BACKGROUND

l The Tamil using community is fi'agnrented , disorganised and

lacks the will power to remain relevant in a rapidly changingSingapore.

2. The Social Organisations are weak and lack a sense of directionand purpose. Their leadership is unchanging and at most timesrefuses to hand over power to younger and newer people.

3. Tamil using youth do not join Tamil Social Organisation insufficient number.

4. Rationality is dead in most Tamil Social organisations.

OUR VISION

l. As youths we have inalienable right to our future.

2. Without fear or favour, we must carry the light of rationalityto fellow youths and others.

3. Tamil based organisations need to be revamped and taken overby youths in order that they become relevant to Singapore.

4. We must gather all Singaporean youth for the totaltransformation of society.

Bring Together

STYC in not fbr the dissolution of any social organisation or forthecreation of a unitary organisation fbr Tamil using Singaporean. Webring together people who share similiar goals and-similar approaches to

achieving the objective of serving Singapore. Even if all Tamil usingSingaporeans do not share similar goals or approaches, we bring themtogether in those areas and approaches that we share with them. This meansnotall Tamil using Singaporeans needto be members of STYC. Some maywort with us in those goals and approaches that they share with us.

However in the process of working together with us we must continue toraise their level of consciousness in the eventual hope that they will joinus as members and adopt our Manifesto, Constitution and Manual and ourway of approaching the fulfilment of societal goals.

Tamil Using Singaporeans

Singapore is made up of all Singaporeans. Among these there are those

who use Tamil for many aspects in their everyday life. Use of Tamil can

range from writing and speaking it to any aspect of the culture associatedwith Tamil language. As such, race or ethnicity is not a criterion forjoiningthe STYC. As long as one uses any aspect of culture associated with Tamillanguage, it is our goal to bring them together for organised action to serve

Singapore.

To Serve Singapore

Singapore is a complex society consisting of the entire world's people

and cultures. TheTamilusing Singaporeans are one ofthose groups whohave been identified by other Singaporeans as very important to thecontinued survival and development ofSingapore. By bringingtogetherTamil using Singaporeans and channelling their energies towards specificgoals with the right approaches, we serve the fuller development ofSingapore.

In Singapore Tamil language is cherished at three levels :- (l) at thefamily level by Tamil using Singaporeans; (2) at the societal level byTamil using individuals and organisations; and (3) at the national levelby the government and government linked organisations.

Our role in STYC is to promote the use and study of the Tamil language

at all thesethreelevelsby assisting in all thepossible ways thatarerationaland will achieve the desired goal.

At the family level, we must encourage the use and study of Tamil byincorporating women and children in our activitie"s. At the societal levelwe must help well-meaning sincere individuals to promote our objectives.Wherever well-run social clrganisations share and implement ourobjectives, we shall provide all necessary assistance.

At the national level, we will participate in all goverment sponsoredactivities that require the use and study of Tamil language. At the same

time, we will encourage government supported organisations to promotetheuseofTamil language inall their activities andprovide the manpowerand planning assistance if invited.

The natural tendency among some skeptics will be to raise the question

"Why promote the use and study of the Tamil language ?" This they willdo to weaken our commitment to the Manifesto.

Tamil language is the essence of the identity of all Tamil usingSingaporeans. Everything else is subject to change and has changed. Itis also the only contribution in its purest form that we can give to allSingaporeans. Our dress, food, customs, philosophy, religion and manyothers are subject to change while it is Tamil that will remain the onlyidentifying characteristic of all Tamil using Singaporeans. It is for thisprofound reason that STYC will promote the use and study of Tamillanguage.

Then there are those who quely as to the usefulness of the Tamil languagein Singapore. These are people who have no indepth knowledge in thelanguage orpossess only superficial knowledge of the litelature, culture and

ENCOURAGE AND CHERISH WOMEN AS EQUALPARTNERS IN THE DEVELOPMENT OF OURORGANISATIONS AN D SOC I ETY

Though our civilization has elevated women as divine and noble, the

Tamil based organisations and society does not give the same esteemed

treatment to women. This may be due to historical conditions to which

Tamil using Singaporeans wele forced into in the past.

We are in a fast-changing society and the possibility of increasingthe number of Tamil using males in Singapore is not promising . As such

we must release our women from the negative aspect of our cultural

bondage so that the entile Tamil using community and Singapore willbenefit from the 50% intelligence that has remained locked away so far.

