Invitation

Notice is hereby given that Macon-Bibb County will receive responses to the Request for Proposal (original plus

6 copies) in the Procurement Department, 700 Poplar Street, suite 308, Macon, Georgia 31201, until 12:00

o’clock NOON at the time legally prevailing in Macon, Georgia on September 27, 2018, for MACON

COLISEUM SOUND SYSTEM for Macon- Bibb County.

Definitions

Wherever the term “Owner”, “County”, or “Macon-Bibb County” occur in this document, it shall mean Macon-

Bibb County, a political subdivision of the State of Georgia acting through the Macon-Bibb County Board of

Commissioners.

Insurance Requirements

Insurance coverage shall be carried with an insurance company licensed to do business in the State of Georgia.

All coverage should be written with an insurance company with a Best Rating of A or better. Insurance shall be

obtained prior to commencement of work and shall remain in force throughout the period of the contract. Macon-

Bibb County shall be named as additional insured on the policy.

I. Evaluation, Selection and Award

A. General Selection Process The services being sought under this Request are considered to be professional in nature. Consequently, the evaluation of the proposals will be based upon consideration of the demonstrated qualifications and capabilities of the respondents that will result in an award that is in the best interest of the Owner. The Owner may, at their discretion, short-list and interview firms.

II. Additional Conditions

The Owner reserves the right to reject any or all Proposals received. The Owner is not obligated to request clarifications or additional information but may do so at its discretion. The Owner reserves the right to extend the deadline for submittals. Upon receipt of a proposal by the Owner, the proposal shall become the property of the Owner without compensation to the Respondent, for disposition or usage by Macon-Bibb County, Georgia at its’ discretion. Subject to the provisions of the Open Records Act, the details of the proposal documents will remain confidential until final award. The Owner assumes no responsibility or obligation to the respondents and will make no payment for any costs associated with the preparation or submission of the proposals. Costs incurred in responding to the request for qualifications are the Respondents’ alone and the Owner does not accept liability for any such costs.

PROJECT OVERVIEW

The Macon Centerplex Coliseum (MCC) is planning to enter into a contract with one (1) vendor for “Sound Reinforcement Audio Project”. The MCC is located at 200 Coliseum Drive, Macon, Georgia. The contractor shall provide a complete, commissioned and fully operational PA System and controls for its intended use. The vendor proposal should be a FULL TURNKEY SOLUTION. MANDATORY REQUIREMENTS

A mandatory pre-proposal meeting will be required, Wednesday, September 12, 2018 @10:00 am at 200 Coliseum Drive, Macon, Ga. The MCC and Macon-Bibb County will provide existing technical and dimensional information on the structural steel catwalk and provide existing as-built information on the electrical power and lighting related to the “scope of work”. Staff at the MCC will provide a tour of the arena bowl and catwalk, and answer any questions related to the work. “Contractors are required to confirm all information provided by the County or the MCC. All dimensions are required to be fielded verified.”

The Contractor, at their own expense, must work with their own engineer to certify and stamp (State of Georgia PE) a complete set of drawings before work may commence. The Contractor is responsible for obtaining all necessary certified engineered stamped drawings and permits if needed. Pricing must include all labor, removal of existing equipment materials, drawings, tools, engineering, licenses, bonds, transportation, manufacturing, shipping, installing, travel or/all related expenses, supervision, coordination, on and off the site training. Change Orders are not allowed unless the Scope of Work changes are directed by County.

PROJECT INTENT All work must be completed while working around the arena’s event schedule. Work times will need to be coordinated with the Director of Operations. The audio solution must provide the type and quality of sound for:

• Hockey • Basketball • Arena Football • Volleyball • Banquets • Trade Shows • Other

Type of Audio:

Sound Reinforcement will be required to the entire inner bowl without having any “dead” spots. Sound will also be over the seating to the third tier. Patch Panel needs to be considered as well as an audio board.

SCOPE OF WORK

The Contractor shall provide and perform the following: • Remove all existing A/V system and turn over to venue. • Remove, dispose and take off site of all that relates to existing speakers • Remove, dispose and take off site of all wiring, conduit, connections and brackets related

to the existing system. • Provide engineering drawings, calculations, brackets, controls, fixtures and integration

for new PA system • Provide and install new Mounting Brackets & Hardware • Provide and install new audio system • Provide and install adequate sound board for PA system • Provide and install all wiring including for patch panels • Provide on-site engineer to assist as well as support throughout the project • Provide commissioning of each and every piece of audio equipment. • Completely clean and dispose of any debris, boxes, straps or other trash and dispose • Provide a complete timeline schedule that starts with receiving a purchase order and ends

with training of facility staff • Provide a ten (10) year warranty, and two (2) year labor warranty.

