THE MANSON C FILE -- From the News Alert Page:

Way back in the 1970's, some staff member, guard, administrator, someone who had 

access to the central file of Charles Manson stole it right out of the prison. The

Department of Corrections has been investigating that theft for many years. It was that C

File that was given to me by the man from Santa Rosa, California. He told me he

received it with a shipment of boxed clothing destined for another country. He said thatout of the 21-20 or so boxes, he opened one of them and found all these papers. It was

official looking so he shared it with some of his professional friends in the Day Trading

 business. They were astonished indeed.

He made two trips to Orange County to deliver the vast collection to me. It was during

the second flight to Orange County that I received the original finger print card of 

Charles M. Manson! That was around 3:30 P.M. on a Saturday afternoon. Sunday I

showed it to a former police officer and good friend. He told me it might be a felony for 

me to even have it. Early on the following Monday morning, I placed three calls to theDirector of prisons for the state of California. I agreed to surrender that card 

immediately, and within 48 hours it was signed over to an investigator for the CDC.

The gentleman who brought me the Manson file had big hopes for riches. He dreamed 

of getting wealthy over the material. I cautioned him that there were no get rich schemes

in this Manson case. Nevertheless, he dreamed. He expressed a possible value of 

$20,000 just for that April 11, 1970 original finger print card! We signed an agreement

for 50/50 of any revenue from the sale of the material. I had notified two prisons when I

received the first box and it seemed that copies of the file might be legal to sell. That is

when I began listing the Resources Two Page and the items for sale.

After more conversations with the CDC I decided the file was not our property to sell. It

had been stolen for sure and I agreed to return the entire collection to the investigator.

He came to my house and retrieved the last box of the Manson C File and I deleted the

Resource Two Page of Manson C File material in his presence. He told me that was not

necessary, but I wanted to be totally free of any conflict with law enforcement. I did not

keep one single piece of paper, but I did read every piece of paper during the time I had 

it in my custody. The department knew that and expressed no problem about it.

So, what has happened since I turned all of the "stolen" Manson C File over to the

rightful owner? I have been threatened with civil action for giving away the material!

Yes. An attorney from Santa Rosa, California has actually been trying to serve me with

legal documents demanding the return of stolen material. Imagine, standing before a

 judge and telling the judge that I have damaged his client by giving back to the prison

stolen private files of the notorious cult leader Charles Manson. How dumb is this

attorney. Tell you what. I have written the Director of the California Department of 

Corrections and informed him of this threat. Should the attorney continue this unwise

and stupid attempt at service, I shall create a new page with all of the e-mailcorrespondence from the gentleman who gave the file to me as well as the one e-mail

that I read from the attorney.

Bill,As far as I know it looks like a file that would be kept in the prison. It hassome papers marked confidential and some marked central file. Its gotletters to Doris Tate, all sorts of different violations, probation hearings,all the letters about letters being returned, his finger prints when he wasat San Quintin, jail break that was found out about, embarrassing letters,one written in blood saying free Charlie, all sorts of court documents, and a bunch of psyche reports. I don't know anyone relating to Manson.write back

This is another letter requesting the return of all of my collection of material that I was having you look over. Youhave changed your address so I wanted to send another copyto make sure for the third time that you've received it.Here is the same request: I demand you return all of mymaterial, copies as well as originals! I read on your site that you met withthe CDC again and gave away more of my property.Sir that is my property, and I will meet with the CDC, I've had long talks

Be advised I have no papers from the Manson collection. Not one. No copiesor originals. Nothing! Everything has been turned over to the investigators

of the CDC and I shall not communicate with you again about it. I refused the package from your attorney today. My for sale offer has been removed from the web page design (in the presence of the CDC officer) and will NOT

 be offered when I finally get back on my web site. Be advised.

I, Bill Nelson, do hereby surrender the original copy of a finger print card for Charles M. Manson, whichwas processed on April 11, 1971. I was given the document for the purposes of marketing it, but believed it had to be stolen by a prison guard, administrator, counselor, or some person with inside access to theSan Quintin maximum state prison.

I made an agreement to surrender the document, and other original documents regarding Manson to Mr.Brian Perry, in response to three telephone calls I made to the CDC Director on Monday of this week.

I shall not be charged with any law violation for surrendering this original document. I notified the CDCimmediately upon receipt of the document for direction. Additionally, I am supplying the CDC with copiesof all e-mail from the man who brought the document to my attention to facilitate an investigation.

