It was such a pleasure to see so many of ourmembers at the TYHAReception on the “ WhichMarina “ Stand at the TulletPrebon London Boat Show,and to present some eight

marinas with their Gold AnchorAwards on the evening.

On the preceding day we weredelighted to welcome HRH The PrincessRoyal onto our stand, to meet a numberof our members, and she very Kindlypresented Andy Osman with the FiveGold Anchor Award for Port SolentMarina. We were all very impressed byher depth of knowledge, and sheparticularly enjoyed talking to TimCoghlan from Braunston Marina on matters concerningthe Inland Waterway Marinas.

This year we hosted our AGM at the new location of theQueen’s Club in West Kensington, London. This was a veryimpressive venue, and proved very easy to get to, both justoff the end of the M4 or by train and tube. I was delightedto see so many members, and many new ones too. Weused much of the afternoon to promote some veryinnovative ideas for our industry’s future. I hope you willjoin us again next year.

Moving on with the year ahead, we have a substantialnumber of marinas joining our programme of GoldAnchor Assessments, and in support of this, it is importantto highlight the availability of marina training, through theBMF. You will have read about the Advanced MarinaManagement Course to be held in Poole, towards the endof February, and the Intermediate Marina ManagersCourse to be held in Troon from the 17th to 20th April. Iam keen to promote and develop these and other BMFcourses which can help our members.

I am looking forward to seeing many of you at theforthcoming Marina Conference, sponsored by Walcon, on Wednesday 25th April, and Thursday 26th, followed bythe most interesting marina visit. This always a reallyinformative conference, and up-dates us all for the season ahead!

I would like to say a huge thank you to Libby for all thework she is doing in preparation for a magnificentSummer Networking Event, The Lakes 2012. These visitsare always a high point in the TYHA Diary, and following

the success of the previous summer visits, this one will be no exception! Please read on for more details, andbook soon!

There may be issues that you would like us to highlight,so please do pick up the phone or send us an email, withyour thoughts, comments, and articles, for the next issue of“ Fore and Aft”. This is your magazine, so please use it totell us all about your great work at your marina, and theevents that you will be holding. Particularly with theDiamond Jubilee this year, we should encourage as manyof our customers out on the water to celebrate!

Lastly, I would like to say a big thank you to all the BMFDirectors for their support, to all our Council Members,who give up so much of their time to develop our ideas,our team of Assessors, who constantly promote excellentmarina practice through our Gold Anchor Scheme, and toboth Gareth and Libby, for their great work, and businessdevelopment.

This quarter has been another busyperiod for TYHA, our members aremore active than ever and ourinternational membership hasgrown by 13% and UK membershipgrew by 7%. Our Gold Anchorscheme has also become extremely

popular with 28% growth and the Which Marinastand has increased by 60%.

These impressive statistics show us that marinas aretaking every opportunity to promote their business.The Gold Anchor awards and Which Marina exhibitionrepresents a very cost effective way of getting newberth holders and more importantly keeping existingones, and with more than 900 enquiries generated onour stand at the London Boat Show it is difficult tojustify not taking part.

These are not the only membership services whichhave become popular, with our popular AMM andIMM training courses, as well as an increasingamount of requests for guidance on berthingcontracts, insurance and subcontractors.I believe this demand stems from the fact that berthholders worldwide are increasingly willing to move or

alternatively sell their yachts if they aren’t using them.We have found that as part of the Gold Anchorscheme, members which are ‘RYA Active Marinas’ arehelping their berth holders use their yachts more andtherefore helping them justify the expense.

Charles PartridgeIt is with great sadness we convey the news of thedeath of Charles Partridge who passed away inhospital late on Friday night 2nd December 2011.

As many of our members know, Charles was a well-known, highly respected, larger than life character,who had worked for Lambert Smith Hampton and itspredecessors since September 1970. During his 41year career, Charles’ contribution to the marineindustry has been significant with a recent project

designed to help marinas throughout the UK get fair ratings assessments.Charles was a doyen of the rating world and his outstanding service to thesurveying industry received formal recognition when he was awarded anMBE in the 2009 New Years Honours list.

The loss of Charles is a devastating blow to everybody at TYHA and LSHwho has had the pleasure of working with him. He will be greatly missed byhis many friends and colleagues, and we offer his family our sincerecondolences at this very sad time.

Largs Yacht Haven is harnessingthe power of the sun…Largs Yacht Haven is harnessing all the sun’s rays to generate its own powerand reduce its consumption of electricity! The Yacht Haven is makingmaximum use of its south facing roof on the marina reception building andhas installed a 10kwh PV system provided by on site tenants, Earth FuelScotland Ltd.

Largs Yacht Haven is committed through its Environmental Policy toincreasing its consumption of energy from sustainable sources and also toincreasing the amount of waste which can be sent for recycling.

The 700 berth Firth of Clyde Marina was recently awarded the RYA GreenBlue Certificate for Environmental Best Practice at the 2011 SouthamptonBoat Show.

The Crown Estate and QuayMarinas recently launched thenew ‘Little Orme’ dredging vesselat Conwy Quay Marina, whichtogether with Deganwy Marinacontributes £6 million a year to thenorth Wales economy.

The joint investment in this stateof the art maintenance dredgingvessel will ensure that bothmarinas are able to continue toprovide deep water berthing andcompete effectively as the premiermarinas in Wales.

