System Overview

The Management Account Structure Codes System (MASC) is an online system of the United

States Department of Agriculture (USDA). It provides users with direct system access to add,

replace, delete, and query table data. MASC is composed of tables and accounting documents that

contain support information for edits, references, reports, and identifiers used in application

programs. This support information (e.g., descriptions, accounting codes, activity codes, Treasury

symbols) ensures that the National Finance Center (NFC) maintains a high degree of data integrity

and validity. Therefore, it is important that MASC contains up-to-date and accurate data.

Security and Remote Terminal Usage

Access security is designed to prevent unauthorized use of systems and database.

To access MASC, the user must (1) have authorized security clearance and (2) use a terminal or

personal computer that is connected through the telecommunications network to the mainframe

computer located at NFC. For more information about connecting and disconnecting from the

telecommunications network, see the instructions that are provided with your specific network.

Sign-On

To access this system, you must:

1. Sign on to the NFC Mainframe. The NFC Mainframe Warning screen is displayed.

2. Press Enter to display the NFC banner screen.

3. Complete the fields as described below.

Field Description/Instruction

Enter User ID Type your assigned user identification (ID) (i.e., NF0999). Press Tab.

Password Type your password. (Your password is not displayed on the screen.) Press Tab.

Note: You may press Enter (instead of Tab) after typing your password to go directly to the CL/SUPERSESSION Main Menu screen.

New Password? Displays system-generated "N."

If you are not changing your password, press Tab. If you are changing

your password, enter "Y." Then complete the steps for changing your password as described under Changing Your Password.

Enter Application Name Type the application acronym and press Enter to go directly to that system.

OR

Leave the field blank and press Enter to go directly to the CL/SUPERSESSION.

4. At the CL/SUPERSESSION Main Menu screen:

Press F8 to scroll through the Session IDs until the appropriate Session ID appears.

Tab until the cursor is located on the line next to the Session ID.

Press Enter.

OR

Press F9 to bring the cursor to the Command Line at the bottom of the screen and

retrieve a specific Session ID.

Type s.

Press the space bar once.

Type the Session ID acronym.

Press Enter. See screen below for an example. The applicable system is displayed.

Signoff

Follow the signoff-screen prompts at the bottom of the screen to exit the system or to return to the

CL/SUPERSESSION Main Menu screen.

1. At the CL/SUPERSESSION Main Menu screen, press F3 and the Exit Menu popup is

displayed.

2. Position the cursor in front of Exit and press Enter to exit and terminate the

CL/SUPERSESSION.

OR

Position the cursor in front of Resume and press Enter to exit the application without

terminating the CL/SUPERSESSION Main Menu screen.

Changing Your Password

If you need to change your password:

1. Type "Y" next to the New Password? prompt on the NFC banner screen.

2. Press Enter and the Change Password screen appears.

3. Enter the new password.

4. Verify the new password. Once you have entered your new password and verified it, the

system will display another screen stating that the password was changed. See screen

below.

Note: You may change your password at anytime, but no more than once a day. Before your password

expires, you will be prompted to enter a new password.

System Design

MASC is designed with menu and key-field selections. The menu lists options with a field for

selecting the option. The system also uses program function (PF) keys for selecting certain

functions and screens.

System Edits

All entries in the system are subject to front-end system edits. If an error occurs or if required data

is omitted, an edit error message is displayed at the bottom of the screen. All errors must be

corrected before the database is updated.

Function Keys

The program function (PF) keys are used to Access MASC options. How these keys are identified

depends on the equipment being used. Other function keys include Enter, Clear, and Tab. For

detailed instructions on your equipment usage, see the appropriate manufacturer's operating guide.

The functions of applicable PF keys are displayed at the bottom of each screen.

Below is a brief description of each option.

Tables - Provides a menu of table options used to add, replace, or delete information in the

MASC tables.

MASC Validation - Used to validate management accounting structure codes and assign

Treasury symbols to data.

To select an option from the MASC main menu, type an option number at the Enter Selection

prompt and press Enter. The screen for the selected option is displayed.

Tables is option 1 on the MASC main menu. This option provides a menu of table options used to

add, replace, or delete information in the MASC tables. There are 13 menu screens with a

maximum of 10 table options per screen, except menu screen 13.

Selecting MASC Table Options

To Select a Table Option:

Adding Table Data

To Add Table Data at the Applicable Update Screen:

1. Type A at the Action field and complete the fields using the applicable table field

instructions under Field Instructions for MASC Tables.

2. Press Enter. (If the data does not pass system edits, an error message is displayed at the

bottom of the screen. Correct the errors and press Enter.)

After all edits are satisfied, the message Successful Add is displayed at the bottom of the screen.

After adding the data, select one of the functions described below.

To add another record, press PF5 to refresh the screen and repeat the above process.

To navigate in the system, press the applicable PF key displayed at the bottom of the

screen.

Replacing Table Data

To Replace Table Data at the Applicable Update Screen:

1. Type R at the Action field and complete the fields using the applicable table field


2. Type the table number in the Table Number field.

3. Press Enter. The data for the selected table number is displayed.

4. Type the new data using the applicable field instructions under Field Instructions for

MASC Tables for the table selected.

5. Press Enter. (If the data does not pass system edits, an error message is displayed at the

bottom of the screen. Correct the errors and press Enter.)

After all edits are satisfied, the message Successful Replace is displayed at the bottom of the screen.

After replacing the data, select one of the functions described below.

To replace another record, press PF5 to refresh the screen and repeat the above process.

To replace data in key fields (other than the Action and Table Number fields) delete the data

in the field and type in the new information.

Deleting Table Data

To Delete Table Data at the Applicable Update Screen:

1. Type D at the Action field and complete the fields using the applicable table field


2. Type the table number in the Table Number field.

3. Press Enter. The data for the selected table number is displayed with the message Press

Enter to Verify Delete. (If this is not the data to be deleted, press PF5 to refresh the screen and

select another table or press the applicable PF displayed at the bottom of the screen.)

4. Press Enter. The message Successful Delete is displayed.

After deleting the data, select one of the functions described below.

To delete another record, press PF5 to refresh the screen and repeat the above process.

the Agencies' discretion, the appropriate accounting codes are placed on the documents to record

MASC Validation is option 10 on the MASC main menu. This option provides an online inquiry to

determine if Agency management classification, and appropriation codes are valid. This option is

also used to assign Treasury symbols to data submitted by users.


To select the MASC Validation option, type 10 at the Enter Selection prompt and press Enter. The

MASC Accounting Validation screen is displayed.

To validate accounting data, complete the fields as follows:


Control Character Required, numeric, 1 position

Type the control character.

Treasury-Number System generated

Populated with the Treasury Symbol number.

Agency Required, alphanumeric, 2 position

Type the appropriate NFC-assigned Agency code. See Table 004, Agency Codes and Descriptions (on page 19) Inquiry, for a list of NFC-assigned Agency codes.

Agy Acct Form System generated

Populated with the full or exploded Agency accounting form from the accounting class data entered.

BETC Required, alpha, 8 positions maximum

Type the appropriate Business Event Type Code (BETC) for the Accounting Class Code to be validated.

Component TAS System generated

The Component TAS is retrieved from the Shared Accounting Module (SAM) file.

Accounting Class Required, numeric, 27 positions maximum

Type the appropriate Agency accounting classification code.

AASC System generated

Populated with the Agency Accounting Station Code.

Management Code Required, numeric, 6 positions

Type the management code.
