    Assalamualaikum & Salam Sejahtera (Warm Greetings) 2016 has been a challenging year for the global economy. Nevertheless, companies and organizations are forced to

    explore new approaches, new thinking and new collaborations to mitigate HSE risks in a more cost-effective manner.For MIHA, 2016 has been an exciting year, where we reinforce and redefine our approach to “Mainstream Industrial Hygiene (IH)” in Ma-laysia and the region. This is also to support Malaysia’s OSH-Master-Plan 2020. Our effort focuses to strengthen our collaborations with governmental bodies, local OSH associations, international IH asso-ciations, industries and universities.

    On 18-20th Oct, we organised MIHA International Conference & Exhibition, known as MIHA ICE 2016. “Managing OSH through the Challenging Times” has been our theme for the OSH professional to collaborate in strengthening IH practices. In reality, the number of IH practitioners worldwide, is still very low for us to work independently in protecting workers’ health. The key message from the Conference was, visible leadership, strong technical knowledge and effective collaboration are the way forward to mainstream IH.

    We also strengthened our development of future IH leaders by suc-cessfully organised the inaugural International Student Symposium on 18th Oct 2016, supported by the Korean Industrial Hygiene Association (KIHA). In addition, there have been several Student Chapter activities supported by MIHA. Moving forward, we aspire to strengthen the IH practices in Small & Medium Enterprises (SME) through collaborations with various stakeholders such as such as DOSH, SOCSO, SMECorp, FMM and other OSH associations. We welcome our members who are pas-sionate and aspire to improve IH practices in Malaysia, to join us in this intervention. Lastly, I look forward to a greater IH success in 2017 with the right synergy. Every effort counts, every idea matters and everyone of us can make a difference in this journey.

  • FEATURED ARTICLEith the increasing trend of occupational incidents and illnesses, including among the Small and Medium Enterprises (SMEs)

    such as Occupational Noise Induced Hearing Loss (ONIHL) and various types of musculoskeletal disor-ders (MSDs), it is very important to integrate Indus-trial Hygiene within OSH management in workplac-es including SMEs. The business focus need to be enhanced, where the priority to OSH management shall be considered to sustain business growth in the long run. This will also strengthen their business presence in global markets. Mainstreaming IH is one of the pillars in Malaysia’s OSH Masterplan 2020, and MIHA is taking a proactive measure to improve IH practices in SMEs as part of MIHA 2017 initia-tive. Based on 2015 statistics, SME contributed 36.3% of Malaysia’s GDP and represented 65% of our employment.

    SMEs are seen as more vulnerable since they have fewer resources to put complex systems of protec-tion in place, while some of them tend to be more affected by the negative impact of OSH problems. Common health hazards amongst SMEs are chemi-cals, noise and ergonomics related.

    The best strategy shall include simplification and adaptation of existing legislation applica-ble to SMEs together with various forms of support in its implementation from relevant authorities and bodies. This could be but not limited to:-

    As a start, on 9 Mar 2017, MIHA has orga-nized a ‘Knowledge Café – Mainstreaming Industrial Hygiene in SME’ – with the following objectives:

    MIHA is committed to ensure the objectives are met with acceptable standards. Invited SMEs and members that attended the half day seminar dis-cussed the approach best suited these objectives.

    Collaborations with key stakeholders such as SMECorp, SOCSO, DOSH and industry associations are seen as the key success factors.

    The awareness and realization that effective OSH implementation gener-ates business growth, enhances pro-ductivity and increases profit have to be further promoted. Success stories, improved profit and cost reduction must be quantified and shared.

