seminar on Business Management
for MSMEs, Environment friendly
production techniques for Textiles &
Colourations, Co-Processing of
Industrial Waste and an Awareness
& Training Program on Road Safety.
All the seminars and awareness
programs were very well attended
and will surely make significant
value addition for the industries
members in their production
activities and management skill.
The awareness program on Road
Safety made the drivers, students,
residents more inclined to follow the
traffic rules to avoid Road Accidents.
T h e I n d u s t r i a l E x h i b i t i o n
experienced footfall of over 90000
visitors in 6 days. There were
exhibitors from every part of the
state participated in the exhibition.
Many of the local industries
members availed the facility and
displayed their products and
services in the VIA Dome.
VIA Utsav offered a mixed blend of
Spiritual Speech, Teaching as well
as pure entertainment for residents

on how to manage business while
maintaining honesty, simplicity and
spirituality from the Conclave of
Adhyatma & Udyog. Audience
experienced the melody of Ghazal
on the Sham E Ghazal and rocked
the ground during the performance
of Mika Singh, Raja Hasan & Ambili
Menon.
The wisdom of hold ing an
International Buyer Seller Meet at
Vapi is fulfilled. On 12th January
2013 the first ever Buyer Seller Meet
of this region was held at Hotel
Fortune Park Galaxy, Vapi with the
support of CHEMEXCIL. There
were 38 international participants
from 17 countries who interacted
with 72 local participants. Many
local industries members have also
bagged sizeable amount of orders
from the foreign participants. It
would not have been possible
without the relentless effort put by
the young committee members like
Shri Parthiv Mehta, Chairman -
Buyer Seller Meet and his fellow
members Shri Parag Doshi, Shri
Bhavin Patel, Shri Bhavin Shah,
Shri Nirav Jani, Shri Tejas Shah,
Shri Prakash Bhadra, Shri Lalit
Kothari and others.
It is indeed a matter of great pride,
all these mega events very
successfully within a span of 15 20
days. For this I will always be
indebted to my fellow members for
their support. And surely will carry
the pleasant memories of these with
them as we strive for further
success and achievements in the

of Vapi Industries Association, I

events. VIA once again played the
role of Trend setter by holding an
International Buyer Seller Meet
and initiated the mission to make
Vapi a Global Industrial Hub. With
the support of the industries and
associations, we will surely hold
many such events to make Vapi a
flagship industrial estate in the
world map.
In the last few months efforts were
made to make Vapi clean, green
and beautiful. The damaged roads
were repaired and re-carpeted
wherever required. High Mast
lights were erected and installed at
major road junction for better
visibility and illumination. Mass
plantation and gardening was
done in many areas and road sides,
giving a clean green environment
friendly look to our estate.
I call for the support of our
industries members to work
towards a sustainable economy
and make the name of Vapi even
brighter in the coming days.

Vapi Industries Association, one of the most recognized Industries Association of Gujarat is serving the industries of the
estate for the last 40 years. VIA is known for making effective representation for the industries members at an
appropriate forum to resolve the difficulties for the Industries Members. Vapi GIDC Estate is one of the few estates to
come out of the Critically Polluted Areas list. Today Vapi GIDC Estate is on a green drive and doing mass plantation under
the Green Society Project. The industries of Vapi have got most environment friendly approach to production. VIA is
regularly organizing seminars and interactive sessions with environment consultants for the industries members to
understand environment friendly green technology. This is one of the reason the products manufactured in Vapi is
accepted worldwide and the export of the estate is growing rapidly.
VIA has always remained active in promoting the MSME units in the national and international market. Various
awareness sessions have been arranged with concerned Govt. Departments for making awareness on various market
development schemes to promote business of MSME Units. With the foresight and the vision the association realized
the need to showcase the products of the local and services to the buyers from other states and countries to make their
product marketable, to make entry in the international market and remain competitive in the international. Industrial
Exhibition was the only solution to do so and VIA has organized the first Industrial Exhibition way back in 1982. Since
then 8 Industrial Exhibition have been held successfully by VIA. Thousands of industries from Vapi and periphery got the
fruit of these Industrial Exhibitions and became prominent player in the industrial market. These attracted foreign
companies to set up their business in this industrial estate. Now we have over 20 industries in the estate working in
collaboration with well known multinational companies. 500 companies have invested in the industries of Vapi.
The 9th Industrial Exhibition VIA Expo 2012 was organized from 26th December to 31st December 2012 as the
continued effort to help the industries of the estate grow bigger and extend their industrial empire across the world. The
office bearers of VIA gave the responsibility to be the Convener of VIA Expo 2012 to Shri Maheshbhai Pandya. Shri
Balwant Tayal was given the charge of the VIA Utsav, the entertainment program coinciding with VIA Expo 2012

Road Safety Foundation, Mumbai, under the chairmanship of Shri B T Patel
is organizing various training and awareness program on road safety in
Maharashtra, Gujarat and other states of the country. Recently they have
started Accident Free India Drive, particularly in Gujarat. Shri Ashokbhai had
various discussion and meetings with Shri B T Patel before finally deciding to
hold Awareness & Training Program on Road Safety from 26th to 31st
December 2012 in two sessions everyday coinciding with VIA Expo 2012 to
spread awareness on road safety. The program was inaugurated by the
worthy hand of Smt. Nipuna Torwane, IPS, SP, Valsad. During her inaugural
speech Smt. Torwane appreciated VIAs effort on spreading awareness on road safety for the betterment of people
of this district.

The present dignitaries appreciated VIA's effort to provide

to promote their business through Industrial Exhibition. Shri
Ashokbhai and Shri Maheshbhai gave a brief of the various
programs and schedules of VIA Expo 2012 and VIA Utsav to
the dignitaries and the present audience.

Coinciding with VIA Expo 2012 various seminars and workshops were organized for the benefit of the
industries members and people at large. A seminar was organized on Analytical Solutions in
Challenging Scenario on 27th of December 2012 at VIA 2nd Floor Conference Hall to explain the
need of analysis and R&D to maintain quality production and to remain competitive in the market. Mr.
Shashikant Landge DGM-AR&D Megafine Pharma, Nashik, Dr. Jayesh Desai, Sr. Manager- Colour
Div., Atul Ltd, Atul, Mr. Pati, Head R&D Shah Paper Mills Ltd., Vapi, Mr. Quddus Munawar- Kusumgar
Textiles and Mr.NSK Srinivasan, GM COE, Vapi, gave valuable presentations on various aspects of
Analytical Solutions. The seminar was well attended by the Industries Members.

The National Vice President of BJP and Rajya Sabha Member Shri Purshottam Rupala Saheb
accepted the invitation of VIA and came for visit to VIA Expo 2012 and VIA Utsav on 28th December
2012. He visited the stalls of VWEMCL, GPCB and many more stalls at the VIA Expo 2012. He also
chaired and inaugurated the workshop on business management for MSMEs “Businessman Ki
Pathshala” and later on attended the musical night of Mika Singh at VIA Utsav, UPL Ground, GIDC,
Vapi.

