Introduction and BackgroundThis Consultation Report summarises feedback received from the Macpherson Park community consultation, which was undertaken in October 2014.
The findings of the consultation will help guide the proposed upgrades to the park and playground, which are scheduled for early 2015.
The existing playground caters primarily to younger children with traditional play structures that are nearing the end of their useful lives.
The Waverley Council Play Strategy has identified several potential upgrades that would better position Macpherson Park within Waverley’s play network. These upgrades include creating a neighbourhood level playground by providing diverse play experiences for a wider age range.
Project Planning and Consultation ProcessTo ensure upgrades meet community needs, community consultation was undertaken. The methodology for upgrading the park and playground is set out below.
Project PlanningIn June 2014, council officers undertook a site assessment of the park to discuss the state of facilities and to identify maintenance issues. An opportunities / constraints study (Refer Appendix A) of the park, and a precedent study of other playgrounds (Refer Appendix B), were prepared to show potential directions for the park upgrades. From these studies three options for upgrading the playground were tested (Refer Appendix C). A preferred option was then chosen and developed (Refer Appendix D).
Consultation ProcessConsultation was designed to canvas community responses to preliminary analysis and sketches and to inform the ongoing upgrade process by gaining a better understanding of:
• how people get to the park and how often they visit;
• how long they stay and what they do in the park; and
• what they like about the park and what they’d like to see in the future.
A consultation survey based on these objectives was made available on the Waverley Council ‘have your say’ website and distributed on a flyer to 400 letterboxes within a 200m radius of the park (Refer Appendix E). Surveys were also distributed at a Bronte Beach precinct meeting and at a consultation day in the park. A total of 33 survey responses were received: eleven online responses, eighteen flyer responses and three emails.
A consultation day was held in Macpherson Park on a Saturday, between 10am and 12pm. On the day two council officers staffed a station which included: a table, A3 laminated prints of the opportunities / constraints, precedents and sketch studies, paper surveys and balloons. The consultation day was promoted on the Waverley Council ‘have your say’ website, at a Bronte Beach precinct meeting and via the letterbox flyer drop. The consultation day was attended by approximately 25 members of the public.
Next StepsThe upgrade design will be modified, in light of the feedback received. The modified design will be displayed for information on the Waverley Council website, along with this report. A detailed design will then be prepared, followed by construction of the playground and park upgrades (currently scheduled for early 2015).

Consultation Feedback and RecommendationsIn this section feedback, both written and verbal, is summarised into common themes. Each theme is accompanied by recommendations on how to incorporate the feedback into the upgrade works. A full table of written responses is located in Appendix F.
Current UseSurvey responses established that the park and playground are regularly used by local residents. Most visitors walk to the park and stay for a short period of up to one hour. The park is currently used for play, ball games, picnicking and relaxing. These findings support the playgrounds current classification as a pocket play space.
Proposed UpgradeFeedback generally supported the proposed playground upgrade. Verbal feedback at the open day generally supported of the proposed playground relocation, particularly the shade from the existing trees and the increased kick-around area. Some written responses suggested enhancing the existing playground location, through the inclusion of shade sails, fencing and new equipment.
A number of people valued the toddler-focused equipment in the existing playground and felt that the upgrade should accommodate a number of toddler play opportunities. These respondents also identified rubber as their preferred playground surface and raised hygiene concerns about mulch and sand surfaces.
Several respondents felt that junior children (5-9 years) were excluded from the existing playground and that new equipment should also encourage this age range. A desire for separation of older and toddler play activities was also a common response.
Recommendations:• Relocate playground to area shaded by existing

use by both toddlers and junior children, as identified in the Play Strategy, by ensuring some

Trees, Planting and ShadeThe existing trees were widely recognized as a valuable part of the park, a source of shade and a suitable place to play. Verbal feedback generally supported proposed tree planting as a source of additional shade for the play area.
Increased shade cover over play equipment was a common request at the open day and in survey responses. Some people requested shade sails while others were unspecific about the type of shade.
Recommendations:• Retain existing trees, subject to arborist
assessment • Ensure new tree planting does not obstruct
playground usage• Relocate playground and plant additional
advanced trees to increase shade coverage• Shade sails are not supported as the high
installation and maintenance costs are not within current budget
Fencing There was a strong view that fencing would improve park safety, particularly for toddlers and ball game users running on to Arden St. Some people suggested fencing extend around the perimeter of the park, while others suggested fencing, designed to stop balls running down the hill or buffer Arden St, would be sufficient.
Recommendations:• Provide a barrier along the Arden St edge of the
proposed playground to prevent direct conflict between children and fast moving traffic
• Reduce instances of balls running down the hill through placement of barrier, planting and playground equipment.
• Perimeter fencing is not supported as it encourages unsupervised play, reduces park permeability, discourages non-playground usage of the park, and is cost prohibitive
Park Access The majority of respondents walk to the park and a significant number of these identified access hazards, particularly crossing Arden St. Multiple responses requested improved pedestrian access in general and
several requested a priority pedestrian crossing on Arden St, at the Macpherson St intersection.
The proposed access path through the park was not commented on in survey responses or at the open day.
Recommendations:• Improvements to pedestrian access at road
crossings are outside the scope of this project but should be pursued as part of other projects, such as the Green Links project
• Review proposed path against upgrade budget and universal access objectives in the Play Strategy
DogsMacpherson Park is currently a dog on-leash area. Responses to dog use of the park was mixed. Some people listed dog walking, as activities they do in the park, while other requested the park be made dog free.
Recommendations:• Council continue to monitor and manage dogs
at Macpherson Park
Furniture Activities such as sitting, resting, reading and picnicking were identified as popular activities. Several responses identified the existing picnic setting and shelter as a feature they wanted to retain.
Recommendations:• Provide a combination of seating and picnicking
opportunities for both playground and everyday park users
ParkingA number of people mentioned that parking was difficult for residents and there was some concern that an upgrade of the playground would make parking more difficult. Several people requested additional parking restrictions, particularly on Baglin St.
Recommendations:• Report comments on parking to Council’s Traffic
and Development Team
