PPA, led by General Manager Juan C. Sta. Ana, visited the PSC recently which coincided with the Permanent International Association of Navigation Congresses held in San Francisco within the first week of June.

Sta. Ana, who was accompanied by PPA Assistant to the General Manager for Corporate Affairs and Special Projects Hector E. Miole, expects to complete the sister port agreement by November of this year.

The Port of San Francisco, which is America’s gateway to East Asia, has the advantage of a naturally deep water, hundreds of square feet of covered storage, on-dock rails, acres of unobstructed lay-down space and modern and well maintained cargo

Data showed that net income reached P1.629 billion for the period in review compared to the P1.096 billion registered last year. The figure also eclipsed the P960 million target set for the period by 70%.

PPA General Manager Juan C. Sta. Ana explained that the strong financial performance is a testament to the measures being undertaken by the agency to reduce red tape and increase efficiency at the ports.

Gross revenue, meanwhile, reached P2.790 billion or about 32.5% higher than the P2.105 billion posted in the same period in 2013. The current figure is also higher by 17% compared to the target of P2.393

billion.Port revenue is at P2.770 billion, 34% higher than the

P2.071 billion stashed last year. Compared to the target of P2.374 billion, it is also higher by 17%.

Fund Management Income, however, went down by 42% to P19.78 million as against last year’s figure due to increased operational spending resulting in lesser temporary idle cash available for use in short-term investments.

Total Expenses for the period, on the other hand, inched up by 15% to P1.160 billion although the figure registered is lower by 19% compared to the target of P1.009 billion.

Operating Expenses reached P1.060 billion or 12.72% higher than the P940.58 million posted last year. Compared to the target, it is lower by 20.42%. The increase in Operating Expense was primarily due to the increase in the cost of administration and continued repair and maintenance projects.

Non-Operating Expenses like financial charges and gain/loss on sale of disposed assets, increased by P31.81 million or 46.18% to P100.70 million. Such increase was due to Guaranty Fees on loans for the Batangas Port Development Project; Interest Expense on the P2 billion Corporate Notes (Domestic); and Interest Expense on foreign loans specifically the Batangas Port Development Project. n

World Maritime University visits PPA for capacity building

In July of last year, both parties inked an agreement involving a training program where the state-owned organization sends its qualified staff to WMU. The new program will complement the succession plan for the next batch of PPA officers. n

After signing a Memorandum of Understanding to train junior and senior officials of the Philippine Ports Authority (PPA) recently, a group of students and professors of the World Maritime University (WMU) visited the agency for capacity building on port operations and how to respond to current global economic trends and security concerns.

“With the bigger savings and higher financial flexibility, we can continue to upgrade

port facilities nationwide as well as better efficiency that will eventually translate

to better service to the travelling public and trade facilitation.”

Total cargo throughput reached 44.942 million metric tons (mmt) for the January-March period or about 4.68% higher than the 42.942 mmt posted in the same period in 2013.

The percentage of increase could have been higher if not for the day-time truck ban imposed by the City Government of Manila that effectively constricts the Manila Ports to handle more cargo.

It maybe recalled that in February, the Government of Manila imposed a day-time truck ban to ease vehicular traffic within the City. The Local Government only allows trucks to traverse City roads starting at 9PM on top of the limited window for some truckers starting at 10AM to 3PM. As a result, a significant number of vessels stop calling at the three Manila Ports due to longer turnaround time brought by congestion due to the pile-up of containers inside the ports.

Cargo volume up despite truck banPhilippine cargo throughput managed to register a modest increase in the first quarter of 2014 despite a lethargic performance from the Manila ports.

For the period, Shipcalls registered a decline of 5.01% to 82,946 calls compared to the 87,321 calls posted last year. Domestic vessel calls declined by 4.97% to 80,580 while foreign calls went down 6.45% to 2,366 from 2,529 calls last year.

Domestic cargo volume posted a 5.30% increase from last year’s 19.048 mmt to 20.058 mmt while foreign cargo registered a 4.19% hike to 24.894 mmt from 23.893 mmt. Import volume, meanwhile, went up 7.20% to 15.200 mmt from 14.179 mmt while export volume slightly decreased by 0.21% to 9.693 mmt from 9.713 mmt.

