Gowrie City Council continued on page 2... Gowrie burglaries, vandalism reported; Funds needed for Gowrie FD building $200,000 loan may be needed. . . By Jill Viles A number of recent unsolved burglaries were discussed at the March 16th city council meeting. According to Police Chief, Bruce Mc Cormack, a person or persons broke into a city shed, as well as a nearby storage locker. The activity took place in the early morning hours of March 10th. Numerous tools and three shotguns were stolen from the storage locker. The van- dals also attempted to enter the utility shed, but were un- successful. Additionally, a shotgun was stolen from a ve- hicle parked in front of Casey’s on Saturday March 14th, and Dean Vincattle has also reported tools missing from his property. Bruce Mc Cormack’s patrol car sustained van- dalism sometime between Saturday evening, and early Sunday morning. The tires of the vehicle were deflated, and the back panel of the car was scratched. An estimate to repair the damage was reported to be five hundred dol- lars. Considering there is no deductible required to be paid for the repairs, the council recommended that Mc Cormack complete the necessary repairs. “I’ve talked with other county police depart- ments, and they haven’t encountered similar problems,” explained Mc Cormck. SV girl’s track team starts the season off right

The SoutheastValley girls track team started theirseasonattheISUindoormeet.

Usuallytheteamenjoysgettingachancetocom-peteinsideoutofthecoldweatherThehighforMondaytopped70degrees.TheJaguarslongedtobecompetingoutsidetoescapethesuffocatingheatoftheindoortrack.The team felt itwasdifficult tobreathmaking runningwelltough.

ThecompetitionatISUwasstout.Mostoftheotherschoolattendingwere3-Aand4-Aschools.

The girls team ran hard and had some great timesandCoachSwieter left themeet excited for the rest oftheseason.

Apparently the city is not meeting guidelinesimposedforsafelimitsofammonia.AccordingtoChuckAngstrom, this is a problemmany small towns are en-counteringaswell,thoughhepointedout,ourcityrunsaprogramofcontinuousdischarge,whereasmanyothersoperatelagoons. TheGowrieFireDepartmentreportedtheyaregoingtoassemblethebasicstructureoftheirnewfacil-itysoon,andtheywilllayconcretewithdonatedfunds.Thedepartmentsreportedtheyfullyintendongivingthebuildingtothecity. “Cityfundsareprobablygoingtobeneededtocompletetheproject,”affirmedcouncilperson, JeffPe-terson. Itwasreportedthefiredepartmentmayneedtosecurealocalloanofabout$200,000,butwithabudgetof$26,000,thismaybedifficulttosecure.Additionally,itwassuggested thefiredepartmentmaybe limited le-gallyintermsofhowmuchtheycanborrow. “I want the fire department to exercise everyoptionpossiblebeforecomingtothecity,”assertedcitycouncilperson,GayleRedman. “We also need to havedetailedrevenuereportsregardingourcity.Weneedtoknowwhatmoney is coming in andwhere it’s comingfrom.” Councilperson, Jeff Peterson agreed. “Howmuchsalestaxhavewetakenin?Weneedtoknowthis.”GowrieLibraryparkinglot, Inothercitymaintenancenews,itwasreportedthatthegroundistoowettolaydownadditionalgravelinthelibraryparkinglot.A$511budgethasalreadybeenpreviouslyapprovedtocompletethiswork,butitwasre-portedmorerockshouldbeobtainedforthesemiparkinglotaswell. A turnaround for the north end of Park Streetwasalsodiscussed.ItwasreportedthatmostturnaroundtheLundberg’sprivatedrive,andperhapsanotheroptionshouldbeexplored.Angstromreportedthathehadorigi-nallywanted topursueacul-de-sacat thenorthendofParkStreet,butat the time thisoptionwasdeclinedastherewere concerns thismight impeded further expan-sionofthecitynorthward. The wage adjustments proposed at this lastmeeting are being put into effect. Itwas unanimouslyapproved this should be divided evenly among 26 payperiods.Onequarterofthisadjustmenthasalreadybeenissued to city employees. Itwas approved that the re-mainingthreequarterswouldbeissuedfortheremainingpayperiodsofthecalendaryear. Itwassuggested that the foodpantrymaintainfiscalcontroloftheirbudgetasitwasreportedthisisbe-lievedtobeanundueburdenfor thecityclerk. Itwassuggestedthefoodpantrynameapersonincharge,andthis individualshouldseetosigningasignaturecardatthebank.Itwasrequestedthismaintenanceoffundsin-cludethe“helpfund,”aswell.

