Foreword

Middlesbrough is a town that is changingrapidly. Over the last four years, we have seenhuge developments in our home town. FromMiddlehaven to Nunthorpe, our communitieshave undergone significant regeneration, withareas being given a new lease of life.

Significant efforts have been made to cementus as a hub for innovative businesses – fromdigital companies to renewable energyspecialists. The Council has worked closely withlocal businesses and entrepreneurs to ensurewe have the best environment for them toflourish. In our town centre, areas which wereonce in decline have been given new uses –such as Baker Street and the Cleveland Centre.

Middlesbrough’s role as a centre of cultural lifein the Tees Valley continues to grow. Thefuture of Mima has been secured through apartnership between the Council and ourUniversity, and annual events such as the Melaand Community Pride are attracting evergrowing crowds. The town has more artgalleries than ever before and we have focusedon plans for securing the Town Hall as theregion’s leading entertainment venue.

However, since 2010, David Cameron’s Tory-ledgovernment have delivered huge spending cutson our town. While wealthy boroughs in theSouth have been seen budget rises,Middlesbrough has been forced to slashservices across the board to pay for it. Torymishandling of the economy has hit the Northhard too – as it always does. Living standardshave tumbled and unemployment – and under-employment - is still disproportionately high.Instead of providing help and support to ourtown, the government has hit the disabled andvulnerable through ideologically motivated

benefits sanctions and the cruel bedroom tax.This has obviously had a huge impact on ourtown, but Middlesbrough Labour has beencommitted to protecting the vulnerable andfrontline services. At the same time as dealingwith this disgraceful situation, MiddlesbroughLabour continue to support the town in movingforward through our work in our communitiesand in the Town Hall.

Middlesbrough Labour’s values drive us to seekgreater opportunity and social mobility for all,to ensure everyone is able to benefit from ourtown’s progress. We want a Middlesbrough thatis fairer, communities that are safer and aneconomy that is stronger.

A Middlesbrough that is fairer, safer andstronger is my ambition. Everything I would doas Mayor would be informed by this vision.Without it, Middlesbrough will never be able toreach its full potential.

Over the last four years, Middlesbrough Labour hasbeen working for its communities in the face of hugeTory cuts.

This Conservative-led government has taken awayfunding for our Council and given it to wealthyboroughs in the South. Despite the huge challenges

this has presented, Middlesbrough Labour has continued to to fight for our town and deliver the servicesits residents deserve.

In 2011, we made several pledges to residents and we have delivered on them. Middlesbrough Labour isthe party that promises and delivers a positive vision for our town.

A Fairer Middlesbrough

Middlesbrough is a fantastic town with some top-class facilities and a warm, caring population.However, Middlesbrough’s people are being hit

by Tory failure on the economy and David Cameron’scost of living crisis. Unemployment is a problem, but soare insecure, poorly-paid jobs, often using zero-hourscontracts.

Labour is committed to supporting businesses tocreate the training opportunities and jobs needed togive all our young people the chance to supportthemselves and their families. We are also ensuringthat employees in our own workforce and beyond havefair pay and conditions.

We have a generation of young people in the UK todaywho feel they have no prospect of getting on thehousing market. Middlesbrough is no different. Weneed more houses. Labour will deliver fair access

The cost of living crisis, welfare cuts andunemployment drive many into the hands of high-

interest lenders and making Middlesbrough one of themost unequal towns in the country. The Tories inGovernment don’t care and “independents” in ourCouncil Chamber have no answers. Labour has beenfighting hard to close this gap and create a fairerMiddlesbrough and it continues to be one of our keypriorities in 2015.

A Fairer Middlesbrough

Middlesbrough built the world but since the deliberate de-industrialisation of the 1980s, we havestruggled with high unemployment. Working with industry, colleges and entrepreneurs, our Labour-ledCouncil has made some fantastic strides in increasing the amount of good-quality jobs on offer in

Fair access to secure, well-paid jobs and meaningful training

We will do more. We will ensure that:

●All of the Council’s staff are paid the living wage and have good quality contracts.

●Work with partners across the town to create opportunities for apprentices to learn trades and get on in life.

●Increase the number of apprentices the Council takes on, providing vital training and work experience.

●Campaign against zero-hours contracts

Britain is in the midst of a housing crisis, with a single person intheir twenties struggling to get on the housing ladder. Many aretrapped in the rental sector due to this. We believe that our youngpeople deserve a fair chance of owning their own home and wehave made great strides in this aim, as seen in the development ofGrey Towers in Nunthorpe, and new houses in Acklam Green,Brookfield, Linthorpe and Grove Hill. In the rented sector, weintroduced landlord licensing in Gresham and North Ormesby toimprove standards and drive our rogue landlords.

