The Chiloquin Vector Control District will meet on Wed March 23, 2016 at 6:30PM at the Chiloquin Community Center, 140 S. First Street, Chiloquin, Oregon to discuss vector business. Citizens are needed for the annual budget formulation meeting scheduled for May 4, 2016 at 6:30PM. The Trustees will be discussing appointing budget committee members, bill paying, general vector business and a draft budget document at the March 23rd meeting. The counselors have are some restrictions as to the types of tax returns that they are able advise on or complete. The assistance is available every Wed, from 10 am to 5 pm at the Chiloquin Library. Once again our wonderful students at Sage Community School have put together 3 competitive Destination Imagination‎Teams.‎‎This‎year’s‎teams,‎the‎Neon‎Narwhals,‎the‎Fire‎Embers,‎and‎the‎Chocoholics‎competed‎at the Southern Regional Tournament in Pleasant Hill, Oregon on March 12, 2016. These teams have been working since October to solve their team challenges and present them at the regional tournament. In addition, each team must solve an unknown Instant Challenge that is presented at the Tournament. The Neon Narwhals, (Azaria Blauzer, Johan Dessle-Newton, Jesse Knight, Katherine Whitlock), competed in the‎“Pace‎of‎Change”‎Team‎Challenge‎and‎placed‎3rd overall in the Elementary Level. The Fire Embers, (Summer Buckingham, Jamie Danforth, Tomas Dessle-Newton,‎Sydney‎Fowler),‎competed‎in‎the‎“In‎Plain‎Sight”‎Team Challenge and placed 2nd overall in the Elementary Level. The Chocoholics (Toviyah Blauser, Aspen‎Buckingham,‎Brooke‎Buckingham,‎Haylee‎Knight,‎Alora‎Smith),‎completed‎in‎the‎“Get‎a‎Clue”‎Team‎Challenge and placed 3rd overall in the Middle Level. All three teams will be attending the State Finals on Saturday, April 2, 2016 in Salem, Oregon. Please join us in celebrating their success with a parade down 1st Ave in Chiloquin and out to Sage School on Friday, April 1, 2015 at 12:00 PM. Policing District Update

March 20, 2016

1. On‎March‎16,‎2016‎the‎idea‎of‎creating‎an‎“Enhanced‎Policing‎District”‎was‎presented‎to‎the‎Klamath‎

County Board of Commissioners. After the presentation there were three primary questions:

a. The‎BOCC’s‎approval‎to‎move‎forward‎with‎the‎idea?‎Commissioners Morris and Bellet gave their

individual support to move forward with the idea. Commissioner Mallum was absent do to a meeting

conflict.

b. The question was discussed in regards to the petition requirements. They stated we need to go

through the petition process. From the very beginning we had planned to fulfil the petition

requirements.‎When‎it‎was‎discovered‎the‎proposed‎“Predatory‎Animal‎Control‎District”‎was‎not‎

required to do petitions. We felt we should at least ask the question. Once we have met the legal

requirements, we will start the petition process.

c. If the district is approved by the voters, would the Commissioners use the tax dollars generated by

the‎district‎to‎subsidize‎the‎Sheriff’s‎budget‎and‎/‎or‎subtract‎the‎tax‎dollars‎generated‎by‎the‎district

from‎the‎Sheriff’s‎budget.‎We‎were‎assured‎that‎would‎not‎happen.‎

2. Several of you have suggested a fee vs. an ad valorum tax (property tax). As per Oregon Revised

Statute (ORS) 451 it appears this is something we can do. The answer to the question came from the

Oregon Department of Revenue Tax Division. There are some logistical concerns that we will have to

find the answers to. The idea would be to create a flat fee per tax account. There are approximately

4,035 tax accounts inside the proposed boundaries. An estimate would be $50.00 to $75.00 per tax

account (tax lot). The amount will be determined once we have a projected budget. We are exploring

both options at this time, a flat fee and an ad valorum tax.

3. We have also received several inquiries about the Policing District being part of the Fire District. No, the

Policing District is a standalone service district of Klamath County as per ORS 451. Even though the

names are very similar they are and will be two separate entities.