She praised Gowrie’s efforts at recycling, butnotedthatmanyofthefamiliesthatmostneedtorecyclearen’tdoingthis.ShesaidrecyclingeffortsinDaytonaresopoortheyareconsideringidentifyingthosewhodonotrecycleandmakingthepracticemandatory. “I feel it’s time to shop around,” suggestedcouncilpersonRedmanasshereviewedtheproposedrateincreases. “YoumustunderstandallthatweofferGowrie,”counteredBlair. “Ourguysgo intohomesof residentsthatcan’tsacktheirowngarbageandbringittothecurb.You’renotgoingtofindanothercompanywillingtopro-videthistypeofcustomerservice.” Additionally, Blair offered TCB provides gar-bage collection to many city buildings, and suggestedothercompaniesmightnotdothesame. “Wedonatealottothistown,”counteredBlair.“Wepickupgarbageatnocostfromyourchurches,theAmerican Legion, the community center, the footballfield,thelibrary,andhalfofthegarbagefromtheswim-mingpool.”More Council news Inothernews,thecitycouncilunanimouslyap-proved to establish a returned check fee of $30 for all

No change was made regarding thispolicy.Itwassuggestedbythecouncilthatifsomeonewantstodiscussthisfurther,theyshouldmakeitapointtoappearinpersonbeforethecouncil. Additional discussion was held regarding re-sponsibility of insect spraying and bait stations. “Weshouldn’tbedoingthis(payingforbaitstationsandin-sect spraying),” asserted councilpersonGayleRedman.“Businessesshouldtakecareofthis.” Redmansuggestedthecitystoppayingforthisand see if there truly is a problem. However, council-person Jeff Peterson insisted it can be very difficult topinpointthesourceoftheproblemandremedythesitua-tiononcethingsgetoutofcontrol.Itwastheconsensusofthecounciltomaintaincurrentinsectsprayingandbaitstationpolicies. Discussionwasalsoheldregardingthestatusofcitysidewalksandstreets. Itwasproposedacompanyspecializing in cold mix patches be utilized to extendthe life of the city’s pavement. IhavementionedbeforethatIamachildofthe“greatdepression”andrealizethat therearefewerandfewerof us so I realize that a numberof readersmaynotbeabletototallyrelatetosomeofmy“growingup”stories.HoweverIhopethatyoungeronesmaystilllikehearingsomeofthesetales,similarpossiblytowhatyouparents,grandorgreatgrandparentshavetoldyou.Buttoyouofmypeers, that “havenot,wantnot”eraandotherswhoseparents in thenext generationmayhavestill adhered to that theoryandwayof living Ihaveaquestiontoask–DidyourMomhaveaRagBag? Ithinkeveryonehadaragbag,bin,boxorotherstoragefor“rags”.Everythinghadauseofsomekinduntilithaddisintegrated.Men’swellwornbutnotfullofholesundershirtsandTshirts,whenwellwornbutnottotally threadbare, could be cut into great dusting andcleaningrags.Itwaseasytoputanicelayerofthemintothe“springlock”floormops.Mostmenworetheirbluechambrayshirtsa l-o-n-g timeandMom’sandGrand-mas patched them as long as thematerialwould holdthepatchand then theywere relegated to the ragbag.Of course all the buttonswere carefully removed andplaced in the button box.Women’s print housedresseshad somegooduses toobesides the salvagedbuttons.The“good”partscouldbecutintoquiltpiecesandtherestof thewornareascouldalsobeused fordustandcleaningrags. WhatwasmyMom’sragbag?Itwasanoldnolongerfittouseasoriginallyintendedpillowcase.Ithadaspecialplaceinthecornerofherorthespareroom’scloset.Sometimesthingshadtobetiedup.Whatbet-terplacetofindthetyingmaterialthanMom’sragbag.There was always a rag used to wipe down the wireclothes lines prior to hanging clothes on them. A ragofsomekindcouldpolishandshineshoes.Rememberhavingtodothat?