‘Little Orme’ will spend most ofits time at Conwy and DeganwyMarinas that together provide atotal annual economic benefitlocally of almost £6 million peryear, and support around 100 jobs.The Marinas are owned by TheCrown Estate, and let and operatedby Quay Marinas.

Roy Evans, Head ofDevelopment and AssetManagement for The CrownEstate’s marine estate, said: “We aredelighted to be making this co-investment with Quay Marinas.

We continue to look for soundcommercial investments acrossour coastal estate, and ‘Little Orme’is an excellent example of acommercial partnershipbenefiting all parties – The CrownEstate, Quay Marinas, and the localeconomy."

Dredging investment boostsConwy and Deganwy Marinas’£6 million role in local economy

Llewellyns regain control of Ace TrolleysLast May, Roger and Anne Llewellyn announced a joint venture between Ace Equipment and Richard Allen Group, a group of engineering companies, that would allow Roger to retire and Anne to lead a ‘less hectic life’.

The arrangement proved not to be a success. As a result the joint venture is being wound-up andproduction of marina courtesy trolleys has been moved back to the Staffordshire works and is onceagain solely with the Llewellyn family.

Luckily the work force had been retained to work on other projects so none of the experience hasbeen lost. Manufacturing starts on Monday and Anne Llewellyn is confident of producing the quality andservice that made them the benchmark for marina trolleys.The Llewellyns have been joined in the business by their daughter Claire. They are looking forward torebuilding their old relationships within the trade and to starting new ones.

Loxwood High StreetCanal BridgeThe Loxwood High Street Canal Bridgeofficially opened in may 2009, however local residents andmany others in the neighbourhood found the functionalmetal parapets at the road level unattractive. The CanalTrust agreed to work in partnership with Loxwood ParishCouncil and the Loxwood Society to build new brickparapets.

A small team from the Canal Trust and the Loxwoodcommunity have worked patiently towards the target,gaining planning permission from Chichester DistrictCouncil, West Sussex County Council’s approval of the

engineering design.Total project cost fromcontractors was placedat £60,000, far higherthan hoped but majorfundraising including‘Buy a Brick’ and grantsfrom NatWestCommunity Force andChichester DistrictCommunity havehelped significantly.

“ The next two months will be critical for theLoxwood parapets project”, comments SallySchupke. “We are pursuing a number of fundraisingideas but we feel there may be some kind people outthere who will help us to reach our objective. Wecan offer supporters the chance to be part ofsomething that will give enjoyment for manygenerations to come.”

The Old and New proposed Parapets

Now the third largest boat show in the British Isles (afterLondon and Southampton), the2012 Barclays Wealth Jersey BoatShow (5-7 May) looks set to beeven bigger than 2011, despite therecession and its impact on marinetraders around the world.

Over a dozen new exhibitorshave applied for stand space,requiring Jersey Marinas to expandthe shoreside arena – partly due tosuccessful promotion of the Jerseyshow by CEO and HarbourmasterCapt Howard Le Cornu andManaging Director for Jersey

‘The Barclays Wealth JerseyBoat Show continues to go fromstrength to strength and I amdelighted it has received suchglowing accolades from the manyindustry partners we met,’ saidCapt Le Cornu. ‘It is particularlyencouraging to see its reputationgrowing, especially on aninternational level.

The full programme of activitiesis yet to be announced but details,as and when they becomeavailable, will be posted on thewebsite jerseyboatshow.com,which also includes a dedicatedarea for sponsors and exhibitors.

£700,000 is beinginvested this year inmajor improvementsat Jersey’s La ColletteMarina.Following a tenderprocess, Southampton-based manufacturersWalcon Marine aresupplying and installingthe new pontoons, which

should all be in place byearly April.

The marina, whichdates back to the 1970s,currently has 126 berthsand the pontoons beingreplaced were installedin 1988 after the originalmarina was damaged ina severe storm.

Although the work

has involved thetemporary relocation ofall the vessels toalternative berths,support for therefurbishmentprogramme among theIsland’s marine leisurecommunity has beenpositive as La ColletteMarina, which has 24-

hour access, is primarilyused by local boatowners.

Jersey Boat Show goes from strength to strength

Major upgrade for Jersey’s oldest marina

The Wey & Arun Canal Trust are delighted toannounce that the new Canal Centre at Loxwood,West Sussex, will be officially opened at 12.30pmon Sunday 1st April 2012.

Mr Mike Coleman, Chairman of West SussexCounty Council, will be cutting the ribbon. Thenew centre has been designed and built byFordingbridge plc of Fontwell, West Sussex. Thebuilding is all part of the Trust’s aim of “GettingGreen” and follows on from the launch of thepublic trip boat “Wiggonholt”, which is electrically powered.

The centre will provide information about thecanal restoration project as well as localinformation and will greatly improve facilities forthe visitors to the canal and passengers on boattrips. The cost of building has been generouslydonated by a keen member of the Wey & ArunCanal Trust who wanted to play his part in thesuccess of the restoration project.

The BMF Welcomes Canal & River Trust Funding AnnouncementThe British Marine Federation welcomes today’s announcementregarding the funding of the Canal & River Trust. The BMF hasworked hard to bring together the industry’s views on the newcharity and ensured that the key issues of maintainingnavigation, levels of service and the industry’s role ingovernance have been central to the debate. The BMF iscomfortable that these issues have been fully considered in thenegotiation with Government leading up to today’sannouncement.