SCHEDULE

The Macon Coliseum has a variety of events annually. The Contractor shall work directly with the Director of Operations to build the most timely and effective schedule to complete this project. Below is an estimated time schedule:

The specifications listed below shall establish the design criteria and set qualifying guidelines for all equipment to be provided in the specifications provided by L’Acoustics

QUALIFICATIONS

Qualifications, at a minimum should include the following and must be documented explicitly in the RFP response.

1. Contractor must use L’Acoustics brand equipment and related automated controllers. 2. Contractor must have at least five (5) years of experience with the equipment and systems

of the specified types. 3. Contractor must have experience with comparable scale of similar size venues. 4. Contractor must maintain a fully staffed and equipped service facility. 5. Contractor must have adequate plant capacity and equipment to complete the work on

schedule proposed. 6. Contractor must show capacity for an on-demand service response capability within 24

hours.

1 INTRODUCTION

Venue Presentation

The Macon Centreplex is a multi-purpose arena and in Macon, Georgia, United States. It was home to the Macon Whoopee (ECHL), Macon Whoopee (CHL) and Macon Trax ice hockey teams and also the Macon Knights arena football team until 2006. It is home to the Macon Mayhem, a minor-league hockey team in the Southern Professional Hockey League. Seating 7,182 for hockey and arena football and up to 9,252 for concerts.

Since no CAD was available, this room model was measured by L-Acoustics personnel onsite. As such, this venue model must be considered a “draft” and all measurements should be double checked for accuracy by integrator and end user.

Prerequisites

This document exposes a Sound System Design concept as well as its corresponding equipment schedule and deployment.

The L-Acoustics proposal is based on a “Full System Approach”. The design solution includes speakers, rigging, amplification, and DSP for the system. This results in a highly predictive, standard system with control and monitoring that satisfies the performance requirements of the venue.

2 PROPOSED SOUND REINFORCEMENT

The design concept is based on a mono system of 6 identical arrays on the east and west sides of the venue. Each array consists of a single SB18m, which have beneath it an ARCS WIFO system of Focus/Wide/Wide. The South seating section of the arena with seating is covered by 2 x ARCS Wide as fills. The North Fill system consists of 2 x X12 coaxial loudspeakers. Far upper corner coverage is handled by 4 x X8 loudspeakers. The entire system is powered by 2 x LA12x and 2 x LA4x Amplified Controllers

There is a separate system specified for special events, of which the goal is to cover the flat field. This system consists of 2 x SYVA and SYVA Low elements, and 4 x SYVA Sub elements, all powered by 2 x LA4x.

Service and Support Package

Service and Support from highly qualified L-Acoustics operators is part of the L-Acoustics Full System Approach. L-Acoustics provides a wide range of services: system calibration, end user training and show assistance to run the Sound System at its maximum potential and ensure full satisfaction of the audience as well as the end users.

Network Architecture & Remote Control

The design of complex systems is made possible by the integration of the L-NET Ethernet-based network. Thanks to its high-speed data transfer protocol of 1Gbit/s, up to 253 units can be controlled and monitored in real-time by LA Network Manager software. Multiple network topologies such as daisychain, star, and hybrid are quickly and easily configurable for full flexibility in the required system architecture.

The PC running LA NETWORK MANAGER and the units are connected to each other by using industry standard CAT5e U/FTP cables fitted with RJ45 connectors. Optimized for tablet PC use, LA Network Manager relies on a purely graphical approach and allows placing units and groups in a workspace in a way that reflects their location in the field. It is designed to quickly take the user through the workflow steps of Setup, Tuning, and Live by implementing the tools required for each task into their dedicated page. An advanced network engine allows automatic discovery of connected units. Multiple-group assignation capability, comprehensive real-time monitoring of events with the log file, as well as numerous productivity tools complete the characteristics of a remarkably practical and application- oriented network management software.

L-DRIVE

The latest L-DRIVE protection system carries out an advanced analysis of signal level. When transducers operate in the non-linear domain, either at high excursion, high temperature or high voltage, L-DRIVE acts as a smart power regulator to extend the component durability while maintaining the highest dynamic range. The L-DRIVE circuit has been designed to preserve the sonic transparency of the system.

Fallback Mode – Fail Safety

This possibility prevents sound cut in case of digital signal failure (no clock, loss of lock, invalid audio [validity bit], CRC error, bipolar encoding error, data slip), by allowing the amplified controller to automatically switch from AES/EBU to ANALOG inputs. After the digital signal has returned to “normal” state, reverting to the AES/EBU input mode is not automatic and must be done manually by the user (by using LA NETWORK MANAGER software or third party control system, one click is sufficient for all concerned amplified controllers).

Load Checker

LA Network Manager Load Checker collects data about the connected load's impedance to estimate matching between connected enclosures and the selected preset, as well as the number of loudspeaker sections connected per output, taking into account cable characteristics and ambient temperature. Color coded results help identify potential preset/enclosure mismatches, cable issues or loudspeaker failures.