4. Should anyone have questions or wish to make comment please submit those to the email above.

Congratulations and job well done! Angie Morrill earned her PhD from University of California in Ethnic Studies. Her research focuses on Native feminist methodologies and Indigenous research ethics. She was born and raised in Portland, Oregon, the daughter of Peggy Ball and Dwight Ball Morrill. She received her B.A. from the University of Oregon in Ethnic Studies and she wrote her M.A. thesis at UCSD on "Decolonizing Klamath Termination." LAKEVIEW, Ore. – Private landowners in and around Lake County who are interested in forest stewardship and restoration are invited to attend a workshop to learn more about opportunities to manage private forest lands to improve forest health and to reduce the risk of catastrophic wildfire. The workshop will be Tuesday, March 22 from 6 to 8 p.m. at the Oregon State University (OSU) Extension office in Lakeview. The office is located at 103 South E Street. It is free and open to the public. The Klamath Lake Forest Health Partnership (KLFHP), in cooperation with the Oregon Department of Forestry, OSU Extension and Natural Resource Conservation Service, is hosting the session. “This‎is‎an‎opportunity‎for‎local‎private‎landowners‎to‎meet‎with‎the‎workshop‎sponsors‎for‎assistance‎in‎writing‎forest management plans, pursuing funding opportunities to complete work and identifying efficiencies in landscape-scale‎forest‎restoration‎activities,”‎said‎Dan‎Leavell,‎a‎member‎of‎the‎KLFHP‎and‎forest‎faculty‎for‎OSU Klamath Basin Research and Extension Center (KBREC) in Klamath Falls. Timing for the workshop is especially important as the Fremont-Winema National Forest continues to work towards landscape-scale restoration efforts. For example, the Crooked Mud Honey project, located in the North Warner Mountains northeast of Lakeview, is a fuels reduction project that includes commercial harvest, small tree thinning, prescribed fire and aspen restoration work. If neighboring private landowners in the area are interested in pursuing forest health management, it could increase the effectiveness of reducing the risk of wildfire at a landscape scale. “We‎want‎to‎help‎private‎landowners‎with‎land‎and‎resource‎stewardship‎and‎leverage‎opportunities‎for‎cooperative‎implementation,”‎said‎Dustin‎Gustaveson,‎protection‎unit‎forester‎for‎the‎Oregon‎Department‎of‎Forestry.‎‎“The‎landscape‎and forests in Lake County are an amazing resource, making it important to minimize the impacts of catastrophic wildfires. For landowners around large federal restoration projects, it may be possible‎to‎improve‎their‎forest‎lands‎at‎the‎same‎time.” For more information on the workshop, please contact Leavell at 541-883-7131.

This week for Chiloquin from NOAA:

A Caltrans worker dispatched to help clean up a mudslide that shut a portion of Highway 1 in Mendocino County escaped injury early Friday when a landslide nearly toppled his dump truck.

Recent heavy rains are being blamed for the collapse of this 50-foot section of Highway 3 in Trinity County Monday morning near Weaverville. Large sections of Highway 3 in Trinity County gave way late Monday night after days of battering rains hit the region, officials said. Two portions of the highway, which is a route between Weaverville and Yreka and sees around 1,000 cars a day, disintegrated around 11:30 p.m. Monday, said Denise Yergenson, a spokeswoman for Caltrans. The two sections measure about 100 yards, officials said.

Raptor Education Group, Inc. Spring is here! That is good news, but it is also the time when salmonella bacteria can affect the seed eating birds‎that‎congregate‎at‎your‎bird‎feeder.‎We’ve‎admitted‎many‎Pine‎Siskins‎and‎Common‎Red-Polls at Raptor Education Group, Inc. (REGI) during the past few weeks, all with the diagnosis of salmonella contracted at a bird feeder. Once a bird that weighs a tiny 15-18 grams becomes sick, the mortality rate is high. Salmonellosis is a disease that occurs when large concentrations of birds use the same feeders and water sources. As our winter avian visitors prepare for migration north to their breeding grounds, they tend to gather in larger flocks and bulk up on food to sustain them for the long trip home. Salmonellosis is most often transmitted by fecal contamination of food and water by sick birds. The species most often affected are small seed eating birds such as Pine Siskins, Common Red Polls and Goldfinches. Preventing illness in small birds falls to the owners of bird feeders or at least to the person that fills the bird feeder.‎You‎will‎be‎able‎to‎identify‎a‎sick‎bird‎at‎your‎feeder‎because‎of‎the‎“fluffed‎up”‎his‎body‎feathers.‎A‎bird‎uses‎its‎feathers‎in‎this‎way‎as‎a‎means‎to‎keep‎warm.‎Many‎homeowners‎that‎call‎REGI‎describe‎a‎“very‎fat”‎bird at their feeder. The reality is when a bird is fluffed, the opposite is true and the individual is close to starvation, despite food being available. A bacterial infection in any species mammal or avian is accompanied