WORKSHOP OF BUSINESSMAN KI PATHSHALA BY SHRI JAGDISH JOSHI
Coinciding with VIA Expo 2012 various seminars and workshops were organized. Shri Purshottam Rupala Saheb,
National Vice President of BJP and Rajya Sabha Member inaugurated the workshop on business management for
MSMEs “ Business-Man Ki Pathshala” A workshop by Shri Jagdish Joshi which was organized for industries
members, college and management students of the region on 28th December 2012 in VIA Auditorium. Shri Jagdish
Joshi presented a power packed and motivating session of 150 minutes which engrossed all the participants
including many senior industrialists. From the session of Business Man Ki Pathsala the participants have:

l Learnt to influence over senior colleagues, board and shareholders
l Increased confidence in mobilising their senior team
l Learnt to apply experience to greater effect

Hon'ble Dr. Tusharbhai Amarsinh Choudhary has always remained silent patron and guide for the people of Vapi and Vapi
Industries Association. On receiving invitation from VIA he agreed to visit VIA Expo on 29th December 2012. During his visit to
VIA Expo 2012 he visited the stalls of GPCB, Vapi Waste & Effluent Management Company Ltd. and many other stalls of
exhibitors. He was accompanied by Shri Kishanbhai Patel, MP, Valsad, Shri Jitubhai Choudhary, MLA, Kaprada, Shri
Ishwarbhai Patel, MLA, Dharampur and Shri Mangalbhai Gavit, MLA, Dang. He has also chaired and inaugurated the
Awareness Program of Road Safety on that day. During his speech he appreciated VIAs effort in spreading awareness on
Road Safety and said he felt it as his moral responsibility being the minister of state for highways to attend this program. He
assured his complete support and help to any activities to reduce accidents on Highways and increase awareness on road

I thank you all for inviting me to this Industrial
Exhibition - VIA Expo 2012. In fact, it is a matter of great
pleasure for me to be present here and I feel privileged to
address such an enlightened gathering on this occasion.
Motor vehicles brought significant changes to human
life and the recent advancements over last one decade
have made these extremely important. The benefits of
automotive era are significant and irreversible. However,
these have not come without cost in terms of emissions
and road accident related deaths and injuries.
Throughout the world more than a million people die
every year in road accidents. Apart from- the enormous
physical, emotional and psychological damage that road
accidents inflict, there is obviously a high economic cost to the society. It is estimated that on an average, deaths
and injuries on the roads cost countries between 1°/ to 2% of GNP. This is an avoidable and unacceptable price for
any country, more so for a low income country like India.
The road accident fatalities in India has grown in last one decade itself at an annual growth rate of 5-6%
which we just cannot feel proud of. As of today, over 1.42 lakh people were killed in around 4.9 lakh road accidents
reported in the year 2011. These numbers translate into roughly one road accident per minute and one road
accident death every four minutes for India. Keeping in view the social cost involved and the trauma associated
with road accidents, road safety has become an urgent priority of the Government.
Various technical Studies have indicated that 80% of the road accidents are attributable to the fault of
drivers, in one form or the other. Inappropriate driving behaviour is considered one of the major causes of road
accidents in India. Accidents can result from lack of lane discipline, disregard to traffic laws, poor driving skills,
unattentiveness etc. Hence, improved driver behaviour can be an effective counter-measure to reduce the
vulnerability of road users and crash risks. Driver behavior could be improved through better driver education,
driver training and stringent licensing procedures along with good on-road enforcement. I would like to bring to your
notice that my Ministry has taken earnest measures to bring in significant changes to improve all these aspects.
The accidents caused by the drivers of heavy vehicles, which are relatively less in number, contribute to a
disproportionately larger number of fatalities and casualties. Of the carriers that carry hazardous goods,
approximately two-thirds of them carry flammable petroleum products including Kerosene, Petrol, LPG, Naphtha
etc. The carriers of such substances are more prone to accident than the carriers of other goods. When involved in
a road accident, it may have disastrous consequences for innocent people like fire, explosion, injuries, in addition
to property loss and environmental pollution. The driver of the goods carriage must be trained in handling the
dangers posed during transport of such goods.
Considering the enormity of the problem, we have already set up Model Driver Training Institutes aimed at
producing skilled drivers and trainers. We have a scheme, where we have sanctioned 9 Model Driving Training
Institutes in 9 States during the 11t" Five Year Plan. One institute has been sanctioned for Gujrat also. These
institutes will have world class infrastructure including tracks, hostel facilities, modern equipment like simulators
and innovative driving test system. The drivers coming out of such institutes will not only have adequate skills in
driving but also will be fully familiar with various road safety measures.

I would like to highlight that Road safety is also an issue of equity. Studies have shown that individuals from
disadvantaged socioeconomic groups or living in poorer areas are at greatest risk of being killed or injured as a
result of a road traffic crash. To make matters worse, poor people cannot afford health care at the more
sophisticated Trauma Centers or Pvt. Hospitals. Moreover, when the breadwinner of a family becomes disabled or
dies, the family is pushed deeper into poverty.
I would like to let you know about the challenge to give timely medical assistance to road accident victims.
Many of the precious lives could be saved by giving medical assistance to accident victims during the 'Golden Hour'
i.e. within one hour of the occurrence of the accident. The most of the road accident victims in India do not receive
emergency care within the Golden Hour after an injury, when the chances of survival are highest. In the absence of
an effective emergency response system, police personnel are the first responders in most cases. Yet they lack
any training in first aid/basic trauma care and often aggravate injuries while transporting victims. Therefore, it is the
need of the hour to provide trauma care training to police personnel along with paramedics with a view to help road
accident victims and to enhance their chances of survival.
I would also like to inform that the Motor Vehicle Act 1988 is also being amended to help improve
enforcement in our .roads. Rajya Sabha has passed the Motor Vehicles amendment Bill 2007 and it will be
discussed in the Lok Sabha during Budget Session 2013. The Amendment Bill provides for stringent penalties for
the offence of drunken driving. Another important aspect of the proposed amendments is that now onwards there
will be higher penalties for repeat offences. The third important aspect of the Bill is the provision to tackle the
menace of over-speeding, which kills not only the errant driver but also other innocent road users. In the times to
come, it will be important for the Transport and Police Departments to educate the field staff, right up to the junior
most level, about the provisions of the amended Act because ultimately, these personnel only have to enforce
these provisions.
Road safety can be improved by educating the road users. It is imperative that the Government reaches out
to the people to spread the message of road safety.
Educating road users has become important and crucial
to the professionals and voluntary organisations for
spreading awareness about road safety. The electronic
and print media play a pivotal role in spreading
awareness about road safety and promoting better road
safety behaviour. Education and awareness would go a
long way to bring about a change in the attitude and
behaviour of our people. The Ministry has started
intensified campaigns through both the media in a big
way.
At the end, I would like to thank the organizers
and, once again, hope that the Deliberation here would
be extremely successful.