Cable Length

L-Acoustics uses proprietary tools to compute the influence of cable length for each specific Amplified Controller output channel. Compensation takes into account: cable length, cable section gauge, speakers impedance at channel ouput. This is compensated using specific filtering during the calibration process.

L-Acoustics engineering team will provide support to RAH Audio team for best cabling strategies.

Settings protection

In order to ensure the integrity of a fire alarm system, access to the amplified controller’s parameters has to be restricted. These parameters can be protected independently from:

• LA Network Manager and amplified controller front panel access

• third-party control system application using a specifically determined access policy Settings Protection is

based on three levels of users.

The proposed project below was modelled after drawings we received using L-Acoustics acoustic prediction software, Soundvision. Room acoustics is not considered in prediction and plots provided have been presented to show direct field coverage.

Acoustical Simulation Program Developed for sound designers, Soundvision is dedicated to the acoustical and mechanical simulation of L-Acoustics systems (WST line arrays and coaxial point source technologies). Benefitting from L-Acoustics long term experience in the modelling of acoustic sound sources, Soundvision is the first 3D sound design program capable of operating in real time.

Real time calculation of SPL and visualization of system coverage Soundvision allows the calculation of sound pressure level (SPL) coverage, SPL mapping and delay coverage (or mapping) for the complex sound systems and venue configurations. Either horizontal (plan) or vertical (cut) views can be selected to enter room coordinates or to define loudspeaker placement/aiming. Impact coverage, SPL mapping or delay is then based on direct sound calculation over defined audience geometry.

Technologies

In its thirty years of research and development, L-Acoustics engineers have developed a number of major loudspeaker technologies. The followings are examples in the field of electro-acoustic.

Coaxial In 1989, L-Acoustics introduced the first coaxial loudspeaker enclosure for professional sound reinforcement, bringing studio quality to near-field applications for the first time. Since then, coaxial technology has been implemented in all L-Acoustics point sources and constitutes the heart of the P Series and X Series.

Ellipsoid waveguide The ellipsoid waveguide made its debut in 2015 in the X12 and X15 HiQ coaxial enclosures. By providing a distinct coverage angle for both vertical and horizontal dimensions, it extends the versatility of the enclosures, as well as improving control over the reverberant field.

DOSC waveguide With the proprietary DOSC waveguide, the V-DOSC system was the first line array to operate coherently across

the whole audible frequency range. Since 1993, this major technological innovation is at the heart of every WST line source element, with specifically tailored DOSC waveguides for constant curvature arrays (ARCS systems) or variable curvature arrays (K systems).

L-Fins Introduced in 2008 with the KI system, the L-Fin waveguide marked the transition from the “V” transducer layout of legacy V-DOSC and dV-DOSC systems to the “K” transducer layout.

L-Fins significantly improve the precision and smoothness of the directivity pattern in the horizontal plane. In addition to K1, L-Fins are featured in Kara and ARCS WiFo.

Panflex Panflex was introduced for the K2 system in 2014. Combining L-Fins and DSP, it offers the possibility to change

the horizontal directivity pattern from wide to narrow, from symmetric to asymmetric. With Panflex, a variable curvature line source can now match the complex shape of any audience geometry, both in the vertical and horizontal planes, further minimizing noise pollution.

Laminar venting All current L-Acoustics loudspeaker enclosures with low-range capacities feature laminar vents which provide high

SPL while eliminating turbulence noise. This technology was implemented for the first time in 2007 in the SB28 subwoofer and has been included in K1, K1-SB, K2, SB15m, SB18(i/m), and the X Series.

9 WARRANTY

All products or equipment supplied by L-Acoustics are covered against manufacturing defects and defects in the construction materials that would render them unsuitable for the purpose for which they were intended. Subject to the exclusions stated herein. The duration of the warranty shall be 5 years commencing on the initial purchase date, as stated on the original L-Acoustics invoice. Both L-Acoustics customer service repairs and repair kits are covered by a “90 days” limited warranty. The duration of the warranty is not affected or extended by the return of the product for repairs. This warranty does not cover obvious defects that have contaminated the product(s). Should such defect(s) be identified, the buyer shall notify L-Acoustics within 8 days from the date of delivery. Otherwise, the buyer is presumed to have fully accepted the delivered product as is. Any warranty shall be limited solely to the replacement of defective parts and/or for the repair of parts judged necessary by L-Acoustics and this choice is solely at the discretion of the manufacturer. The manufacturer does not accept responsibility for either any delay caused by the unavailability of products nor any financial compensation for labour costs incurred.

The ARCS WIDE is suited to achieve an extensive coverage with few elements, offering a remarkably compact array preserving sightlines. The total coverage angle of an ARCS WIDE line source is proportional to the number N of enclosures in the array, i.e. N x 30°.
