1. INTRODUCTION
The Manage NSmen Payments (Employer) eService is used by Employers of NSmen / SAFVC
Volunteers to:
Submit claims on behalf of NSman / SAFVC Volunteer employee
View payments
Update their company particulars
Manage their employee list (Remove employees only)

1.1 Select Company
The Employer Login Page (Figure 3) allows you to select the company that you would like to transact for.
This page is displayed when you attempt to access any Manage NSmen Payments (Employer) pages
directly but has not selected the company that you would like to transact for.
Note that if you have one CSN only, that CSN will be selected by default. You won’t be directed to
this page at all.

Step 1
Select the company’s UEN and CSN that you would like to transact for.
Unique Entity Number (UEN) is a standard identification number for entities to interact with government
agencies. If you are unable to find the UEN that you are in charge of, please check if it has been included
in CorpPass.
CPF Submission No. (CSN) is the number for transacting with CPF Board. If you are unable to find the
CSN that you are in charge of, please check if it has been included in CorpPass.
Step 2
Click on ‘ ’ button to proceed. By default, you will be directed to the Manage NSmen Payments
(Employer) Landing Page – Claim Inbox (Section 1.3). If Employer Login Page was displayed when
attempting to access any Manage NSmen Payments (Employer) pages directly, you will be directed to the
respective page/transaction instead.

If you are a 3rd
party entity attempting to register for an Employer CSN which has been previously
registered by a different 3rd
party entity, you will be prompted with the “Different 3rd
Party Warning”
lightbox (Figure 4).

If you wish to proceed with Employer Registration, then click on the ‘ ’ button. On the other
hand, clicking on the ‘ ’ button will link back out to Employer Dashboard.

This page allows you to provide / update the company details required for using the Manage NSmen
Payments (Employer) eService.

Select option to view schedule of Employees’ Call-Ups.
This feature serves to alert the employers of their employees' impending training (excluding IPPT, RT &
Mobilisation) one month beforehand. The scheduled training will be inserted into the Claim inbox. For
employees who have just joined the company, their trainings will not be reflected in the Claim Inbox until
the first claim is submitted by the employer via NS Portal.

The employer is required to assign at least 1 Certifying Officer & 1 Endorsing Officer.

A single individual (identified by NRIC / FIN / Foreign ID Number) can only be appointed as the
authorised officer for only one company.

To safeguard the interest of the employer, an option to appoint a Superior (individual residing in
Singapore) profile is provided if the company opts for Payment to Employer (DIRECT) scheme. The
Superior will be kept informed of all claim submissions, payments made to the employer, and any
amendments of the company.

Click on ‘ ’ button to save your inputs.

You may proceed to the Verification page once all required forms in the Officer Details page (Figure 6)
has been filled-out. This page allows you to verify the details that you have entered and provide / confirm
your email address so that you can be notified of these updates.

Enter the email address (if not yet provided). Verify the details and click either ‘ ’ to change your
details or ‘ ’ to register / update your Company Profile.
If you are assigned as an authorised officer, the email address you provided in the Officer Details
page will be used instead.

The Manage NSmen Payments (Employer) Landing Page allows you to easily access the relevant
information for processing the employees’ claims.

Clicking on the ‘ ’ icon will direct you to the Register / Update Company for Payment eServices –
Company Details Page (Figure 5).
Clicking on the ‘ ’ icon will direct you back to the Employer Login Page (Figure 3).

Claim Inbox Menu 1.3.1
Claim Inbox allows you to view employees’ claims for processing. The claims are displayed in reverse
chronological order of Claim Start Date. You can view at most 25 records at a time by selecting the
desired number of records to be shown from the Display Settings ‘ ’ dropdown. The default is
“Show 10”.
Claim Inbox also allows you to do the following:
Add claims (Section 1.4), if applicable
Submit claims (Section 1.5), if applicable
Remove claims (Section 1.7), if applicable

CLAIM INBOX TABLE COLUMN: Claim Period
Clicking on the <Claim Period> link will direct you to the Submit Claims – Claim Details page (Section
1.5).
You can submit multiple claims by selecting the checkbox for the record(s) that you wish to submit.
When selecting multiple claims, only the claims with “Completed” progress can be submitted directly.

Employers are advised to submit the claims 14 days before the start of training. The “Alert” tag
indicates if the claims require the immediate action of employers.
Urgent (in red): Claims which are nearing the submission deadline of 3 months
Due (in yellow): Claims where the training starts in 14 days or less
Late (in grey): Claims which have exceeded the submission deadline and cannot be actioned
A weekly reminder email will be sent to you should there be any pending claims in your
company’s Claim Inbox. You can opt out of this email via Register / Update Company for Payment
eServices – Company Details Page (Section 1.2).