--atleasteverySaturdayafternoonornightsoyoulookedpresentableonyourSaturdaynighttotownjauntsandchurchthenextday. Sometimestheoldsheets,thebigonescouldbesalvagedandthegoodpartsputbacktogetherassparesforthefamilybeds.You’dneverputanythingbutyourbestlinensonthebedsguestsweretobeusing.Butallsheetswerewhite(andkeptthatwaybyhanginthesunandusingbluing)andsowhentheycouldnolongerbereused on beds they were probably put in a separatecleanpillowcaseandkeptespeciallycleanincasewhensomesortofbloodproducingyetnotgoingtothedoctorinjuryoccurred. Getoutthemercurochromeoriodineandtearsomecleanstripsofasalvagedsheetandyouhadabandage.Sometimesitwasjusttiedonbutocca-sionallythesparselyusedrollofadhesivetapewastakenfrom themedicinecabinet for thepurposeof securingthe“bandage”. Oldwoolenclotheswerenotstoredinaragbagbuthung to thebackofoneof theclosets. Wedidn’tthink of SalvationArmy or Goodwill, etc. back then.Notthatwedidn’twanttobecharitablebuttheywereverywellworn and had our own purpose. The goodpartswerecutintoblocksforthoseveryheavytiedcom-forterswhichweresowelcomeinthedeepestofwinterinourfarmhouse’sunheatedupstairsbedrooms.Theymightalsobeusedtocutstripsfor“throwrugs”,how-everoneofthemostfavoritefortheragrugsapparentlywerethosebluechambrayshirtsandafewofthemorecolorfulhousedresses.Irememberalotofblueinthoseragrugswhichseemedtobescatteredeverywhereinourhouse. (Theywere also called “scatter” rugs.) Whentherewas no quilting going on in some of thosewellearned leisurely winter evenings I can remember myMomcuttingtherags.Theyhadtobeaparticularwidthandhaveaspecialfold,thenwoundintobigballs.Thoseballswereeventually tak-entoarugweaver.Everyareahada rugweaver,soitseems.She/hehadabigwooden loom on whichtherugswerewoven.Youhad been advised howmanyballsofacertaindi-mension it would take tomakearugofthesizeyoudesired. This craft wasstillinpopularuseforsev-eral years after I marriedasmyMomgavemesev-eral rugs over the years.They lasted a long, longtime and protected vari-ousareasinone’shome.Istilllikeragrugsbuthaveto buy the “ready” not aswellmadeones. I venture to state

Mom's Rag Bag...that homemakers of today do not have a rag bag norhavetheyeverheardofthem.Wedon’tneedthem.Weeither throw away or give away unused clothing andlinens.Webuypaperproductsforabouteverypurpose.Wehavecleaningproductsalongwiththevarioustypesofpurchased“applicators”ofthoseproducts.Wehavedifferentkindsofvacuums,Swiffers,409,Comet,Clo-rox,spraysforeverypurposeandwehaveNeosporin,bandagepads,bandaids,tape,etc.WeliveinathrowawaysocietyandIhavetoadmitIamoneof itsbestmembers. Icouldalmostguaranteethatinathirdworldcountry if someone would happen to find a “Mom’sRagBag” theywould revel in it andfindmanyuses.Theywouldusethesheetsbutmaybeforsarongtypeclothing,babytieondiapers,anumbrellafromthesun,manyuses.Iknowwewillnotgobacktoragbagsbutperhapswemight(myselfincludedespecially)trytobealittlemoreconservative.ButnowthatIhavepreachedmysermonIwillprobablynotheed itanymore thanothers. Let’s just hope our lives don’t become “ragbags”.Happymemories!