Fair access to high quality homes

Middlesbrough Labour will

●Working with developers to ensure we have 7,000 new homes,including affordable homes.

●·Ensure new neighbourhoods are top quality, sustainable and envi-ronmentally friendly.

●·Prioritise building on our brownfield sites and push government hardto give us more powers to get these developments moving again.

●·Expand our existing landlord licensing and push for more powers todrive out rogue landlords and deliver our vision of a fair housing mar-ket for all residents

●Work closely with social housing providers such as Erimus to unlocksites for new high quality homes in the social rented sector –affordable to all.

Build 200,000 homes by2020 and offer a fair dealfor private renters.

Increasing inequalities in the UK are deeply felt in Middlesbrough.While some areas of our town prosper, high unemployment andpoverty holds some of our communities back. The same is truewith public health, with a difference of nearly a decade in lifeexpectancy between residents.

Access to high-quality open space is a right for all Middlesbroughresidents. In the last four years, Labour has ensured that ourparks are still top-class despite Tory cuts. We have 7 green flagparks and even opened a brand new park at Grove Hill in October2014, with others to follow. Despite government cuts, wepromise to do all we can to protect our parks and open spacesand work with partners to increase their use.

Middlesbrough Labour will

● Establish modern, effective community bank, providing safe,ethical credit. This will provide an alternative to the highinterest payday lenders which do so much harm to our town.

● Place reducing inequality at the forefront of all the Councildoes

● Provide high quality health and relationship education toyoung people in Middlesbrough

● Support the development of a network of healthy livingpharmacies, placing our communities’ needs at the centre ofhealth and wellbeing.

●We will improve financial education and open a savingsaccount for each child

A Safer Middlesbrough

Every Middlesbrough citizen deserves to feelsafe and respected. Despite huge cuts to ourbudget, we have hard with partners to ensure

our communities are protected against crime andanti-social behaviour.

We have increased road safety by introducing20mph limits in suburban areas across the town.We have also made improvements to the cyclingnetwork in order to allow all road users to travelsafely.

Our residents are living longer, and their needs arebecoming more complex. Everyone wants to liveindependent and healthy lives and this is the keyfocus of our social care policy. Support for people tostay in their own homes for longer is vital. Andwhen people need further care, they must have theaccess to quality services,tailored to their needs.

As people live longer, dementia is on the increase. Itis a priority for Middlesbrough Labour to make our

town a ‘dementia-friendly town’ to provide thesupport to those living with dementia, their lovedones, and to raise awareness.

Championing community activities to tackle hatecrime.

Established and protected a range of services tokeep older people independent and safe for longer.

Supported the opening of extra-care facilities

A Safer Middlesbrough

All Middlesbrough citizens should feel safe in their homes and communities. It is a fundamentalright, and one which Middlesbrough Labour will always prioritise. Tory cuts to the Police and Councilshave put our services under intense pressure, but we will continue to ensure our communities aresafe.

Communities

Middlesbrough Labour will:

● Continue to work in partnership with our Police and CrimeCommissioner and police force to tackle crime together throughpooled information and resources.

● Work with Community Councils and other neighbourhoodbodies, and place the diverse needs of our communities at theforefront of targeted neighbourhood policing.

● Continue to work with all faith groups to promote a safer,fairer society and assist the wonderful volunteers who do somuch in our town.

A Labour Government Will

End the use of “communityresolutions” in the case ofdomestic violence.

Middlesbrough Labour will

● Protect weekly bin collections

● Continue to increase recycling rates in Middlesbrough.

● Ensure that our town is more resilient to extreme weathersuch as flooding and snow.

● Continue to invest in our road infrastructure

● Further develop our cycling network.

Over recent years, Middlesbrough has made great strides toprotect our environment. We are fulfilling our commitmentto tackling climate change by reducing our carbon emissionsand improving recycling rates. As well as fulfilling ourcommitment to a sustainable world, we must plan for theeffects of climate change to ensure the safety of peopleshomes, livelihoods and lives.

Make Britain a world leader inlow-carbon technology andgreen jobs, creating a millionnew high technology greenjobs by 2025.

There are now more people over 65 than under 16 inthe UK, and our council services must be responsiveto the shift. The days of treating older people inhospital beds are over, and Middlesbrough Labour iscommitted to ensuring that everybody staysindependent for longer. Our focus must always be oncommunity care.

