In accordance with Section 1.450 of theIHSA Constitution, the Terms and Conditionsgoverning the IHSA Class A and AA ScholasticBowl State Tournament Series have beenapproved by the Board of Directors.

I. Competition in the IHSA Scholastic BowlTournament Series will be determined on anenrollment basis and will operate under the twoclass system.

A. The classification of a school shall bedetermined on the basis of its total studentenrollment figure reported to the Illinois StateBoard of Education in its Fall Housing Reporton September 30 of the preceding school year.

B. For classification purposes, the totalstudent enrollments for one-year high schools,two-year high schools, three-year high schoolsand high schools which enroll boys only orgirls only shall be calculated as follows:

1. For one-year high schools, thetotal student enrollment figure reported shallbe quadrupled.

2. For two-year high schools, thetotal student enrollment figure reported shallbe doubled.

3. For three-year high schools, one-third of the total student enrollment figure shallbe added to the total student enrollment figurereported.

4. For schools which enroll boysonly or girls only, the total student enrollmentfigure reported shall be doubled.

C. A multiplier of 1.65 will be added toall non-boundaried schools.

D. Schools participating in sports andactivities operating under the two-class systemshall be classified as follows:

1. Schools with enrollments of 540and below will be Class A (50% of the mem-bership).

2. Schools with enrollments of 541and above will be Class AA (50% of the mem-bership).

II. DATES AND SITES

A. Seeding Meeting: The seeding meet-ing will be hosted at the Sectional Tournamentsite on Wednesday, February 8, 2012.Information regarding this meeting will be sentby the Local Sectional Manager in advance ofthis meeting.

B. Regionals: Class A and AA Regionaltournaments will be held on Monday, March 5,

2012, at sites to be announced after the seed-ing meetings. Regional sites will be deter-mined by the schools at the seeding meetings.

C. Sectionals: Class A and AA Sectionaltournaments will be held on Saturday, March10, 2012, at sites to be announced.

D. State: The Class A and Class AA StateFinal Tournament will be held on FRIDAY,March 16, 2012, at the Peoria Civic Center,Peoria, Illinois.

E. Changes to Dates, Sites and Times:No local manager is authorized to change thedate or order of matches as determined andannounced by the IHSA. Matches must beplayed as listed from top to bottom on the offi-cial pairings unless otherwise changed andapproved by the Illinois High SchoolAssociation.

III. ON-LINE ENTRIES, WITHDRAWALPROCEDURES, ELIGIBILITY, AFFIR-MATIVE ACTION AND ON-LINE LISTOF PARTICIPANTS

The policy for Original School EntryDeadlines, Late Entries, and Late Withdrawalsshall be the policies and procedures regardingentry for all IHSA-sponsored sport/activities.Directions: go to www.ihsa.org; click onSchools & Officials Center login (OfficialRepresentative or Principal Password isrequired to access this area and perform thistask), Enter your School ID and Password, goto the activity tracker and click the button toadd sports/activities for the upcoming year.Sports/Activity Entry Deadlines are Sept. 1(fall), Nov. 1 (winter) and Feb. 1 (spring).

A. On-Line School Entries: All memberschools must enter their school into the StateScholastic Bowl competition through the IHSASchool Center on the IHSA Website atwww.ihsa.org to compete at the Regional level.Do not confuse On-Line School Entries withentering your School’s On-Line List ofParticipants. They are two different process-es. On-Line School Entries are used to enteryour school into State Series Competition inorder for IHSA to assign your school to aRegional Meet. The deadline for school entry isNovember 1, 2011.

B. Late On-Line School EntriesAny attempt to enter a sport or activity on-

line after the established deadlines will bedenied. Schools that wish to enter after thedeadline will be considered late. To be consid-

ered for late entry, the Principal/OfficialRepresentative must contact the IHSA adminis-trative officer in charge of that sport or activity.The penalty for late entry shall be a payment of$100.00 for that sport/activity by the school.

C. Breach of Contract By-law 6.041(Withdrawal Procedure)

To withdraw without penalty, the Principalmust send an email to Tammy Craig([email protected]), notifying IHSA of theschool’s withdrawal from Scholastic Bowl priorto the Seeding Meeting February 8, 2012.

If a school withdraws after the SeedingMeeting and/or does not show up for competi-tion, the school will be charged a $100 penalty.If applicable, the school may be charged forany additional financial loss sustained by theoffended school(s) or the Association as aresult of such breach.

D. Eligibility: Only students who are eli-gible in accordance with IHSA By-laws mayparticipate in the IHSA Scholastic BowlTournament Series. A school may enter one(1) team in the IHSA Scholastic Bowl StateTournament Series. A maximum of fifteen (15)competitors will be allowed to participate for aschool in the Regional, Sectional and/or StateFinal tournaments. Five (5) team membersmust start the match. A coach must designateone of the five participating players as captain.

E. Team Record Report Form: Allschools must submit their On-line TeamRecord Report Form via the Internet throughthe IHSA Schools Center Web Site to the IHSAOffice. This document provides the sectionalhost your win/loss record for the purpose ofseeding the top 8 teams in each sectional at theseeding meetings. The On-Line Team RecordReport Form must be received in the IHSAOffice by noon on Friday, February 3, 2012.You may go back online to make adjustmentsto your Team Record Report Form until noonon Monday, February 6, 2012 (but you musthave sent it originally by February 3 in order tomeet the deadline). The Team Record ReportForm will only indicate any team’s win/lossrecord. Coaches are encouraged to bring theirseason score book to document their record tothe seeding meeting, indicating who they com-peted against and match scores. Again, pleasenote that all participating schools are requiredto submit their Team Record Report Form on-line to the IHSA. If a school does not submitthe On-Line Team Record Report Form by thedeadline, coaches and participants from thatschool are subject to sanctions, which couldinclude but not be limited to being ruled ineligi-

ble to compete in the State Series. Schoolswhich do not submit their school’s On-LineTeam Record Report Form and are conse-quently ruled ineligible for the State Final Seriesmust formally withdraw (see WithdrawalProcedures/Breach of Contract above in sec-tion III-C).

NOTE: Each coach will provide a teamroster to the manager at each Regional andSectional Tournament in which they compete.A typed list is preferred by tournament man-agers.

The IHSA will send each Sectional Host(and all seeding meeting hosts) all of the TeamRecord Report Forms assigned to thatSectional Tournament for seeding purposes onthe afternoon of Tuesday, February 7, 2012. Allschools are encouraged to attend the seedingmeeting, but it is not required. Coaches needto remember they cannot contest the seedingmeeting results, if they do not attend the seed-ing meeting. REMEMBER YOU MUST COM-PLETE THE ON-LINE TEAM RECORD REPORTFORM BY NOON, FRIDAY FEBRUARY 3, 2012.

Confirmation: Schools can login to theirSchool Center site on the IHSA website andselect Activity Tracker to verify that their On-Line Team Record Report form has beenreceived by the IHSA Office.

F. State Final Program Information: Allsectional champions are REQUIRED to go on-line and complete the State Final ProgramInformation located in their school center by8:00 a.m. the Monday following sectionaltournaments, (March 12, 2012). The IHSAwill utilize the name spellings and year inschool data from the State Final ProgramInformation submitted on-line by SectionalTournament winners for publication in theState Final Program. Failure to provide thisinformation by the deadline will result in yourteam page in the State Final Program beingblank. If you experience difficulties with thisprocess, please email ([email protected]) orcontact Cheryl Lowery at (309) 663-6377 at theIHSA Office. This link will not be activated untilthe day following Regional contests, Tuesday,March 6, 2012.

IV. HOST FINANCIAL ARRANGEMENTS

A. Regional Host Allowance: The hostschool shall pay all local tournament expensesand issue checks to tournament workers. Thehost school shall receive a $200.00 guaranteeplus the cost of the moderators, timers andscorers.

B. Sectional Host Allowance: The hostschool shall pay all local tournament expensesand issue checks to tournament workers. Thehost school shall receive a $250.00 guaranteeplus 40.00 for hosting a seeding meeting andreimbursement for the moderators, timers andscorers.

C. Team Tournament Expense: Neitherthe State Association nor local meet manage-ment will assume responsibility for any teamexpenses for any tournament.

D. Admission Prices: There shall be noadmission price for the Regional, Sectional orState Final tournaments.

E. Rights Fees for TV and Radio1. Television Rights Fees to be

charged by local managers and/or the IHSA arecontained in the IHSA Television Policy.

2. Radio fees which shall becharged are:

a. Regional Tournament = Nocharge

b. Sectional Tournament = Nocharge

c. State Final = $50.003. Policy regarding media require-

ments for each local manager is contained inthe current News Media Directory.

V. TOURNAMENT ASSIGNMENTS ANDSEEDING MEETINGS

A. Assignment Structure: All schoolsentered in the IHSA Class A and Class AA StateScholastic Bowl Tournament Series will beassigned to thirty-two (32) regionals and eight(8) Sectional tournaments for each class on ageographical basis by the IHSA Office.

