MAJOR PROJECTS AND NEWS ITEMS

INDUSTRY NEWS (Houston, TX) – Energy Transfer Part-ners, L.P. recently announced that the Federal Energy Regu-latory Commission (FERC) approved Rover Pipeline LLC’s (“Rover”) application to construct and operate the Rover Pipeline Project. FERC’s order, issued yesterday, allows Rover to move forward with its pipeline. Rover has already notified FERC that it has accepted the certificate. FERC’s order also approved Rover’s proposed tariff rates without modification.

Consistent with its previous statements, Rover anticipates it can meet its targeted in-service goals of July 2017 for Phase I and November 2017 for Phase II.

The Rover Pipeline Project consists of new interstate pipe-line and related facilities extending from the Appalachian supply area to a proposed interconnection with Vector Pipe-line, LP in Livingston County, Michigan. The Rover Pipe-line will transport up to 3.25 billion cubic feet per day of domestically produced natural gas to markets in the Mid-west, Northeast, East Coast, Gulf Coast and Canada, with direct deliveries to Ohio, West Virginia, Michigan, and into the Dawn Hub in Ontario, Canada, which has a broader net-work of distribution points back into the U.S.

INDUSTRY NEWS (Williamsville, NY) – FERC has ap-proved National Fuel Gas Company’s plan to construct a pipeline from northwestern Pennsylvania through Western New York.

The project still needs New York state approval, and three public hearings are scheduled for next week, The Northern Access Project consists of approximately 97 miles of new pipeline from McKean County, Pa., and through the New York counties of Cattaraugus, Erie, and Niagara.

The project also includes the addition of compression facili-ties at an existing compressor station in Erie County and construction of a new compressor station and a new dehy-dration facility, both in Niagara County.

The pipeline is intended to transport domestically produced natural gas and provide a energy for residential and com-

mercial customers throughout the North American pipeline system.

INDUSTRY NEWS (Irving, TX) – Medallion Midstream, LLC and its affiliate, Medallion Midstream Services, LLC, recently announced that it has entered into a letter of intent to construct a new Delaware Basin crude oil pipeline system to provide crude oil gathering and transportation services for Parsley Energy. The new pipeline will be anchored by Pars-ley’s long-term dedication to Medallion of approximately 35,000 acres held under lease and/or mineral interest in Pe-cos and Reeves Counties, Texas.

Medallion’s Delaware Basin pipeline system will initially consist of approximately 45 miles of 16-inch mainline and approximately 25 miles of smaller diameter gathering pipe-lines along with a crude oil station in Pecos County consist-ing of crude oil storage and truck unloading facilities. The pipeline, which is expected to have an initial capacity of 100,000 barrels per day, will originate within the Parsley leases and will end in Crane County, Texas at an intercon-nection into Medallion Pipeline Company’s existing 600-mile Midland Basin header system, accessing multiple Per-mian Basin long-haul take away pipelines. The parties ex-pect to finalize and sign a definitive agreement in the first quarter of 2017 and the new crude oil pipeline is expected to start initial service in June 2017.

MIDSHIP would provide capacity of up to 1,400 million cubic feet per day (MMcf/d). Cheniere Midstream plans to file an application in May 2017 for a Certificate of Public Convenience and Necessity with the Federal Energy Regulatory Commission (FERC), the agency responsible for reviewing and authorizing interstate natural gas transmission projects. The FERC will conduct a full review of the project in compliance with two federal stat-utes, the Natural Gas Act and the National Environmental Policy Act.