CO-PROCESSING SEMINAR ON INDUSTRIAL WASTE
A special co-processing seminar was held at 2nd
floor VIA house on 29th December 2012, and was
attended by over 120 people from various industries
of Vapi, Sarigam, Umbergaon, Ankleshwar and other
industrial estates of South Gujarat
Mr Tushar Shah, Jt. Chairman Environment
Committee, VIA, introduced the speakers and
dignitaries and welcomed the guests. Mr B R Naidu,
from CPCB made a special address on the need for
co-processing in India and the role of CPCB. Power
point presentations were made by Ultra-tech
Cement Co., Aditya Birla group and Gujarat Ambuja
Cement Co. showcasing latest developments in
India on co-processing of industrial wastes. Mr V R Patel, Sr Env Engineer, GPCB who heads the co-
processing movement in Gujarat also made a presentation showing the GPCBs role in facilitating co-
processing. Mr J D Kalyani, RO GPCB, Ankleshwar, also presented the experience in Ankleshwar and
also highlighted the case of LUPIN and other units. Mr Rajesh Doshi, ED of VWEMCL spoke about the
costs of logistics and how we should reduce these costs to benefit the industries generating the wastes.
Mr Tushar Shah summed up the seminar proceedings and concluded that a pre-processing facility in Vapi
shall help solve the complete solid waste problems of the estate. The entire waste generated at Vapi can
be blended together in a pre-processing plant and can then be taken by cement companies.
The seminar was very well attended and the discussions led to a common understanding that this is a
workable solution for waste problems of entire estate as well as the CETP and would lead to a very highly
positive environmental impact and would be win-win situation for all partners.
In follow up to the seminar, VWEMCL signed an MOU with Daman Ganga Recycled Resources, Vapi, for
conducting pilot scale trials of making fuel briquettes from various solid wastes from the industries in Vapi.
The trials began in February 2013 and results are
very positive. The trials are being done entirely at
the cost of Daman Ganga and they have managed
to make fuel briquettes from solid wastes.
Permissions from GPCB have been sought and we
expect a very positive support from GPCB in this
matter.
The seminar was highly successful and result
oriented. VIA and VWEMCL feel that with this kind
of involvement of the industry and support of GPCB,
the solid wastes problems of the estate can be
completely solved in the next few years.

The 6 days long mega event VIA Expo ended on 31.12.2012. There were about 198 stalls spread in 9 domes (including
VIA Dome). VIA Expo 2012 experienced a footfall of over 75000 visitors. The valedictory function for the mega event
was graced by Shri Kanubhai Desai, MLA, Pardi, Shri Ramanbhai Patkar, MLA, Umbergaon, Shri Ishwarbhai Patel,

INTERNATIONAL BUYER SELLER MEET
The first ever International Buyer Seller Meet in this region was organized by VIA in association with
CHEMEXCIL on 12th of January 2013 at Hotel Fortune Park Galaxy, GIDC, Vapi. Shri Parthiv Mehta was
given the charge to be the Convener of this Mega Event. 42 delegates from 14 countries took part in the meet
and interacted with 72 local participants. VIA has always been working hard to promote local industries in
national and international market, as part of that effort the International Buyer Seller Meet was organized very
successfully. 15 local participants has already tasted the fruit of it and bagged sizeable amount of orders from

MARATHON RALLY
After Vapi became a Taluka it was decided by the Collectorate Valsad to Celebrate the Republic Day at VIA Ground, Vapi
and to have a Marathon Rally on 25th January 2013 as part of the Republic Day Celebration. Many schools and colleges
were invited for the rally and there were over 400 participants from different schools and colleges of Vapi and surrounding
areas. Manovikas Charitable Trust of Vapi has also taken part in the rally with 42 mentally challenged students from their
school. The Rally started from VIA Ground and proceeded towards Prime Hotel to Gunjan Circle to Upasana School to
Ambe Mata Mandir to Morarji Circle before finally ending at VIA Ground. The first 3 boys and girls were given prize.

A workshop was held under the chairmanship of Shri L C Patel IAS, Collector, Valsad on Project HUM

PARYAVARAN JAGRUTI RATH RALLY 13.2.2012
A “Paryavaran Jagruti Rath” Rally was organized by GPCB in association with VIA and VWEMCL.
The rally started at 9:30 am from Gunjan Vande Mataram Chowk to VIA Hall. Officers from GPCB,
VIA Office Bearers, Executive Committee Members, Senior Members and various school
students and faculties took part in the rally. The rally ended at VIA Hall and Students from different
school delivered their speech on Environment. The students were awarded prize for the same.
Other prizes and awards were also distributed to the schools.
WORKSHOP ON CHLORINE SAFETY AT COE ON 18.2.2012
A workshop on Chlorine Safety was held jointly by Deputy Director of Industrial Health & Safety,
Valsad at 9:30 am on 18th February 2012 in Centre of Excellence Conference Hall. Shri Ashok
Shukla, Shri Chaitanya Bhatt, Shri Dilip Doshi, Shri Mahesh Pandya, Shri Sharadbhai Thakar,
Shri Somabhai Patel, Shri Prakash Bhadra and other executive committee members were

A team of reporters and photographers lead by Ms. Harshada Sawant visited VIA to gather inputs

March 2012 one such Police Lokdarbar

TRAINING PROGRAM ON ECO FRIENDLY TEXTILE PROCESSING
Textile Committee Members of Vapi Industries Association and Anchor Training Institute have
jointly organized a training programme for environment friendly manufacturing and processing of
textile from 10th to 12th April 2012. A large number of students and staff members from textile
units participated in the training programme and took the benefit of the training. Shri Ashokbhai
Shukla, President, VIA encouragingly said this kind of unique programmes are the result of the
effort of Textile Committee members. He assured that VIA will always appreciate and encourage

VISIT OF SHRI HARIBHAI PATEL IAS, COMMISSIONER, COMMERCIAL TAX, GoG
Shri Haribhai Patel Saheb has always very closely bonded with the Vapi Industries Association and its members. Vapi
Industries Association has sent an invitation to him requesting to visit VIA at a convenient date and time. He had agreed
and came for a visit to VIA on 12th April 2012. A meeting was organized and VIA Office Bearers, senior members and
committee members attended the meeting. Members queries on various issues like issuance of E-1 Form, Refund of
Security Deposits, Correction of C Forms, remedial process for erroneous E Payments, problems at Check Post and
Form No. 402 & 403 has been well replied and resolved by Shri Haribhai Patel Saheb. He further explained that now filing
of almost all the forms and challans have been made online for the convenience of tax payers and most of the issues are
resolved. He assured the members that shortly all the forms will be available on the site and will have the facility to be
filed online to further facilitate the tax payers. On the Check Post issues he assured that corrective measures will be
taken.

During the visit of Shri Haribhai V Patel IAS, Commissioner, Commercial Tax, GoG on 12.4.2012 various issues related
to the Check Post was not discussed due to limitation of time and it was discussed and decided that a separate meeting
will be held to discuss the issues related to Check Post issues. The committee chairman thereafter organized for a visit of
Shri V V Dave, Jt. Commissioner (Enforcement), Commercial Tax at VIA on 25.4.2012. VIA Office Bearers, Committee
Members, members and Commercial Tax Practitioners attended the meeting in great numbers. Common issues related
to Check Post and difficulties due to newly introduced online Form No. 402 & 403 were raised. Shri Dave assured the
present to resolve the check post related issues may be by making a 24 X 7 office to resolve the issues. Also a
presentation has been given by Asst. Commissioner Shri Nayan Shah, explaining the process of online submission of
Form No. 402 & 403 to reduce the hardship of the tax payers.

SEMINAR ON INFRASTRUCTURE ON CHEMICAL CLUSTERS IN THE COUNTRY BY INDIAN CHEMICAL COUNCIL
Indian Chemical Council had organized a One Day Seminar on Infrastructure on Chemical Clusters in the
Country on 11th May 2012 at Hotel Vivanta, Taj President, Mumbai. All the prominent Industries
Association from the state of Gujarat and Maharashtra were invited to give their presentation for the
addition and augmentation required in the infrastructure of their estate particularly in view of the proposed
Delhi Mumbai Industrial Corridor. A team of VIA Committee Members consisting Shri Ashokbhai Shukla,
President, VIA, Shri Maheshbhai Pandya, Ex Officio and Shri Tushar Shah, Jt. Chairman, Environment
Committee, VIA attended the Seminar.
Shri Ashokbhai and Shri Tusharbhai had given a power point presentation to all the present showcasing
the development happened in the Vapi GIDC Estate in the last few decades and the necessary
augmentation need to be done to cope up with the increased goods movement on starting of proposed
Mumbai Delhi Industrial Corridor.