B. Seeding Meeting1. The Sectional Manager will con-

duct a Seeding Meeting Wednesday, February8, 2012 for the purpose of seeding teams anddetermining the four (4) Regional hostschools. The meeting shall be held afterschool hours. The time shall be designated bythe Sectional Manager. Sectional Managersshould take into consideration the travel time ofcompeting schools when establishing thismeeting time. While highly recommended,attendance is not required.

2. The Sectional Manager shouldcover the following points of emphasis at theSeeding Meeting:

a. Matching tops are required(Tops must be similar, not necessarily identi-cal).

b. Name Plates (no nicknames)c. Sportsmanship (at all times)d. Reminder to review the

Scholastic Bowl School and Manager Manualse. A team is required to have

five (5) members to begin a match.3. The top eight (8) teams in each

Sectional will be seeded.4. Before a seeding vote begins, each

team’s weighted winning percentage should bedisplayed. The weighted winning percentage iscalculated in the following manner: (winningpercentage) + (total number of matches ÷ 100).For example; 6 wins and 2 losses 6/(6+2) +(6+2)/100 = .83 compared to 25 wins and

15 losses 25/(25+15) + (25+15)/100 = 1.025The following criteria should be applied whendetermining seeds:

a. Head to Head common oppo-nent or record

b. Number of Matches Playedc. Win/Loss Recordd. Quality of Competitione. Returning players

5. Each school’s representativeshould bring a record of season’s matches.They should also bring enough copies to dis-tribute to each school in the sectional. Thesesheets will be used by coaches in attendance tohelp guide their voting.

6. Any school who fails completetheir On-Line Team Record Report by thedeadline, are subject to sanctions, whichcould include but not be limited to being ruledineligible to compete in the State Series. As acourtesy to your seeding meeting host, pleasecontact them to indicate whether you plan toattend the seeding meeting.

7. Each school’s representative willhave one (1) minute to present their case as towhere their team should be seeded. This timemay not be used to raise other issues, and thistime may not be used to speak about otherteams. Coaches may waive their time.

8. Coaches will then rank the topeight (8) teams in their Sectional. Each coachwill complete a ballot listing all teams. Eachcoach will rank the top 8 teams. The best teamwill be given the number 8, next best 7, etc.Total each team’s points and calculate an aver-age by dividing the team’s total points by thenumber of teams eligible to vote for them.This would be one (1) less than the total num-ber of teams present at the seeding meeting forany school that is in attendance at the seedingmeeting. All ballots must be made public. Noschool may vote for itself (this is the reason weuse one (1) less than the total number ofschools present at the seeding meeting whencalculating the average). The team with thehighest average will be the number one (1)seed. Continue with this process until eight (8)teams are ranked.

9. Coaches should consider the fol-lowing when voting: weighted winning percent-age, head-to-head records, records againstcommon opponents, placing in tournaments,and strength of schedule.

10. For purposes of seeding, noschool should include its own “B”, “C” or “D”team’s record on the Sectional Seeding TeamInformation Report sheet.

11. The IHSA will assign SectionalHosts (any participating school is invited tohost a Sectional Tournament, simply contactRon McGraw). Regional sites will be filled atthe seeding meeting. The opportunity to host aregional will be offered first to the top four (4)teams in each Sectional. If the top team isunwilling to host a Regional, the hostingopportunity will pass to the next highest seeduntil all teams are given an opportunity to host.

Geography shall be considered when select-ing Regional host sites.

12. Regionals that do not have ahost will be cancelled. Do not leave theSeeding Meeting without identifying four (4)hosts. Coaches must know that their schooladministration has or will approve theirschool as a host. Coaches must discuss thepossibility of hosting prior to offering theirschool as a host.

13. After the meeting, the LocalSectional Manager will send the SeedingReport Form to the IHSA. This form will be e-mailed to each local seeding meeting managerprior to the seeding meeting. It will contain thenames of the schools assigned to theirSectional. Following the Sectional SeedingMeeting, the IHSA will assign each school intoa Regional Tournament based on the geogra-phy of the Regional hosts identified at theSectional Seeding Meeting. Every effort will bemade to separate the top 4 seeds in eachSectional, but this is not guaranteed (this canbe impacted by who volunteers to host, and thegeography involved).

VI. TOURNAMENT STRUCTURE ANDTIME SCHEDULES

A. Regional Pairings: The bracketingand pairings of teams for each Regional will becompleted in the IHSA Office on the basis of acombination of volunteering host schools,geography and seed. The pairing announce-ments will be posted on the IHSA web site.

B. Sectional Pairings: At the SectionalTournament the Regional Winners will competein a pool play format. The teams will play three(3) matches. The team with the most wins willadvance to the State Finals.

Within the Sectional, Regionals will beidentified as A B,C and D. Regionals A and Bwill contain the number 1 & 2 seeds respec-tively from their sectional. Regionals C & D willcontain the number 3 & 4 seeds respectivelyfrom their sectional.

The sectional round robin component ofthe State Series will be assigned as follows:

Round 1: A vs. CB vs. D

Round 2: A vs. DB vs. C

Round 3: A vs. BC vs. D

1. If two teams are tied with identicalrecords in a pool, the head-to-head result inpool play will break the tie, and determineadvancement.

2. If three teams are tied with identi-cal records in a pool, the total points scored inpool play (against the tied teams) will be usedto break the tie, and determine advancement(regardless of head to head records in thatpool).

3. In the event that three teams aretied with identical records, and two of those

three teams have identical total points scoredin pool play (against the tied teams), the head-to-head result in pool play will break the tiebetween those two teams, and determineadvancement.

4. If three teams are tied with identi-cal records in a pool, and all three teams haveidentical total points scored in pool play(against the tied teams), the team with the larg-er number of toss-up questions answered cor-rectly will break the tie, with the head-to-headresult in pool play used to break any remainingties.

5. If the above methods cannot breaka tie between three teams, teams will be drawnby lot to determine advancement among tiedteams.

C. Regional Rounds: Each RegionalTournament will consist of three (3) rounds ofsingle-elimination matches. At someRegionals, additional preliminary rounds maybe necessary depending on the number ofteams assigned to the regional.

D. Number of Rounds: Each SectionalTournament will consist of three (3) rounds ofpool play.

E. Recommended Time Schedule: Thefollowing are the recommended TimeSchedules for the Regional and Sectional tour-naments. These schedules may be adjusted tomeet the needs of the host school:

VII. ADVANCEMENT OF WINNERS

A. Regional to Sectional Advancement:The winner from each Class A and Class AARegional tournament will advance to competein their respective Sectional.

B. Sectional to State Advancement: Thewinning team from each Class A and Class AASectional tournament will advance to competein their respective Class State Final tourna-ment. The winning teams from the eight (8)Class A and eight (8) Class AA Sectional tour-naments will compete in the State Final tourna-ment for first, second, third, and fourth placesin their class.

C. State Final Format1. Eight (8) teams from Class A and

Class AA will compete in Pool Play at the StateFinals. The eight (8) teams in each class will bedivided by blind draw into two separate poolsof four (4) teams each. The teams will play around-robin format in which each team willplay three (3) matches. The winner of eachpool will advance to the Championship matchin their class. The runner-up in each pool willcompete in the Consolation match in eachclass.

2. If two teams are tied with identi-cal records in a pool, the head-to-head result inpool play will break the tie, and determineadvancement.

3. If three teams are tied with iden-tical records in a pool, the total points scored inpool play (against the tied teams) will be usedto break the tie, and determine advancement(regardless of head to head records in thatpool).

4. In the event that three teams aretied with identical records, and two of thosethree teams have identical total points scoredin pool play (against the tied teams), the head-to-head result in pool play will break the tiebetween those two teams, and determineadvancement.

5. If three teams are tied with iden-tical records in a pool, and all three teams haveidentical total points scored in pool play(against the tied teams), the team with the larg-er number of toss-up questions answered cor-rectly will break the tie, with the head-to-headresult in pool play used to break any remainingties.

6. If the above methods cannotbreak a tie between three teams, teams will bedrawn by lot to determine advancement amongtied teams.

VIII. TOURNAMENT RULES

A. Official Rules: The official rules gov-erning competition in the State series tourna-ments shall be those included in the IHSAScholastic Bowl School Terms and Conditions,IHSA Scholastic Bowl 2011-12 Rules Book,

and the IHSA Scholastic Bowl Case Manual. Allof these resources can be found atwww.ihsa.org; click on Sports & Activities;click on Scholastic Bowl. Local tournamentmanagers are responsible for making sure thecompetition is conducted in accordance withthese official rules.

B. Moderator’s Authority: The modera-tor has the final authority and shall decide allmatters arising during the match that are notspecifically covered in the current IHSAScholastic Bowl School Terms and Conditions,IHSA Scholastic Bowl Rules Book, and theIHSA Scholastic Bowl Case Manual.