A Council led by Dave Budd and a Labour team willensure that ensure that Middlesbrough becomes a‘dementia-friendly town,’ giving support to thoseliving with dementia and their loved ones, while alsoraising awareness.

When people need further support, they should findthe high quality care they need in our facilities.Everybody’s needs are different and that’s why wewill continue to produce clear information on all ofour care services.

We must also tackle the problem of social exclusionand loneliness which has a huge impact upon thequality of life of our loved ones. The Council is acommunity leader and, under Labour will work withgroups across the public and voluntary sector toachieve this.

● Work with neighbouring boroughs to create a modern,effective care network for our older people. Thisapproach will see a cut in bureaucracy, and making sureresources reach those who need it.

● Support the development of more extra care facilities,allowing vulnerable adults to live independent and safelives.

● Provide services with the aim to tackle social exclusionand loneliness for older people.

A Stronger Middlesbrough

Although many knock our town, Middlesbroughhas travelled far in recent years. Despite Toryattacks, the town - under the stewardship of

Middlesbrough Labour on the Council - has reneweditself for the Twenty-First Century.

Regeneration projects are in full-swing.Middlehaven is emerging as a hub of digitalinnovation and advanced manufacturing. Newhomes that cater to all needs are springing up fromGrove Hill to Nunthorpe. Our university is goingfrom strength to strength. New leisure facilitiesspearheaded by the Sports Village are being built.

Middlesbrough is changing, but there is still muchto do. A Council, headed by Dave Budd as Mayor,will continue to regenerate the town, fight hard forhigh quality jobs, and champion the town as agreat place to live.

Faced with an ever-changing global landscape,Middlesbrough has had to adapt in order to find its new place.No longer is our town just the industrial hub of the country,but also a hub of digital excellence and technical innovation.Thanks to the partnership between Labour in localgovernment, local entrepreneurs and organisations,businesses flourish and our local digital economy is on therise.

With a strong vision for our regeneration, we can create anenvironment which attracts new businesses and allows ourhome-grown talent to thrive and grow.

Building a strong, vibrant local economy

Middlesbrough Labour will

● Work with business and other groups to developMiddlehaven as a groundbreaking new quarter forpeople to live, work and play.

● Expanding the ethos of Baker Street tosurrounding areas, and widening our hub of award-winning independent businesses.

● Work to retain Middlesbrough’s position as a worldleader of industry by promoting its role as a centrefor the process industry and advancedmanufacturing.

● Be an active partner in creating the highly skilledlocal workforce needed to push our economyforward.

● Unlock the potential of our local shopping paradesand precincts, and work with our communities toensure they offer the services and facilities ourresidents desire and need.

●Name and shame property owners and developerswho let our town down by allowing them to fall intodisrepair.

● Work with our neighbours for the development ofa Tees Valley Combined Authority, and worktogether to grow our economy.

Middlesbrough Labour recognises that culture is more thanjust pretty paintings; it is a vital part of our economy.Middlesbrough jobs depend on it. At the same time it addscharacter and enjoyment to our town. We will continue tofoster culture in Middlesbrough, celebrate our town’sdiversity, and preserve our heritage for future generations.

● Work in partnership with Teesside University to ensure Mimacontinues to thrive, expand its international reputation, and act abeacon for culture.

●Market our town and University to the world

● Support start-ups in the creative sectors.

● Work to secure to future of Mela and Tees Pride in the face of harshspending cuts, and work with partners to bring more cultural eventsto the town.

● Continue our policy of supporting a digital creative sector inMiddlehaven - a sector employing hundreds, and linkingMiddlesbrough to Hollywood blockbusters and best-selling videogames.

● Work to develop historic landmarks for the future, while preservingtheir original character, and support events such as Local HistoryMonth and Discover Middlesbrough to promote our town’s richheritage.

Strengthening our cultural sector

A Labour Government Will

Develop a regionalstrategy to support thearts in all parts of thecountry, not just inLondon, while supportingfacilities and participationin the arts at a local level.

Currently Middlesbrough and the North East receive £1 per head compared to £520 per head inLondon in terms of transport funding. Middlesbrough Labour understands that a strong economycannot exist without strong transport links, and that with good rail networks, bus services, and roadinfrastructure comes investment and employment opportunities.

Middlesbrough Labour will

● Support a Quality Bus Scheme and regulation of busservices so that communities get the services they need.

●Work with Tees Valley local authorities to deliver theTees Valley Metro

●Continue to invest in our road and work to create a moreintegrated transport in our region

● Continue to campaign for better transport links to citiessuch as London,Leeds and Newcastle

● Bring forward electrification of the railway line fromNorthallerton to Middlesbrough and Teesport.