DRAWING COMPETITION AT GYANDHAM SCHOOL HALL ON 3.6.2012 AT 8:00 AM CELEBRATING WORLD ENVIRONMENT DAY
A drawing competition was organized at
Gyandham School hall celebrating the
World Environment Day in association
with GPCB, GEC, NAA & VWEMCL. The
function was inaugurated by Shri L C

competition. More than 150 students
from various schools and colleges of

competition was divided in two
categories below 14 years Age Group
and Above 14 years Age Group and the
theme was 'Protect Environment'. The
paintings were evaluated by a panel of 6 Judges from different school and institution. The top three participants
from both the groups were awarded with a certificate and cash prize. Best three paintings were sent to
Gandhinagar and one of the painting won the 2nd Prize there. Rest all participants were awarded with a Certificate
and Consolation Prize.
CYCLE RALLY & FREE PLANT DISTRIBUTION AT GUNJAN ON 5.6.2012 AT 8:00 AM CELEBRATING WORLD ENVIRONMENT DAY
A cycle rally was organized on the day of
the World Environment Day sending
message to the community to reduce
vehicular pollution. The rally was flagged
off by the Collector, Valsad, Shri L C Patel
IAS. More than 300 participants took part
in the rally, including students from St.
Xaviers' High School, Vapi. The rally was
organized in association with GPCB,
GEC, NAA and VWEMCL. The rally
started from Gunjan Chowk and
continued for a stretch of around 4 KM
thru Rotary Circle, Haria Hospital, Ambe
Mata Mandir, Morarji Circle, Prime Hotel
and ended at Gunjan Chowk. The VIA
Office Bearers and Committee members
also took part in the cycle rally in great
numbers. After the rally, free plants and trees were distributed to the residents of Vapi and surrounding area. More
than 4000 plants were distributed in two days (5th & 6th June 2012) to encourage people to do more and more tree
plantation to fulfill the dream of Clean & Green Vapi.

VISIT OF HON'BLE SHRI VASANBHAI AHIR, MINISTER OF STATE FOR SOCIALLY & EDUCATIONALLY BACKWARD CLASS ON 7.6.2012 AT 4:00 PM IN VIA
Hon'ble Minister of State Shri Vasanbhai Ahir came for a visit to VIA on
7th of June 2012 at 4:00 pm. He was greeted with Bouquets, Books and
Shawl by the VIA Office Bearers, Committee Members and Senior
Members of VIA. Shri Ashokbhai said VIA has got a very old relation
with Hon'ble Shri Vasanbhai as he has co-operated and helped a lot to
the VIA members during the Relief Mission of VIA to the Earth Quake
affected people of Kachh-Bhuj. Shri Vasanbhai, during his speech to
the present shown his greatness and humbleness and thanked the
members of VIA for the
support VIA had extended
to the earth quake hit people of Kachh-Bhuj. He said, he and the people
of Bhuj is obliged to the Members of VIA for their support. He shared
some of the memories with the present member and shown his
gratitude to the Senior Members like Shri Ashokbhai, Shri A K Shah and
Shri S S Sarna. All the present members were spellbound during his
speech and all took a journey thru the memory lane way back in the
year 2001. The members of VIA will remember Shri Vasanbhai for a
long long time for his humbleness.
INTERACTIVE SESSION WITH DR. K U MISTRY, CHAIRMAN, GPCB ON 13.7.2012
Vapi GIDC Estate was earlier declared as one of the Critically Polluted
Area. Thereafter significant work has been done to control pollution
and preserve the environment. An Action Plan has also been submitted
to bring down the air, solid and liquid pollution within the permissible
parameters of CPCB. On the basis of that action plan Vapi has come
out of the Critically Polluted Areas List. For implementation of that
action plan GPCB has organized various review meetings with Vapi
Industries Association, Vapi Waste & Effluent Management Company
Ltd. and the Industries of Vapi GIDC Estate. Being the Chairman of
GPCB Dr. K U Mistry Saheb has chaired many such review meetings in
the past. A meeting cum interactive session was organized at the VIA Auditorium on 13.7.2012 at 10:00 am with
Mistry Saheb to review the environmental status and improvement done in controlling pollution. The Speech of
Mistry Saheb was blended with humor as always. He has acknowledged the efforts of VIA and the Industries of Vapi
GIDC Estate for the significant improvement in the Environmental
condition of Vapi and surrounding areas. The members have also
praised and thank Dr. K U Mistry Saheb and his Department for
rendering their able guidance and valuable suggestions to comply with
the pollution norms.
The program was well attended by the member industries and held in
presence of Shri G H Trivedi, Vigilance Officer, GPCB, Surat, Shri G V
Patel, RO, GPCB, Shri A J Patel, RO, GPCB, Surat, Office Bearers and
Committee members of VIA.

A meeting has been organized by Shri T J Gamit, Dy. Director, DISH
Industrial Safety & Health, Valsad in association with VIA with the safety
officer from various industries of this region on 20th July 2012 at 3:00 pm in
Centre of Excellence Conference Hall. The purpose was to create an open
forum with knowledge sharing activity. Addressing the forum Shri A N Trivedi
said that very unfortunately number of accidents has increased compared to
previous year. He said in the last seven months this year there were 52
emergency calls received at VECC. Out of these 52 case of Accidents about
7 8 cases were taken for analyzing and
discussion so that similar kind of negligence / mistakes are not done in the
other industrial units.
The meeting was attended by Shri T J Gamit, Dy. Director, DISH, Valsad, Shri
Chaitanya Bhatt, Hon. Secretary, VIA, Shri Maheshbhai Pandya, Immd. Past

INDEPENDENCE DAY CELEBRATION ON 15.8.2012
Independence Day was celebrated at
VIA Ground with all the excitement and
joy as done every year. VIA President
Shri Ashokbhai Shukla done the
National Flag Hoisting in presence of
VIA Members, Senior Citizens, Students
& Teachers from Schools and VIA Staff.
Addressing the audience, post flag
hoisting, Shri Ashokbhai said the young
generation like school students are the
future of this country. We all shall try our
best to make this country completely
corruption free so that when they grow
up they get used to a corruption free
system. He has also emphasized about
making special effort for the students
from the backward and tribal people to
provide them similar facilities which an ordinary student gets.
After the president's speech, honour is been given to Mahatma Gandhiji by
lighting of lamps in front of his photograph at VIA Auditorium followed by a
electrifying tribal dance performed by the students of Smt. Z H Shah Sarbojonik
High School, Dungra. Later on students of St. Xavier's High School, Vapi
performed a beautiful Dance Drama on Patriotic Songs. All the performing
students were given a small token of appreciation and the program was
concluded with singing National Anthem.