Howard Pridding, BMF’s Executive Director comments: “TheBMF has played a full and constructive part in discussions aboutthe future sustainability of inland waterways in recent years andbelieves the new charity will be in a stronger position thanks tothe hard work of the Minister, Richard Benyon MP, politicians

from all parties, government officials, British Waterways seniormanagement, and the interim trustees. In very tough economictimes it is a fair deal and the long-term commitment will enablethe charity to plan for the future with some confidence. Walcon Marine may be one of the world’sleading designers and builders of yachtmarinas and harbours, but every so oftena project comes up that reminds the

marine industry that Walcon’s civil engineeringheritage and mobile piling barge - the Walcon Wizard- together enable it to undertake a much wider rangeof marine-orientated installations.

The latest project of this type is the replacement ofthe structure that supports the 40-tonne travel hoist atLymington Yacht Haven, on the Solent (picturedright). This engineering exercise required the removalof the old piles and runway beams, followed by thedriving of new piles and the installation of new, pre-cast concrete beams along with additional reinforcedconcrete. Once the main structure was in place, thefinal stage was the fitting of the steel plating for thehoist itself to move along plus the addition of safetyrails and ladders.

“Using a highly manoeuvrable, water-based piling rigand crane allows projects like these to move muchfaster compared to a land-based alternative”, said Walcon’s managing director James Walters, “andof course for the Walcon Wizard getting access to anywaterside facility is rarely a problem.” In the case ofthe Lymington hoist, the entire project took just sixweeks, and with the Christmas holiday used as curingtime for the concrete the hoist was unavailable for theminimum time possible.

Other recent projects undertaken by the WalconWizard include the replacement of the Bar Beaconoff Chichester Harbour and the replacing of mooringpiles at Darthaven Marina. “It’s a great resource forjobs both large and small,” concluded James Walters,“and one that continues to make a significantcontribution to the maintenance of the UK’s leisuremarine infrastructure.”

A New Era for Davis’s Boatyard

Davis's is a family runbusiness established byLloyd Davis in 1964. Thebusiness was taken over by

his two Daughters Sonjia Maidmentand Lorraine Murdoch when hepassed away in 1991. NEW DEVELOPMENTAs part of their commitment to thelocal and national boating communitythey decided to make a massiveinvestment for 2012 on a new marinapontoon. They have also extensivelydredged our marina basin to improvedepth and access in all tidalconditions. The previous pontoon,having been made by hand by theforeman Barry Murdoch over 30 yearsago, was due to be upgraded so theydecided to take on this new project.They sought to work with local familyrun businesses wherever they could sodecided to use Jenkins Marine (afamily run business based in poole),Walcon Marine (a south coastcompany based in Fareham), andSteve Barnes electrical (family run,based in Ferndown). Their new

development fits in nicely with theintroduction of the long term PHCport master plan, to develop businessin the harbour for the future. Thisinvestment shows their ongoingcommitment to take Davis's into thefuture and to continue to be a trustedand respected name in Poole Harbour.

ENVIRONMENTALAWARENESS Davis's site is surrounded by protectedmarshland that provides a haven forrare wildlife and water foul, designatedas a Site of Special Scientific Interest(SSSI). Because of this, when applyingfor dredging licencse they workedtogether closely with Natural Englandand The Marine ManagementOrganistaion (MMO) to minimisedisturbance to the winter migration ofmarine birds. Demonstrating thisenvironmental awareness, they areproud to be the first marina in PooleHarbour to install a water purificationsystem to their high pressure cleaningbay ensuring that they were notcontaminating the water with thefouling that we blast from theunderside of vessels.

JAMES WATT DOCK MARINA

It has been a busy year for the new James WattDock Marina on Greenock’s rapidly developingwaterfront. Whilst it was planned that work wouldstart in February 2011 installing the pontoons byearly April, various factors intervened and work

was delayed until mid- May. With the Tall Ships Race dueinto port in early July and with work on a new PublicRealm and other improvements having beencontracted Blue Sea Marinas steamed full ahead andwith some sterling work from pontoon suppliers VarisEngineering of Forres and a lot of cooperation from R JMcleod who were busy digging the area up 50 linearberths, full services, toilets, showers, new office and asuperb fuel pontoon were installed by the end of June(six weeks to install a working marina!) By the 7th Julythe first of 54 Tall Ships and 25 helpers vessels wereheading toward the new marina and blessed by superbweather over 700,000 visitors in the four days of theevent. Visitors got a glimpse of the new marina and areal close up of life aboard a Tall Ship. On the 14th JulyVaris were back on site installing 16 x 10m fingerpontoons to take the marinas capacity to 65 berths, 58

of which have now been occupied by winter andannual berth holders. The marina was a busy place inlate summer and early autumn, welcoming manyvisitors, taking delivery of a 35 ton PPM crane, aRoodberg 20 ton cradle mover, new cradles and liftingequipment. By early November Tom Harkins and JohnCole had the temporary boatyard prepared and in useand boats and caravans were being stored in the SugarWarehouse. Meanwhile in the background the othermember of the marina team were busy preparing themarketing for the forthcoming season. James Watt DockMarina has now posted the first phase of its newwebsite (including 2012 pricing) although, marinadirector, Craig Latimer is keen to point out that the sitewill be further developed and improved over the winterperiod. A new colour Marina Handbook will beavailable for interested parties early in the new yearwith an electronic version available for download fromthe JWDM website. The JWDM team are receiving a lotof enquiry for the 2012/2013 season. The racing scene islooking to be quite active with IRC/CYCA yachts and anumber of SB3s moving to a new base to takeadvantage of the active East Patch Wednesday eveningand weekend keelboat racing. When Yachting Lifespoke to Craig Latimer he was, as ever, extremelyenthusiastic and looking forward to a busy 2012 –

