What is Modified Assured Career

Progression (MACP) Scheme

Page 3: MACP Scheme

It is an assurance from the Government which ensures that every government servant will get

at least three upgradations in his/her entire career. The Scheme ensures that every

government servant will get upgradation on completion of 10, 20, and 30 years of regular

service from the date of joining of government service.

Page 4: MACP Scheme

The MACPS envisages merely placement in the immediate next higher Grade Pay, in case no promotion has earned by the government servant during ten year’s regular service in the same grade pay

Promotion earned in the post carrying same grade pay in the promotional hierarchy as per

Recruitment Rules shall be counted for the purpose of MACPS.

Service rendered with state government and ad hoc

appointment will not count for the purpose of MACP Scheme.

All periods spent on deputation/foreign service, study

leave and all other kinds of leave, duly sanctioned by the competent authority

shall count for regular service for grant of MACP Scheme.

Past continuous regular service in another government department in a post carrying same grade pay prior to

regular appointment in a new department without a break shall

count for qualifying service.

The regular service rendered by an employee who declared surplus in his/her department

and appointed in a new organization in the same or

lower grade pay. The service rendered in previous

organization will count for the purpose of grant of MACPS.

The regular service rendered before

transfer/unilateral transfer on own request will count

as regular service on joining of new organization.

Who are entitled for financial upgradation under the MACPS?

The MACP Scheme is applicable for all Central Government Civilian employees upto the level of officers drawing pay in

the HAG Scale (Rs.67000-79000).

Norms prescribed for grant of MACP Scheme

It is on non-functional basis. Therefore, only benchmark of ‘Good’ is applicable for grant of MACP benefits upto the level of Grade

Pay of Rs.6600/-. The benchmark will be ‘very Good’ to the Grade Pay of Rs.7600/- and above.

In case an employee seeks unilateral transfer to a post carrying lower grade pay, he will entitle second and third financial upgradations on completion of 20 and 30 years of regular service. MACP S is subject to rules governing normal promotion.If a financial upgradation is differed and not allowed after 10 years in a grade pay, due to the reasons of the employees being unfit or due to departmental proceedings, etc. this would have consequential effect on the subsequent financial upgradation which would also get deferred to the extent of delay in grant of first financial upgradation.

If a regular promotion has been offered but was

refused by the employee before becoming entitled

to a financial upgradation, no financial upgradation shall be allowed as the

employee himself lost the opportunity of progression.

If employee refuses to accept offer of promotion after

granting of MACP Scheme benefits. In such cases, the

benefit already extended will not be withdrawn but his

future upgradation will not be allowed unless he agrees

for promotion. The subsequent upgradation will

deferred to that extent.

A Government Servant has an option under FR 22(I)(a)(1) to get his pay fixed in the higher post/grade pay either from the date of his upgradation or from the date of next increment viz.1 July of the year.

The pay of the government servant shall be raised by 3% of Basic Pay (i.e. Grade Pay + Pay in the pay band) drawn before such upgradation. However, no further pay fixation will be allowed at the time of regular promotion. Only difference of grade pay, if any, will be added in the pay of government servant on his regular promotion.
