1. Set up the information platform for implementing Basel Convention in Asia and

the Pacific region.

2. Develop and promote the online training platform for implementing Basel

Convention in Asia and the Pacific region.


4. Develop the regional network for preventing and combating illegal traffic of

hazardous wastes and others.

3. Cooperate with related countries to construct and operate the Distance Training

Platform of Solid Waste in its official languages.

5. Cooperate with industry to promote the application of technical guidelines for

specific waste streams, and carry out training activities on environmentally sound

management and technical guidelines.

6. Construct the Solid Waste Identification and Assessment Laboratory to improve

the technical support capacity of identifying solid waste and testing.

9. Cooperate with other regional centers in the field of environmental sound management of waste

and chemicals, and strengthen the cooperation with regional centers in Asia and the Pacific region.

10. Coordinate with other conventions. And cooperate with national, regional and international

institutions to improve the implementation of Basel Convention.


11. Strengthen the cooperation with relevant organizations of United Nations, and gradually achieve

a better cooperation mechanism, improving the function of BCRC China to promote the

environmental sound management and technology transfer in Asia and the Pacific region.

12. Actively promote the development of Basel Convention on national and regional level, play a

regional leading role, expand the service scope, enhance the influence and promote the sustainable

IV. Means of implementation

The prior activities will be discussed at each steering committee

meeting of BCRC China.

Collect funds through cooperation with related countries, regional and

international organizations.

Establish the cooperation mechanism among the fields of industry,

administration and academic, and create partnerships with enterprises

to support related implement action activities.

Verify the responsibilities and obligations of stakeholders based on the

Framework Agreement, and strengthen the work mechanism of BCRC

China . Set up the training mechanism to enhance the capacity-building

BUSINESS PLAN OF BCRC CHINA 2015-2016

To promote the effective implementation of the decisions adopted by

the Tenth Meeting of the Conference of the Parties (COP 10) and

COP11, taking into account of the situation and needs of developing

countries in the Asia and Pacific region.

The vision of BCRC China is to promote the overall implementation of

II. Regional Needs Assessment


The needs to promote the implementation of Basel Convention in the

region were regularly identified through the workshops/trainings and

internships conducted by BCRC China in the past two years. The

common needs among the countries served by BCRC China focus on

following areas:

The technical assistance for development of national legislations and

other measures to implement the Convention;

International cooperation on information communication and

enforcement mechanism to combat illegal transboundary movements;

Knowledge improvement and establishment of national ESM system

of hazardous waste and other waste;

The establishment of certified facilities on hazardous waste and e-

waste;

And other related areas.

Cooperation with other BCRCs:

• MOU between BCRC China and SPREP, 2013;

• Cooperation between BCRC China and BCRC CAM;

• MOU between BCRC China and BCRC Egypt, 2015.

In general, BCRC China has been trying to develop the regional platform

for training and information exchange, consulting and technology transfer,

to provide policy support for decision making, and to conduct technology

research and development in the Asia and Pacific region in order to

improve the implementation capacity of Basel Convention all over the

region.