The strong hike in cargo volume was observed in Iloilo, Puerto Princesa and Ozamiz due to the rise in the shipment of metals and cement; increase in the volume of export cargoes at the private ports of Puerto Princesa; and the increase in the inbound and outbound domestic

cargoes in Ozamiz.Containerized cargoes registered

a 4.52% hike despite a flat growth posted at the Manila Ports wherein MICT handled about 426,444 twenty-foot equivalent units (TEUs); Manila South Harbor moving about 202,736 TEUs and the North Port with 218,732 TEUs. The figures are almost identical to the figure posted in the first quarter of 2013 except for the Manila South Harbor as it went down by 4.4% from 211,978 TEUs last year.

Domestic containers posted a 1.22% hike to 515,248 TEUs while foreign containers registered a 6.8% increase to 784,732 TEUs wherein imports posted an 8.25% increase to 390,499 TEUs while export posted a 5.4% increment to 394,233 TEUs.

Passenger volume declined by 1.71% to 12.391 million for the period in review compared to the 12.606 million posted in the Jan-Mar 2013 period. Domestic passengers went down by 1.69% to 12.370 million while foreign passengers went down 12.29% to 21,495. n

Retired pioneer employees who were hired in year 1977 as well as those who opted to separate from service earlier either by resignation or optional retirement graced the awarding/party paving the way for reunions as the PMO also honored their contributions as former PPA public servants.

Among this year’s anniversaryhighlights was the awarding of the Top Ten Performers for the previous year. The honorees include: Nancy A. Prieto, Juvy R. Rancho, Lodrito G. Baculna, Jr., Rosemarie A. Rasonabe, Evelyn Y. Mundal, Alex R. Confesor, Felicidad D. Ho, Carlito F. Sintos, Diomellah O. Tejano and Editha C. Ramos.

The workshop aimed to support the development of tourism as guide for sustainable and inclusive economic growth in the province.

Department of Tourism (DOT-7) Regional Director Rowena Montecillo was the guest speaker. According to statistics, Negros Oriental gained an increase of 50% or 463, 359 tourist arrivals in 2013 compared to that of 2012.

With this development, Negros Oriental already placed second to Cebu province in terms of tourist arrivals in Central Visayas. The top ten foreign visitors recorded were the Americans, Germans, French, Canadians, Britons, Australians, Chinese, Koreans, and Swiss nationals.

With the growing number of tourists, the local tourism action plan of DOT should be aligned with the National Tourism Development Plan (NTDP) that should identify the priority tourism development areas in the province. The key development strategies of the action plan include: 1) Product development and marketing and promotions 2) Market accessibility, connectivity and destination infrastructure; and 3) Tourism institutional, governance and human resource capacities.

The said plan was presented to the stakeholders composed of the different heads and representatives of various government agencies, business and academe

PORT FOCUS : Dapitan...

Is the Port of Dapitan the next ‘big thing’ in the Philippine Ports Authority (PPA) port system?

From the looks of it, yes! It is now somewhat a virtual ‘blank check’ for the authority as the port

becomes a magnet not only for businesses outside but also for port operators as well as logistics service provider asking if and when the port will be privatized. The latest of which was supply chain service provider Fast Logistics…

Dapitan is a major trunkline of the Strong Republic Nautical Highway (SRNH), created by the administration of then President Arroyo. It serves as the backdoor of the Western Nautical Highway, which connects seven

other RORO Ports from Luzon and Visayas, namely, Batangas City; Calapan Port, Calapan City Oriental Mindoro; Roxas Port, Municipality of Roxas Occidental Mindoro; Caticlan Jetty Port, Malay Aklan; Dumangas, Iloilo City; Bredco Port, Bacolod City; Dumaguete City, Negros Oriental.

The port is located at Barangay San Vicente, Dapitan City with a total area of 18,255 sq. meters, a terminal Area of 186 sq. meters and with two RO-RO Ramps measuring 11x9 meters each.

The dialogue was aimed at disseminating the contents and salient provisions of OTS Memorandum Circular (MC) 003-2013 re: Guidelines for the Issuance of International and National Security Certificates (ISSC/NSSC), Statement of Compliance of Port Facility (SoCPF) and Statement of Compliance of Security Regulated Port (SoCSRP).

Capt. Pedro R. Lopez discussed

the contents/salient provisions of the MC. The open forum was facilitated by Mr. Jonathan Maliwat while Director Suria and Atty. Miguel Oraa clarified the issues and concerns raised by the participants.