    At the national front, MIHA is closely working with DOSH to realize the aspiration of OSHMP 2020. More up-dates will be shared in the next issue.

    ollowing the successes of international IH Conferences that MIHA organized in

    collaborations with IOHA in 2012, and with AIHA in 2014 respectively; 2016 marked another milestone for the association. We organised the 1st MIHA International Conference & Exhibition or known as MIHA ICE 2016 on the 18th – 20th October 2016 at Seri Pacific Hotel, Kuala Lumpur. The theme of the conference, ‘Managing OSH through Challenging Times’, was chosen for Industrial Hygienist to collaborate with other OSH professional to strengthen Industrial Hygiene implementation in this challenging business environment. Officiated by the Executive Director of SOCSO, YBhg. Dato’ Dr Mohammed Azman Bin Dato’ Aziz Mohammed, MIHA ICE 2016 was acknowledged as the event that brought the latest IH development in the region. The Conference is aligned with one of our Strategic Objective, which is to enhance the IH knowledge through training, technical conferences and other platforms of exchange of information.

    A total of 160 delegates from 10 countries, attended MIHA ICE 2016. The conference has a line-up of 6 plenary sessions, 5 PDC sessions, 21 podium presentations, and 11 posters. It was proudly supported by SOCSO, DOSH and IOHA. We were thankful to receive 6 Sponsorships from various companies in Gold, Silver and Bronze categories.

    Health Hazard Classification for Health Risk Assessor

    Delivered by DOSH representative, Pn Shabanon Sharif, the training aimed to introduce CLASS Regulations from the perspective of an assessor and the basics of Health Hazard Classification. Pn Shabanon is currently the Deputy Director and Head of Chemical Man-agement Section for Department of Occupational Safety and Health, Malaysia (DOSH). The training was attended by 14 participants from vari-ous industries and consulting compa-nies. The training was successfully conducted in one day and participants were evaluated with a test. All partici-pants passed the evaluation and were given the certificate of attendance for this training.

    Guidelines on the Use of PPE Against Chemical Hazards

    This 2-day course is designed to provide comprehensive understanding on the correct selection and use of PPE. It also pro-vides the knowledge on the correct use, maintenance, storage requirements, capa-bilities and limitations of the PPE, as well as organization-specific respiratory protection program. The trainer, Mr. GT Lim, CIH, CPIH has more than 15 years of experience in Occupational Safety and Health. He gradu-ated with BSc (Hons) in Chemistry and MSc in Environmental Engineering. He is also a Certified Industrial Hygienist (CIH) by the American Board of Industrial Hygiene (ABIH) and one of the key experts in the development of DOSH’s PPE Guideline in 2006. A total of 16 participants attended the course.

    International IH Students Symposium

    In conjunction with MIHA ICE 2016, we organized the inaugural International IH Students Symposium that welcomed 14 international students and 43 local students from 5 South Korean and 5 Malaysian Universities. The objectives of the symposium were to act as a plat-form to share continual development in Industrial Hygiene to future IH talents, provided networking opportunities for students who are joining MIHA ICE 2016, and opportunities for students to share their own experience and research.

    The program was intended to provide:1. Additional learning for students who are joint the Conference2. Promote, shared on continual development in Industrial Hygiene for future IH Professional3. Better networking opportunities for students in the region4. Opportunities for students to share their experience and research

    The Symposium was covered by three (3) technical presentations by Prof. Park Doo Yong (South Korea), Ass. Prof Sue Reed (Australia) and Dr. Subramaniam (Malaysia). Symposium was successful-ly ended with IH research paper presen-tation by student’s representative from both countries. Congratulations to MIHA student chapter, led by UiTM Student Chapter to take an initiative to partici-pate in International Conference and organized a slot for 1st International Student Symposium involved local and International students. The event received commendable feedback from local and international IH leaders, and definitely is a great platform to develop IH talents.

    This 3-days workshop was organised in respond to the learning needs from the southern region. The target audi-ences are Chemical Suppliers, Chemist or chemical classifiers responsible at workplace. The trainer, Tuan Haji Ir. Anuar Bin Mohd Mokhtar, CPIH leads the development of the CLASS Regu-lations 2013 and ICOP 2014 while serving in DOSH. Had an experience of more than 30 years with the Department of Occupational Safety and Health, Malaysia. A total of 10 participants attended the course.