C. Local Manager’s Authority: TheLocal Manager shall be authorized to make alladministrative decisions based on the enforce-ment of the current IHSA Scholastic BowlSchool Terms and Conditions, IHSA ScholasticBowl Rules Book, and the IHSA ScholasticBowl Case Manual. All of these resources canbe found at www.ihsa.org; click on Sports &Activities; click on Scholastic Bowl. Situationsnot stipulated in any of the IHSA rules areadministrative in nature and shall be made bythe local manager. The Local Manager’s deci-sion is final.

D. Appeals to the IHSA: The decisionsof match moderators and Local Managers shallbe final and cannot be appealed. The IHSABoard of Directors will not review decisions ofthe contest officials, whether an alleged error isdue to faulty judgment, misinterpretations ofthe rules, or acceptability of the competitionquestions.

E. Number of Players: A team shall con-sist of a maximum of fifteen (15) players. Five(5) team players must start the match. A coachmust designate one of the five participatingplayers as captain. Fewer than five (5) maycontinue in the match if there are extenuatingcircumstances.

F. On-Line Team Record Report Form:All schools entered in the Scholastic Bowl StateSeries must go on-line to submit their team’s“Team Record Report Form” before noon onFriday, February 3, 2012. If a school does notsubmit the On-line Team Record Report Formby the deadline, coaches and participants fromthat school are subject to sanctions, whichcould include but not be limited to being ruledineligible to compete in the State Series.Schools which do not submit their school’s On-Line Team Record Report Form and are conse-quently ruled ineligible for the State Final Seriesmust formally withdraw (see WithdrawalProcedures/Breach of Contract III-C).

1. Regional, Sectional, State FinalRosters: At the Regional, Sectional and StateFinal, the coach or faculty representativemust bring a copy of their School’s Team

Roster indicating which fifteen (15) playerswill compete in the respective level of com-petition before his/her team competes in thefirst round of competition in those tourna-ments . The fifteen (15) players for each levelof competition (Regional, Sectional and StateFinal) can change as long as the players are inall aspects eligible to compete in IHSA activi-ties.

G. Coaches1. Each team shall be accompanied

by at least one faculty member or other adultwho has been designated as coach by the prin-cipal of the high school.

2. Each school should designate tothe moderator before the match begins thename of one (1) adult who will act as headcoach. This head coach will be the only personpermitted to approach the moderator and beinvolved in consultations with the moderatorwithout being specifically requested to do so bythe moderator.

3. A school using “co-coaches”must designate a single head coach for amatch, but may change head coaches for dif-ferent matches in the same tournament.

H. Team Seating: The competitors with-in each team will be seated side-by-side andfacing in the same direction. The moderatorwill be positioned so as to see the faces, nameplates, and responder lights of all competitors,and as close as possible to halfway betweenthe two teams. Coaches and reserve playersshould be physically separated from the com-petitors and may be behind or in front of theteams depending on room constraints. Onlycoaches, school officials, and substitute play-ers may sit at the coaches table. When thereare a large number of spectators watching amatch the preferred setup is to have the teamspositioned in a chevron (V-shape), with moder-ator at the point of the V, all facing the coach-es, reserve players, and spectators.

I. Dress: All Scholastic Bowl teamsmust wear appropriate matching tops for com-peting in the state series. Matching tops shallbe defined as being similar in style, color, andmarkings. Members of the same gender musthave similar tops, though males may wearslightly different tops than females.

1. Team competitors and coacheswill appear in appropriate attire. Acceptableapparel will include, but not be limited to:slacks, turtlenecks, sport shirts with collars,sport coats, T-shirts, sweatshirts, sweaters,nice jeans, skirts and dresses.

2. Unacceptable apparel willinclude, but not be limited to: tank tops, cut-offs, short-shorts, clothing that advertise alco-hol, drugs, or explicit material, jeans with holesor patches, hats or non-religious head gear,boxer-type shorts, spandex tights, hoodedsweatshirts or pants worn below the hips.

3. A student or coach may wearapparel that bears the trademark or logo of amanufacturer or distributor during competitionprovided that the student or coach’s apparelbears only a single manufacturer’s or distribu-tors normal label or trademark, not to exceed aone and one-half inch by one and one-half inchsquare.

J. Illegal uniform1. When a team cannot begin a

match with 5 players wearing legal, matchinguniform tops, 30 points shall be awarded theopponents. The penalty will be assessed at thebeginning of each match of the state series thatthe team is in violation. The moderator willnotify the IHSA of non-compliance.

2. If it is discovered that a playerwith an illegal uniform started or entered thematch, and at least one toss-up has been readwhile that player was in the match, the moder-ator will call a time out. The player mustleave the match, and a substitute player with alegal uniform, if available, may enter in his/herplace. The player with the illegal uniform maynot re-enter the match until he/she has a legaluniform and the coach has called a time out. Ifa substitute player with a legal uniform is notavailable; 30 points shall be awarded the oppo-nents and the player with the illegal uniformmay re-enter the match immediately.

K. Nameplates:1. Each individual playing in the

game must display their name on a legibleplacard that will be displayed in front of theplayer at all times so that the moderator canread the name on the placard.

2. The name printed on the placardmust match the first name of the player on theteam roster given to the tournament managerbefore the tournament began. Diminutiveforms of names (i.e. Mary for Maria; John orJack for Jonathan) are acceptable. Nicknamesare unacceptable.

3. Players attempting to enter thegame will not be permitted to enter the gameuntil they are in compliance with this rule.

L. Forfeit(s):1. Time: Each team present at the

host site should be at their match location atleast five (5) minutes before the match isscheduled to begin. A team that is not presentwhen the round is scheduled to begin shall for-feit its match. A team arriving at a host site andtheir match location after the scheduled starttime for the match, without calling ahead, shallforfeit all its matches that day. If a team callsahead to notify the host of the delay, the starttime can be moved to accommodate the delay,but never by more than 45 minutes. Note:When entering a forfeit in the IHSA ScoreZonemanagers must select the “forfeit” option. Inaddition they must enter a score of 1 to 0 toindicate to the computer software which teamreceived the forfeit and the win.

2. School representative: Eachteam shall be accompanied by at least one fac-ulty member or other adult who has been des-ignated as coach by the principal of the highschool. Failure to have such a representativewill call for the team to forfeit.

3. Number of players: Five (5)team players must start the match. Failure tostart the match with five (5) team players willcause the team to forfeit. However, fewer thanfive (5) team players may continue in the matchif there are extenuating circumstances.

Note: Any team which forfeits amatch in pool play, will be excluded for theremainder of that competition and all matchesplayed to that point in that pool play willbecome void. This will eliminate all pointsscored for and against for the forfeiting teamand all of the teams they have competedagainst.

4. To Record a Forfeit: Whenreporting scores in the IHSA ScoreZone, for-feits must be recorded as a forfeit. In theappropriate box, click on “Forfeit.” In the scorebox area you must enter a score of 1 to 0 so thecomputer knows who received the forfeit, andconsequently won the match.

M. Question formats:1. Match questions will be a combi-

nation of toss-up and bonus. Bonus questionsare multiple part (three parts) and are rebound-ing. Rebounding refers to the fact that theteam to which the bonus is NOT awarded hasthe opportunity to answer any part(s) notanswered correctly by the team to which thebonus was originally awarded.

2. No true-false or other types oftwo-option questions will be permitted.

3. Multiple choice toss-up andbonus questions will not be permitted except inthe case of vocabulary (analogy) toss-up ques-tions. For such multiple-choice questions, anyverbal response that indicates one of the choic-es will be acceptable. Multiple choice bonusquestions will not be permitted except in thecase where the setup enumerates a list ofpotential word-choice answers (in order tolimit the range of possible answers) and thereis not a one-for-one matching correspondencebetween the choices and the bonus parts.

4. Audio and visual material inquestions may be used.

5. If a handout is to be used for aquestion, a copy of the handout must be pro-vided to each playing member of both teams.

6. Succeeding parts of bonus ques-tions (parts 2 and 3) must never reveal theanswer to previous parts of the same bonusquestion (i.e. the answer to bonus part #1 can-not be contained in the question that is bonuspart #3)

7. The topic of the tossup should bedifferent from its bonus. Question category ina round should be ordered in a non-pre-dictable, apparently random way but with somebalance between halves. The last three (3) toss

up questions and the last three (3) bonus ques-tions in each match may not be from the mis-cellaneous category.

8. Bonus parts should be related insome way (which need not be obvious) andtied together with a setup that helps focus play-ers’ thoughts.

9. For non-computational toss-ups,the preferred style is multi-clue, starting with amore challenging clue and ending with a cluethat most teams should reasonably be expect-ed to answer correctly. Question writers andeditors should exercise restraint and use theirbest judgment to limit the number of, andlength of, clues so that toss-ups are of a rea-sonable length.