Director Suria said that relevant comments and inputs that were brought up in the consultation will be analyzed and evaluated by the Bureau for inclusion in future amendments to the MC as maybe necessary. He also informed that the OTS is looking into professionalizing the position of Port Facility Security Officers. (by Remy Ancheta-Trinidad) n

Director Eriberto C. Suria, Jr., Officer-in-Charge, Maritime Transportation Security Bureau requested the assistance of the officers of the PMO to provide the venue for the 60 participants from the PCG, MARINA, PMO San Fernando as well as port related agencies to include private port operators/owners while the OTS provided the logistics.

Zamboanga Port ‘Traveler’s Hub’ pushedThe PPA Port District Office – Southern Mindanao (PDO-SoMin)Engineering Services Division (ESD) staff here held the pre-construction meeting with stakeholders on March 20, 2014 formalizing the start of the Traveller’s Hub (TH) project.

“This project is very significant as this culminates the many years of advocating for a dedicated terminal for foreign-going passengers in the Zamboanga baseport,” PDO-SoMin Port District Manager Atty. Christian V. Santillan conveyed.

The TH is part of the country’s compliance to the multi-lateral talks related to the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) particularly on initiatives toward harmonizing the Customs, Immigration, Quarantine and Security (CIQS) processes of the four member-nations.

Currently, the Zamboanga baseport is catering to Sandakan, Sabah, Malaysia-bound passengers

using the Passenger Terminal Shed (PTS) II located within Container Freight Station (CFS) at the container yard.

Acting ESD Manager Engr. Jameson L. Lee expressed optimism and relief that the P13,131,206.64 worth project has finally bankrolled after the many roadblocks it faced since the preliminary design work started in 2009.

Alraf Construction and Enterprises, an ISO 9001-2008 certified firm owned and managed by Engr. Al-Hasan C. Hasiman based in Zamboanga City is the winning bidder which will implement the TH.

The project is estimated to be completed within 300 calendar days from March 12, 2014.

The scope of work for the single detached 600 sq.m. floor area TH with 240 seating capacity includes the entire construction phases from mobilization, concreting, masonry, ceiling, finishing, electrical, fire alarms system, painting, drainage and provisions for public health and safety standards.

The new structure will be erected on a designated lot area of1,464.65 sq.m. adjacent to the existing PTS 1near Gate 1.

Once finished, the new TH will be subjected to the standard one-stop shop type of CIQS clearances as a pre-departure requisite without having to leave the building prior to boarding. n

terminals.Under the proposed partnership, both parties will

share general information, policies and best practices on port planning and building, port management and operations, information technology, personnel training, environmental protection measures, port safety and security, supply chain logistics and cruise tourism, among others.

It is also aimed at encouraging more trade and business opportunities between the two ports by promoting the benefits of doing business with sister ports.

In 2011, the PPA forged a sister port agreement with Incheon in South Korea. The agreement was aimed at promoting trade and maritime transport between the two countries by way of mutual assistance and port cooperation particularly in the fields of port studies, training and apprenticeship, exchange of information, technical assistance as well as traffic development and promotion of services between the two ports.

In 2004, PPA likewise signed a sister port agreement with China’s Guangzhou Port Authority intended to facilitate shipment of goods between Guangzhou and the ports of Manila and Davao.

Aside from the Port of San Francisco, the PPA is also currently evaluating a pool of international ports with which it may enter into the same agreement. n

The salient features of the program include Worldwide Network-based Structure, Public-Private-Partnership model, Sustainable training and capacity building program, Human Resources empowerment tool

for talent management and local ownership, Powerful scheme to induce value-added solutions in port communities, Robust methodology for knowledge sharing and ICT advancement and High-end course on “Modern Port Management”.

This Certificate course, meanwhile, requires 240 hours of training involving eight modules and dissertation. The

modules include International trade and transport; Organization of a port system; Functioning of a port system; Future challenges to ports; Methods and tools of port management; Economic and commercial management; Administrative and legal management; and Technical management and human resources development. n

Port Manager Luis A. Cuison, in his welcome remarks, cited the gains the PMO achieved through hard work, commitment and the concerted efforts of everyone.

“I cannot do this alone. It is your support and cooperation that our battles are won, that catapulted this PMO in the spotlight,” Cuison said.

The celebration was graced by Rommel A. Ibuna, PCBSI General Manager, the event’s guest of honor and speaker. In his message, he emphasized the renewed challenge facing the cargo handling operations in PMO Puerto Princesa and how he proposes to improve the company’s level of engagement in the years to come considering the emerging development in terms of cruise tourism and the role it is going to play in partnership with PPA.

A Thanksgiving Mass was also offered together with the blessing of two new vehicles for the Port Police and the Resource Management Division.