Batch Submissions Menu 1.3.2
Batch Submissions menu allows you to view the summary of claims submitted via batch files for the past
12 months. The summary of claims is displayed in reverse chronological order of Batch File Submission
Date. You can view at most 25 records at a time by selecting the desired number of records to be shown
from the Display Settings ‘ ’ dropdown. The default is “Show 10”. Batch Submissions menu also
allows you to do the following:
Download details of claims submitted via batch files
Submit Claims via Batch File (Section 1.6), if applicable

Clicking on the <Number of rejected claim submissions> link under Rejected Submissions column will

Claim History allows you to view the claims submitted by the company for the past 24 months. The claims

Payment History Menu 1.3.4
Payment History allows you to view the payments made directly to the company for the past 24 months.
Payments made for claims submitted under the Payment to Employer (DIRECT) scheme will be displayed
here in reverse chronological order of Payday. You can view at most 25 records at a time by selecting the
desired number of records to be shown from the Display Settings ‘ ’ dropdown. The default is
“Show 10”.

Employee List Menu 1.3.5
After each make-up pay claim submission made by the employer, the employee’s NRIC will be
included in this eService. Thereafter, scheduled training of these NRICs will be automatically inserted
into the Employer’s Claim Inbox if the company has opted for the Auto Insertion of Scheduled
Training Service.
Employee details will be displayed under the Employee List table in chronological order of NRIC. You can
view at most 25 records at a time by selecting the desired number of records to be shown from the
Display Settings ‘ ’ dropdown. The default is “Show 10”.
For employees who have just joined the company, their trainings will not be reflected in the Claim
Inbox until the first claim is submitted by the employer via NS Portal.
For employees who have left the company, you need to remove their record (Section 1.8) from the
Employee List to prevent insertion of the employee’s future scheduled training into the Employer’s Claim
Inbox. Once removed, all corresponding pending claims will be removed from the Claim Inbox.

User Profile Menu 1.3.6
A single individual residing in Singapore can be appointed as the authorised officer for more than one
company. You can view the various companies’ account that you are in charge of in the Companies table.
The companies will be displayed here in alphabetical order of Company Name. You can view at most 25
records at a time by selecting the desired number of records to be shown from the Display Settings ‘
’ dropdown. The default is “Show 10”.

From the Manage NSmen Payments (Employer) Landing Page – Claim Inbox menu (Section 1.3.1), click
on the ‘ ’ button to proceed to the Add Claims – Training Details Page.

In the Add Claims – Training Details Page Step 1), enter the training details in the Training Section:

If you wish to add more trainings, click on the ‘ ’ button to add a Training Section to the bottom
of the list.
The ‘ ’ button will be displayed only when there are more than 1 Training Sections added
(Figure 29). Clicking the ‘ ’ button will remove the respective Training Section from the list.
You can add a maximum of 10 trainings for every transaction.

When at least one of the trainings is not added successfully, the reason of failure will be shown for
every failed training(s).

1.5 Submit Claims
This page allows you to provide the claims details for submitting claims.

If below advisory message is displayed, this means that your company have earlier submitted a
claim for this employee for the same training month. You will not be able to amend the current claim
details. Do proceed to submit the claim (Step 9). Should you need to make any amendments, kindly
capture it in the “Remarks” field before submitting the claim.
Step 1
From the Manage NSmen Payments (Employer) Landing Page – Claim Inbox menu (Section 1.3.1), click
on the <Claim Period> link to proceed to Submit Claims – Claim Details Page to capture the claim details.
Step 2
Enter the Employment Details.
Step 3
Enter the employee’s Basic Monthly Salary (before CPF deduction).
If the employee has no basic salary, please indicate “0”. For variable wages, please indicate it in the
Allowance Details Section.
If the employee has a basic salary increment during the training, kindly indicate the original basic
salary here. Thereafter, please indicate the new basic salary and the effective date in the “Remarks” field.
The claim computation will then be amended accordingly when the claim is being processed. If the new
basic salary figure is not available at the point of claim submission, please proceed to submit the claim
first using the original basic salary. Once it is available, kindly email a copy of the increment letter to
[email protected] so that the claim computation can be amended accordingly.
For salary denominated in foreign currency, please indicate the correct currency denomination in the
“Remarks” field. The claim computation will then be amended accordingly when the claim is being
processed.

Step 4
Select the Formula. This will be used for the Civilian Income Loss computation.
If different formulas are used for different salary components, please select one of the formulas and
indicate the correct formula for the specific salary component in the “Remarks” field. The claim
computation will then be amended accordingly when the claim is being processed.
If the listed formula is not applicable to your company, kindly select the Calendar Days Formula and
indicate the correct computation in the “Remarks” field. The claim computation will then be amended
accordingly when the claim is being processed.
If the Shift Schedule Formula is selected, you will need to indicate the off days for the training
month.
If Specific Pay Period Formula is selected, you will need to indicate the specific pay period used by your company. The Specific Pay Period Formula is only applicable for companies that do not follow the 1 to 30/31 pay period.

Select one of the displayed Period of Allowance.

Click the ‘ ’ button to add a new allowance (if applicable).
Click the ‘ ’ button to remove respective allowance.
If the employee is newly employed during the Claim Month, kindly indicate the allowance to be
claimed in the “Remarks” field. The claim computation will then be amended accordingly when the claim is
being processed.