“It’s been a challenging year getting the marinaand yard up and running, welcoming the TallShips Races and welcoming all our newcustomers - the team have hardly had any timeto stand still and take stock. Our customers andvisitors have really appreciated the excellentpontoons and new facilities and have found thelocation very convenient. We have a few chartercompanies looking at JWDM as a base for nextseason because of our easy train and airlinks.We’re now looking forward to a busy seasonnext year when we’ll have time to present themarina properly, develop some new servicesand take time to get to know the customers”

So far this year The Green Blue teamhas continued to staybusy visiting marinasaround the UK but I was

recently invited to the Royal CorkYacht Club (in Ireland) to look attheir environmental operationsand it was interesting to see thesubtle differences inenvironmental laws. Essentiallymost of the environmental laws wehave here in the UK are derivedfrom EU legislation so many of themarinas in Europe have similarpressures when it comes to stayingon top of, as well as complying

with, ever evolving legislation. I am happy to report that themarina staff at RCYC were fullycommitted to improving theirmarina’s environmental impact inevery way they can, and I am surewe will hear more about them indue course.

In late 2011 I had theopportunity to visit OverwaterMarina and pleased to see that justa few weeks later they became thefirst marina in the BW network toachieve five Gold Anchors withTYHA’s Gold Anchor AwardScheme. To cap that they were thenawarded the Boating

Business/Marine TradesAssociation Environmental Awardat the 2012 Tullett Prebon LondonBoat Show.

A great success story andperfect timing for The Green Blueas we are currently working on aBusiness Guide for Marinas for allthings sustainable and greenwhich will help marina managersidentify where the greatestenvironmental gains can be made,aim for the highest Gold Anchorrating and hopefully save somemoney at the same time. To beavailable at the BMF’s MarinaManagers conference in April,

the resource will be jam packedwith first-hand experience frommarina managers with theirenvironmental initiatives that youcould replicate.

Janet Maughan, Co-Owner ofOverwater Marina was kind enoughto provide us with a case study forthe Guide but we’re pleased to beable to provide a sneak preview ofhow and why they installed solarpanels and a ground source heatpump. With an annual return oninvestment of 10% it’s no wonderthese types of technologies arecropping up more often.

The ProblemOverwater Marina was constructedon a Cheshire Dairy farm almost 2years ago. The Maughan familywere keen to ensure that theMarina layout and designenhanced and positively impactedupon the environment byproviding new habitats andplanting schemes. As part of thisenvironmental ethos there was astrong desire to provide as muchheat and power for the facilitiesbuilding from renewable sourcesas possible.

The SolutionAdvantage Projects Ltd designed acombined solar and heat pumpsystem for the Marina facilitiesbuilding. There are 7.5 squaremetres of solar panels on the southfacing roof of the building

providing 5kW peak of waterheating. Combined with this is a14kW heat pump which takes itsheat energy from the groundbehind the building. There are

1000 metres of horizontal collectorpipe buried approximately 1.5metres deep. Also installed is amulti-fuel stove which is currentlyused to provide ambient heat onparticularly cold days and isburning wood which was used asshuttering for the concrete base ofthe building, low energy lighting,low volume toilet cisterns andrainwater collection.

The ResultsThe building was constructed withas much insulation as possible andduring one of the harshest wintersin recent times, combined with theunderfloor heating systemmaintained a pleasant ambientinternal temperature. Running costs are minimal as theheat pump requires no particularmaintenance, although therehave been issues with a faultyvalve on the thermal store whichwas easily replaced.

The next step for the buildingwill be to install solar photovoltaicpanels to generate electricity to runthe heat pump.

James Watt Dock Marina in Glasgow has been fitted with a range of complementarypedestals from Rolec’s new Baliza range. MarinaManagers, Blue Seas Marinas, selected 42 Baliza

electricity, water and lighting pedestals, six Baliza SOSemergency pedestals, the Rolec deck level LED lightingsystem and a mobile Fire Caddy.

Review of 17TH Edition of the WiringRegulations (BS 7671:2008) on Special Locations

Among the special locations introducedin the 17th edition were requirementsfor Marinas and similar locationscontained in section 709 of BS 7671.

The risks specifically associated with craftsupplied from marinas include:i. open circuit faults of the PEN conductor of PME

supplies raising the potential to true earth of allmetalwork (including that of the craft, ifconnected) to dangerous levels;

ii. inability to establish an equipotential zoneexternal to the craft;

iii. possible loss of earthing due to long supply cableruns, connecting devices exposed to weather andflexible cord connections liable to mechanicaldamage.