10. For non-computational bonusquestions, the preferred style for each part isstraightforward or single-clue, with brevity aconsideration. This guideline is not intended tostifle creativity, limit necessary information, orrequire that all bonus parts be easy. Like ahome run in baseball, sweeping all parts of abonus should be rare; answering at least onepart should be common.

11. For computational bonus ques-tions the preferred order of the parts is frommost challenging to easiest. While the bonusparts should be in some way related, having allparts use the same exact formula, pattern, oralgorithm is discouraged.

12. Question writers and/or editorsare encouraged to consider and research alter-native correct answers and/or common, simi-lar, or related incorrect answers and to listthem with instructions to the moderator to“accept also”, “do not accept”, or “prompt on.”

13. Questions should be pristine.While there are many text and internet basedsources for facts from which questions can beconstructed, word-for-word plagiarism fromcopyrighted sources or previously used ques-tion sets is not permitted. Short excerpts fromprimary sources such as literature, poetry,music, film, and other media are permitted,especially when the intent of the question is toidentify the source, author, era, or other infor-mation for which the excerpt is a clue.

14. The vast majority of questionsshould be academic in nature and relevant totopics typically taught in Illinois High Schools,including Advanced Placement courses, as perthe sub-categories listed in VIII-O. Each roundshould contain questions from a variety ofplaces and eras, and no one place or era shoulddominate any category or the series as a whole.While there should be some basic questionsand some challenging questions in everyround, the general trend and flow of the seriesshould be increasing in difficulty fromRegionals to Sectionals to the State Finals.

15. Within the first few words orwithin the first clue, toss-up questions shoulduniquely identify what is being asked (by usinga pronoun, or a phrase such as “identify theperson” or “name the book”). Avoid startingtoss-up questions with statements containing

superfluous information that will cue a knowl-edgeable player to buzz in early with an appli-cable, germane, but incorrect answer. In nocase should a toss-up begin by heading in onedirection, then change direction and ask a com-pletely different question.

N. Lockout System: A ten-position elec-tronic lockout response system will be used forall matches in the State Scholastic BowlSeries.

R. Moderators’ Meeting1. Regional and Sectional Managers

may allow the moderators to view the ques-tions starting one (1) week prior to the round ofcompetition and to bring their findings to theModerator’s Meeting. Regional and SectionalManagers will maintain a sign-out sheet for thequestions.

2. Before each round of the StateScholastic Bowl Series, the local manager willarrange for a moderators’ meeting to be held atleast one hour before the beginning of the firstround of play for that tournament (or as soonas possible before the start of the first round ifthe school day intrudes).

3. No coach should be present atthe moderators’ meeting. No coach should atany time prior to the conclusion of the compe-tition view the questions in any round(s) inwhich their team will compete.

4. Moderators should have accessto all question sets in use at the tournament,and copies of the IHSA Scholastic Bowl Schooland Manager Manual.

5. The moderators should open thesets of questions and examine them for com-pleteness, accuracy, and pronunciation.

6. Moderators may consult printedmaterial to confirm answers and pronunciation.

7. Moderators should review therules among themselves, review procedures inconducting the match, and consult the LocalManager to confirm room assignments and theprocedure for reporting results and obtainingnew question sets, and prepare themselves tobegin the match.

S. Tournament Personnel1. At each Regional and Sectional

tournament, moderators, timer/scorer will beappointed by the Local Manager of that tourna-ment. For the State Final tournament, ten (10)moderators for will be appointed by the IHSA.

Scorers and timers shall be assigned by theState Final Manager.

2. The officials for each match in theState Series will include a moderator, a scorer,and a timer. The adult scorer and adult timeralso serve as assistant judges to the modera-tor.

3. The moderator must always bean adult, and it is highly advised that an expe-rienced moderator be used in each match ofthe State Series.

T. Coaches’ Meeting1. At least one coach from each

school participating in the tournament shouldbe present at the Coaches’ meeting. All mod-erators and the Local Manager should also bepresent.

2. Assistant coaches andtimer/scorer are also advised to attend, if theyare able. It is understood that some of thesepeople may need to supervise competitionrooms while other adults are attending theCoaches’ meeting

3. The Local manager should reviewtimes and locations of facilities and all eventsfor the tournament.

4. The Local Manager may have themost experienced moderator discuss specificrules, or may conduct that part of the meetinghimself/herself.

5. Allow the meeting to end so thatcoaches and personnel have time to arrive atthe competition rooms and begin the initialround on time.

U. End of Match, Overtime Procedures3-G. End of Match3-G-1. The team that scores the greatest

number of points during a match wins thematch.

3-G-2. If there is a tie at the end of regu-lation, overtime will be played.

3-G-2a. Overtime will consist of one ormore toss-up questions with their accompany-ing bonus question.

3-G-2b. The toss-up and bonus questionsshould be selected randomly, provided theyhave not been previously used as replacementquestions in the match.

3-G-2c. The toss-up and bonus questionshould not be of the same category.

3-G-2d. If the toss-up question isanswered correctly, the winner of the matchshall be the team leading after the accompany-ing bonus question is attempted and complet-ed.

3-G-2e. If there is still a tie after a toss-upquestion is answered correctly and a bonus isattempted and completed; or the toss-up ques-tion is not answered correctly, the moderatorwill once again randomly select a toss-up ques-tion and bonus question and continue.

V. Technology Use During Competition1. Coaches, officials, and spectators

shall have cell phones, smart phones, andpagers turned off or silenced during matches.Players, in particular, must have any and allcommunication devices turned off and storedin inaccessible places (pockets, purses, held bynon-players or coaches, etc.) while playing.Any use of technology that appears to be allow-ing illegal communication to the current play-ers is prohibited and will result in a team’s dis-qualification. This does not include the use oftechnology, internet-capable or otherwise, fordoing research during an appeal.

IX. TOURNAMENT POLICIES

A. Participant Passes: Each team par-ticipating in the Class A and Class AA StateFinal tournament will receive a maximum ofeighteen (18) participant passes for its fifteen(15) players and coaches that are included onthe school’s tournament team roster.

B. Damage to Property or Equipment:If contestants or people from any schoolentered in a state series are found guilty ofcarelessness or maliciously breaking, damag-ing or destroying property or equipmentbelonging to the host school, such school shallbe held responsible for costs incurred inreplacing or repairing such property or equip-ment.

C. Qualified Coaches: In accordancewith IHSA By-laws 2.020 and 2.030, all schoolsare required to have a coach or faculty repre-sentative who has been appointed by the highschool principal to be present at the tourna-ment site during tournament play. If a schooldoes not have a duly appointed coach or facul-ty representative present at the tournament siteduring tournament play, the school’s competi-tors shall not be permitted to participate.

D. Signs, Banners, Balloons andMechanical Noisemakers

1. The display of signs, banners,posters or similar items at IHSA state seriesevents is permitted, provided:

a. They are in good taste andreflect good sportsmanship in their messageand use;

b. They reflect identification andencouragement to participants and theirschool/community;

c. They are not displayed on thefield of play or in a manner that interferes withplay;

d. They do not obstruct theview of participants or spectators; and,

e. They are not safety hazards.2. All mechanical noisemaking

devices, including balloons, shall be excludedfrom the Scholastic Bowl facilities.

E. Media Requirements1. Providing Space: Space shall be

set aside to provide for news media represen-tatives covering the state series whether theybe from newspapers, radio stations, commer-cial television stations and/or cable televisionstations.

2. Radio and TV Originators: It is theresponsibility of the local manager to acceptapplications, approve requests to originate,collect proper rights fees payment (whererequired) and make cancellation refunds fortelevision and/or radio play-by-play origina-tion’s, according to the IHSA Television and/orIHSA Radio Broadcast Policy.

a. Television Rights Fees for alllevels of competition below the State Final levelshall be paid to the host school and shallbecome part of the revenue to be shared by themember school(s) and the Association accord-ing to the financial terms stipulated in theseTerms and Conditions.

b. Radio Broadcast Rights Feesare not required for any level of competition inthis series except the State Final. Local man-agers shall permit radio play-by-play origina-tions of the competition.

c. Television and/or RadioStations which do not apply in advance, orwhich do not pay required rights fees prior tothe start of competition in each respective levelin this state series shall not be given creden-tials nor allowed access to the facility to origi-nate. Sponsors of the originations for televi-sion and radio shall be only those so stipulatedin the respective IHSA Television and Broadcastpolicies.

3. Administrative Details: Reportinginformation to the news media and/or the IHSAOffice, as stipulated in instructions to LocalManagers, shall be the responsibility of eachLocal Manager and is required.

4. Sessions at the Sectional andState Final may be videotaped

F. Video Replay and TelevisionMonitoring Equipment: Use of video replay ortelevision monitoring equipment other than theofficial equipment approved by the IHSA shallnot be used to make decisions related to thetournament. Only IHSA state meet officials,will have the authority to review official videoresults.

G. Flash Photography: Flash photogra-phy is not allowed by anyone except the pho-tographers from V.I.P. These photographersare contracted by the IHSA and have beentrained in the appropriate uses of flash photog-raphy during events.