    Pilot Course – Asbestos Man-agement Program,Kuala Lumpur

    The course was designed to provide infor-mation regarding specification for asbestos abatement work practices and the impor-tance of appropriate protection for the abatement workers, building occupants, building owners and the controlling the environment. A total of 6 MIHA commit-tees, 1 DOSH representative and 8 Asbes-tos sub committees attended the course. The session was led by Puan Wan Sabrina Wan Mohamad, CIH, CPIH, Mr. Ng Hon Seng and Mr. Rajesh N. Jackson.

    A total of 5 participants attended the Fundamentals of Indus-trial Hygiene Course. This 3-days course is extremely import-ant for anyone performing industrial hygiene responsibilities within his/her organization, especially with limited IH training or experience. The topics will cover basic knowledge of various IH topics and its application in the industry. The presenters were Pn. Zaiton Binti Sharif (Ex DOSH) and Ir. Nimi Ahmad (Nimi Consultant). The topics covered in this course were IH Overview, Toxicology, Occupational Exposure Limits, General Principles of Evaluation, Hazard Recognition, Sampling Instru-ments, Air Sampling – Gases, Vapors, Particles, Confined Space, Health Risk Assessment, Noise & Hearing Conserva-tion, Ionizing & Non-ionizing Radiation, Thermal Stress, Ergo-nomics & Biomechanics Overview, Biological Hazards, IAQ Issues & Controls, Personal Protective Equipment (PPE) Assessment & Standards, Respiratory Protection, Hazard Communication Program and Implementation of IH Program

  • MIHA Courtesy Visit and Dialogue with SOCSO was held on the 8th August 2016. Our delega-tion, lead by President, Pn. Hjh Norhazlina Mydin was well received by Executive Director, YBhg. Dato’ Dr Mohammed Azman Bin Dato’ Aziz Mohammed. We shared our programs, achievements and challenges in driving our strategies to achieve our Vision. YBhg. Dato’ Mohammed Azman shared his views on how MIHA could enhance our role in promoting IH and venture into new programs. In summary, the visit reinforced MIHA-SOCSO relationship and gained SOCSO’s support in the upcoming MIHA ICE 2016. SOCSO has been a strong supporter for MIHA since our formation. Indeed, our “pre-ventive” approach is very much aligned to SOC-SO’s preventive agenda.

    In conjunction with MIHA ICE 2016, we organized a technical visit to SOCSO Rehabilitation Centre on 21st October 2016. A bus-full delegation led by our President, Pn. Norhazlina Mydin was received by Dr. Hafez Hus-sain, the Executive Director of the start-of-the-art Rehab Centre. Under SOCSO’s Return to Work program, disabled patients undergo physical and vocational rehabilitation in order to rejoin the workforce. We visited vari-ous departments that focusing on different rehab needs in the lush tropi-cal garden. Definitely a great learning opportunity for the visitors.

    MIHA continues to encourage future generation of Professional Industrial Hygienist among local universities students true “MIHA Student Chap-ter”. New initiatives to assist and pro-moting the value of membership among universities students. 5 univer-sities was created their MIHA Student Chapter; UiTM (86 members, regis-tered February 2016), CUCMS (51 members, registered February 2016), UniMap (51 members, registered May 2016), MSU (49 members, registered January 2017) and UPM (64 members, registered January 2017).     The Australian Institute of Occupational Hygienists (AIOH) is Australia’s premier professional association representing the interests of occupational hygienists, was the host of the 2016 AIOH Annual Conference and Exhibition at the RACV Royal Pines Resort on the beautiful Gold Coast, Australia. The theme for the conference is HYGIENE THAT WORKS with the goal to raise awareness of practical and innovative approaches to control workplace health risks.

    MIHA was represented by Marina Zainal Farid, Megat Azman Megat Mokhtar, Ass Professor Ir. Dr. Mimi Haryani Hassim and Nazhatul Ezzaty Ali. In conjunction to this conference, the Asian Network of Occupational Hygiene (ANOH) organised meeting on the 6th Disember 2016. The discussion was focusing on how to develop an academic networking in Asia and Occupational Exposure Limit (OEL) for Asia.