Particular requirements to reduce the aboverisks include:i. prohibition of a TN-C-S system (Protective multiple

earthing PME) for the supply to a boat (Regulation709.411.4);

ii. additional protection by 30mA RCDs in both thecraft and the marina installation (Regulation709.531.2);

iii. outlets to be installed at not less than 1m abovethe highest water level. (Regulation 709.553.1.13does give certain exceptions.)

The potential difference between true Earth andthe PME earth terminal is of importance when:i. body contact resistance is low (little clothing,

damp/ wet conditions), and/orii. there is relatively good contact with true Earth.

Electrical equipment to be installed on or abovejetties, wharves, piers or pontoons must be selectedaccording to the external influences which may bepresent.

In the marina environment, particularly at jetties,pontoons etc., consideration must also be given to thepossible presence of corrosive or pollutingsubstances. Equipment should be located to avoidany foreseeable impact, be provided with local orgeneral mechanical protection and have a degree ofprotection for external mechanical impact.

Regulation 709.531.2 requires that socket-outletsshall be protected individually by an RCD having thecharacteristics specified in Regulation 415.1.1 Devicesselected shall disconnect all poles, including theneutral. Final circuits intended for fixed connectionfor the supply to houseboats shall be protectedindividually by an RCD having the characteristicsspecified in Regulation

Regulation 709.533 has requirements for eachsocket-outlet shall to be protected by an individualover current protective device, in accordance with therequirements of Chapter 43.

Typical wiring arrangement from shore topontoonCables must be selected and installed so thatmechanical damage due to tidal and other movementof floating structures is prevented.

Regulation 709.521.1.4 recognises that thefollowing wiring systems are suitable fordistribution circuits of marinas:i. Underground cablesii. Overhead cables or overhead insulated

conductorsiii. Cables with copper conductors and thermoplastic

or elastomeric insulation and sheath installedwithin an appropriate cable management systemtaking into account external influences such asmovement, impact, corrosion and ambienttemperature.

iv. Mineral-insulated cables with a PVC protectivecovering

v. Cables with armouring and serving ofthermoplastic or elastomeric material

vi. Other cables and materials that are no lesssuitable than those listed above.

Distribution boards, feeder pillars and socket outletsSocket outlets when mounted on floating installationsor jetties should be fixed above the walkway andpreferably not less than 1m above the highest waterlevel. This height may be reduced to 300mm ifappropriate additional measures are taken to protectagainst the effects of splashing (IPX4), but care shouldbe taken to avoid creating a low-level obstacle whichmay cause risk of tripping on the walkway. Whenmounted on fixed jetties they should be mounted notless than 1m above the highest water level.

There have also been reports of increased rate ofdepletion of the sacrificial anodes of recreationalcraft which are connected on a longer-term basis toshore supplies, which is believed by some observersto be associated with the connection of therecreational crafts protective earth terminal (to whichimmersed components and sacrificial anodes arebonded) to the shore supply earth in a marina orsimilar location.

In Annex A of the harmonised document 60364-7-709are examples of methods of obtaining a supply in amarina and recognises the use of an isolatingtransformer to prevent galvanic currents circulatingbetween the hull of the vessel and the metallic partson the shore side. The current standard for isolatingtransformers is BS EN 61558.

It is important to point out that all equipmentmust comply with the relevant standard.

Equipment installed on board a small vessel orrecreational craft does not come under the control ofthe wiring regulations (BS 7671) and would berequired to comply with the appropriate standard.

It is important to be aware that this article only gives avery brief overview of electrical installations inmarinas and similar locations. For more informationrefer to section 709 of BS 7671:2008 incorporatingAmendment 1.

LeeSan, the Warwickshire based MarineSanitation Specialists, have just finishedbuilding and commissioning the pump outfacilities and eco waste system at the new 248

berth Foxhangers marina on the Kennet and Avoncanal at Rowde, nr Devizes, Wiltshire. Working with themarina builder, Land & Water Service, LeeSan haveinstalled one of their LS200W pump out stations whichis capable of emptying an average holding tank inabout 3 minutes. This unit is yard operated with a key-switch, but there are also card, token and even remotecontrolled versions available. Additionally, they havedesigned and installed a LeeSan FoulMaster wastewater pumping station. This takes all of the black andgrey water from the facilities (toilets and shower)building and pumps it to a treatment unit. This waste isthen ecologically processed to enable clean water tobe returned to the waterway.

Each FoulMaster system is individually designed to suitthe location, volume of waste and topographicalrequirements. Gary Sutcliffe, Operations Director ofLeeSan, says “I think that we will be developing andinstalling more and more of these units in future ascommitment to eco awareness increases and sitedevelopers realise that this type of solution is effectiveand available. Manager said, “I had a dead corner in the marina andI used to put two boats there. Now, I have four boatsand four jet-skis there, with room for five more, and Ihave trebled my income.

John subsequently ordered 20 Versadock drive ondocks for the new Port of Poole Marina.

could only wish for, giving idealconditions as the thirty odd boatsfrom both marinas rendezvousedin Harwich Harbour, before settingoff. The support boat was helmedby RYA Instructor, Martin Hubbardwhilst Tom Cunliffe travelled byRIB and jumped from boat to boat,chatting to crews along the way.