H. Tobacco Products: No coach, playeror any other person connected with a teamshall be permitted to use tobacco products inthe competition area, either during practice orwhile the contest is in progress.

I. Use of Inhalers: A student with asth-ma may possess and use his/her medicationduring an IHSA competition, while under thesupervision of school personnel, provided theschool meets the outlined procedures of selfadministration in the Illinois School Code.

J. Alcoholic Beverages and IHSA StateSeries Events: The possession, distribution,sale and/or consumption of alcoholic bever-ages are prohibited at the site and on any affil-iated property of any IHSA state series contest.State series hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, alcohol free zones on the date or dates ofany IHSA event being held at the site. Violationof this policy by an event host will subject thehost to a penalty for violation of IHSA By-law2.020. Such penalty may include but not nec-essarily be limited to prohibition against subse-quent event hosting assignments. Violation ofthis policy by a non-hosting member schoolwill subject the school to penalty for violationof IHSA By-law 2.020. Patrons of any IHSAstate series contest determined to be in viola-tion of this policy will be removed from thepremise, and law enforcement officials will becalled as warranted.

X. AWARDS

A. Regional: A plaque will be distributedto the winning team. No individual awards.

B. Sectional: A plaque will be distrib-uted to the winning team. No individual awards.

C. State Final: 1. Individual: Fifteen (15) individual

medallions will be presented to the members ofthe first, second, third, and fourth place teamsat the State Final Tournament. Two (2) coach-es medals will be provided to the coaches ofthe first, second, third, and fourth place teamsat the State Final Tournament. In addition, onemedal for the Superintendent, Principal andActivities Director will be provided for eachteam finishing 1st – 4th.

2. Team: Trophies will be presentedto the first, second, third, and fourth placeteams.

XI. OFFICIALS

A. Regional Appointment and Fees:Local Managers are responsible for hiring theModerator, Scorer and Timer. The host schoolshall issue payment to each official which willbe reimbursed by the IHSA Office upon receiptof the Financial Report Form.

Mileage Reimbursement Policy:The official’s appointed by the IHSA will be paidmileage from the IHSA Office upon receipt of amileage voucher submitted by the appointedofficial to the IHSA Office within 30 days of thecontest. Appointed officials will receive 25cents per mile for every mile over 100 miles foreach round trip. Mileage vouchers can beprinted from the IHSA Web Site through theIHSA Officials Center. Note: Mileage is deter-mined to and from the official’s home to thesite of the competition, unless prior approvalhas been given from the administrator incharge of the sport/activity.

This manual is for use by Schools entered to participate in the 2011-2012 Scholastic Bowl State Series. Please check with the OfficialRepresentative of your school to check your schools entry status. This manual contains important information for the Scholastic Bowlcoach to stay eligible to compete in Regionals, Sectionals, and the State Final Tournaments. Please read this manual in its entirety tokeep informed and familiar with the following important items, dates and times contained in this manual.

If you don’t intend on participating in the 2011-2012 Scholastic Bowl State Series, please notify your Official Representative imme-diately and ask him/her to withdraw your school from the Scholastic Bowl State Series (failure to do so will result in a $100.00fine to your school).

Assignments: Schools entered into the Scholastic Bowl State Series will be assigned to Sectionals and Regionals throughout the state.Entering schools will be assigned to 32 Class A and 32 Class AA regional sites. Sectional assignments will be posted on our ScholasticBowl Activity webpage at www.ihsa.org after the November 1st school entry deadline. Please contact Ron McGraw or Cheryl Lowery atthe IHSA if your school isn’t assigned to a Sectional on November 1. Assignments will indicate what Sectional and Sectional SeedingMeeting your school is assigned to. Regional pairings will be posted by Friday after the Sectional Seeding meeting indicating RegionalHosts, pairings and assignments. Unless schools officially withdraw through the IHSA Office by the deadline date indicated in the Termsand Conditions, they will be included in the draw.

To withdraw from participating in Scholastic Bowl without penalty (Breach of Contract By-law 6.041--Withdrawal Procedure). ThePrincipal must email Tammy Craig ([email protected]) at the IHSA Office, notifying IHSA of your school’s withdrawal from ScholasticBowl prior to the Sectional Seed Meeting.

If a school withdraws after the Seeding Meeting deadline and/or does not show up for competition, the school will be charged a $100penalty. If applicable, the school may be charged for any additional financial loss sustained by the offended school(s) or the Associationas a result of such breach. Required On-Line Team Record Report Form: All schools must submit their On-line Team Record Report Form via the Internetthrough the IHSA Schools Center Web Site to the IHSA Office. This document provides the sectional host your won/lost record for thepurpose of seeding the top 8 teams in each sectional at the seeding meetings (If you haven’t competed, you still must enter a won/lostrecord 0-0). The On-Line Team Record Report Form must be received in the IHSA Office by noon on Friday, February 3, 2012. Youmay go online to make adjustments to your Team Record Report Form until noon on Monday, February 6, 2012 (but you must havesent it originally by February 3rd to meet the deadline). The Team Record Report Form will only indicate any team’s won/lost record.Coaches are encouraged to bring the seeding meeting their season score book to document their record, who they competed againstand match scores. Again, please note that all participating schools are required to submit their Team Record Report Form on-line tothe IHSA. Schools may make changesto their Team Record Report Form by updating their Team Record Report Form, until 2:00 p.m. on Monday, February 6 when the siteis closed.

The IHSA will send each Sectional Host (and all seeding meeting hosts) all of the Team Record Report Forms assigned to thatSectional Tournament for seeding purposes on the afternoon of February 6, 2012. All schools are encouraged to participate in the seed-ing meeting. However, each school continues to have the option of attending their seeding meeting. School and Team Information: Schools may be requested to send information to Regional Managers and/or Sectional Managers wellin advance of the competition dates for planning purposes and for use in preparation of programs. You are encouraged to mail or FAXthis information in a timely manner, if requested to do so.

Official Regional Team Roster: A team roster must be submitted to the Regional Tournament Check-In Manager upon arrival, or at thelatest, immediately following the coaches’ meeting. The team roster shall include a maximum of 15 players (mark the 15 partici-pants on your List of Participants). The school will be limited to the use of no more than 15 eligible players included on the team ros-ter. Five team members must start the match. A coach must designate one of the five participating players as captain. To be includ-ed on the team roster, a player must be eligible under all the eligibility rules and conditions of the IHSA. Eligibility is certified by thePrincipal of the participating school. Eligibility questions should be directed to your Principal.

Regionals: The regional champion team will advance to the local Sectional Tournament. The date for all Class A and AA RegionalTournaments is Monday, March 5, 2012 (after school hours).

Sectional Seeding Meetings: Sectional Seeding Meetings will take place on February 8, 2012. At this meeting teams will be seededand Regional hosts will be determined. It is not mandatory to attend, but highly recommended by the IHSA Office. If a representativefrom your school will not attend their assigned seeding meeting, please be courteous and notify your Seed Meeting Host of your inten-tions. Regional hosts will be determined at the seeding meeting.

Sectionals: The date for all Class A and AA Sectional Tournaments is Saturday, March 10, 2012. Four teams compete at a Sectionaland all Sectional Tournaments will consist of 3 matches in a pool play format.

Sectional Champions: Sectional champions will advance to the State Final Tournament. Each sectional champion MUST enter theirteam information in the IHSA Schools Center no later than 8:00 a.m., Monday, March 12, 2012 to enable IHSA to produce the ScholasticBowl State Final Program. Go to: IHSA.org; click on “Schools & Officials Center Login”; enter School ID and Winter Coaches pass-word; in the Activity Tracker Section, find Scholastic Bowl and follow the column to the right under “Required Data Forms” and clickon State Final Information then follow screen instructions. Schools must email photographs of the team, coaches and administrationalong with the cutlines to clowery@#ihsa.org by 8:00 a.m. on Monday, March 12, 2012. Coaches are urged to plan ahead.

State Final Tournaments: Both the Class A and Class AA State Final Tournaments will be held at the Peoria Civic Center on the sameFRIDAY, March 16, 2012, as the Boys Class 3A & 4A Basketball State Final Tournament. It is hoped that the heightened media atten-tion and the large group of spectators already on hand will make this experience an exciting one for all teams involved and will help toincrease the level of awareness of Scholastic Bowl among members of the general public. Eight teams will compete in each State FinalTournament. Each tournament will consist of 3 matches in a pool play format, with the top two teams competing for the championshipand the next two teams competing in the consolation match.

State Final Housing: Sectional champions advancing to the State Final tournament need to make their own hotel/motel arrangements.You must contact the hotel of your choice to secure housing (if you plan to stay overnight). For information concerning housing oppor-tunities contact the Peoria Area Convention and visitors bureau. The phone number to call is 1-800-747-0302. It is our suggestionyou make room reservations immediately upon completion of the Sectional.

