• Where – in which structures is your topic being dealt with? (departments, committees, parliament, shareholders meeting etc.)

• Planning process – in which policy stages does policy making take place? (brainstorm, design, pre-decision, formal decision, implementation, control)

• Timeline – when is your topic put forward for decision making? (dates, postponements, delays etc.)

The Policy Process: stages• brainstorm phase – personal contacts lobby on public servants is

useful

• design phase – idem + expert meetings

• pre-decision phase – expert meetings with politicians and media attention are useful

• formal decision – here lobbying parliamentarians, media attention can be useful

• at implementing a decision – monitoring and agenda-setting action is useful and new agenda setting and brainstorm starts again.