Confederation of Indian Industry, Gujarat Zonal Council organized an Interactive
Session and Round Table Discussion with local industries at 11:30 am on 24th
August 2012 at Daffodil Banquet Hall of the Hotel Fortune Galaxy, GIDC, Vapi. A
short film was screened showing various activities of CII. Shri Rajiv Modi, Vice
Chairman, CII Gujarat Council explained the need for MSME units to get united
and use the larger platforms like CII for representations to the right forum and
authority. He requested all the present to
join CII as member and take the benefit
of their national platform.
Shri Ashokbhai Shukla, President, VIA also addressed the present explaining
the need for the small industrial units to get united and use larger platforms of CII
so that their representations gets presented in the right forum by the
confederation.
The event was well attended by Executive Committee Members & Members of
VIA and representatives from Industries Association from surrounding areas.
FAREWELL FUNCTION OF SHRI L C PATEL IAS, COLLECTOR, VALSAD

Shri Patel Saheb was invited for a

function. The Divisional Manager of GIDC,
Dy. SP, Vapi, PI, GIDC Police Station and
other senior Govt. Officials were also
present.
President, Shri Ashokbhai said he has
never meet such a polite and co-operative
collector. He further said that Shri L C Patelsaheb has always remained present during the time of need. During his tenure
as a Collector of Valsad Shri Patelsaheb has attended many many function at Vapi. But it has been observed that he was
always very particular to attend the functions of schools and children and events related to environment i.e. World
Environment Day etc. His polite and supportive nature has made him a 'Lok Priya' Collector.
Shri Patel Saheb also expressed his sincere thanks to the members of VIA for their support and co-operation. He has
appreciated VIAs continuous effort to provide better services to the industries and people of this region. He acknowledged
the support given by members of VIA in the mission to eradicate malnutrition from the district and during the flood situation
at Valsad.

MEETING WITH SHRI DEEPAK KUMAR IRS, CHIEF EXCISE COMMISSIONER
A meeting was organized with Chief Excise Commissioner Shri Deepak
Kumar IRS on 12.9.2012 in the 2nd Floor Conference Hall of VIA.
Shri Ashokbhai gave a brief introduction of VIA and it's role. He explained
various activities of VIA and VWEMCL, done for the betterment of the
people of this region and society under CSR Activity.
Shri Ashokbhai also gave written representation to Shri Kumar for the
withdrawal of Service Tax on Effluent Treatment Charges for the
betterment of MSMEs and requested Shri Kumar to take up the same in
the right forum for effective conclusion.

Shri Ashokbhai informed Madam Bharathi that VIA is already moving in the path shown by her and sending
Nutrition Kit for the malnourished children of Kaprada Taluka every month. He further said that though VIA has
initially planned to send these kits for one year but now we are planning to continue this activity for further many
more years. He expressed his sincere
thanks to Madam Bharathi for involving
VIA in such a noble cause.
Shri A K Shah said Madam Bharathi's
initiative to eradicate malnutrition from
this region thru HUM project is well
acknowledged across the state. Even
the Honourable Chief Minister Shri
Narendrabhai Modi got impressed by
her work and said we shall start this
activity across the state. Shri A K Shah said that Madam Bharathi has got the highest level of appreciation this way
from the Honourable Chief Minister for her work to eradicate malnutrition. He also said in line of Shri Ashokbhai that
VIA will try to continue sending the Nutrition Kit for the malnourished children and mothers of the region till the time it
is required.
All the present members appreciated the good work and sincerity shown by Madam Bharathi to eradicate
malnutrition from this region and acknowledged her to be the mother figure of Valsad District.
Madam Bharathi also appreciated and acknowledged the co-opertaion received from VIA thru out her tenure in
serving the people of this district and the support received for the betterment of the under privileged citizens of this
region. She also expressed herself to be lucky to have such beautiful people and their support.

The teachers present from the participating schools appreciated the efforts of VIA and GPCB in organizing this show. They all
said this show gave a platform to their students to speak out and share their views and knowledge on what they feel about our
environment and what needs to be done. All the present teachers also found this show to be very informative.
TALK SHOW CELEBRATING THE WORLD OZONE DAY
Smt. Nipuna Tonawane IPS has recently taken charge as District Superintendent of Police, Valsad from Shri D B Waghela
IPS. A Police Lokdarbar was organized by the department in her chairmanship on 28th September 2012 at VIA Auditorium,
GIDC, Vapi. It was also the first visit of Smt. Tonawane to the Vapi GIDC Estate. Hence as per the ritual of Vapi Industries
Association a warm welcome was given to her by the President and the Office Bearers of VIA with Bouquet and an
Autobiography of Mahatma Gandhiji. After the floral welcome the Lokdarbar started in presence of the VIA Office Bearers,
Executive Committee Members, Members Industries, Addl. SP, Vapi, PI, GIDC Police Station, PI, Vapi Police Station and
citizens of Vapi. The issue of the ever increasing traffic problem was raised for the kind attention of Smt Tonawane. Other

Shri Roopwant Singh,IAS, took charge as the Collector, Valsad from Shri L C Patel, IAS recently. As per the tradition of
VIA Shri Roopwant Singh was invited for a visit to VIA so that a Welcome Meeting with the Members may be organized
in his honour. After his confirmation a welcome meeting was kept on 3rd of October 2012 at 5:00 pm in VIA 1st Floor
Conference Hall. Shri Singh also went for a visit to the CETP, Vapi, Centre of Excellence and the TSDF Site before the

On 2nd of October 2012, a very special day, as it is the birthday of the father of the nation Mahatma Gandhiji. Vapi

Outlook Conference on 8.3.2012 at Hotel Taj, Mumbai. VIA

Bhadra, Shri Nirav jani, Shri Bhavin Patel and Shri Smit
Patel gave a brief presentation on collaborative
innovations explaining the investment opportunities in Vapi
and various activities of VIA. The presentation was well

Vapi Industries Association is putting

plantation and gardening under Green
Society Project. On getting a request
from the District Science Centre,
Dharampur the committee members of
VIA decided to redevelop the garden at
District Science Centre, Dharampur as
this will motivate the visiting students
and youths in maintaining greenery by
doing more and more plantation to
preserve our environment. The

the inauguration of the redeveloped garden and a travelling exhibition on 'Radiation Around Us' on 5th April 2013.

environment are seriously
dealt with in support of both
the environment and
industry. We wish to
ensure Vapi to be as clean
and possible and are
taking all measure to do
this, however keeping
industrial growth in mind
and sharing of best practices will enable us to resolve the environment
crisis.
A very sad incident, the collapse of our TSDF site was a big
embarrassment for VIA, however we managed to salvage the damage
to a great extent with help from all members and active support from
the various departments. The environment committee has been at the
forefront of damage control in this crisis.
We would like to take this opportunity to offer our sincere gratitude and
thanks for the guidance and support received from GPCB, Chairman,
MS, RO Local Office and Vigilance cell, Notified Office, GIDC, Schools
and Colleges of Vapi as well as the member industries and VWEMCL.

TEXTILE COMMITTEE
VIA textile committee conducted ASDC examination of
SDC UK. A London base cherity international institute.
Examination was held in the month of May 2012 at VIA
conference hall covering area of colours, dyeing , printing ,
polymers and management. This examination strictly
adhared international standards.
All six papers were received from SDC London. SDC UK
has appointed Vapi Industries Associatin as its 4th
Chapter in India to conduct such examination.

and Srinivasan conductor of examination with stundets.
RESIDENTIAL AREA (GUNJAN) COMMITTEE & COE COMMITTEE
1. As a chairman of Tree Plantations committee - Gunjan residential area, planted maximum number of plants in
Gunjan area, and taken care of the same till the date.
2. Initiate the technical aspects to discuss on the floor and taken care to develop new methods to control COD
level at CETP.
3. Technical supports for laboratory and pilot scale work to reduce COD by method brought by Prof.Joshi & Prof.
Oza.
4. As Centre of Excellence Committee started initiatives to utilise facilities of COE and make it viable, at the same
time it benefits to the members. Meetings, discussions and practical work done at COE improved and start up
of pilot plant.
5. During period of Critical Pollution bane on Vapi, various actions taken by Technical committee, and worked on
ACID Bank Project, to handle the issues related to spend acids.
6. Attended and represented VIA at National Summit : Energy Efficiency in SMEs, New Delhi during 30-31 July-
2012.
7. Started initiatives to execute Textile Testing Lab at COE.