Owing to the past injustices against our women,'we must create special

conditions to encourage the entry of women into our organisations. As

we want them to be equal pal'tnel's, they must not be locked away again in

Women's Committees to camy on the so called "female" activities. Instead,

we must let them be our leaders as well as form 50% of any committee

constituted in our organisations. No male or female should be promoted

because of their sex, but because they have proven themselves by melit. We

must also educate the males to accept the concepts of equality, fairness and

merit.

This manifesto when fully implemented and realised will result in the

total transformation of the social relations in our family. More Tamil using

women will educate themselves to participate as equal partners in the

development of society.

At the social organisation level, we must create and implement special

rules that will do away with the cultural inequality between males and

females transmitted through our schools, family and society. Whereverpossible, all leadership position must be alternated b'etween males and

females to realise the Manifesto in practice. For this, all forms of male

chauvanism derived from our culture and propagated by women and men

must be expunged.

Our youths should join STYC not only to serve lofty ideals for thesociety and nation but to also promote their own welfare. They must beorganised to help themselves.

Promotion of welfare can be short-term and long-term. Short-termwelfare isprovided byorganisingactivities where youths can get togetherto spend their time usefully in leisurely activities. As an organsiation,we must also support each other in life-events that affect our lives e.g. birth-days, death in the family, mariage and other events that affect us

As part of the long-term welfare activities we must encourage ourmembers to improve theirawarenessby pursuing any fom ofeducation.Thus working youths must improve their job related education to enhancetheir earning power. As Singapore is becoming highly technological and professional in itseconomic orientation, there is a need to ensure that our members do notremain static in their current economic status. Our members must be

encouraged and financially supported to pursue part-time and full-timestudies to obtain technical and professional qualifications in order toincrease their income. As their incomes rise, their contributions and

services to STYC too would rise. This will also enhance the prestige ofSTYC in Singapole.

INCULCATE SELF-DIGNITY CONFIDENCE ANDMUTUAL RESPECT FOR OURSELVES ANDFELLOWYOUTHS.

As 'l'arnil using Singaporeans are smaller in number, it is possible foryorr tlrs to lccl less confident and thereby further erode their self-dignity andrrrrrlrr:rl lespcot that they extend to themselves. This erosion of self worthwill cvcrrtually desttoy them individually and collectively.

It is our aim to directly inculate self-dignity by calling upon our richoligins while relating to all Singaporeans. This will give us the confidencein ourselves to do the right things for our self-improvement. In the process

ERADICATE FOREVER ALL FORMS OFAUTHONTARIAN LEADERSHIP IN OUR SOCIAL

ORGANISAT]ONS.

All our social organisations carry within them the tendency forauthoritarian leadership to evolve which eventually stunt the organisations

from evolving. This is followed by the flight of able persons from the

organisations. Eventually rationality dies in the organisations to be

replaced by the idiosyncracies of the authoritarian leaders. Finally

organisations cease to cherish the ideals fostered by its founders and those

who sacrificed themselves to build the organisations.

We must never allow authoritarian leaders to emerge in STYC.Leadership in STYC must be managed by checks and balances having theirsource in the Manifesto, the Constitution and the Manual. Leadership inpolicy making and policy implementation has to be on a collective basis

to prevent the evolution of an authoritatian leader'. Similarly no one

person should be allowed to continuously head the key positions such as that

of President, Secretary and Treasurer for more than two to three years. Thiswill prevent any single person from destroying other able and rational

persons over a period of time.

In principles and practices, we must promote the evolution of collectiveleadership in STYC. Leaders must earn their recognition and respect

by merit than merely occupying positions. They must be manifestly

qualified to govern by their abilities, their training, their character, theirabitlty to deliver the goods, and they must be seen to exercise power forthe common good of STYC.

BRING TOGETHER AI.L TAMIL USINGSINGAPOREANS TO SERVE SINGAPORE TO THEBEST OF THEIR CAPACITIES

Our Constitution allows forall Singaporeans.to join STYC. Anyonewho uses Tamil in any form, even if one is just interested, can joinSTYC. All members belong to one of the following categories: - Associate

members aged 17 years and below; Ordinary members aged 1 8 to 39 years;

Honorary members aged 40 and'above, and Distinguished members aged 60

and above and who have contributed to STYC's development.

As STYC is an organisation to train youths, Ordinary members pay $12/- as annual fee while the Associate members pay $5/- annual fees. BothHonorary and Distinguished members do not pay fees.