    KIHA Annual Conference 2016

    MIHA Vice President Hon Seng and University Relation Committee Member Megat Azman Megat Mokhtar attended this conference on behalf MIHA. The conference was held at Hotel Hyundai Gyeongju, South Korea from 17th - 19th August 2016.

    Approximately more than 400 delegates was attended this conference and most of them are industrial hygienists, medical practitioners, engi-neers, regulators and other allied professionals from domestic South Korea. Around 10 interna-tional guests from United States America, Singapore, Malaysia and Indonesia participated in the international session. A visit to Korea Occupational Safety and Health Research Insti-tute (KOSHA) was organized by KIHA for all international delegates.

    The inaugural conference was on 27th - 28th June, preceded by 3 days of Training & Education Programs (TEPs) at the Hotel Sofitel Plaza, Hanoi, Vietnam. Its theme was “EXPLORING THE ASIAN WAY”. The conference successfully brought together Industrial Hygiene practitioners and professionals from the industries, universities and public sectors across Asia, with additional support from various International Industrial Hygiene associations including International Occupational Health Association (IOHA), British Occupational Health Society (BOHS), and Australian Institute of Occupational Hygiene (AIOH). The AIOH current president, Caroline Langley, also presented ANOH with a symbolic gavel, a mark of congratulations on the successful establishment of ANOH. The goals and vision of ANOH were strongly supported by Vietnamese leaders namely, the President of Vietnam Occupational Safety and Health Association (VOSHA) and the Vice-Minister, Ministry of Labour Invalids and Social Affairs (MOLISA), who conveyed the conference opening and welcoming address respectively.

    Day One covered four (4) keynote presentations and 6 talks including one titled “CRITICAL FACTORS FOR A SUCCESSFUL IH PROGRAM” by our very own President of MIHA, Pn. Norhazlina Mydin. Day Two had two (2) concurrent morning sessions covering various topics and two (2) afternoon talks, followed by a ANOH Progress Update by President Prof Park Doo Yong, and a Panel Discussion of all ANOH represen-tatives. ANOH also generously organized dinners in hopes of enhancing a closer relationship between delegates and country association representatives. All in all, it was hugely successful event, conveying the importance of customizing foreign strategies and/or IH requirements and programs, to suit the Asian way, where difference may hinder the success of imple-mentation when direct duplication of require-ments/programs is attempted. A way forward was discussed on how best to further collaborate and share resources across Asia and globally.

    MIHA President, Pn. Norhazlina Mydin was invited as Guest for the Opening Ceremony and also delivered a paper on “ROLES AND RESPONSIBILITY OF SAFETY & HEALTH OFFICER (SHO) IN IMPLEMENTING INDUSTRIAL HYGIENE PROGRAMS”. The event provided excellent networking opportunities among the OSH professionals in Malaysia. MIHA took the opportunities to exchange ideas and share views on potential collaborations.

    In 2014, the request for International Occupational Hygiene Association (IOHA) National Accreditation Recognition (NAR) Committee approval was sought, and with that the Malaysian IH professional certification was born, known as Certified Professional Industrial Hygienists (CPIH). In 2015, we had a list of the first fourteen (14) qualified CPIH under its inaugural grandfather scheme. Henceforth, the CPIH Board has been in discussion with DOSH for formalization, and diligently preparing for incoming future candidates. This includes discussions with international associations such as AIOH, whereby through professional partnership, have given valuable insights to MIHA in running a certification program. Progressing into 2016, the CPIH Board, lead by appointed Chief Examin-er Norhazlina Mydin, held a 2-days CPIH Oral Examiner Training & Workshop, on 19th - 20th January. This was conducted by Mr Terry Mc-Donald, CFFOH, CMIOSH from British Occupational Hygiene Society (BOHS), in efforts to fully prepare future CPIH oral examiners for a thor-ough and fair oral examination process. Following that, updates on the CPIH scheme, its application form, Candidate Handbook, and certifica-tion maintenance, are periodically uploaded onto the MIHA website. The Board will soon be conducting its first CPIH Oral Exams in 2017.