After the detailed planning andtraining, the Deben Bar wasexecuted well with the supportboat standing by ready to giveadvice, if necessary, to help guidethem through the shifting channel.

David Willing who sails a HunterHorizon 23 said, “I usually sail onmy own and this cruise incompany is great for me, it hasgiven me the confidence to gosomewhere I haven't been beforeand a great chance to meet otherboat owners from the marina"

Harbour at Woodbridge at the head ofthe Deben had a steady stream of thevisiting yachts and motorboatsarriving on the rising tide. John Pipe,the Waterside Manager from ShotleyMarina commented, “The WoodbridgeCruising Club did a magnificent jobproviding a three course meal on theSaturday evening. This was roundedoff by Tom Cunliffe with a mix of sageadvice and wit creating an altogethergreat night”.

Both Woolverstone and ShotleyMarinas now have active trainingprogrammes for berth holderscovering a variety of skills, fromlocking in and out practice tonavigation skills. WoolverstoneManager Trevor Barnes said, “We arealready planning future events”.

The RYA has a team of localrepresentatives around the countrywho would be pleased to chat aboutwhat is possible in your area.

The Indian summer of 2011 welcomed thirtyberth holders boats as they extended theirEast Coast cruising ground, all part of theRYA Active Marina Programme. Shotley and

Woolverstone Marinas on the River Orwell in Suffolk,joined forces with the RYA to arrange a cruise withpre-tuition from Harwich, around to the River Deben,with an planned overnight stop at WoodbridgeTidemill Marina. Sailor, author and journalist, TomCunliffe was on hand to provide guidance during theday and give an after dinner talk to the eighty strongparticipants.

The purpose of the event and the RYA ActiveMarina Programme is to get people using their boatsmore often by helping to remove some of thebarriers that may currently stop them. Often thosebarriers are knowledge, confidence or social eventswhere they can meet and chat with like mindedpeople and have some fun.

The plan was to give guidance to skippers and crewson how to plan and conduct an intricate passageand then provide on water back-up by having an RYAInstructor along in a support boat. The social elementwas focussed on a slap up three course meal and afew drinks when they arrived in Woodbridge and atalk by Tom Cunliffe.

Before the event, Martin Hubbard from MartinHubbard Powerboating ran a passage planningevening in the Shipwreck Bar in Shotley Marina. Theydiscussed, timings, hazards, tidal gates and how bestto plan the passage. Whilst the Deben is just aroundthe corner from Harwich, many sailors are put offbecause the route to Woodbridge passes over theever shifting Deben Bar, poses some challengingpilotage at the head of the river and finishes in theTide Mill which has a tidal cill, therefore creatingquite a multi-level navigational challenge.

The Combi was born from thesuccess of two products, theHurricane Pressure Washer andRotowash Professional floorcleaner, already manufactured byDemon.

The Combi comes completewith twin spinning arms whichrotate at 2000rpm and a 50mmheavy duty skirt eliminatesoverspray to anything nearby whichis essential when cleaning in urbanareas. It is designed for cleaning flatsurfaces, including car parks,walkways, roads, pontoons andsports grounds to name but a few. Itis manufactured with an integralpressure washer, either a HurricaneP2 providing 2200psi at 13 litres perminute or has the option of aHurricane P4 at 2900psi at 15 litresper minute.

The Historic naval port of Dartmouth in Devon,supports an active year round tourism industry, agrowing resident community and localindustries. The busy town quay ferry terminal is

one of the many landmarks in the town centre. Now, aftertwenty five years in service, the main access linkspanbridge and landing pontoon has been upgraded andreplaced, with a new design by THYA member, TMSMaritime, the marine civil engineers and maritime servicescompany, run by Peter Stenner (MD) and Bill Hook.To avoid disrupting ferry schedules, the time slot for the

whole operation was justfive days and it was notjust a new bridge thathad to be installed. Theproject included a newlanding pontoon,passenger shelter, re-routed water andelectrical systems andrefurbished tubular piles.

“Our first challenge was getting a barge small enough forthe narrow water access, yet big enough for a large cranewith capacity to lift the old 16 ton bridge”, says GilesSquirrel, Project Manager at TMS. “By cutting the bridge intotwo sections, we could downscale the capacity of theplant. But we also had to lift the landing pontoon intoplace in two sections, because of restricted space betweenthe piles.

It required some very skilled work from our crane driverand careful co-ordination from the ground crew. Theoperation certainly provided an interesting spectacle forthe many onlookers standing on the nearby quay.”

The new bridge provides separated ‘on’ and ‘off’ quayaccess with lighting and shelter from the elements and hasbeen designed, so that during essential futuremaintenance, only one side of the bridge needs to betaken out of service, whilst the other side remainsoperational.

“One of the pleasures in a job like this, is the quality ofthe engineering”, says Peter Stenner, TMS Maritime’s MD. “It’sa team effort between the designers, steel fabricators, fittersand the installation team. It has all come together toproduce a really good solution for Dartmouth Harbour”.

Every successful marina project dependson two things – good design and goodexecution – and good design and goodexecution more often than not meansyou’ve hired a good consultant and a

good contractor, and that you’ve taken the time toreally understand the project.

Some might argue, “I hire the people – I want them tohandle it – I don’t have the time.” Actually, I wouldsuggest that you cannot afford not to spend the time.