State Final Food & Beverage Policy: Centerplate Catering is the sole caterer of food & beverage functions on Civic Center property.Under no circumstances will customers be allowed to bring in outside food or beverages. State Final qualifying teams will be provid-ed an option to pay for a Pasta Bar ($5.50 each). The Pasta Bar includes: Pasta with Marinara or Alfredo Sauce, Salad, Garlic Breadand a Bottle of water. Participants who do not wish to order the Pasta Bar will have the option to purchase food from any of the con-cession stands in the Peoria Civic Center. Keep in mind, the Peoria Civic Center is very busy also hosting the Boys 3A/4A BoysBasketball Tournaments and the March Madness Experience on the same day. Food lines could be busy at the time of our lunchbreak. Further details and procedures will be forthcoming in the State Final Instructions posted on the IHSA Scholastic Bowl web-site closer to the State Final.

Sport and Activity Tracker within the Schools Center

Once logged-in to your Schools Center, you will notice the Sport and Activity Tracker. This is the section that Administrators and Coaches shouldcheck weekly for important dates and deadlines for any sport or activity your school is signed up to participate in to keep your school eligible tocompete in the Sports the school is signed up to compete in.

Important: There is no qualifying tournament to be eligible to compete in the first qualifying level of any IHSA State Series Tournament. Oncedeadlines passes, the Sport and Activity Tracker will show if your school has met the required Sport/Activity deadlines. It will show:

1. Entry Status (indicates if your school team/individuals are signed up to participate in the current sport(s)/activity(s)2. View the Rules Meeting Video and get credit3. Check to see if your school was given credit for watching the Rules Meeting Video4. Program Status of each Sport/Activity (whether your school is on probation or suspension)5. Manual For schools6. Some important reminders when you complete the On-Line Team Record Report Form:1. Double-check your Team Record Report Form to make sure you have given the correct team record. If you notice errors after you’ve sent it to

the IHSA Office, you can make corrections until the deadline listed above.2. Coaches should receive information from the Sectional Manager inviting them to attend the Seeding meeting held at each Sectional site. The

Sectional Seeding Meeting will take place on Wednesday, February 8, 2012. At this meeting, the top eight (8) teams will be seeded. If yourschool can’t send a representative to attend the Seed Meeting, please notify your Sectional Host prior to the Seed Meeting.

3. Falsifying a team’s record for seeding can result in disqualification from the state series. Please double-check your record before submittingthe form to your principal. Your honest mistake can end up being costly.

4. If you use a split squad (“A” team and “B” team; no matter what they are called), then only the record of your best squad (your “A” team) isincluded for seeding.

Online Team Record Report Form Step-by-Step Instructions:1. Go to www.ihsa.org2. Click on Schools & Officials Center Login3. Enter your schools ID number4. Enter your schools Winter Coaches password. Every IHSA Member School was sent Administrative Passwords for the current school term

(you may need to contact your Official Representative or Athletic Director to obtain this password). If you cannot locate this information,please call Cheryl Lowery at the IHSA Office to obtain the password for you. This password enables your school to connect to the“SCHOOLS CENTER” on the IHSA web site. Last year’s password will not work. New passwords were issued this year. Contact yourActivities Director or Official Representative for this password.

5. See the Sport and Activity Tracker6. At the intersection of the Scholastic Bowl row and the Required Forms column click on Team Record Report Form.7. Complete the on-line forms as prompted by the directions on the web page. You may go back to the site as often as you need to make

changes to your Team Record Report Form until February 6, 2012.

Important Notes: If you have to leave your computer while entering the Team Record Report Form information, please use the save button on thebottom of the page to save the information before leaving. The system will time-out if there is no activity. Lost information will be prevented ifyou save the page frequently.

Confirmation of receipt of Team Record Report Form: Schools should login to their School Center site on the IHSA website and go to the ActivityTracker. The Activity Tracker will show “Completed”, if you have checked the button indicating you have finished with your report. If it doesn’t indi-cate “Completed”, then you must go back into your schools Team Record Report Form and check the button indicating you are finished.

Our suggestion is for each school to print a copy of your Team Record Report Form and take it to the Sectional Seeding Meeting in case proof isneeded. You may do so as long as the deadline hasn’t passed. Once the Team Record Report Form deadline passes, printing a copy or makingchanges will not be possible.

3. _______Required Team Rosters: Schools must submit to the tournament manager a team roster prior to the start of each levelof competition. We are suggesting that coaches supply a typed copy of their team roster to the tournament manager uponarrival at the competition site. You must designate 15 students you plan to use in each level of the state series. You mayuse different combinations at each level of competition. However all participants to be used at any level provided they areeligible in all aspects to compete in IHSA events.

5. _______Required by All Coaches: a.) Each team shall be accompanied by at least one faculty member or other adult who has been designated as coach

by the principal of the high school.b.) Each school should designate to the moderator before the match begins the name of one (1) adult who will act as

head coach. This head coach will be the only person permitted to approach the moderator and be involved in con-sultations with the moderator without being specifically requested to do so by the moderator.

c.) A school that uses “co-coaches” must designate a single head coach for a match, but may change head coachesfor different matches in the same tournament.

6. _______Required Dress Code: All Scholastic Bowl teams must wear appropriate matching tops for competing in the state series.Matching tops shall be defined as BEING SIMILAR in style, color, and markings. Members of the same gender musthave SIMILAR tops, though males may wear slightly different tops than females.a.) Team competitors and coaches will appear in appropriate attire. Acceptable apparel will include, but not be limited

to: slacks, turtlenecks, sport shirts with collars, sport coats, T-shirts, sweatshirts, sweaters, nice jeans, skirts anddresses.

b.) Unacceptable apparel will include, but not be limited to: tank tops, cut-offs, short-shorts, clothing that advertisealcohol, drugs, or explicit material, jeans with holes or patches, hats or non-religious head gear, boxer-type shorts,spandex tights, HOODED SWEAT SHIRTS or pants worn below the hips.

c.) A student or coach may wear apparel that bears the trademark or logo of a manufacturer or distributor duringcompetition provided that the student or coach’s apparel bears only a single manufacturer’s or distributor’s normallabel or trademark, not to exceed a one and one-half inch by one and one-half inch square.

Seeding Meeting Date and TimesSectional Tournament Managers will conduct a seeding meeting on Wednesday, February 8, 2012. The seeding meeting may not beheld on school time. The Sectional Manager shall determine the specific time of the meeting. The purpose of the meeting will be toseed the top 8 teams in the Sectional and to determine the 4 regional hosts.

Purpose of SeedingThe objective of seeding is to pair teams in the Sectional so that, absent upsets, the two (2) strongest teams should meet in the finalround of the Sectional.

Factors for Seeding1. Only coaches present at the meeting may be involved in the ranking of teams.2. One representative from each school shall vote.3. Each team will be given the opportunity to compare their teams’ strength by discussing head-to-head competition, indirect victo-

ries, season records, strength of returning team members.4. Before a seeding vote begins, each team’s weighted winning percentage should be displayed. The weighted winning percentage

is calculated in the following manner: (winning percentage) + (total number of matches ÷ 100). For example; 6 wins and 2 loss-es 6/(6+2) + (6+2)/100 = .83 compared to 25 wins and 15 losses 25/(25+15) + (25+15)/100 = 1.025 The following cri-teria should be applied when determining seeds:a.) Head to Head common opponent or recordb.) Number of Matches Playedc.) Won/Lost Recordd.) Quality of Competitione.) Returning players

5. Each representative will be given one (1) minute to speak on behalf of their team, and why they should be ranked favorably.Representatives may use this time ONLY to speak on behalf of their team. No team is to be denied their opportunity to speak,though a school may give up their time if they choose to. (Sectional Managers may choose to set a time limit.)

6. For purposes of ranking, the best team shall be designated with the #8 (in other words, 8 points), the second best teamshall receive the number 7 (7 points), etc., until the top 8 teams are identified. Obviously in this system the team receivingthe most points is the number one seed.

7. Ties will be broken by a coin toss.8. Coaches are not to seed their own team.

Tournament Pairings

Regional Assignment of Schools: Following the seeding meeting, the seeds shall be faxed by the Sectional Manager to the IHSAwhere the remaining schools will be assigned geographically to a regional. When the IHSA develops the Regional brackets everyeffort will be made to separate the top four (4) seeds (and 5-8 if possible). However this can be impacted by who volunteers to hostthe Regionals and the relative geography involved.

Pairings: The bracketing and pairings of teams for each Regional (and State Final tournament) will be completed in the IHSA Officebased upon their seed as determined at the seeding meetings. Pairings for the Sectional Round Robin Tournament will be predeter-mined by seed. The tournament will not be re-seeded at the Sectional level of competition. The pairing announcements will be post-ed on the IHSA website.

Regional Hosts: All Regional hosts will be assigned at the seeding meetings. The Regionals must be offered to the top seeds first(however, schools should keep geography in mind as the hosts are selected). If no school is willing to host the regional, then thatregional will be cancelled.