David and Annette Kruse are ministers andreside inGowrie. PastorAnnette is theminister at theUnitedMethodistChurchinGowrieandDavidisretired,whiledoingsometimesubstituteministry. For Mueeze al Mushabbir this love of music is aworkinprogress.MueezealMushabbirhadneverheardclassicalmusicbeforetravelingtotheU.S.Heknewofitsexistence,ofcourse,buthislifeexperiencehadneverledhimtoactuallytakeinthevibrationsofasymphony.It’sthisloveofnewexperiences,newideas,andaninter-activedialoguethathasledtheKrusefamilytofindpeacewithoneanother,andinteractfreeofdissonanceduringtheirtimetogether. TheloveofmusicisdeeplyrootedinPastorDavidKruse’sfamily tree. HisfatherstudiedunderawomanfromItalywhohadheardhisvoiceandimmediatelyreal-izedshewantedhimforapupil.Thiswasthedepressionera;however,andtimesweretough,butsheofferedvoicelessonsatnochargebecauseshewassoinspiredbyhistalent. Thoughhisfatherownedandworkedinagrainel-evator,histrueloveinvolvedhisparticipationinatravel-inggospelquartet. EachweekendDavidKruse recallshisfathersettingoutforlifeontheroad,andthenreturn-ing late each Sunday to start a newweek. His youngfamilyrespectedhisloveofmusic,buttheirtimetogetherwasasfleetingasshipspassinginthenight.Itwaswhenhisyoungestchild,atoddler,shriekedwhenhereachedtopickhimupthathiswifefinallysaid,“That’sit!”andhisdaysasatravelingmusiciancametoanend. Thefamily’sloveofmusicdidn’tdiebut,itwassim-plymodifiedintoanewformat.Insteadofweekendgigswith the gospel quartet, DavidKruse’s family traveled50milestospendtimewithDavidKruse’sgrandparents.Asthetelevisionwassnappedoff,andfourpartharmo-

His vocal career was strongly encouraged by twomusicteachers,DorothyDagettandMaryStatler.BothrecognizedtalentintheyoungDavidKruse.Headmitstheywereverystrictintheirexpectationsastheytaughthimtomasterproperbreathingtechniquesandtheopen-ingofthethroat.However,hecitestheseearlyexpecta-tionsastheyimpetusthateventuallypropelledhimintothefirstproductionoftheDesMoinesMetropolitanOp-era. PastorDavidKruse’sprofessionalcareeralsoblos-somedevenashewasjuststartinghighschool.HejoinedafolkgroupknownastheIvesterSingers,andthebandintroducedaninnovativeworshipstyletothedelightofparishioners. Thereachof theband’s invigoratingbeatextended as far as Europe. But, soon he traded in hismorefluidstainsoffolkmusicforthedrumbeatofRockandRoll.From1970to1975,Kruseearnedastintastheleadsingeroftheband,CherryBlend. It was his father who decided it was time to reinhim inwith theprospectof studyingmusicprofession-allyinWaxahatchie,Texas.AttheBlackwoodsBrothers’SchoolofMusic,PastorDavidKrusehadtheopportunitytoworkwithprofessionalgospelsingers. This trainingallowedhimtosignhisfirstperformancecontractandrubshoulderswiththelikesofJohnDenver,GinoVannelli,andCrosby,Stills,andNash. AlthoughKrusewas having a great time, his bossadmonished him to return toRock andRoll. This, heinsisted,waswherethemoneycouldbefound,andalso,thegenreofmusicmirroredtheprevailingsentimentofthepost-Vietnamera.Krusealsoexperienced,asecondcalling,thistimefromhismother.Shesenttwoletterstohimduringthistimeofdeepcontemplationinsistingthathereturnhomebecausehisfather’shealthwasfailing.Itwasthissecondletter that inspiredhimtoreturnhome.PastorDavidKruse’sfatherpassedamonthlater,andhestayedforthenexttwoyearstohelphismother.

