the Mexican Mafia&#39;s activities may be in violation of Title l8, U. S. Code, Section 2383 Rebellion or Insurrection!, and

,/Section 2384 Seditious Conspiracy!. A confidential sourcewho has furnished reliable information in the past hasinformed that the organization uses force and violence inconnection with racial problems; advocates violent attacks

"and disruptive activities�against California Department ofCorrections authority, and engages in rebellion, insurrectionand destruction at San Quentin Prison.

On November 5, 1973, a reliable source furnishedthe following: _

California penal institutions are violently W .experiencing the powers of criminally oriented groups now �"1operating both within and outside the correctional system. -Q!Individuals have grouped themselves into organizations »69292ythat reflect their ethnic background and language and are ch"directed at prisoner se1f�protection and control of illegal; 1 iactivities within prison walls and on the streets. These _formal tight-knit organizations are composed of convicts /31and ex-convicts and are known to be involved in narcotics, 1;extortion, contract killing, robbery, forgery and receiving.

To be effective at self-protection, these groupsmust-acquire positions of power within the prison system.

&#39;Prison killings, control of narcotic traffic within the_system, crimes committed by members on the outside and thebuilding of a strong organization on the street enablesthese groups to maintain a powerful position within thepenal institutions.

Formed in December, 1970, the VenceremosOrganization V0!, also known as Venceremos,is a militant Marxist-Leninist-Maoist�organization composed of third world andwhite revolutionaries operating in the SanFrancisco Peninsula area. The publiclystated goal of the V0 is to build a unitedfront against the imperialist United Statesleading to the overthrow of the UnitedStates Government by force and violence,armed struggle, and urban guerrilla warfare.The V0 has publicly stated that all membersmust know how to operate and serviceweapons and have weapons available. &#39;

The California Department of Corrections has noidea of the strength of these groups in the streets. 4

The Mexican Mafia is comprised primarily of Mexican-American convicts and ex-convicts from the barrios of EastLos Angeles and is felt to be the most powerful of the prisongroups. In its beginning, the Mexican Mafia was referredto as any group of Mexican prisoners who banned togetherto prey on loner inmates,_ In the late 1960&#39;s, however, theMexican Mafia emerged as an organized group and consideredas an opponent any prisoner, regardless of his surname, whowas not a member. The group now appears to have a formalleadership structure both within the system and on the 4street; however, it is difficult to pinpoint such individualsas leaders because of the great degree of mobilitydemonstrated by the members. The Mexican Mafia is aimedat narcotic traffic control within state penal institutionsas well as on the streets. &#39; y

In 1961 the Mexican Mafia began building strength,worked its way to power at San Quentin and extended itsreach to every prison in the state system. In 1966 theMexican Mafia started organizing with the idea of takingover all illegal activities in prison.

_ Prison officials feel the Mexican Mafia controlsthe major lines of narcotics into California prisons,although the extent of their influence varies from institutionto institution. The group is making attempts to controlthe narcotic traffic from Mexico to California, but at thistime appears incapable of such an endeavor.

� The Mexican Mafia is anti-black and at this timeheavily populates San Quentin and Folsom Prisons. TheMexican Mafia numbering approximately 750 in the CaliforniaDepartment of Corrections System, is allied with the AryanBrotherhood,_an anti�black group in the California PrisonSystem, who support white supremacy.

The Mexican Mafia&#39;s plans on the street includethe takeover of drugs in California. In Los Angeles theymove in and slowly take over. When members get out ofprison they contact a man in the Mexican Mafia on the streeta 1/�r

by his office determined that the Wexican Wafia,although comprised primarily of inmates at Californiaprisons was suspected of being involved in some savingsand loan office robberies in the~Los Angeles area lastyear. This suspicion was based on the fact that a seriesof these robberies was conducted by a gang of Chicanoeswho seemed to be working in an organization. There wererumors attributing these robberies to the Waxican Mafiaalthough no positive evidence linking the two was ever &#39;developed.

�advised that his files showed theMexican Mafia to e centered in East Ios Angeles inasmuchas this is an area largely inhabited by the ChicanoComunity and is the area to which Chicano inmates returnafter being paroled from California prisons. The MexicanMa�a is suspected of being involved-in specialized typeof crime such as that involving violence as in lone sharkinnarcotics, etc. Ihere are currently about six unsolvedmurders in the East Los Angeles area which could be the _result of threats leti out by inmates in Ca�fornia prisons.To date, no positive identifications have been made of --