Criteria and Philosophy Used to Determine a State Champion

1. Qualifiers for the State Final Tournament are determined on a geographical basis.2. Schools are assigned to a Regional based on their geographical proximity to the host sites and the geographical location of all the

schools entered. The top 8 teams are paired in their respective Regional bracket on the basis of their seed as determined at theseed meetings (unless geography restricts such pairings).

3. The Regional champion will advance to a Sectional. Teams are paired at the Sectional tournament based upon the top seed in theirRegional. If a Regional is canceled, one bye at the Sectional will represent that area.

4. The Sectional champions advance to the State Final Tournament. Sectional winners are paired at the State Tournament on the basisof a draw by lot.

5. Schools are assigned to the state series geographically. Only Regionals are seeded.6. Factors that affect the assignments from year to year: a.) location of schools hosting a Regional &/or Sectional, b.) number of

schools entered in state series, c.) classification, d.) number of schools in a Regional/Sectional.7. The State Final Tournament is structured to include the “best teams” from each geographical area in the state, thus being a true

State tournament. The State Final Tournament is not structured to represent the “best teams” in the state.8. This system is seeking to crown a State Champion.

Basic Premises and Foundations upon Which This Activity is Based1. Scholastic Bowl competition will provide a show place for the academically talented student developed by the Illinois school sys-

tems.2. Scholastic Bowl competition provides an educational opportunity that is valuable to students taking any or all of the college

entrance exams.3. Scholastic Bowl competition is a continuation of Jr. High competition and provides articulation between feeder schools and high

schools.4. Scholastic Bowl provides motivation to learn and excel without the pressures of grades.5. Scholastic Bowl will be an excellent entry for student’s transcripts and record, mailed to colleges and prospective employers.

IHSA BY-LAW 5.340 – Scholastic Bowl5.341 Season Limitation

a. No school belonging to this Association shall organize its Scholastic Bowl teams, practice or participate in inter-scholas-tic contest earlier than Monday of Week 8 or later than Sunday of Week 38.

b. Each school belonging to this Association shall be limited to practicing and participating in no more than one (1) scholas-tic bowl tournament beginning the Sunday of Week No. 38 and ending the Monday of Week No. 8.

5.342 Contest Limitationa. No school belonging to this Association shall participate on more than eighteen (18) dates of interscholastic contest,

exclusive of the IHSA series.b. No individual shall compete on more than eighteen (18) dates, exclusive of the IHSA series.

An event in which 5 students representing 2 schools compete with or against each other in academic quizzing utilizing a formatcomparable to the IHSA series is considered a Scholastic Bowl contest. A date is a single day on the calendar. Tournaments held ona single date count as one date, regardless of the number of matches the team participates in. If a school sends teams to two differ-ent contests or tournaments on the same date, this counts as one date. The 18 dates may be spread over the weeks from the open-ing of school (Monday of Week 8) and the end of the Scholastic Bowl season (Sunday of Week 38). Summer contests, academic con-tests with rules that are not comparable to the IHSA series format, if held after the state series, are not included in the 18 dates. JV orFrosh/Soph teams and players must also follow the 18-date rule. Schools are allowed to count the Masonic Tournament as one date.

Instructions for Scorekeepers

Note: Be sure to read the current “Rules for Illinois Scholastic Bowl.”This is only a summary of duties.

Pick up a Scoresheet from the local manager prior to each match.

Enter the team rosters on both sides of the Scoresheet. List the starters first,in the order they are seated. The roster is also needed by the Moderator toverify that nameplates are legal. Be sure you are starting the match by usingthe correct side.

Record attempted toss-ups, and record correct answers. Mark a vertical linein the appropriate box for every attempted toss-up. If the answer is ruled cor-rect, add a horizontal line to the vertical line already marked, turning it into aplus sign.

Keep the running score by entering toss-up and bonus points in the chartand calculating a new total after each question. Toss-ups are all worth 10points. Bonus questions are worth a maximum total of 20 points; the break-down for answering fewer than all parts is on the Bonus Grid Card. Consultwith the moderator if you are unsure how many points to award; it is criticalthat your scoresheet be 100% accurate.

Keep an eye on the Student Scorekeeper, whose running score on the black-board is unofficial, and point out any errors.

If a coach asks for a score check, report the score. Resolve any discrepan-cies by working back through the Scoresheet.

Act as an official for the match. If you catch an error on the part of theModerator or the Timekeeper, notify the Moderator immediately. If there is anappeal, the Moderator may ask for your help in reaching a decision on thematter. (Adults Only)

At the end of the match report the final score to the Moderator. In the eventof a tie there will be an overtime period with one or more toss-up/bonusquestions; record the results on the Scoresheet. Sign the Scoresheet, andhave both coaches sign.

Return the Scoresheet and Team Roster to the local manager following thecompletion of the match.

Instructions for Timekeeper/Lockout System Operators

Note: Be sure to read the current “Rules for Illinois Scholastic Bowl.” Thisis only a summary of duties.

Familiarize yourself with the equipment before the match begins.Understand the operation of the reset button and how to “clear” the system.Note that there are some models which clear themselves after a short periodof time. If the lockout system has a built-in timer, familiarize yourself with itsoperation and check that it is working correctly.

Be sure that all cables are safely and tightly connected. If an electric exten-sion cord is needed, attempt to locate one.

Be sure that the system is reset before each toss-up is read. Players orcoaches will probably say the word “Clear!” if you forget to reset before theModerator begins the toss-up. This is not illegal talking; it is your error. Donot reset the system until after the Moderator recognizes the player whorings in and the player has begun speaking. Clear the system as soon aspossible after that so the second team can ring in if the answer from the firstteam is ruled as incorrect.

During the reading of the toss-up, prepare or reset the timer and be pre-pared to start timing as the Moderator reads the question. Time 10 seconds(or 30 seconds in the case of questions announced as ones involving com-putation) from the completion of the reading of each toss-up and call “time”when this time expires. You must call “time” if the time expires while the firstteam is giving their answer, as a signal to the Moderator that he or she mustallow the second team a three second grace period in which to respond if thefirst team’s answer is ruled incorrect. If a correct answer is given by the firstor second team before time expires, there is no need to call “time”. If the firstteam responds before the toss-up question is fully read, time does not start;start the time after the toss-up question has been completely re-read by theModerator for the benefit of the second team.

Arrange with the Moderator as to who will time three seconds. Once play-ers are recognized, they have three seconds to begin answering. There is alsoa three-second grace period under certain conditions when time expires.Most Moderators will do this timing on their own, but you should check withthe Moderator you are working with.

During the reading of the bonus, prepare or reset the timer and be preparedto time 30 seconds. Time 30 seconds from the completion of the reading ofall bonus parts. If time expires while teams are still conferring, call “time”.The team that was awarded the bonus may call “time” before the 30 secondsis up, and in some strategic instances, may even call “time” immediately.Some teams will indicate that they are ready by buzzing in. Reset the lockoutsystem a few seconds later.

Time the time-outs, halftime, and appeals. Time-outs can be either 30 or 60seconds; the coach will state which he or she wants. Halftime is 2 minutes.An appeal (which does not count as a time-out) may last no more than 3 min-utes.

Act as an official for the match. If you catch an error on the part of theModerator, or a timing error, notify the Moderator immediately. If there is anappeal, the Moderator may ask for your help in reaching a decision on thematter. (Adults Only)

Be prepared for the match to begin. Pick up two question sets from thesecure location and give one set to the Scorekeeper (if they are an adult).Verify that you have the appropriate question set. Verify seating, equip-ment, nameplates, and uniforms. Teams must be in the room when the matchis scheduled to begin. Consult with the local manager on potential uniformviolations or possible forfeits.

Greet everyone and conduct the introductions. State your own name andintroduce all tournament personnel in the room. Verify captains. Ask eachcaptain to introduce their teams and coaches; the lockout system is tested.during introductions. Verify who is the head coach for each team; only thehead coach may call a time-out or make an appeal. Clarify the pronunciationof any names that are not spelled the way they sound. Speak loudly, enunci-ate clearly, and request that all players do the same. If any nameplates areblocking your view of the indicator lights, adjust their positions. Players mustbegin the match with blank papers or empty bonus grids, and may not beginwriting until introductions are over.

Be firm, and in control, at all times. You are in charge! The Moderatorshould not be tentative in any way. It should be clear to everyone in the roomthat you are running the match. If there are spectators, remind them that theyneed to be silent during the match. Eject unruly spectators during the match.

Remind the teams of these three points: Clarify that players must be recog-nized by name before they may answer either a toss-up or a bonus. Remindplayers that they are not allowed to begin conferring on a bonus until afteryou finish reading it. Remind players that when time is called, all consultationmust end immediately; they have up to three seconds to get seated and passpapers to the person who will answer.