“Itwasneattowatchhergrow,”insistsDavidKruseashereflectsonthispivotaltimeinboththeirlives.“Shebecameaveryindependentwoman.” EventuallyKrusefoundhimselfservinginapositionincollectionsandrepossessions.TheFarmCrisishadbe-guntosignificantlyaffectthefinancesofruralAmericans,andmanyfoundthemselvesonthereceivingendofcol-lectioncallsandrepossessions. “Ijustdidn’thavetheheartforthis,”insistedKruse. Pastor David Kruse wit-nessedthesadnessofhisco-worker,amanhe’dassumedwastoughasnails,crumbleastheyreturnedtotheirve-hicle. “Weboth decided then and therewewerewalkingawayfromthisforgood,”saidKruse. After this experience,Kruse longed for an entirelydifferent career path. Utilizinghis degree inP.E. fromSimpsonCollege,aswellasminorsinbusinessandmi-norsinpsychologyandbusiness,Krusesoughtemploy-mentwith theRiverHillsSchool inCedarFalls, Iowa.AspartofCentralIowaResidentialServices,heservedasagrouphomecounselorformentallyand/orphysically

challengedadults.Inaddition,heservedasaVocationalRehabilitation specialist atWoodwardHospital for fiveyears. During this time,he also longed for a return toeducation,sohestudiedatUNIintheareaofbehavioralmodificationtechniquesforsevereandprofoundlyhandi-cappedchildren. DavidKrusemet hiswife,Annette under themostunusual,yetcharmingcircumstances.Annette’sfirstre-actiontoherfuturehusbandwaslessthanstellar.Attheirchurch, she hadwitnessedPastorDave’s entrancewiththe choir. She claims a voice beside her, she assumedtobeGod’svoice,toldherthismanwouldbeherfuturehusband.AnnetteshruggedoffthisinsistencebynotingPastorDave’sshoulderlengthcurlyhair,andblueshoesstickingoutfrombeneathhischoirrobe. Later, theirpathscrossedagainat theWalk toEm-maus,aretreatfordevotedfollowersofChristtofellow-shipwithoneanother.PastorAnnettewasdismayedtoseehernametagread“AnnetteKruse”nomatterwhereshe traveled on the retreat, instead of her true name,“AnnetteRuhs.” Eventually the confusionwas solvedwhen itwas determined that someone had accidentally“corrected”theerrorwhenitwasdiscoveredtherewasa“Ruhs”anda“Kruse”bothattendingEmmaus,andbothwerefromWoodward,Iowa. Althoughthetypohadbeencorrected,PastorDavidKrusecouldn’t resistonemore trick. Hewalkedup toAnnetteandsaid,“Ibelieve it’s timewewereformallyintroduced,” and proceeded to kiss her on the cheek…rightinfrontofherboyfriend.UltimatelythestunningkissdidnotbodewellforAnnette’srelationshipandthey