INFORMATION TECHNOLOGY COMMITTEE
IMPLEMENTATION OF K DOC, DOCUMENT MANAGEMENT SOFTWARE
K Doc, a document management software was purchased,
installed and implemented for better document handling and
management. With the implementation of this system every inward
document is stored in the computer server in digitalized format.
This helps in searching documents at a much faster pace than
searching the physical documents. The scope of any document
loss is also avoided completely as there is always a digital copy of
the document. This is one of the most significant and successful development from the IT perspective at VIA.
INSTALLATION OF COMPUTER SERVER AT VIA OFFICE 5.8.2011
A computer server (IBM) was installed and all the computers of VIA Office and VECC were connected through
LAN (Local Area Network). This gave easy accessibility of files from one user to another. Further the
digitalized documents are also saved in the server. The Office Bearers and the IT Committee members did the
inauguration of the server.
MEMBERSHIP CUM ELECTION SOFTWARE
IT committee and Membership committee have made a software for managing membership data, adding new
members, editing its membership details. This software can be used at time of VIA Election, so that process of
election can be done fast, easily. With the help of this software we can avoid the duplication of voting, and
other mistakes that can happen during the Elections.

Published on the eve of 6th Global Industrial Summit (11th - 13th January, 2013)
GPCB and its all activities are reenergized
during last 3 years. It is firmly determined to eradicate,
pollution from our State. Therefore, strong decisions
are taken and strong policy is implemented against
polluters. Pollutant by-passers now do not dare to do so.
Awareness and pressure is created to run plants
properly, to follow correct practices and to implement
appropriate control measures. It is realised that now
past will not be repeated. Industry people and GPCB
staff are motivated to march toward clean and green
Gujarat. Many new initiatives are taken in this regard. A
few are stated below :
1. At CETP levels; by technical action plans and
strict monitoring, treated effluent parameters -
COD, BOD & NH3N-have been reduced by
more than 60% at many places. Efforts are
continued to further reduce the pollution.
2. Acidic effluent discharge is mostly controlled
and it is made neutral at almost all the places.
3. Effluent flow is regulated. Over-flowing of
khadis (ditches) is stopped. All flow is
regulated through pipelines or channels.
4. At individual ETP levels, hundreds of ETPs
have been upgraded to improve their
treatment results. Their pollution parameters
are also reduced. Further efforts are also
going on.
5. Air Pollution in industrial clusters is reduced by
more than 60% .

6. For observing blackness of smokes from
chimneys in main industrial clusters,
CCTV cameras have been installed and black
smoke emitters are continuously monitored to
run their boilers and APCM properly.
7. Directions are issued to install online
continuous monitoring system consisting of
sensors and transmitters for water and air
parameters as under:-

Flow, pH, COD or TOC & NH3N
For air emission -
Flow, PM, SOx & NOx
As beginning, such directions are
issued to all common treatment facilities, all
Government factories, all co-operative giants
and having high hydraulic or pollution load.
Implementation is gathering momentum and
we hope gradually all polluting industries will
be on-line monitored.
8. Forms are designed and monthly information
is required uploaded on online XGN system by
Municipalities and Municipal Corporations
regarding municipal solid wastes (MSW)
generation, its collection, transportation,
treatment and safe disposal.
For this purpose, meetings and
discussions are conducted and directions are
issued. GUDC is also called for in this
regard.

9. Similarly information form is designed in
respect of Bio-Medical Wastes (BMW)
treatment sites and monthly data is required
uploaded on online XGN system to monitor
such facilities.
Efforts in Para 8 and 9 above are helping in
controlling pollution due to MSW and BMW
respectively.
10. Acute problems of polluting Gasifiers at Morbi,
Ammonical nitrogen at Ankleshwar, Vatva etc
and illegal discharges or bypassing of
hazardous wastes or effluents at many places
have been dealt with strictly and controlled
effectively. Some grossly polluting units are
closed down permanently.
11. Implementation policy is made strict. Habitual
offenders and more polluting industries were
punished by closure orders till compliance and
deposition of bank-guarantees before
revocation.
12. To help small industries for pollution control,
new CETPs have been sanctioned -at Narol,
Palsana, Sarigam, Jetpur etc.
13. By fast action plans and their implementation
and presentation at the Central govt.,
moratorium on new projects at Vapi,
Junagadh and Bhavnagar was lifted and
pollution level at Vatva, Ahmedabad and
Ankleshwar is also effectively reduced.
14. Policy of taking bank-guarantee for
compliance from BMW treatment units and
issuing closure to defaulting health, care units
is introduced. This helps in getting
implementation of BMW Rules.
15. Industries using unauthorized fuel (chindri,
plastic, jari wastes, tyre-dust, petcoke etc) are
issued closure orders for strict compliance
and they are directed to use authorized fuel
only.
16. Strict monitoring of surprise sample checking
of industries on ECP channel at Padra
compelled polluting industries to turn down
toward compliance.
17. Engineering colleges are involved in pollution
sampling and analysis in addition to the
monitoring by GPCB staff. This has driven
many polluting industries to upgrade their
ETPs.
18. Bypass pipelines are detected and eradicated
from ground to stop such type of malpractices.
19. Many industries are directed to send their
incinerable wastes for co processing at
cement mills. Cement mills are also convinced
to come forward for more and more co
processing of waste in their kilns.
20. Plastic waste from paper mills at Vapi is also
diverted for coprocessing in cement kilns.
21. Long-pending issue of coloured water from
Jetpur textile units is resolved by breaking
illegal washing ghats, insisting for legal
washing ghats, directing for two new CETPs
and opening new GPCB office for Jetpur area
exclusively.
22. Problem of Ammonical nitrogen from CPC
blue pigment manufacturers was handled
technically and they were directed to send
their effluent at Bhavnagar for reusing to make
their product.
23. Problem of high COD effluent from many
industries at Ankleshwar, Vatva, Vadodara,
Vapi etc was attended by suggesting use of
MEE and other control measures.
24. Problem of spent solvent and its illegal
discharge was solved by diverting it to
consented reusers only.
25. Directions are issued to Ahmedabad
Municipal Corporation to stop waste throwing
in kharicut canal and providing new pipeline
for Danilimda and Narol area for effluent and
sewage disposal.
26. Dahej Industry Association and GIDC are
advised to make provision of CETP before
discharging effluent in common pipe
conveyance.
27. Insistence is continued to use natural gas
instead of coal to control air pollution. Rising

price of natural gas is creating difficulty for
industries and resistance to overcome.
28. National awards are received bv GPCB for its
best efforts for e-governance. ISO 9001 and
14001 certificates are also achieved from BIS.
Also achieved NABL certification for Central
Laboratory at Gandhinagar.
29. More and more industries are directed for `
zero discharge' or to opt for nonpolluting
product.
30. Commorn treatment facilities are inspected by
newly designed inspection form for minute
observations.
1. GPCB infrastructure expanded during last 3
years. New offices opened at nine places to
control pollution from shorter distance and to
serve the society at their district places. 49
new officers and 68 data entry operators
recruited and 21 new vehicles purchased for
fast administration.
2. Concept of Help desk, Environmental Clinic
and proactive programs is introduced in all
(22) GPCB offices to help industrialists to
upload their applications and to solve group
compliance problems so that closure may not
become necessary and legal compliance is
achieved by helping and cooperative efforts.
3. Use of Gujarati language (instead of English
only) is inducted in office files and all
correspondence with the general public. Use
of English is continued where there is no
alternative or it is otherwise required. All
instructions for entry and inspection, for
pollution control, legal notices and orders are
now issued to concerns in their own language.
This has given great relief and ease to small
and medium scale industry people. They,
therefore, feel comfortable with GPCB
administration.
4. Waiting or detention time of visitors is greatly
reduced. They now need to come between 3
to 6 pm only and all of them are attended
during this time. By this change, office work is