All members are invited to general meetings of the STYC, but onlyOrdinary members can be proposed and stand for election to the ExecutiveCommittee. Associate, Honarary and Distinguished members are

appointed to all the Standing Committees created by the ExecutiveCommittee. Thus able and experienced Honorary and Distinguishedmembers can become Chairpersons and members in any non-electedcommittees within STYC. We need them to lend STYC their vast

experience and thereby bring stability if things should go wrong. SimilarlyAssociate members can serve in any capacity other than in the ExecutiveCommittee. However all members can question theExecutive Committeeat the Annual General Meeting.

Thus STYC brings together all Tamil using Singaporeans with thephysically agile youths leading and executing the organisation's objectiveswhile older youths (Honoraty & Distinguished members) lend theirknowledge and financial support to guide the younger members.

Beyond this the STYC involves even those who are not members as longas they are valued by the community. All such pelsons are invited to allSTYC functions.

We do this at three levels.

At the family level we organise programmes like Children's ActivitiesProgramme to involve women and children.

At the societal level we organise conferences, seminars, publish booksand newsletters, cultural events and openly support individuals like Tamilwriters and teachers.

At the national level, we phrticipate and lend our manpower to organisejoint activities with the Peoples Association, Ministry of CommunityDevelopment and the National Library.

The majority of our activities are organised and presented using Tamiland English. The use of English in our activities helps us to reach Tamilusing Singaporeans who do not have fluency in Tamil. The idea is to raisetheir level of conciousness so that they will teach their children Tamil.English also helps us to reach other Singaporeans who do not use Tamil.

ENCOURAGE AND CHERISH WOMEN AS EOUALPARTNERS IN THE DEVELOPMENT OF OURORGANISATIONS AND SOCIETY

Our Constitution has guaranteed that one of the two Deputy Presidentsmust be a female. In selecting members for the Executive Committee,selection is based strictly on merit. This has resulted in more women risingto high positions in STYC than in any other social organisation amongTamil using Singaporeans.

The Manual guarantees equal treatment of women. All females andmales are prevented by our Manual to use singular forms of address whentalking to each other in Tamil.

This Manifesto has unlocked 50'/o of our community's ability andintelligence and has allowed the rapid development of STYC.

All our members are kept in constant touch through STYC's news-bulletin, Puthiya Samuthayam. Telephone contact with members ismaintained and every members birthdays are celebrated. Important lifeevents of members like marriage etc. are also remembered.

The STYC is extremely encouraging in establishing StandingCommittees for any purpose related to the fulfillment of this Manifesto.As long as ten persons can come forward and relate to the objectives ofSTYC and are willing to abide by the Manifesto, the Constitution and theManual , a Standing Committee is established with the tems of referenceapproved by the Executive Committee.

Once established, the Standing Committee is answerable only to theExecutive Committee and no interference is allowed as long as the StandingCommittee fulfills the objectives with which it started.

The freedom to execute pl'ogrammes and projects is guaranteed by theManifesto and the Manual.

The Constitution of STYC stipulates that no one can occupy the positionof the President and that of the Honorary Treasurer for more than twocontinuous terms. In STYC, the term of office for all elected officials isone year. The persons holding the position ofPresident and HonoraryTreasurer must vacate their office after two continous tems in office. Theperson occupying the office of Honorary Secretary, is required by theConstitution to stay in office for no more than three continuous terms.

This Constitutional requirement removes the necessity to forcibly removeanyone fi'om the office of the President, or Honorary Secretary or theHonorary Treasurer.

In order to avoid the practice of authoritarianism among all officials,the execution of power has been distributed among many officials. Thoughthe President, the Honorary Secretary and the Honorary Treasurer are thelegal representatives of the STYC, the Manual requires them to expr.ess thispower by consultation and consensus among all active leaders in STYC.

The Planning Committee provides the avenue for consultation andconsensus of all polices in STYC. The Planning Committee consistsof the Advisor of STYC as its Chairperson and all other active leadersas members. The President, Honorary Secl'etary and Honorary Treasurerare bound by the policy discussions in the Planning Committee. ThePlanning Committee then tables all new policies to the ExecutiveCommittee forapproval and implementation by the respective StandingCommittees.

All disputes on policy implementation are refened back to the PlanningCommittee for evaluation by all active members. By this process excessiveuse ofpower by elected officials is checked and a consensus is reached inan atmosphele of friendship.