brokeupacoupleweekslater.Anewloveblossomed,andDaveandAnnettedatedalmosteverydaybetweenThanksgivingandChristmas. “I just knew she wasmine,” insists Pastor David.“I’dprayedallmylifeforsomeonelikethis.”PastorAnnettewasovercomewithemotionaswell. “ThiswasthefirstmanwhohadnotrunoffwhenIdiscussedmycalltoserveinministry,”sherecalls. PastorDavidKrusesaidheprayedforjusttherightwordstoencourageAnnettetosharetherestofherlifewithhim.AsthedancedthenightawayattheVal-AirBallroom,(orasDaveexplains,hewasmostlysteppingonhertoes),heaskedAnnetteifshewould“liketoteachhimballroomdancingfortherestofherlife.” Herecallsshejuststoodtherewithasillygrinbeforeasking,“Whatareyoutryingtosay?” Butwithinamomenthehad theanswerhe’dbeensearchingfor.Thoughthemusichadstopped,andalltheotherdancershadleftthefloor,theyremainedlockedineachother’sarms.AsDaveputit,thoughtheballroomwassilent,theystillheardthemusic. “It’s been 35 years,” says Pastor Annette with asmile.“It’sbeenagreatride.” PastorDavidagrees,“Ipromisedhertravelandad-venture,andwe’vemoved19times.” One of these moves relocated David andAnnetteKruse toWilliamsburgwhere they both served as liveincounselorsforsixmentallychallengedadults. Theyrecallfondmemoriesofthisexperienceevenastheyjug-gled responsibilities between the grouphome and carefortheirpre-schoolagedaughter,Sarah.Theycontinuedtheirwork at the group home from1982 to 1984, andDavidcompletedamaster’sdegreeinspecialeducation.Next, the young familymoved toCedarRapidswhereDavidKruseservedasabuildingfacilitator.Justbeforetheschoolyearbegan,theyoungfamilywelcomedtheirsecondchild,Sam,intothefamily.Despitetheaddedre-sponsibilitiesofagrowingfamily,Davidmetthemana-gerial responsibilities foraschoolserving theneedsofmiddleschoolthroughtwelfthgradersinTanager,anoff-siteschoolintheCedarRapidsschooldistrictforspecialneedsstudents. Ultimately, forbothDavidandAnnette, thecall toministrywasthestrongestdesireoftheirhearts.Theyre-locatedthefamilytoDubuquetobeclosetobothoftheirmothersandenrolled inaPresbyterianseminaryat theUniversityofDubuque.Theretheycompletedtheirmin-istryeducationbetween1984and1987.Sincetheircallstotheministry,DavidandAnnettehaveservedaspastorsinsevenlocations.Gowrieistheireighthlocation,andtheyinsistlivinghere,“feelslikecominghome.”PastorAnnetteservestheneedsoftheGowrieUnitedMethodistChurch,whilePastorDavidKrusepreachesinBoxholm.Their youngest son, Scott, graduated with a degreeincomputer science. He servesas an IT specialist forWilsonTrailer in SiouxCity. Theirmiddle son, Sam,marriedinAugustandlivesinArizona.Heiscurrentlyworkingtowardadegreeinsoundengineering.

CITY OF GOWRIERegular Gowrie City Council Meeting

held March 16, 2015

Regular Gowrie City Council meeting was held on March 16, 2015 at 6:45 p.m. at the Gowrie Civic/Community Center with Mayor Stokesbary in the chair and the following Council members answering roll call: Redman, Petersen, Harrison, Jackson, & Willardson. Swearing in of Will Fevold was held at 6:30 p.m. for approval as part-time police officer for the City of Gowrie. Minutes of the previous meeting with corrections was approved on a motion by Redman, second by Harrison. Motion carried-all ayes. Redman moved that the agenda be approved with the addition of: Food pantry checking account, second by Petersen. Motion carried-all ayes. Discussion was also held on the golf course. Discussion on rock for semi parking by utilities, was tabled until next month. Redman moved to adjust to approve the wage adjustments in 26 pay periods, second by Willardson. Motion carried-all ayes. Redman moved to move the food pantry bookkeeping and check signing to the Food Pantry Committee. Second by Harrison. Motion carried-all ayes. Dave Hoover gave the monthly Parks report. Discussion was held on receiving dirt from the new Casey’s store, which they are giving to the city.Chief McCormack gave the monthly Police report.Jill Viles gave the monthly Library report. Petersen reported to the council about the fire station. Discussion was held on the progress on the building of new structure. Staci Blair requested an increase in the garbage rates. Tabled until next council meeting. So that other haulers can be researched. Redman moved to approve $30.00 fee for return check policy for the City of Gowrie. Harrison second. Motion carried all-ayes. Board appointments were made: Carrie Dalley-appointed to Planning and Zoning Commission, Steve Cathcart, Alan Burger were reappointed. Approved by Petersen, second by Jackson. Discussion was held on plowing of South Park Street, Council decided to leave the way it is at this time. Harrison moved to take Don’s Pest Control bid for Community Center, Library, Clubhouse bait traps, second by Willardson. Motion carried by roll call-all ayes. Discussion on pavement Doctor-Seal and Patch of City Streets. Tabled until next month. Need estimates. Discussion on hiring and wage increases, decided that the decision should be voted by the council, also need a wage schedule. It was decided starting April 1, 2015: Bartenders wages will be $8.00; Mowing will be $8.00; Manager will be $10.00 (an hour). Redman moved to approve on this decision for the golf course, second by Willardson. Motion carried by roll call-all ayes.