I as directed by Mr. Perry may keep other files, copies, and duplicates, which are not original. I had  previously informed both the Public Information Officers at CIW and Corcoran State Prison about thematerial I had received before I was given the finger print card.

There are 33 original documents being surrendered with the original finger print card of Charles Manson,as well as an actual folder/jacket that must have been removed from the prison under questionablecircumstances.

Because of our telephone conversation about ...

You will recall that I placed an additional series of calls to your office when I determined the originalfinger print card, and a large box of files were most likely stolen from one of your state prisons. Your office then had an investigator contact me the same day and he informed me that a top investigator would 

 be contacting me. This was in conjunction with the investigation I asked for concerning the activities of 

Charles Denton Tex Watson and his Abounding Love Ministries. The same investigator acted as a conduitto take custody of and return to Sacramento that finger print card.

I have met with the investigator on two occasions and have indeed turned over questionable documents

that I believed should be the property of the Department of Corrections. That last meeting was Monday of this week when he came to my house and I gave him a box of papers weighing approximately 20 poundsof Manson material. I subsequently made an announcement on my web site about the return of thematerial. (My site has been down and not accessible since last Friday due to the hosting company internalcliches and will be back up by Sunday—I hope and will be supported by another company)

The gentleman who gave me all of this material to market on my web site has retained an attorney todemand the immediate return of his material. Demanding the return of stolen material – by an attorney?How dumb is that? I am sending a copy of the attorney’s e-mail to me last night along with the e-mail from

the man who gave me the material.

The only papers I have left out of all the material are a few copies of some of the copies from the Mansonmaterial. I could have purchased most of the papers from court records or parole hearing transcripts. Ihave no original papers in my custody. If your department so directs, I will remove any offering of any

copies of the Manson material from my web site. I would like to keep the few papers I copied for researchand historical purposes only, which seemed to be proper when I contacted both Corcoran and CIW for input from the respective PIO’s before I received that finger print card in the second visit from Arnie.

I paged your investigator last nigh upon receiving the e-mail from Arnie and his attorney. Neither theinvestigator nor I see any bases for a civil legal action for me turning back to the CDC material stolenfrom a state prison. I believe I have done the right and proper thing here and that for this man to insist thatI return to him his "property" is an admittance that he "knew" it was stolen and he holds no rights to thematerial – or at the least having been informed that it was stolen, he is willing to claim ownership of it.That may be the violation of Receiving Stolen Property (PC496?)

Dear Mr. Terhune:

Thank you for your kind letter in response to my gift of my latest book Manson Behind The Scenes. I am pleased that you already read a borrowed copy. I am thrilled that my first book was able to help you indefeating another prison in the small town of Ione, California.

As I informed you last week, the attorney for Arnie, the gentleman who gave me the Manson Central File

has been harassing, hounding, and attempting to send me mail requiring my signature with AirborneExpress and the post office. Today he tried to send me another e-mail with a long attachment. I obeyed the law and turned over to the Department of Corrections all papers given to me by Arnie. I did not keep asingle sheet of paper – copied or otherwise. I just do not think it is very fair for this lame brain attorneyfrom Santa Rosa to threaten me with civil action for turning over what appears to have been stolen

 property.

Would you please have the investigator who spoke with this man Arnie inform him that I did the rightthing? I mean, after all, does he really have an actionable cause when it was the CDC property and stolen

from a maximum California State Prison? I think not.

I am asking for the Department of Corrections to do the right thing and inform these two greedyindividuals that they are way out of line. Perhaps I shall have to publish their names on my web site:

The entire C-File was returned to theDepartment of Corrections. Not one single paper

was kept by me.

There was a brief investigation.

No charges were ever filed.

 

The attorney and Arnie dropped their demands. I

have not heard a word from them since 1999.

family killers. Mr. Kay asked me "not to publish"that information because it might scare peopleaway from writing the Board of Prison Terms

opposing the release of the inmates. I trulybelieve that any citizen deserves to know that

their personal letters and their home address maybe compromised by careless care of a C-File. No

citizen could possibly dream that such an eventcould take place - but it did!

Just imagine what might have taken place if Manson loyalist saw the home addresses of 

private citizens who dared to express their views.

Sandra Good served over a decade in prison forthat kind of behavior.

It is just one more illustration that the CDC and

the BPT is careless with confidential information.

Money that I spent during this investigation,

return of the C-File, telephone calls to the CDCDirector were never reimbursed as promised. Somuch for the critics who repeat often that is all

about money.

THERE SHOULD HAVE BEEN A COMPLETE