Finding good consultants and good contractorstakes patience, and I’ve got a few suggestions you mightwant to consider when you go looking for them.

The obvious ones are that you want those who areknowledgeable, have experience, and a proven trackrecord. But most in business for any length of time havethose credentials – so what else is there?

Before looking to hire anyone, it’s important that you,the project owner/sponsor, have a clear vision of whatyou want out of the project, whether for a simplebulkhead replacement or grand resort development.Then, above all else, look for knowledgeable peoplewith a track record who believe it is important to tellthe client what the client needs to hear vs. what theclient wants to hear.

Some of the larger problems I’ve come across havebeen caused by a consultant and/or contactor notbeing willing or able to tactfully but plainly put optionsbefore the client, with pros and cons as well as arecommendation. A good consultant can set forthoptions for clients that can have meaningfulimplications both in terms of functionality and costbenefit as well as potential adverse consequences.

A relatively recent major waterfront reclamationproject provides a good example. The vision was tocreate what was virtually an entire new city by dredgingthe sea bottom and creating upland. The originalstudies suggested taking the materials from miles away.Due to costs it was decided to take the materials fromnearby. No one dared tell the client that the cost-savingapproach could have significant adverse long termimplications. The land was reclaimed and buildingswere built. Before the project was even finished theland started to sink and building walls and foundationswere cracking. The concept was great but the execution

was shortsighted. Neither the designers nor thecontractors were willing to tell the owners about theimplications for fear of being fired. Now the lawsuitswill continue for years, the expectations for the projecthave been diminished, the value of the project hasbeen impaired and the perception of fulfilling a greatvision has been more than tarnished.

There are many ways to try toevaluate who to hire…First is to ask around, talk to others and find peoplewho have had experience in similar types of projectsand fulfilling similar types of visions.

Second is to interview them and see what you learnabout their approach to understanding the project.

Get references and make calls. When talking withthem there are few questions that I suggest youconsider, including:

• What was the worst problem? • If you had to do it over again, what would you have

changed? • What was the biggest problem you had? • What do you think their biggest shortcoming was? • Would you hire them again?

Beware of the glitzPeople are always cost conscious, particularly in thesechallenging economic times, but you also have to lookat the longer timeframe approach in terms of costbenefit. In addition, some of the best people I’ve comein contact with are those who think outside the box. Itcan make a major difference. Many times a goodcontractor can come up with some meaningfulsuggestions that also can have a cost benefit.

Many will say the project is not large enough for aconsultant, or that we have always used xyz contractor.

In undertaking most any project, the biggest shortcutthat ends up causing the most long-term problems isthe lack of having an outline or specifications for thecontractor to follow. Without that, if bidding the project,you never really know what you are getting and usuallythere will be some major differences in pricing or

anticipated scope of work based ondifferent understandings of what isperceived to be needed or desired. Itis always easy to change or relax thespecifications or even eliminateportions when there are soundsuggestions, but at that time all areon the same footing and the ownercan fully understand the cause andeffect implications.

The same interviewingapproaches are reasonable touse in trying to evaluate apotential contractor’s previousprojects: how did it work, whatwent wrong, what would you dodifferently?

All in all, one is looking forsomeone to give you the benefit oftheir experience and work with youto help realize your vision, prioritizethe issues and set forth meaningfulapproaches. Value engineering isalso important, though, as notedabove, not at the expense of theintegrity of the outcome.

There are many design buildcompanies and they have theirplace, but remember they haveproducts to sell. Their design may ormay not fully achieve the desiredfunctionality or the most efficiencydue to using products that may ormay not be optimal for meetingyour desires. All too often we haveseen approaches that have beencompromised due to a lack offamiliarity/understanding with whathas been proposed, and/or a lack ofbeing comfortable with either thematerials or site specific conditions.

There is a company whose slogan is,"an informed customer is our bestcustomer.” That applies to marinaprojects as well. Laying out thebusiness decisions allows forinformed approaches andknowledge about what to expect, sothat there are no unpleasantsurprises at the completion. And noone likes unpleasant surprises – notconsultants, contractors or, most ofall, owners.

In response to a lack of commondefinitions and measures for theeconomic impact Marinas can bring to an area, the Sub-Committeeagreed that it would be invaluable tohave a common framework whichcould be used to measure a Marina’s financial benefit.

As part of the Sub-Committee’sremit to support and develop IMGprojects such as ICOMIA’s CleanMarinas Programme, (which isintended to encourage thedevelopment of national or regionalclean marinas programmes), AlbertWillemsen, ICOMIA’s EnvironmentalManager and member of the IMGPolicy Sub-Committee, presented anupdate on new and forthcoming

legislation which could impactMarinas. Mr Willemsen reported thathe would produce a factsheet onGlobal Environmental Impacts forthe IMG group and ICOMIAmembers.

The InternationalCouncil of MarineIndustry Associations(ICOMIA) has beenaddressing challengesfacing the globalmarine industry since1967, with workingcommittees such asThe ICOMIA MarinasGroup (IMG) as themain vehicle for workand interaction withits members.IMG’s mission is“to promote andfacilitate internationally the sharingand exchange of information in

respect to the development andbest practice management ofmarinas, boat storage facilities,boating access and associatedinfrastructure throughout theworld”.

