Nagar bus terminus braving the mid- day heat to collect tokens for free travel in Metropolitan Transport Corporation (MTC) 23,000 copies of this edition are delivered FREE every Sunday! MTC issues free tokens to senior citizens buses. The scheme, to give ten free tokens a month, which was announced on Feb. 20, came into effect on Feb. 24. Tokens have so far been given to 27,900 persons. Serpentine queues of senior citizens were seen in several bus depots to collect the tokens. “I have been waiting for two hours,” said V. Ramabhadran who had come from Kodambakkam to collect the free coupons. “I can save Rs. 250 per month with these to- kens”, he said, The tokens are open and can be used on any bus route ex- cept in Volvo buses. Switching buses along the route is not allowed. MTC is issuing tokens for four months so that the com- muters do not have to come for them every month. An official told Mambalam Times that the tokens have the names of months printed on them and can be used only during those months. To obtain the tokens, one needs to present two passport size photos and an ID proof. The tokens will be issued from 8.30 a.m to 1.30 p.m and 2 p.m to 7 p.m.

    Hindi should be made compulsory in schoolsSir, Tamilnadu Education Department should fall in line with

    its counterparts in other States of India. Hindi has long ago beendeclared as the official language of India and the same should belearnt by students in Tamilnadu as well.

    In the name of anti-Hindi agitation, for over 65 years thechildren/students and the public in general have been preventedfrom learning Hindi in Tamilnadu, with the result that the mobilityof persons in search of employment has been very much affected.In the recent past, the share of Tamilnadu in the All India Servicesselection has considerably dwindled.

    Tamil as first, English as second and Hindi as the third languageshould be made compulsory in all schools in Tamilnadu from atleast Std. 1 onwards.     Traffic problems aplenty on North Boag RoadSir, To facilitate the Metrorail work on Anna Salai (between

    Gemini flyover and Nandanam junction), North Boag Road wasmade one-way allowing only north bound traffic and Anna Salaimade one way allowing only south bound traffic. It appears thatthis may continue for 2/3 more years. The unavoidable one-wayrule has led to heavy traffic on North and South Boag Roads.

    North Boag Road, being comparatively broad and straight,vehicles move fast, often at breakneck speeds particularly afterVijayaraghava Road junction. Pedestrians are finding it difficult tocross the road, especially during peak hours.

    The residents of the streets are also disturbed by the incessantblaring of horns by the drivers. With the opening of a multiplextheater near North Boag Road-G. N. Chetty Road junction, vehiclemovement has further increased adding to the existing trafficproblems.

    After residents made several requests, two speed breakers wereinstalled at vantage points but they were removed when the roadwas re-laid recently.

    The traffic signal at North Boag Road-G. N. Chetty Road junctionwas deactivated for no reason when the road was made one-way.I appeal to the authorities concerned to immediately install andpaint speed breakers on North Boag Road and also reactivate theexisting traffic signals at the South Boag Road-G.     Residential complexes become hostelsSir, Most of the commercial complexes on Usman Road/Ranganathan Street in T. Nagar, have

    been acquiring flats in residential complexes situated close to their showrooms and turning theminto hostels for accommodating their employees. What is worrying is that they accommodate morethan 10 employees in a flat creating problems for fellow-residents.

    In one such case, the owner of a chain of jewellery showrooms acquired a few flats in a complexand turned them into a hostel for girl students pursuing a nursing course in the college also runby him. In each flat, more than 10 persons have been accommodated. Aside from the very high usageof water, which is a scarce necessity in T. Nagar even after the December deluge, the already strainedpublic utilities are unable to cope with the discharge with the result that sewage overflow withinthe complex has become a regular feature. Since complaints to the owner did not yield any result,the residents of the complex took up the issue with the local police. While submitting the complaint,we drew their attention to the Government Order in respect of running of hostels. The GO givesvery clear guidelines and also pins responsibility on officials of various departments with regardto their implementation/enforcement.

    After several rounds of talks at the levels of Deputy Commissioner of Police/Asst. Commissionerof Police, the Inspector of Police of R1 Mambalam Police Station, Madley Road, T. Nagar, finallyagreed to issue the CSR. As per the rule book, within 40 days of the issue of CSR, they should filean FIR and take action. In this case, the Inspector has not taken action in spite of several remindersand bringing the matter to the notice of the DCP/ACP. We then wrote to the Public Grievance Portal(PGP) of the Central Government. The PGP referred the issue to the Joint Commissioner of Police,South, who, in turn, referred it to the Inspector of Police. The Inspector then wrote to the PGPindicating that the Police Department has no role to play in this case and action has to be initiatedby the Chennai Corporation. The PGP then wrote to us indicating the contention of the Inspectorof Police. We again wrote to the PGP explaining our stand. This was again sent to the Inspector forreply. Yet again, the Inspector took the same stand. As could be seen from the Government Order,responsibility of each official has been clearly enunciated. And nowhere in the GO, does it indicatethat it is under the purview of the Chennai Corporation. Under the circumstances, we wonder whythe Inspector is so adamant in not taking any action. Does it not show the nexus between the policeofficial and those who are running such hostels without following the guidelines in the GovernmentOrder? In case anything happens, who will be held responsible? What safety and security do thefellow-residents have then?     The Tamilnadu Government has agreed to implement the CentralGovernments Model Tenancy Act, 2015 in the State.

    As per the Act, owners letting out their house on rent for residentialoccupation can collect a rent advance of a maximum of three monthsfrom the tenants.

    As of now the landlords are collecting exorbitant amounts fromtenants in the name of security deposit.

    According to a press release, the Act will be implemented in the Stateat the earliest.

    The Act will not apply to the existing rent agreements but will comeinto force on renewal of the same.

    Flash strike by MTC staff forcespolice to arrest couple

    In a bizarre incident, the interference by a MTC driver in an argumentbetween two couples, who were involved in a minor road accident onJawaharlal Nehru Road, led to a flash strike by MTC staff at KoyambeduBus Terminus on the night of Feb. 23.

    The two couples were having a verbal quarrel after the bikes theywere riding had a minor collision.

    Niranjan, a MTC driver who was passing by, interfered and sup-ported one of the couples.

    According to the police, the driver was alleged to have used obscenelanguage against one of the women.

    He then boarded a bus to Koyambedu that was passing by.Police said that the angered couple followed the bus, stopped and

    boarded it and the woman allegedly slapped the MTC driver.As the news spread, the staff in Koyambedu Bus Terminus went on

    a flash strike demanding the police to arrest the couple.The couple were bought to Koyambedu Police Station and later

    released after they tendered an apology to Niranjan.