by a fever. Birds use their feathers just as we would use layers of clothing, to trap air between its feathers as a means to try to keep themselves warm. Sick birds are often lethargic and easy to approach. If you can capture the bird, put it in a small cardboard box with a towel on the bottom and transport it to your nearest avian wildlife rehabilitator for care. If a bird dies, do not feed it to your cat or dog as they too can become sick as well. Clean Feeders and Water Baths for Healthy Birds Birds can also become sick from leftover seeds and hulls that get wet during the cycles of spring thaw and freeze. During periods of warm temperatures the wet seed can actually being to ferment causing fungus to develop causing a host of other illnesses. Rake or vacuum up excess seed or hulls from under the feeder, bag it and put it in the trash. Allowing the refuse to remain in an exposed pile will allow access of other birds, wildlife and your domestic animals to the bacteria and disease. It is best to clean your feeders about once every two weeks, more often during times of heavy use. Wash your feeder thoroughly in soapy water, then soak or rinse it in a solution of one part bleach to nine parts water. Wooden platform feeders should be removed if possible to clean and dry them completely before reusing. If you are unable to clean your feeder, remove or cover it to prevent birds from using it. If you have canister feeders or tube feeders check to assure cracks have not occurred during the winter and that the seed inside remains dry. Consider moving your feeders occasionally to prevent the accumulation of waste in any one area. For ground feeding birds temporary "feeders" such as cookie sheets, clean flat cardboard or tops of storage totes can be used while your feeders are being cleaned. The cardboard can be discarded daily and the other items washed on a daily basis during times of heavy avian traffic such as during migration. This method will allow you will be able to continue feeding without exposing birds moving through. It is important to keep the birds safe an assure no domestic animals or feral cats are in the area that can prey upon birds feeding from the ground level. As heated bird baths have become more popular it is important to remember they too provide a source of bacterial contamination. Provide clean water several times a day if possible and scrub out the bath often. (1:10 bleach solution) If you are unable to clean the baths remove them to prevent access. Wild birds provide us with a great deal of joy and entertainment. With care, we can make sure our feeders and water baths are safe for them as well.

Chinese in Oregon Chinese Exclusion Act Case Files, Presented by Trish Hackett Nicola. Hackett’s‎genealogical‎sleuthing‎has‎taken her into the National Archives in Seattle where there are thousands of Chinese Exclusion Act files on the Chinese living in Oregon. The files usually contain biographical information, most have photos, and some contain affidavits from witnesses, both Chinese and Caucasian, maps, and written interrogations. Nicola explores the impact of the Chinese Exclusion Act and reveals the mysteries of the National Archives case files in this important research presentation. FCE (Family and Community Education)

Meetings are the 2nd Wed of each month at 9:30. Meetings are open to all. We have a pot luck each month along with the lessons presented by a member. For the location and directions to the next meeting, please call Sandie Bolyard at 541-892-2336. Locally, FCE raises money for college scholarships for our Chiloquin High School Seniors. Money is raised through fund-raising projects such as a Thanksgiving turkey dinner fixings raffle with tickets being sold at Kirchers Hardware; Christmas Boutique at the Chiloquin Community Center; Kaleidoscope of Learning at Mazama High School in Klamath Falls. We are very active in our community and you will find FCE volunteers at many local events. Oregon FCE is a non-profit organization of volunteers who have worked on such issues as improving sanitary requirements‎in‎hospitals,‎women’s‎labor‎laws,‎requirements for high school teachers, and funding for the state library. Nationally, we began the school hot lunch program and pushed for bookmobile libraries. FCE asked for and got money from the legislature to fund an OSU research study on the dental caries problem in‎Oregon.‎‎We’ve‎studied‎our‎county‎governments‎and‎monitored‎their‎activities;‎worked‎on‎county‎and‎state‎fair boards to improve their quality; sponsored programs on rural road safety, farm safety, home safety, bike safety, Defensive Driving courses, campaigns to get the drunk drivers off the road, and child seatbelt laws. Current educational programs focus on the environment, children and television, literacy, and global issues. Current concerns include addressing the growing need for food banks, for shelters for the homeless, and for reducing the violence against women and children. Oregon FCE members donate thousands of volunteer hours and dollars to these causes.

Chiloquin Vector Control The Chiloquin Vector Control District Board of Trustees meets on the 4th Wed of each month except for November and December at the Chiloquin Community Center Conference Room at 6:30PM The agenda includes discussions about mosquito control, mosquito monitoring, bill paying, budget issues and general management concerns. The public is encouraged to attend and offer public comments at the end of each meeting. The meeting room is wheelchair accessible.

Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly,‎attractive‎and‎relevant.‎Check‎with‎the‎librarian‎for‎information‎on‎how‎to‎“adopt‎a‎rack”. 5. Help with sorting donations. 6. Go through Books for Sale section and tidy it once a month or so. Stop in at the library and see what they need or give them a call at 541-783-3315.
