NSS vs. NPR
NPR does not determine Proficiency
NPR still offers a national comparison
NSS determines Proficiency

Determine expected growth for all students Set goals for a student based on any starting place Measure student growth using vertically articulated standards
Measure Growth

coursework Identify students that are not “on track”

Determine student strengths with respect to the school, district, state and nation
Use to evaluate programs, set expectations and determine interventions
Relative Comparisons

Change in student achievement over time
Focus is on individual students or matched groups of students (cohorts)
What is Growth?
![Page 12: March 26, 2012](https://reader036.vdocuments.mx/reader036/viewer/2022062321/56812a78550346895d8e017f/html5/thumbnails/12.jpg)
Individuals learn at different rates Learning is continuous Focus on growth avoids arbitrary
labels Puts focus on setting long-term goals Understanding of progress towards
college and career-readiness
Why is Growth Important?
![Page 13: March 26, 2012](https://reader036.vdocuments.mx/reader036/viewer/2022062321/56812a78550346895d8e017f/html5/thumbnails/13.jpg)

Proficiency is no longer based on the 41st
Percentile (NPR). Proficiency is now determined by a
specific National Standard Score (NSS).
Reading Example: 4th grade in the Fall proficient is 182-2238th grade in the Fall proficient is 232-292
Proficiency ExamplesNPR vs NSS
![Page 18: March 26, 2012](https://reader036.vdocuments.mx/reader036/viewer/2022062321/56812a78550346895d8e017f/html5/thumbnails/18.jpg)
Example for Reading at 6th Grade: Achievement Level
Corresponding 2000 NPR 2011 NPR
90 84 75 68 50 42 25 24 10 11
Note: Comparisons to prior year’s scores may be difficult to make due to the new assessment and re-norming.
2000-2011 Comparative Percentiles

The new Iowa Assessment is closely aligned with the Iowa Core Standards.
Test questions may be more demanding than in the past.
NSS is now used to determine proficiency and growth.
The re-norming may cause comparisons to prior years to be misleading.
