Suggestions: Seminars or workshops for first-time home buyers (understanding the mortgage loan

process, how to keep your house from getting a foreclosure, etc.), open house to view floor plans or

affordable housing options for Rent-to-own-homes, or even a home buying counseling services.

TinianI could afford $350-$400 of rent payment. This opportunity would be ideal for my situation and I hope

it does get offered.

Tinianive owned land since i was 18 years old. I am 40 now and there are still no programs available to help

SaipanHelp the middle class family. We are usually the ones who receives no help because we make good

enough but NOT ENOUGH and dont fall in the bracket range to qualify for things.

Please allow it to be open to all individuals especially those that are not in the low income bracket.

Make it available so homes can be built on private property. Low interest rate will help out for middle

SaipanThis program is highly needed for those of us in the middle class. We work hard. We don’t make

enough to afford a mortgage and don’t qualify for section 8. Please think of us.

This program is much needed in the CNMI, of course limited to only descendants of the CNMI. Our

people have been competing with foreigners for a decent and affordable place to live. And some

businesses claim to have affordable housing, yet they have a income bracket, which is hard on us

chamorros, especially when we exceed the income bracket so that disqualified us. How can we save

for a rainy day when rent takes more than half our monthly salary? We also have other Bills, other

than rent. So Thank you CDA, I really hope this program pulls through because it's sad to see how

indigenous people die while still renting an apartment.

SaipanI believe $500 monthly rent would be affordable for 3 bedroom homes. But this is a great

idea to get people to own a house and giving the option to build on their own land or cda.

I would say this is a very good thing to think about for the people of Saipan but also the

amount of rent per month would be too high for some people like myself with a big family

to support. But with the help of the monthly rental to be lower would be really good for

the people of Saipan.

Lower the rates and fees for housing. The cnmi is too small a country to be having

homeless people because they cant afford the cost of living making minimum wage. We all

need a place to feel safe and secure and what better than knowing you have your own

place to call home.

Price range on renting homes should be average from $400-$500. Due to low income

families. $600 and more is to much for the people in saipan. Renting an apartment is

about $500-$800. It will be hard for people on saipancan afford.

Starting monthly payment is too high, maybe it would be affordable if it begins with $400

(unfurnished) and if its partially furnished $600 is fine, but precisely what are the "partially

furnished" furniture in it.

homestead when it is no longer offered or has a “waiting list”. So many non-locals owning homes and land

asking documents after documents. I feel like giving up. But I realky would love to rebuild our home. It was

severely damage during typhoon Yutu. We are rentin an apartment and I really want to go home.

but the prices that people are selling for are ridiculously high. I need something within my budget, so that I

may not end up defaulting in any loans that may exceed my income. I am asking and begging to please make

I had heard a while back that DPL and/or NMHC had a program but by the time I went to check, it was no

longer available. With 5 growing children to support, it is very difficult to actually try and build a house of

our own. We’ve just been living with family or renting all these years.

I have a daughter and me and the child's mother take turns with taking care for her. That's why I chose the

number 1-3 because every other day I would baby sit. Please take this into consideration. Some of us have

kids but only see them on certain days.

I would really like to have a house that would end up being my own. It's hard to think about living here on

Saipan when I can't own property for not being of NMI Decsent. So if the government sanctioned RTOH is

approved, it would really convince me to stay on island and I'm sure it will as well for others like me.

regards to interior designs and the general naighborhood layout

Saipanif they had this program available it would take a load off of my shoulders. finding a place to live while

SaipanNeed affordable homes for low income families. With the cost of living in the NMI the minimum wage is

not enough to pay rent and pay other monthly payments of CUC, car payments, groceries, insurances, etc.

Please let's target village lots that are just tangan tangan and broke down homes. Or give local people a

chance to own a nice apartment in a convenient location. No more homesteads because too many are not

being utilized and just growing weeds. Plus infrastructure costs for survey, planning, roads, water, sewer,

substations are too much for new homesteads. An apartment can always be rented out or reassigned to

another deserving family. 75 years already some of these village lots still look bombed out. Look at Chalan

Ka. Look at old Acebo eye clinic and the rest of the broke down Japanese houses. Make a nice multistory

apartment next to Post Office. Already parking, power, water, and available. Enough place to put a

playground for families with kids. Same with garapan area, San Antonio, Dan Dan. And CDA won't keep

losing money like all the other single family real estate they sold off in foreclosure 2000-2013. If familie

wants to move, then allow another family member to take over , or other people on the list assume the rent

to own. Strict condominium rules will keep the area nice. Easier to maintain a few apartment buildings then

to rent to own single family homes.

house, but it's been so difficult finding one

Also, a structure that is termite proof and that would last as long as a concrete home.

Having RTOHs would be so beneficial for many years to come! I would hope that this isn’t a program ONLY catered

to lower income families, with so many qualifications just to be eligible. Families of the middle class struggle just as

much, and have been turned away from housing opportunities ONLY catered to low income families and are

forced to live with other family members. Having a RTOH program would give more opportunities for families to

work towards having their own homes, at an affordable rate. This would allow them to rent to own a home that

they can afford.

I think that this is a great idea, because there are so many of us that can't even apply for a homestead at DPL

because they aren't giving out any applications because there aren't any lots to give. Meanwhile several houses all

around the island remain abandoned. Specifically Kagman.

build a home that would benefit for a long run, throughout storms and what so ever. So this is nice if should be

available for families in the CNMI.

Is this program going to be income based again? There are other individuals who are "not

qualified" as low income and are automatically shut down from availing to such programs.

These individuals need homes as well and it doesn't mean that if they are not considered "low

income" then they can build their own homes. I believe these types of programs need to stop

determining qualifications based on this. 2. If the house were to be built on CDA owned

property, do non-NMDs qualify for this program? What happens when we successfully paid all

the monthly rent and now "own the house?" Do we acquire the CDA property as well or do we

have to buy it from CDA? 3. If we built on our privately owned property, will the land be a

collateral? What if we don't agree to have the land as collateral? 4. Do rental rates vary based

on fully, partially, or unfurnished homes? 5. Interested to see how non-US citizens benefit

from this program if they can't own land in the CNMI. Same goes for non-NMD.
