Matthew 5:

*4 Blessed are they that mourne: for they shall be comforted. (Eccl 7:4) *5 Blessed are the meeke: for they shall inherit the earth. (Psalm 37:11)

*6 Blessed are they which doe hunger and thirst after righteousnesse: for they shall be filled. (Neh 9:15)

Matthew 5:

*7 Blessed are the mercifull: for they shall obtaine mercie. (Psalm 118)

*8 Blessed are the pure in heart: for they shall see God. (Psalm 24:4)

*9 Blessed are the peacemakers: for they shall bee called the children of God. (James 3:18, Rom 14:19)

Matthew 5:13 Yee are the salt of the earth: But if the salt haue lost his sauour (Eph 5:2), wherewith shall it bee salted? A citie that is set on an hill, cannot be hid.

 

Mat 5:27 Yee haue heard that it was said by them of old time, Thou shalt not commit adulterie. 28 But I say vnto you, That whosoeuer looketh on a woman to lust after her, hath committed adulterie with her already in his heart.

Acts 15:28 For it seemed good to the holy Ghost, and to vs, to lay vpon you no greater burden then these necessarie things; 29 That ye abstaine from meates offered to idoles, and from blood, & from things strangled, and from fornication: from which if ye keepe your selues, yee shall doe well. Fare ye well.

What does Jesus mean?

Jesus is saying the same thing four different ways while speaking by the holy Ghost. Do not accept corruptions to the Word of God is what the Spirit is saying.   

Rev 9:21 Neither repented they of their murders, nor of their sorceries, nor of their fornication, nor of their thefts.