Shield the questions. The student keeping score on the board and/or the stu-dents sitting around you may be ones who will later be subbed into the game.In cramped quarters, the current players may be able to see answers. Do notleave questions exposed during time-outs or halftime when students andcoaches are allowed to stand up or move around the room.

Do not read too fast or too slow. Reading too fast creates a frenetic feelingthat is inappropriate for high school Scholastic Bowl. Reading too slowmakes it difficult for players to remember the beginning of the question by thetime you get to the end. Use a natural rhythm not unlike what you might hearfrom a television newscaster.

Say the question number; pause; category; pause; indicate if it’s a compu-tation; then begin reading the question. A buzzer is considered inadvertentprior to the first word of the question; there is no penalty. An appeal must berequested before the first word of the next toss-up or bonus. Time-outs mustbe called before the category is stated.

Do not favor one team or the other. Be careful to direct the reading of ques-tions to both teams, not one side or the other.

Apply the Rules on Communication (4-A), Penalties (4-G), Answering (4-B) and Completeness (4-C) fairly and to the best of your ability. Here are afew important points:

Players must begin answering within three seconds of being recognized.Words such as “uh” do not constitute answering. Use hand swipes to countthis out visually. If a player pauses in mid answer (as in-between bonusparts), start counting immediately. The three second limit is cumulative for allhesitations and pauses. In the state series, computations are not treated dif-ferently; the usual three second rule applies.

If a player gives additional correct information, that pertains to the correctanswer, without pause, up to a total of two pieces of information, theanswer will be ruled correct. If a player gives additional information that isincorrect, or additional information that is correct but unrelated, the answerwill be ruled incorrect. This rule may apply to, but is not limited to, cre-ator/creation situations such as author/title.

Here are a few of the major points from the Rules on Toss-Up Questions (4-D) and Bonus Questions (4-E):

Stop reading the toss-up question immediately if a player buzzes in beforeyou finish. Good players are waiting for you to get to the key word that willfinally narrow their mental list down to the one answer that fits, and will buzzin as you open your mouth to say the key word. If you blurt out that word ormore, you give an advantage to a team using this strategy.If you have finished reading a toss-up, and the first team’s answer hasbeen ruled incorrect, the second team has the remaining time on theclock, or three seconds, whichever is more, to buzz in. The Timekeepershould call time (quietly) if time runs out while the first team is answering.This is to notify you that the second team will need the three seconds.

State how many parts there are in the bonus. This will “cue” teams when tobegin their consultation. When you read the bonus parts, say Part 1, Part 2,Part 3, and so on. Wait for all bonus answers to be given, and then statewhich parts are correct (“Parts 1, 4, and 5 are correct”) and how many pointswere earned. (“for 12 points.”) Specify which parts remain for the other team(“<Captain>, I need answers to Parts 2 and 3”).

Repeat the entire toss-up, or, if the toss-up is very long, the last salientportion, for the second team if you are interrupted during the first reading.Although it behooves the second team to wait for you to finish the entirequestion, teams are not required to do so. Coaches and players may use the“Wait” gesture without penalty at this, or any time during the match.

Only the captain of the team that is awarded the bonus may ask for one ormore parts to be repeated, and this must be done within the 30-second timeconstraint. If time expires while you are repeating, stop the repeating processimmediately.

Consider the player’s entire answer and rule it as either correct or incor-rect. For incorrect answers, use the phrases, “Incorrect because youanswered without being recognized”, “Incorrect because time expired”, orsimply the word “Incorrect” for all other situations. You must never use bodylanguage, visual cues, or other wordings that may give clues to the otherteam.

If neither team gives the correct answer, state the correct answer withoutundue editorial comment. In some cases the printed answer includes help-ful information you can give.

Apply the Rules on Equipment Malfunctions (4-F), Moderator andTimekeeper Errors (4-H), and Replacement Questions (4-J) fairly and to thebest of your ability. Unread bonus questions can be used later in the matchto replace a bonus question.

Apply the Rules on Appeals (4-I) and Moderator’s Authority (4-K) fairly andto the best of your ability. Understand the limitations on appeals: Appealsmust be reasonable and civil; no arguments are allowed; no more than threeminutes total; and no research outside the room. The Moderator always hasthe right to refuse to hear an appeal on a matter of correctness of an answer.Errors, whether discovered by the match officials or revealed through anappeal, must be corrected before the first word of the next toss-up or bonus.

Declare half time after the 12th toss-up question. Teams will need to changesides if either coach requests it.

After time-outs and halftime, verify captains and ask if there have beenany substitutions. Allow subs to test buzzers, then test all buzzers quickly ifappropriate. Verify nameplates and uniforms for subs before resuming; subsmust enter the match with blank papers or blank bonus grids and may notbegin writing until after all introductions are completed.

End the match. After the final question declare the match over. Verify thescore. If there is a tie, conduct overtime using replacement toss-up andbonus questions. Thank everyone involved, congratulate the winning team,and urge that good sportsmanship be exhibited by all. Collect the question setfrom the Scorekeeper and return both sets to the secure location. Tell thelocal manager who won the match.

As your team gets close to qualifying for the state final tournament, you will be required to complete the State Final Program Information formonline. This form provides the IHSA with most of the information (everything except statistics) printed in the state final souvenir program. You arerequired to provide this information once you have qualified for the Scholastic Bowl State Final Tournament.

The link to the State Final Program Information form is located in the IHSA “Schools & Officials Center Login”, a password-protected area of theIHSA Web site.

To log in the Schools Center, go to the main IHSA Web page (www.ihsa.org) and click on the “Schools & Officials Center Login”; Enter your SchoolID and Winter Coaches password (obtainable from your A.D. or principal) to log in. On the main menu of the Schools Center, look for the “Sport &Activity Tracker” area. Find Scholastic Bowl and follow the row across until you find a link labeled “SFInfo” in the column labeled “Required DataForms”. Click on “SFINfo” and follow the instructions to fill out the required pages.

The information you will provide online includes administration, coaching staff, coaching history, season record, and roster. Up-to-date statisticsmust be submitted on the printed forms included in this manual and faxed to the IHSA office immediately after the last contest prior to the statefinal.

Team/Administrative Photos: Sectional Winners are required to submit their team picture, administration pictures (superintendent, principal, activ-ity director, and head coach), and cut-lines (identification of each person in the picture) for the State Final Program.

INSTRUCTIONS FOR EMAILING PICTURES1. Submit electronically through e-mail following these directions:

A. DIGITAL PHOTOGRAPHS. We greatly prefer digital photographs over scans.1) Select the highest resolution possible for your camera.2) Make sure you take the photo in a well-lit area without any dark shadows. 3) Get as close as you can to the subject, filling the entire frame. For an individual photo, focus on the head and torso only.4) Try one photo with flash and one without flash to see which gives you the best result.5) When taking photos of teams outdoors, beware of the shadows.

B. SCANNED PHOTOGRAPHS. If you must scan a photo, and you are not sure what “resolution” and “pixels” mean, please talk to someoneon your technical staff.

1) Scan the photograph at a high resolution. The resolution required for printed photographs is much higher than that used on a com-puter screen.

2) For team photos, your scan should be at least 2,000 pixels (dots) wide – much wider than your computer screen.3) For individual photos, your scan should be at least 500 dots wide.

Immediately following the Championship/Consolation round of play, all teams and fans should report to the center areaof the Grand Ballroom for the awards ceremony (the same location used for the opening ceremonies and team tables).The awards ceremony will proceed as follows:

1. The top 4 teams for Class A and Class AA will sit in the front of the room prepared for the presentation.

2. The Class A and AA 4th place teams will be asked to the stage area first. The class A and AA 3 rd place teams willbe awarded next. The class A and AA 2nd place teams will be awarded next. The class A and AA 1st place teamswill be awarded next.

3. Class A will be recognized first, followed by Class AA.

4. IHSA administrator will introduce the school administrators, followed by the head coach.

5. After being announced, the head coach from each team will be asked to remain at the podium.

6. The head coach will then announce his/her team in the order submitted to us on line. We will provide coaches witha list to read from. IHSA Board members will drape the contestants with their medal on stage. Contestants shouldexit the stage on the side opposite the side they entered the stage and have their individual photo taken. After allteam members have been recognized, the team trophy will be presented to the coach and team captains by an IHSABoard member. The entire team should immediately assemble for a team photo on the exit side of the stage.

7. Each team will follow this procedure and then return to their original seat. Teams are requested to return to theirseat quietly via the back of the room so as to respect the awards ceremony of the schools that follow them.

8. If requested, the IHSSBCA will be permitted to read the names of the All State recipients. If the recipient is presentthey may come forward to receive their award. Only the athlete will be permitted to come forward.

• For unlimited events, vendors can be licensed by the IHSA and utilize the IHSA name and logos for an entire year for a $500 annual fee; or

• For limited events, vendors can be licensed by the IHSA and can utilize the IHSA name and logos for a single event, up to three events in a year, for$50 per event or $100 for three events.