CITY OF GOWRIE A Special Meeting of the Gowrie City Council was held March 14, 2015 at 10:00am at the Gowrie Civic/Community Center with Mayor Stokesbary in the chair. Council members answering roll call were: Redman, Jackson Petersen and Willardson. Absent was Harrison

Kevin Black, City Treasurer had questions on reading the form as it joins utility and other city budget sections making it difficult to read. The City Clerk was not available due to illness and so some questions remained un resolved. Motion to approve the budget by Redman, second by Jackson. Roll Call: Ayes - Petersen, Willardson, Jackson, Redman. Nays -none. A discussion on how Mulligans would be operated beginning April 1 was held. An individual was offered the opportunity to present his plan to lease the facility but he failed to appear. In order to reduce cost it was determined that beverages and snacks would be sold only except when leagues or special events are scheduled. Catering would be utilized whenever possible. A question arose as to whether we could schedule events such as couples night where the could cook their own steaks as had been done int the past. Our insurance carrier will be contacted to determine if that was possible. Motion by Redman, second by Willardson to only selling beverages and snacks and utilizing one employee except on special events beginning April 1, 2015. All council voted in favor. Clean up days was discussed. The mayor misstated the suggested date from the Clerk as April 4th-8th which seemed way too early. The actual recommendation was May 4th-8th. This year we will have to pay $35 a ton for all materials taken to the landfill. Based on previous years that might reach 20 tons resulting in a cost of $700. Rental of a garbage truck would be and additional $300. The week of April 27th was selected. Motion to set clean up days for that week and allow funds for truck rental and material disposal was made by Petersen, second Jackson. All council members voted in favor. Council member Redman brought up the many errors and deficiencies occurring in the Clerk’s office. Training and changes in procedure need to done and a meeting between the Mayor, Mayor Pro-tem and Council member Redman was suggested and the date would be arranged on Monday March 16, 2015. Moved by Campbell, seconded by Leffler to adopt the following County Social Service 28E Resolution: COME NOW Webster County, Iowa, and County Social Services 28E (CSS) and mutually agree as follows: WHEREAS; the Webster County Board of Supervisors has deemed it in the best interests of Webster County to provide staff and office space to CSS as provided for under the Intergovernmental Agreement Creating County Social Services, April 1, 2014: (a) To efficiently and effectively provide the Mental Health & Disability Services mandated under sections 331.388 through 331.398 of the 2013 Code of Iowa for member counties. CSS may also provide other social services including but not limited to Medicaid Targeted Case Management, general assistance, children services, substance abuse services and any county funded social service program or county function as contracted from member counties. And WHEREAS, Webster County is the employer of record and will provide the associated human resource policies, insurance and benefits to all FTEs for the positions designated and funded by CSS and WHEREAS Webster County as the employer of record retains the authority to make all final decisions on hiring, termination and discipline associated with these positions and WHEREAS, CSS shall train, supervise, support, direct work and evaluate performance and assist with hiring, termination and discipline to the extent directed and approved by the Webster County Board of Supervisors and WHEREAS, CSS will reimburse direct occupancy and operating cost for the delivery of Mental Health and Disability and Targeted Case Management Services that is within the CSS approved annual budget associated with the FTEs designated. CSS will not pay rent to member counties or reimburse any indirect costs mutually provided to other county departments and WHEREAS, any local equipment or supply purchases approved by CSS become the property of Webster County but may be reallocated as