For Allowance Nature: Fixed
(i.e. allowance is paid based on a fixed amount)
The computation will be based on the Fixed Monthly Allowance Paid for the last qualifying month.
If the employee is entitled to a different fixed allowance amount for the training month, please
indicate the new amount and the effective date in the “Remarks” field. The claim computation will then be
amended accordingly when the claim is being processed.
If you encounter the below warning message, kindly indicate the reason in the “Remarks” field for the difference in the fixed allowance amount within the qualifying period.

For Allowance Nature: Variable
(i.e. allowance is paid based on work done)
The computation will be based on the Average Monthly Allowance paid for the qualifying period.
If you encounter the below warning message, kindly indicate the reason in the “Remarks” field for no
amount paid for the last qualifying month. If the allowance is no longer payable during the training, you
should not include the allowance in the make-up pay claim.

If you encounter the below warning message, kindly indicate the reason in the “Remarks” field for the
irregular receipt of payment during the qualifying months.
If the COMMISSION allowance is selected, you will need to make the following declaration
before you can proceed further.

If you cannot find the specific allowance name in the dropdown list, kindly select OTHERS and
capture the specific allowance name accordingly.
Step 8
Enter Additional Details if required.
If below warning message is displayed on page load, kindly verify the training period with the employee before submitting this claim.
If below warning message is displayed on page load, kindly verify the nature of the training with the employee before submitting this claim.
According to our records, your employee did not attend a training of the corresponding period.
Kindly verify this with your employee before submitting this claim.
The current claim includes IPPT Preparatory Training, which is not claimable. Kindly verify this with
the NSman before submitting the claim.

For trainings conducted on the same calendar day:
‘Half Day Claim’ Claim duration is half a day if training overlaps the employee's
civilian working hours by less than 4 hours.
Uncheck if training overlaps the employee’s civilian working hours by
more than 4 hours (civilian income loss will be computed based on 1
day instead of 0.5 day).
‘Civilian Working Hours’ Indicate the employee’s normal civilian working hours (not the
training hours). This is applicable for same day training only.
If you are the Endorsing Officer for the company (for companies under the Dual Verification mode
only), you can either reject the claim back to the Certifying Officer or endorse the claim (with or without
amendments).

If you are the Endorsing Officer for the company (for companies under the Dual Verification mode
only), and you opt to reject the claim, you are required to provide the reason for rejection.
If you are the Certifying Officer for the company (for companies under the Dual Verification mode
only), and your claim was rejected by the Endorsing Officer, you can view the reason for rejection.

If you wish to save the claim and proceed to the Verification page, click on the ‘ ’ button.
If you wish to save the claim and exit back to the Claim Inbox, click on the ‘ ’ button.

An Acknowledgement Page will be displayed with the unique Claim ID assigned to each successfully
submitted claim. Please print a copy of the claim for reference.

The details of the submitted claim can be viewed from the Claim History menu (Section 1.3.3).
The 1st letter of the Claim ID denotes the Force that the employee belong to:
Claim ID with a prefix 'M' - processed by Ministry of Defence
Claim ID with a prefix 'P' - processed by Singapore Police Force
Claim ID with a prefix 'C' - processed by Singapore Civil Defence Force
For companies under the Single Verification mode, an email confirmation will be sent to the
Certifying Officer upon successful claim submission.

For companies under the Payment to Employer (DIRECT) scheme, the Superior will receive an email indicating the claim submission done on behalf of the company.

For companies under the Dual Verification mode, an email will be sent to the Endorsing Officer(s) on
claims submission. The Endorsing Officer can either reject the claim back to the Certifying Officer or
endorse the make-up pay claim (with or without amendments). After the Endorsing Officer has actioned
on the claim, an email will then be sent to the Certifying Officer for his/her reference.
A Claim Receipt email will be sent to the employee to notify him/her of the submission by the
employer.

1.6 Submit Claims via Batch File
This page allows you to upload a batch file for batch claim submission.
Employers can send a test file to [email protected] to confirm the accuracy of their file format before
submitting their first batch file via the NS Portal.
The Dual Verification mode of claim submission is not applicable for Batch Submission. The
Endorsing Officer is not involved for this mode of claim submission.

Reference Number. Please print a copy of the acknowledgement for reference.

View the submission status from Batch Submissions Menu (Section 1.3.2).

Details of the Rejected Claims will be sent via Email to notify company on the failed submission (if any).
1.7 Remove Claims

From the Manage NSmen Payments (Employer) Landing Page – Claim Inbox menu (Section 1.3.1),
choose the claims you wish to remove and click on the ‘ ’ button to display the Remove Claims
Verification Lightbox (Figure 45).

Step 2
Verify from the Remove Claims Verification lightbox that all the selected claims are correct. Then, click on
‘ ’. If successful, the Remove Claims Confirmation lightbox will be shown.

Dismiss the Remove Claims Confirmation Lightbox and verify that the claims are deleted from Claim
Inbox.