5. Online reporting system-XGN-is upgraded in
many directions and it is now made more
informative and more useful to users.
6. Many forms are designed to get exact
information of production, resource and
energy utilization, waste generation,
treatment and disposal and various types of
statutory compliance. Now ready compilation
of such information has become directly
useful to all officers for their planning and
getting fast compliance.
7. Wastes data bank is expanding for their
reusers and recyclers
8. Laboratories at Head Office and other oflices
are being expanded and equipped with latest
instruments for fast sampling, analysis and
results.
9. 212 officers were sent for training during last 3
years in India and abroad to increase their
knowledge and capability for environmental
protection.
10. Looking to our industrial growth, project
proponents are convinced for MoUs to create
new common facilities for pollution reduction
for better future.
11. Cleaner production options are now
suggested with CTEs to new applicants. An
appeal letter from Hon. Chief Minister Shri
Narendrabhai Modi is also sent with each CTE.
12. CSR monitoring cell is created at Head Office
to see compliance of these conditions in
granted environmental clearances.
13. Detailed compliance is now called for in
specified format under MSW and BMW Rules.
This will make our State more clean and green.
14. System of receiving all payments to GPCB is
now made through bank. No person is
required to come to our office to give cheque
or draft. Direct payment through Bank facility
is made effective to pay fees for water cess
and various applications including analysis

2012 by our Hon. Chief Minister Shri
Narendrabhai Modi. This is a unique green
building in the country running totally on solar
energy of 80 KW. Visitors feel more comfort
and best environment in this new office.
25. Monthly meetings of regional and other
officers are made more interesting, interactive,
knowledge - sharing, fruitful and inspiring in
addition to, statistical monitoring for disposal
of pending work.
26. To increase more employment in the field of
environment at ITI level, tie-up is made with
Employment Department of
the State and Board is
helping for placement in
industries.
27. It is planned to give portable
pollution parameter sensors
to the Board officers so that
important parameters can
directly be measured. This
will give instant results for
quick decision.
28. Board staff is motivated to act as
friend, philosopher and
guide toward industry
people and properly guiding
them for necessary control
measures and to run their
plants effectively.

ROAD SWEEPERS IN INDIA : BOON OR BANE
The Government of India has allocated essential services to
municipal corporations, which include s lid waste management,
sewer manage ent and road sweeping, and they are solely
responsible for these: The corporations either carry out road
sweeping by themselves by procuring machines or they give
sweeping contracts to private parties. Hence, the trend in India is
mixed.
Getting the work done
Few municipal corporations prefer to sweep roads by themselves.
Generally, they prefer to award contracts to private sweeping
contractors. However, these contracts do not have very clearly
defined guidelines. Currently, roads in major metro cities like
Mumbai, Delhi and Kolkata are maintained by contractors, whereas,
Chennai remains an exception, having, procured its own road
sweepers But, m smaller towns across the nation, municipal
workers continue to manually sweep the streets and collect waste.
Consequently, the workers are directly exposed to waste and dust,
which in turn cause occupational ailments.
Mechanised cleaning
The advent of mechanised cleaning in India changed the standards
and norms for the management of municipal solid waste in
industrialised countries, and it has had a significant impact on the
occupational health hazards of the municipal workers. But, in
developing countries like India, solid waste management that
includes sweeping is yet to be mechanised. Moreover, the handfui
of cities that have mechanised sweeping are not happy and find that
more problems have been created than have been solved.
Municipal Corporation of Delhi (MCD) introduced mechanised
sweeping in 2011 for the city roads. Around 20 state-of-the-art
mechanised sweeping machines were procured for the 1 2 zones of
MCD. The model of this projett involved awarding contracts with the
condition that the maintenance of the machines will be the
contractors' responsibility.
The sweeping machines were imported and equipped with dust-
carrying tanks. The machines were to sweep the roads at night.
These machines also have water-sprinklers for dust suppression
and were of two types - one for roads that are 60-1 00 feet wide and
another for those roads that are over 1 00 feet wide.
However, ever since it's been introduced, mechanised cleaning has
received more brickbats than bouquets. The common complaint is
that it hasn't been effective in keeping the streets clean as the roads
ar~ often potholed. Therefore, mechanised cleaning often needs to
be followed by manual cleaning. lVot only are the machines very
expensive - each machine cost around Rs 50 lakh they are perhaps
not customised for Indian roads. Besides, there have been
complaints about malfunctioning at frequent intervals.
Road sweepers - a brief
Is it simplistic to blame the machines' incompatibility rather than
accept the wrong methods of using and maintaining them, besides,
of course, the bad road conditions? According to one media report,
the 28 sweeping machines that were procured at a heavy cost
seemed to create ~ust clouds while sweeping; as a result, thejob
was not up to the mark. It turned out that dirt often does not get
sucked into ~he collection tanks. And this is because the rollers
rotate but the vacuum does not function. The m chines were
supposed to prevent such a problem; ut, obviously that was not the
case.
The purpose behind introducing mechanised cleaning was to be
less dependent on manual sweeping. When it was being introduced,
Delhi Mayor Rajni Abbi had said, "We have a large area to clean and
with limited manpower can't carry out manual sweeping, especially
of main roads. The mechanical sweepers will be used on roads
wider than 60 feet."
Due to the failure of mechanised cleaning, now the sanitation staff
manually cleans the roads with brooms, after which the machines
are used. The objective behind the introduction of these machines
was also to transport the swept-up dust and waste directly to landfill
sites. But here too, the complaint is that the machines often
malfunction and spread the dust and waste everywhere.
It’s a no-win situation where the corporation blames the contractors,
who in turn blame the corporation and road conditions. According to
the contractors, the roads are often potholed and hence the
machines can't reach inside. The answer is actually somewhere in
between.
A different perspective
Going by ail this, it seems that the Indian road sweeping industry is
still at a nascent stage, and the initial performance by these
imported road sweeping machines has created an impression that
mechanised sweeping is not suitable for India given the condition of
its roads. No amount of mechanisation can help tidy up a stretch of
road that has several pot holes, which gather dust and debris
extensively.
However, from a different perspective, where we are lacking is
perhaps in the proper selection of these machines. For one, the
design of the sweeping machines must be strictly regulated by
health and safety norms; their in-built features also must be
compliant with regulations. Besides, proper training of the
operators must be made mandatory. Finally, the corporatians
should include competence testing and certification in any
purchase or hire package.

