadium Annexe). QP/NOS of Life Sciences, Handicrafts, Infrastructure Equipment, Tourism &
Hospitality and Leather Goods were deliberated.
MEETING: MINISTRY OF SKILL DEVELOPMENT & ENTREPRENEURSHIP (MSDE).
On 26 March 215, a meeting of all leaders of Skill Councils and NSDC was held under Chairmanship of Mr
Rajesh Aggarwal, IAS, Joint Secretary and MSDE. The CEO represented SSSDC. Issues related to
establishment of Multi Skill Institutes in PPP Mode and industry driven training institutes/ centres of
excellence in the vicinity of “industrial clusters” in the country, by leaning-on to the existing infrastructure of
ITIs (under disuse), with ownership rights of the concerned industry/ Skill Council were discussed. It was also
deliberated that where required, the Govt would consider funding the CAPEX. The concept is focused on ‘Hub
& Spokes’.
INDUS EDUTRAIN PVT LTD, KOLKATTA.
On 28 March 31, 2015, by Master Trainer & Regional Head carried out an inspection visit for affiliation as TP.
The institution was found overall satisfactory. Certain observations have seen is communicated to the TP to be
followed by another inspection visit.
AUDIT OF TRAINING PROVIDERS.
Mr. G S Sherawat and Mr. Vijay Kapoor visited 28 Training Providers which are listed with SSSDC in
Delhi/NCR region to carry out the Audit.
