Water abstraction is the main threat tofreshwater ecosystems in the Mediterranean.From 1967 to 2011 available per capitafreshwater resources in several countries fellby an estimated 60 percent due to increasinghuman population, destruction of freshwaterecosystems, and decrease of precipitation. While unsustainable water infrastructuredevelopment is rampant throughout theregion, hydropower, channelization, anddiversions are particularly acute in theBalkans, Turkey, and the Iberian Peninsula.Despite their serious ecological impact,hydropower infrastructures continue to bedeveloped at a high rate in the region, withdestructive consequences on the overallecological flow. With this action plan, we aim to ensure thatthe minimum required flows of water to sustainrivers, lakes or wetlands are agreed upon bykey stake-holders, towards maintaining andrebuilding full functionality of the region’sfreshwater ecosystems.

We selected three pilot river basinsillustrating unsustainable waterabstraction for agriculture purpose andthe proliferation of unsustainable waterinfrastructures. In each case differentconditions are present: 1 - A transboundary basin with major damdevelopment projects on one side of theborder and dam decommissioning on theother that could benefit from a basin-wideapproach 2 - One of the last free-flowing rivers inEurope threatened by dam constructionand for which we will promote analternative green development 3 - A basin where agriculture is the mainsector demanding water where we willpromote integrated water resourcemanagement through the establishmentof a water fund with local authorities andstakeholders

HOW IS THIS ACTION PLAN BEING IMPLEMENTED?
In Iberia, GEOTA work together with other NGOs anduniversities to prevent dams from being built in the Douro andpromote decommissioning of existing dam at basin level. In the Vjosa/Aoös basin, RiverWatch and EuroNatur worktogether with Albanese and Greek organisations to prevent theconstruction of new dams and consequently sustaining theecological flow. In Morocco, WWF coordinate the work for integrated river basinmanagement in the Sebou valley. Two platforms are established to support the activities in thepilot river basins and at regional level. RiverWatch coordinatethe partner organisations in using campaigning actions withsound arguments against the proliferation of dams in the region.Wetlands international coordinate the promotion of integratedmanagement of water resources across the Mediterranean. Exchange of experience and cross-replication are promotedbetween pilot sites and basins where MAVA has provided long-term support such as Neretva and Prespa basins.