The group recently widened itsmembership base to include notonly its traditional marinasassociation members, but alsomultiple marina operatingcompanies; marina and shore sidebuilders, developers, designers andindividual marinas where there isno national marina association. IMGrecently held the ICOMIA WorldMarinas Conference in Singapore.Under the direction of the group, theICOMIA Marinas Group Policy Sub-Committee has been formed; its objectives are to produce tools

and strategy in order to support theoverall goals of IMG.

Meeting for the first time on 24thJanuary 2012 in Düsseldorf, the IMGPolicy Sub-Committee clarified theirterms of reference, and discussedthe need for common Marinafocused statistics. The meetingincluded presentations and reportson new and upcoming legislationand International MaritimeOrganisation (IMO) and possibletechnical issues for development asISO Standards for Marinas.

The Sub-Committee discussedthe benefits of developing astatistical trend report showing thenumber of Marinas and berthsavailable in geographical regions,rather than country by country, toshow patterns of growth in

WALCON INSTALLS FIRSTWHEELCHAIR ACCESS PONTOON

New design gives the disabled andelderly easy access to open water

Walcon Marine has completed the building andinstallation of the world’s first, deep water, ‘WheelchairAccess Pontoon’, a specially designed and engineeredmarine pontoon created to give the disabled and elderlywheelchair access into deep water, whether at swimmingpools or in oceans and lakes. This first pontoon was theresult of an initiative from the Woollahra MunicipalAuthority for its facility on Sydney Harbour, Australia and the work was undertaken by Walcon MarineAustralia Pty Ltd.

The pontoon works by allowing an individual in awheelchair to move down a series of internal rampsfitted within the pontoon which extends to below thecurrent water level. At the end of the ramp system is abelow water platform at one side of the pontoon ramp,

from where individuals are able to easily float off theirsubmerged wheel chairs and move ahead into the water. The main pontoon was constructed using a standardWalcon System 2000 deck arrangement with somemodifications and polyethylene floats, attached topurpose designed frames which create the central rampstructure and provide the rigidity needed for the whole16m x 7m pontoon to withstand adverse weatherconditions. The decking on the final ramp sections,leading down into the water, is a special non-slipmaterial which provides excellent grip for thewheel-rims of the chair, and is a surface that isimpervious to the elements, as are all materials used inthe pontoon’s construction.

ARNAVING (NavalArchitecture and Engineering)develops a unique innovativemooring system, which increases theability to host boats in existingmarina by 30-40% as compared withconventional equipment.

Mobi-Deck is a motorized floatingpontoon system that increases themooring space of pleasure boats(sail or motor and up to 20-50 feet inlength). The principle is to have onlyone fairway for several rows ofmooring pontoons. The mooredboats move along with the mobilepontoons.

The fast opening of a fairway(approx. 4 min.) gives the possibilityof relocating one or more mooringpontoons simultaneously, and is notintrusive to the boats’ occupants orto the people travelling on thepontoons in motion.

All opening orders are automatedand secured, operated directly bythe users with remote control or bythe port authority. The mobile floating pontoons areequipped with the same portterminals (water, electricity, etc.) asconventional fixed floatingpontoons.

The installation is swift, withoutlengthy administrative procedures,and without major infrastructure.The realization is compatible withthe demand, up to 3 – 4 months toinstall, and commissioning.

The pedestrian catwalks arelinked by a tractor system at regularintervals and make users circulationfluid. They also reduce, in the eventof a boat show, the use of additionalequipment. No moving mechanismor command is immersed forobvious reasons of corrosion.

As marina operators wehave a responsibility toadvise boat owners whomay not yet be fully

aware of the potential problemsassociated with the changes indiesel fuel composition sinceJanuary 2011. These includepossible bacteria growth, higherwater content and poorercombustion performance,following changes in legislationrelating to sulphur content andincreased use of bio-fuels. As statedin Patrick Keating’s article in theprevious issue, the risk factor hasincreased by a factor of 15.

Well putting it in perspective thismeans that over 130,000 diesel boatowners in the UK now have adecision to make, do I proactivelyprevent an expensive fuel cleanand engine strip down or take a

gamble that the diesel supplychain, boat storage location,weather and ambient temperatureis such that fuel bugs are not a risk.Boat owners don’t want a bill for anengine strip down, replacementfuel filters or pumps, fuel polishingor a complete refuel. This isparticularly relevant for sea goingvessels with potential for enginefailure and the repercussions of thishappening when off shore.

One solution is fuel additives toprevent, maintain and eradicateproblems that may arise. There is awide range of products on themarket and it is worth knowing thatnot all of them will be effectivewith the chemical composition ofmodern marine diesel.

This year will be a good testingground for the ‘real world’performance of new fuel additives

which are coming on to the marketand the advice to boaters is toresearch and implement a fuelmaintenance programme to takepreventative action.

Some key requirements of theseadditives are listed belowwhich will ensure fuel isprotected and ready for use:

1. Boosts cetane number –Improves power, performanceand cleaner burn

2. Enhances lubricity -Compensates for sulphurremoval by lubricating internalparts

3. Preserves diesel – Increasesstorage capability due toincreased bio-fuel content

4. Anti-bug properties – Biociderequired as bio-fuels increasewater content and hencepropensity for bug growth in allweathers

5. Other areas for considerationinclude cold weather storage(Anti-Waxing properties)