"We have not gone for the right machines suitable to Indian
conditions," says Sumeet Khurana, Managing Director, Dulveo
India. He adds, "In lndia, the main problem is dust and not 4itter,
whereas the machines that were procured were mainly suitable for
picking up litter. So, these machines had to use water sprinklers so
that the dust can be picked up when it is wet. Now, one cannot have
an incessant supply of water in such motorised sweeping machines
and the moment the water . supply stops, the machines start
malfunctioning."
These road sweepers are going to be used in all types of
environment in India, and hence should be flexible and function
satisfactorily on any type of surface and operate on bumpy or
uneven roads. There are different sweeping machines for different
road conditions. Khurana says, "For example, the condition in
Europe is such that the machine should be able to pick up litter like
cans, etc, whereas the condition in the Middle East requires that the
sweeping machines be able to clean the sand. Likewise, in India it
should be able to sweep dust." In fact, India needs versatile models
of sweeping machines that can be used for other jobs apart from
road sweeping for which there has to be an easy maintenance
regime and dependable after sales service.
Made in India
Besides the number of foreign brands, Alano Motors Pvt. Ltd. at
Mumbai is an Indian firm that manufactures road sweeping
machines. Shridhar Rao, Business Headm Alano Motors, says,
“For any organisation looking at facility management solutions,
robust machines that are attuned to Indian conditions and that
offers ease of maintenance are the first step to better functioning of
the cleaning process of roads and streets, whether in the public
spaces or in large private organisations. Another important element
is the right maintenance, service and availability of spare parts."
In fact, Rao goes on to state that the problem really lies elsewhere --
in not matching the equipment to the needs. °Indian municipalities,"
he says, "operate road sweepers on both major and minor roads.
Truck loaded machines are okay for main roads, but they can't be
used for smaller roads as that would halt all traffic."
Despite good care and maintenance, machines can break down
anytime. Therefore, an efficient and effective parts and repair
service needs to be available on demand, because machines left to
sit in a workshop waiting for repairs are of little use.
Master of all trades
According to Dr. Bakshi, Lion Services Pvt. Ltd., "Cleaning roads of
dust and debris is only half the story. Road sweeping machines can
actually achieve many other objectives. For example, they can
reduce particulate matter in the atmosphere since the manual
sweeping done on city roads raises a lot of particulate matter in the
air, which results in health problems and smog."
However, he goes on to say, the primary objective of cleaning roads
remains the most important function. For this to happen, authorities
need to consider the state of the roads, the water channels and
state of catchment area. A dedicated team to repair roads must be
at hand, but more importantly, a similar team is needed to maintain
the machines. Most breakdowns are neither due to poor machine
quality nor bad roads but simply due to poor maintenance by
untrained staff.
The cost factor
Every year, the government spends huge sums of money on de-
silting drains before the monsoons. A well-swept road in which the
dust and debris are not merely shoved into the drains can cut those
costs drastically. There are a lot of hidden costs, too, which can be
saved with the proper utiiisation of these machines. Here comes the
role of outsourcing road cleaning to efficient firms that are experts at
the job and that have focused staff to ~andle and maintain
machines.
The reason the roads leading to New Delhi airport are so well
maintained and clean is because they are regularly cleaned and
maintained by road sweeping trucks. Even the best built roads can
fall apart if mechanised cleaning is not resorted to in the long run. As
if is, supplying equipment for use in road maintenance and
sweeping is a very large market with muitiple suppliers.
Success stories
It is interesting to note t at large public outdoor spaces managed by
man private institutions that utilise these machines for cleaning are
displaying good results. he Akshardham temple at Delhi is built near
the Yamuna river, and the area around it is dusty with thousands
thronging the space daily.
The almost impeccable cleanliness can be attributed to the well laid
out roads with properly maintained drain channels and road
catchment areas. Nemango Gupta, Country Manager, Tennant
Company, says, "Cleaning machines are not a magic wand. Given
the right road conditions, they can achieve wonderful results, and it
is incorrect to assume that foreign machines are not suited to Indian
conditions at all times."
The authorities need to carefully choose the company that tan offer
equipment that meets the specified requirement, is dependable and
willing to offer reliable after-sales service. This can also imply
resorting to outsourcing, too, since training staff and maintaining the
machines is a full-time job in itself, and often municipal corporations
trip up on this.
However, given the present circumstances, this might not be
possible all the time. For this, the usual methodology of the lowest
tender is not always favourable as is evident from the experience
with many municipal corporations. Perhaps, it is time to make far
reaching changes.

Industrial Clusters. Rapid industrialization in the state has generated vast scope for employment of technically
competent manpower.
Though the State has over the years attracted large volumes of investment the availability of suitable industry
relevant skilled manpower has been lagging. Despite large requirement of manpower on the one hand and
institutional arrangements for equipping/skilling on the other, there has been a qualitative demand-supply
mismatch
resulting in shortage of skilled manpower for the industry and hence we have simultaneous
unemployment/underemployment problems.
To address this issue, the State has laid emphasis on the expansion of a skilled and industry relevant manpower
base for the benefit of local population and with aim to provide quality skill development training programs for the
benefit of local industries. As part of this initiative GOG has decided to established Skill Upgradation Centers
(SUC's) in each GIDC estate across Gujarat, in the first phase 50 such SUC's have been established and Vapi
being one of the major Chemical Hub on Delhi Mumbai Industrial Corridor (DMIC) route has been chosen for
establishment of SUC.
GOLS Technical & Vocational Education:
GOLS Technical & Vocational Education has been selected of Government of Gujarat under the above mentioned
scheme for running Skill Up gradation Centres (SUC's) in GIDC estates across 16 locations spread across Central
and South Gujarat.
GOLS is a pioneer in education industry with major focus on vocational education and job oriented industry specific
programmes in variety of industry domains including Manufacturing, Production, Engineering, Chemical, Pharma,
Oil & Gas, Plastics, Electricals & Electronics apart from other programs in the management cadre like Industrial
Accounting, Organized Retail, Banking & Financial Services (BFSI), Insurance, Bioinformatics, Power, Petroleum,
Logistics etc.

Course Curriculum:
Courses have been suitably modified to cater to the training requirements of the industries. Our Courses are
basically Job Oriented Training Programmes and very trade specific keeping in mind the requirements of Industries.
GOLS has team of academic experts who also suitably customize the courses as per industry requirements for all
level of training requirements starting from shop floor level to supervisor and managerial cadre programs. SUC
shall also offer specific advance technical courses of short term duration for the benefit of local industries.
The entire process is scientifically designed and focuses on ensuring that the course content addresses the needs
of the specific industry and learner gets full domain knowledge and is ready to work from the first day of his
appointment in a particular industry.

The most important and differentiating USP of training programs is Hands on Training provided at the SUC
workshops, SUC Vapi is equipped with the latest state of the art equipments & machinery, which are being used by
Industries and hence provide the learner with practical skills on the equipments & machinery that they shall be
working in actual industry environment giving them the necessary confidence to face the future competitive world.

A conclave of Adhyatma and Udyog was organized on 27th December 2012 during
VIA Utsav in which Swami Shree Hariprasadswamiji and
Swami Shri Vidyanand Saraswatiji Maharaj, Shri Ashok Shukla, president VIA, other Committee Members and Industrialists
from Vapi were present.
A Musical Night on 28th December 2012 was organized during VIA Utsav, in which Mika
Singh performed live. And Shri Maheshbhai Pandya , Ex Officio VIA, is enjoying the evening
with the star.
A Shaam-e-gazal on 29th December 2012 was organized during VIA Utsav, in which Ghulam Ali performed live and Shri Ashok
Shukla, President VIA, Shri Kanubhai Desai, MLA, Pardi, And Shri Mahesh Pandya, Ex Officio, greeted the celebrity with a warm welcome.
A Musical Night on 30th December 2012 was organized during VIA Utsav, in which Raja Hasan & Ambili Menon performed live and VIA members
are visible enjoying the night of music.
